S4M-03078 : The Implications for the Scottish Economy of the Current Eurozone Situation—That the Parliament recognises the challenges in the eurozone and the

5 importance of a resolution to these issues for the Scottish economy; supports the efforts of EU member states and the European Commission to restore growth to the eurozone and welcomes the increasing focus on growth over austerity; recommends that instruments used to encourage growth in the eurozone are prioritised as part of the solution to the crisis; calls on the UK Government to respond to the increasing calls for a growth stimulus as, without growth, austerity is self-defeating, and therefore calls on the UK Government to respond positively to the Scottish Government’s proposal for £300 million of shovel-ready projects, which will support jobs and growth across Scotland.

S4M-02949 Aileen McLeod: Rio+20 Summit—That the Parliament welcomes the upcoming Rio+20 summit in June 2012, which will see world leaders, governments, the private sector, NGOs and other groups come together to discuss how they can reduce poverty, advance social equity and ensure environmental protection for the world; notes that, ahead of the summit, the seven key areas that have been identified as needing priority are decent jobs, energy, sustainable cities, food security and sustainable agriculture, water, oceans and disaster readiness; further notes that Rio+20 is in cooperation with the entire UN system; acknowledges the role of CIFAL Scotland in bringing together the public and private sector to advance the green growth agenda in Scotland and supports its ambition to give Scotland a powerful voice in promoting greater sustainability worldwide, including for organisations in the south of Scotland; considers that the original Rio Summit, held in 1992, was a milestone in global environmental talks, and believes that Rio+20 has the potential to go further in providing guidelines for long-term sustainable development worldwide.

*S4M-03088 Chic Brodie: Payday Loans—That the Parliament cautiously welcomes the moves toward self-regulation by the payday loan industry and notes the warning issued by the Office of Fair Trading (OFT) to Wonga.com regarding debt collection practices; considers however that neither of these measures will go far enough to address the impending crisis, which, it understands, will see an additional four million people apply for payday loans this year with upward of 30% of those applications being used to cover previous such loans; understands that Florida has a tough regulatory regime, which, although allowing the payday loan industry to continue and even expand, protects consumers by banning the practice known as rolling-over loans, having thorough credit checks and limiting the size of loans and the amount of interest that can be charged, and calls on the OFT to introduce a similar regulatory regime with the aim of ensuring that payday loan companies cannot take advantage of those in society with the greatest financial need.

and acknowledged to be a world-leading, evidence-based approach to Scotland’s problems with weight; understands that the redundancies follow the ending of the national funding for the programme in April 2012; notes that NHS boards received letters indicating their funding allocation for weight management programmes in May 2012, which it considers to be late; believes that, because of this, it will impact in practical terms and planning and will result in significant delays in local strategies and activities; understands that, while there is an expectation that minimal funding will come back to the Counterweight programme, this will not be sufficient to support any of the highly skilled specialists whose skills and experience have now been lost to the programme; believes that, almost one year ago, the Scottish Government was warned of a potential issue with what is known as gap inactivity; understands that this warning was ignored and that, following problems arising from the transition in funding streams from a national programme organised by Robert Gordon University to individual NHS boards, this gap inactivity issue arose, and believes that this has resulted in the momentum around what is considered an effective weight management programme at best being decelerated and at worst lost altogether.

*S4M-03084 Richard Simpson: Older People in the UK at Greater Risk of Poverty—That the Parliament notes the recent study carried out by DEMOS, which was published by WRVS, suggesting that older people in the UK are at a much greater risk of poverty than their neighbours in Germany, Sweden and the Netherlands; notes that the study argued that more than one fifth of older people in the UK are considered to be at risk of poverty, compared to 6% in the Netherlands and that, among the four countries studied, they have the highest prevalence of life- limiting illness; understands that, if healthy life expectancy continues to increase at a slower rate than life expectancy overall, older people in the UK will spend an increasing number of years in poor health; notes that, according to the study, men and women in the UK spend the final 7.4 and 9 years of their lives in poor health, compared to 4.6 and 6.6 in Sweden; understands that the report indicated that the UK had the highest rate of loneliness; believes that loneliness has serious implications for older people’s health as well as happiness; understands that, according to a 2010 study, people who lack social relationships experience the same increased risk of death as smokers; notes that other data in the DEMOS study suggested that fewer people in the UK volunteer or participate in sports and leisure organisations than in the other three countries; expresses concern that the UK also performed poorest on indicators of age discrimination, with nearly half of those surveyed in the UK believing that age discrimination is widespread, compared with only one third in Germany; believes that Scotland and the UK face a challenge to ensure that people in older age enjoy a better quality of health and wellbeing, and considers that every effort should be made to prevent any increase in poverty among older people.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
