~FACTSHEET~ European Stability Mechanism The Treaty establishing the European Stability Mechanism (ESM) has been ratified by all 17 euro area member states. It entered into force on 27 September 2012, nine months earlier than initially foreseen 1. The treaty was signed by euro area member states on 2 February 2012. The ESM board of governors held its inaugural meeting on 8 October 2012. The ESM is an intergovernmental institution based in Luxembourg, set up to provide financial assistance to eurozone member states experiencing, or being threatened by, severe financing problems, if this is indispensable for safeguarding financial stability in the euro area as a whole. The initial maximum lending capacity of the ESM is set at €500 billion. This is achieved with subscribed capital of €700 billion (€ 80 billion paid-in capital, the rest callable). A first version of the treaty was signed on 11 July 2011, but it was subsequently modified to incorporate decisions taken by the heads of state and government of the euro area on 21 July and 9 December 2011 to improve the effectiveness of the mechanism. As a permanent mechanism, the ESM will take over the tasks currently fulfilled by the European Financial Stability Facility (EFSF) and the European Financial Stabilisation Mechanism (EFSM). With the accelerated entry into force, the ESM will now operate alongside the EFSF for nine months. In March 2012, the Eurogroup agreed to raise the overall ceiling for ESM/EFSF lending to €700 billion 2. Already during the transitional period, until mid-2013, the ESM will be the main instrument for the financing of new programmes. -

Sustainable Governance SGI Indicators 2009 Luxembourg report SGI 2009 | 2 Luxembourg report Executive summary During the last two decade’s rise in international financial markets, Luxembourg’s economy has grown more than the OECD average. In terms of GDP per capita, it has become the richest country in the world. This situation is not entirely the result of deliberate policy. Luxembourg has been constrained by the dictates of globalization and by the harmonization process within the European Union, but has nevertheless profited handsomely by creating a favorable environment for the establishment of foreign companies. Due to the country’s wealth, the government has often been tempted to try solving problems through increased spending on social programs. However, Luxembourg’s culture does not easily accept the loss of newly won rights. This makes it difficult for the government to return to a more moderate, or realistic, level of spending. More than most other industrial nations, Luxembourg benefits from a rejuvenating population, largely due to high rates of immigration. This phenomenon is even stronger within the economically active population, since many people work in Luxembourg but live across the border in France, Belgium or Germany. Approximately 41percent of wage-earners belong to this cross-border commuter category, and their number has steadily increased over the past decades. The social security system’s current equilibrium is dependent on growth in the number of members, and on their relative youth, which means the system will collapse if growth slows. In fact, studies have shown that in order to sustain the system an an annual growth rate of 4 percent of GDP and an annual job-growth rate of 2 percent must be maintained. -

14 April 2020 Eastern Partnership policy beyond 2020: advances and omissions in a vast agenda Michael Emerson, Steven Blockmans, Denis Cenusa, Tamara Kovziridze and Veronika Movchan The Joint Communication on the Eastern Partnership (EaP)1 published in March offers a broad array of policy orientations but relatively little operational specificity. This drafting is presumably intended to be acceptable to all six EaP states. The lack of reference to the joint request of the three states with Association Agreements (AAs) – Georgia, Moldova and Ukraine – to open a ‘quadrilogue’ with the EU to treat matters of common concern to them, and which are not relevant or plausible in relation to the other EaP states, is a glaring omission that could still be corrected at the EaP summit on 18 June. Working Paper: The Vulnerabilities of Developed States to Economic Cyber Warfare INTRODUCTION The central features of the ‘cybered’ world of the early 21st century are the interconnectedness of global communications, information and economic infrastructures and the dependence upon those infrastructures in order to govern, to do business or simply to live. There are a number of observations to be made of this world. First, it is still evolving. Economically developed societies are becoming ever more closely connected within themselves and with other, technologically advanced societies, and all are becoming increasingly dependent upon the rapid and reliable transmission of ideas, information and data. Second, where interconnectedness and dependency are not managed and mitigated by some form of security procedure, reversionary mode or redundancy system, then the result can only be a complex and vitally important communications system which is nevertheless vulnerable to information theft, financial electronic crime, malicious attack or infrastructure breakdown. -

State Transformation and the European Integration Project Lessons from the financial crisis and the Greek paradigm Evangelos Venizelos No. 130/February 2016 Abstract The financial crisis that erupted in the eurozone not only affected the EU’s financial governance mechanisms, but also the very nature of state sovereignty and balances in the relations of member states; thus, the actual inequalities between the member states hidden behind their institutional equality have deteriorated. This transformation is recorded in the case law of the Court of Justice of the European Union and the member states’ constitutional courts, particularly in those at the heart of the crisis, with Greece as the most prominent example. It is the issue of public debt (sovereign debt) of the EU member states that particularly reflects the influence of the crisis on state sovereignty as well as the intensely transnational (intergovernmental) character of European integration, which under these circumstances takes the form of a continuous, tough negotiation. The historical connection between public debt (sovereign debt) and state sovereignty has re-emerged because of the financial crisis. This development has affected not only the European institutions, but also, at the member state level, the actual institutional content of the rule of law (especially judicial review) and the welfare state in its essence, as the great social and political acquis of 20th century Europe. From this perspective, the way that the Greek courts have dealt with the gradual waves of fiscal austerity measures and structural reforms from 2010 to 2015 is characteristic. The effect of the financial crisis on the sovereignty of the member states and on the pace of European integration also has an impact on European foreign and security policy, and the correlations between the political forces at both the national and European level, thus producing even more intense pressures on European social democracy. -

The present report is submitted pursuant to paragraph 3 of Security Council resolution 2437 (2018), in which the Council renewed its request to me to report on the implementation of resolution 2240 (2015), in particular the implementation of paragraphs 7 to 10 of that resolution. 2. The report covers developments since my previous report of 31 August 2018 (S/2018/807) until 31 August 2019. The information and observations herein are based on submissions by Member States, relevant international and regional bodies and United Nations entities. II. Smuggling of migrants and trafficking in persons in the Mediterranean Sea off the coast of Libya 3. Since the issuance of my previous report, the world continues to face the grim reality that the Mediterranean Sea remains a high-volume thoroughfare for the smuggling of and trafficking in refugees and migrants. In 2019, thousands have again perished or gone missing en route or have been returned to situations of grave harm and uncertainty. In the period from 1 September 2018 to 31 July 2019, the Office of the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM) recorded a total of 82,236 arrivals of refugees and migrants by sea in Europe, a 26 per cent decrease from the same period in 2018, when approximately 111,200 individuals were recorded to have arrived in Europe by sea. For the period from September 2018 to July 2019, 1,485 refugees and migrants were recorded to have died or gone missing at sea on all the Mediterranean routes, including 736 on the so-called central Mediterranean route from North Africa to Italy and Malta. -
