MINUTES OF QUARNDON PARISH COUNCIL MEETING HELD ON 23 APRIL 2018 IN THE VILLAGE HALL, QUARNDON

18/78 PUBLIC SPEAKING Councillor Short gave an update on broadband. We are still waiting for a response from Digital about upgrading the houses connected to the Duffield exchange. The Virgin Media option appears not to be commercially viable and therefore unlikely to go any further at present.

A parishioner reported that there is still a temporary power cable along with hard core and safety barriers on Barn Close. It was agreed to follow up with DCC.

Parishioners reported that there is a renewed problem of parking outside the Joiners. Councillor Short offered to follow this up with R Handbury DCC. Meeting to be arranged with pub owners.

18/82 APPROVAL OF MINUTES It was resolved that the Minutes of the Parish Council meeting held on the 14.3.18 were approved and signed by the Chair.

18/84 CHAIRMAN’S ANNOUNCEMENTS Councillor Pitt thanked the Snow Wardens and everyone that helped with the skip rota and litter picking at the weekend.

18/85 PLANNING Approved • TRE/2018/0236 91 Church Road Fell one conifer (interfering with street light) 2. Reduce 4 silver birch by 1.5m to achieve a height of 12m and reshape remaining crown to accommodate reduction

18/86 NEIGHBOURHOOD PLAN UPDATE The Neighbourhood plan has been submitted to AVBC for screening who have appointed a consultant to do this. A final grant application has been submitted to Locality as unused monies up to 31.3.18 have had to be returned to Groundwork.

18/87 GROUNDS MAINTENANCE M Booth to be asked to fill in the pot hole near the entrance to the village hall car park.

18/88 BUDGET The budget was updated to include the fireworks donation. If necessary, additional funding for the Neighbourhood Plan work will be taken from the reserves.

18/89 DOG FOULING & LITTER It was agreed to purchase a bin for dog waste and litter for up to £50 and site on the footpath to Bunkers Hill. Councillor Rossel agreed to empty on an ongoing basis.

18/90 EMERGENCY PLANNING DCC have an emergency planning team and anyone can volunteer. No further action.

18/91 FIREWORKS UPDATE There had been two emails with feedback. The Parish Council are still fully supportive of such an event and agreed to inform Quarndon Events.

18/92 TRAFFIC GROUP UPDATED INCLUDING SPEEDWATCH TRAINING A meeting had been held on the 10 April and possible options for speed calming measures had been discussed. Speedwatch training will take place on the 2 May further to a number of volunteers putting themselves forward.

18/93 POTHOLES There are a number of potholes on Woodlands and Burley Lane. A reminder to report potholes to DCC.

18/94 ROAD PLANNING APPEAL HEARING No further update. The result is expected in the next week.

18/95 WEBSITE Councillor Turner gave an overview of the website statistics. The Parish Council welcome community group contact information for inclusion on the website.

18/96 YEAR END ACCOUNTS The year-end accounts had been circulated and were reviewed and approved. They have been sent to the internal auditor.

18/97 NEIGHBOURHOOD WATCH There had been a dwelling burglary on The Common 11 April during the evening.

18/98 TELEPHONE KIOSK/BOOK EXCHANGE Nothing to report.

18/99 FOOTPATHS There are no particular issues to report.

18/103 ITEMS FOR INFORMATION • DALC Circular 5/2018 • AVBC ref missed bin collection Unfortunately, we can’t put any extra collections into the schedule as the vehicles are now fully utilised until the end of November. The information we sent to all residents when they signed up to the service advised that, if we were unable to collect because of bad weather, they could put an additional 3 refuse sacks full of garden waste out at their next collection to make up for the ‘missed’ one (same policy as the refuse and recycling service) - this was also put on the front page of the website at the time. Derbyshire County Council as the Highway Authority cannot condone the use of additional signage on the highway which is not authorised for use by the Department for Transport. In this instance it could be argued that any nonstandard speed limit signage introduced on the highway could invalidate any successful enforcement of the current speed limit. Therefore we would not support the Parish Council in regards to this matter. • DCC update regarding disabled parking bays. I can confirm that the proposal has been withdrawn and the matter concluded.
