TRAFFIC STUDY

MOUNDSVILLE POWER MARSHALL COUNTY, WEST VIRGINIA

1.0 INTRODUCTION

Moundsville Power, LLC (“Moundsville Power”) is proposing to redevelop a 37.2 acre parcel (“Site”) in the existing 382-acre Allied-Hanlin-Olin United States Environmental Protection Agency’s (“USEPA”) Superfund Site (“Property”) for the construction and operation of a state-of-the-art, clean-burning, natural gas-fueled electric generating facility (“Moundsville Power Plant”, “Project” or “Facility”). This remediated Superfund Site is located approximately three miles south of Moundsville, West Virginia along the River in Marshall County (location mapping is provided in Appendix A ). The Facility design will consist of two combustion turbines (“CTs”) driving two combustion turbine generators (“CTGs”). The exhaust from the CTs will be directed through two heat recovery steam generators (“HRSGs”) that utilize exhaust heat from the CTGs to generate high-quality, and superheated steam to drive a single steam turbine (“ST”) that will generate electricity in an efficient and environmentally friendly manner using a steam turbine generator (“STG”). The faceplate capacity will be increased from 525 MW to 549 MW through the use of duct firing to increase the temperature of the CT exhaust gasses, increasing the output of the STG. Potesta & Associates, Inc. (“POTESTA”) has prepared this traffic study to comply with Public Service Commission of West Virginia (“PSC”) Rule 150CSR30 associated with the Facility. In this study, we present Average Daily Traffic (“ADT”) information for public roads located within a 5-mile radius of the Site for the pre-construction, construction, and post-construction phases of development. The ADT information is further broken down for public roads within a 1-mile radius of the Site for the pre-construction, construction, and post-construction phases of the Project. Combined, these areas are the “Study Area” ( Figure 1 in Appendix A ).

ADT values for each phase were developed by utilizing information provided by the West Virginia Department of Transportation (“WVDOT”) and Moundsville Power’s professional consultants. Access to the Project from main interstates would most likely be from Exit 1 off Interstate 470 (bypass), south along U.S. Route 250/West Virginia Route 2 (“WV Route 2”) through Moundsville, then south along WV Route 2 approximately 2.5 miles to the construction staging area west of the route, just north of the Moundsville Country Club.

ADT values throughout the Study Area will largely be unaffected, other than on U.S. Route 250/WV Route 2 during and after construction of the Project.

2.0 PRE-CONSTRUCTION TRAFFIC

Pre-construction ADT in the Study Area was provided by the WVDOT. These values are based on a 2011 Traffic Survey of Marshall County and a Traffic Analysis at the intersection of WV Route 2 and County Route 2/17 conducted by WVDOT on July 31, 2013. The 2011 Traffic Survey of Marshall County is the most recent countywide information available. The WVDOT has a three-year cycle for updating their traffic survey information, so Marshall County will not be updated until 2014.

Public roadways located within a 5-mile and 1-mile radius of the project were evaluated during this traffic study. There are 66 public roads, as well as the entire town of Moundsville, within the 5-mile study area. Eleven public roads pass within a 1-mile radius of the Project.

U.S. Route 250 and WV Route 2 will be the primary routes used for delivering equipment, materials, and labor to the Site, including the staging area which will be located within or adjacent to the site boundary. The pre-construction ADT value just south of the proposed Facility on the WV Route 2 is 7,338, based on the 2011 Traffic Survey. Based on the WVDOT Traffic Analysis at the WV Route 2 and Marshall County Route 2/17 intersection, the 9 hour manual count indicated 4,980 total vehicles coming and going on WV Route 2, including 679 recorded trucks. Using the expansion factor of 1.76 noted by the WVDOT, a 24 hour count of 8,769 vehicles, including 1,154 trucks, can be extrapolated. With exception of one residential road (Marshall County Route 2/17) which connects to WV Route 2, there is no significant connector that would impact the traffic between this intersection and the entrance to the proposed Facility.

Figure 1 in Appendix A shows the Study Area, including the 1-mile and 5-mile radii limits and the pre-construction ADT values for the West Virginia roadways in that area. The WVDOT Traffic Analysis for WV Route 2 and County Route 2/17 is included in Appendix B.

3.0 CONSTRUCTION PHASE TRAFFIC

Traffic during construction will be affected by the number of trucks needed to transport necessary equipment and supplies to the Site and the number of workers arriving and leaving the Site. Trucks hauling equipment to the Site will range in size from small double axle commercial trucks to oversized trucks hauling two (2) CTGs, two (2) HRSGs, and ST segments that will require pilot vehicles.

U.S. Route 25/WV Route 2 will be the affected road in the Study Area due to supplies being delivered and construction personnel traveling to and from the staging area south of Moundsville. Once unloaded, the trucks will return to WV Route 2 using the same route. Construction personnel will also enter and exit the Site using the same route.

ADT data represent the number of axles rather than the number of vehicles. The WVDOT considers two axles to represent one ADT; therefore, a truck with four axles will increase the ADT count by two.

