3 1. SUMMARY

The purpose of this Public Participation Report is to provide background on the public participation process that was followed in developing this Integrated Management Plan (IMP). It describes the participation process as well as provides a summary of the concerns, issues and responses received for this IMP together with EKZNW’s response in addressing each comment received. This document is to accompany the IMP document through its approval stages providing additional process information to decision makers.

Brousse-James and Associates notified the identified key stakeholders, relevant authorities and interested and affected parties (See Addendum 1) of public meetings that would be held. Advertisements were placed in newspapers inviting all to attend the public meeting (See Addendum 2). The advertisement briefly described the purpose of the IMP and the importance of public participation in the development of the IMP that will be used in managing the protected area.

The stakeholder workshop/ public meeting for the Umlalazi Nature Reserve was held on the 29th October 2007 at the Town Hall. At the stakeholder workshop a Powerpoint presentation was delivered (See Addendum 3). An attendance register was recorded (See Addendum 4). Concerns and issues raised at the public meeting were addressed in the drafting of the IMP which was then submitted to Ezemvelo KZN Wildlife.

It became apparent that the various IMP’s being developed by consultants for more than fifteen different protected areas each had a different format, making it very difficult to assess, review and use. Ezemvelo KZN Wildlife therefore developed a standardised template for IMP’s. Immediately this was adopted by the organisation, specialised IMP development staff were employed and the existing draft IMPs (including the draft Umlalazi Nature Reserve IMP) were further revised into the approved standard format.

Interested and affected parties as previously identified, as well as the general public were invited to review and comment on the revised draft of Umlalazi Nature Reserve IMP in November 2009. This was done through e-mails (See Addendum 5) and letters (See Addenda 6a, 6b and 6c), sent to all identified interested and affected parties, as well as advertisements placed in The Natal Mercury, Isolezwe and Zululand Observer newspapers (See Addendum 7).

Hard copies of the draft Umlalazi Nature Reserve IMP were made available for review at the protected area office, at local and district municipalities, local libraries and an electronic copy was available on the Ezemvelo KZN Wildlife website. Additional hard copies were also available from the protected area office and were delivered to the local and district municipality planning departments for their review and comment. Comments received were considered and incorporated into the IMP where appropriate. A summary table of comments received and responses made is included in Addendum 8. In some cases additional feedback was obtained through one-on-one meetings with the stakeholder and direct feedback on the comment received was provided to all interested and affected parties that responded to the draft IMP. Additional consultation with Ezemvelo KZN Wildlife management and specialist staff was undertaken and the final draft Umlalazi Nature Reserve IMP was produced in January 2010. A copy of this final draft as proposed for approval, was placed on the Ezemvelo KZN Wildlife web site and interested and affected parties informed accordingly.

The approval process that will be followed is that of submission to Ezemvelo KZN Wildlife internal committees, followed by submission to the Nature Conservation Service Board, submission to the Department of Agriculture, Environmental Affairs and Rural Development’s Head of Department and finally to this department’s MEC. The approved Umlalazi Nature Reserve IMP will then be circulated to the provincial Environmental Portfolio Committee and an electronic copy placed on the Ezemvelo KZN Wildlife website. An advertisement will be placed in the regional newspapers advising stakeholders as soon as the Umlalazi Nature Reserve’s IMP has been approved.

A workshop is to be held at the Mtunzini Town Hall at 10h00 on Monday 29 October 2007. This workshop will serve the purpose of discussing the Vision and Objectives and considering issues identified by the consultants.