The general construction overview of the activities is as follows:

A. Initial Construction Preparation would include:

1. Preparation of access roads for the various equipment locations and heavy crane access. 2. Preparation and install erosion and sediment control (“E&SC”) storm water pollution prevention plan systems for the Site. 3. Clearing and grubbing of Site locations per the development plan. 4. Preparation of lay down areas, parking, and construction trailer location sites. 5. Cutting and filling to elevations per the project execution plan. 6. Preparation of road access for heavy haul deliveries from rail road sidings, barge access, and dedicated heavy haul transporters.

The following equipment and materials will most likely be transported by truck or driven in to the Site. The number of trucks assumed importing and exporting the equipment from the Site or entering and exiting the Site during construction is shown in parenthesis. The route will be along WV Route 2.

4. Trenching for and placement of underground cables, pipe, and communication lines between equipment locations and the marshalling cabinets and/or control room per the design. 5. Installation of the grounding system. 6. Completion needed crane pads and staging area as needed at each major equipment location per the construction schedule. 7. Make terminations of collection and communication system cables. 8. Receiving and installation or storage of material and equipment throughout the construction period.

The following equipment and materials will most likely be trucked or driven in to perform the above the activities. The route will be along WV Route 2.

C. Final startup and project area reclamation includes:

1. Startup and commission of the equipment per a start-up and commissioning plan and schedule. 2. Performance of remaining site landscaping or improvements as per a site development plan. 3. Restoration of construction lay down and parking areas per a site development plan.

The project schedule and construction phase information provided by Moundsville Power indicates a 30-month construction period. An analysis of the construction process would estimate: 1) 30% of the project (9 months) would be the initial construction preparation which would not require the largest share of the work force; 2) 40% (12 months) would be the construction erection activities which would require the largest share of the work force; and 3) the last 30% of the project (9 months) would be the final startup and project area reclamation would also not require the largest work force share.

Based on the above construction, it was estimated that approximately 350 total vehicles will be required to deliver the construction erection components for the Project, including approximately 320 semi-trucks with lowboy trailers entering and exiting during the construction erection activities and the remaining thirty (30) two-axle trucks (panel trucks, storage vans, flatbed trucks, pickup trucks, etc.) picking up materials and equipment on a daily basis.

Assuming the primary vehicle is the semi-truck with lowboy trailer using 7 axles (4 axles on truck, 3 axles on trailer), the number used to determine the ADT would be 3.5 per truck. For the 320 semi-trucks, the representative vehicles with two axles would be 1,120. Since the vehicles will enter and then leave the Site on WV Route 2, that number doubles for a total of 2,240. On average, there will 261 workdays per the construction erection period of one year (not counting weekends); therefore, the total vehicles by the number of work days indicates that the ADT for the semi-truck with lowboy delivery of equipment and material would be approximately 10.

Assuming the 30 two-axle trucks (panel trucks, storage vans, flatbed trucks, pickup trucks, etc.) would also arrive and leave the Site in the same manner as the semi-trucks for the delivery of equipment and materials and each vehicle makes one trip per day (exiting and reentering), the ADT would be 60.

Construction personnel vehicles are anticipated to travel the same route as the trucks and must be taken into consideration. It is estimated that there will be 435 workers during construction, not including the vendors with equipment and materials noted above. In order to approximate the impact of construction personnel vehicles on the ADT, it is conservatively assumed that there is one person per vehicle driving to work and back home; therefore, 435 vehicles will carry construction personnel to and from the site on a daily basis, for an ADT of 870.

Regarding roadway usage during lunchtime by construction workers, the majority of the restaurants are located along WV Route 2 within the City of Moundsville. No other roads should be affected by the construction traffic. If an estimated one-half of the 435 vehicles go to and from the restaurants at lunch time, the additional ADT will be 435.

The ADT for the overall project during construction, including the delivery trucks, delivery vehicles and workers would be estimated at 1,375. The increase in ADT along WV Route 2 at the intersection of the Solvey Road (access to the entrance for the Site) would increase by approximately 15% during the construction phase of the project with the majority of the increase being by two-axle vehicles. The ADT for semi-trucks along WV Route 2 is 10, which is not significant relative to the number of trucks in a 24-hour period (1,154) extrapolated from the 9-hour manual count of trucks.

Further north within the 5 mile radii, points on WV Route 2 and U.S. Route 250 have pre-construction ADTs of 14,710 and 16,600 respectively. These routes will be affected from the traffic from the Facility’s construction and operation, but the affects would be low relative to the overall traffic (Reference Table in Appendix C ).

Mitigation will include

1. Upgrading the access road; 2. Following all WVDOT requirements for traffic route; 3. Coordination of all heavy haul and oversize loads with the Marshall County Sheriff’s Department and Moundsville Police;

Route 2 intersection within 5 mile radii; it would assume that the traffic from site would add to the existing traffic during construction and after construction.
