Introduction

1. DEMOGRAPHIC DEVELOPMENT

1.1 Population Growth

The estimates of the total population (including work and resident permit holders and foreigners residing in Malta) for 2001 showed that the Maltese Islands are inhabited by 394,641 persons whereof 195,863 are males and 199,278 are females. The number of foreign residents represents 2.5 per cent of the total population.

The publication presents the main demographic events registered. Population change is the net result of two demographic aspects: the difference between births and deaths and the migration balance. Both were positive during the year 2001. There was a natural increase of 924 persons and a net migration inflow of 399 persons. As a result the end year Maltese population (excluding permanent foreign residents) stood at 385,077 consisting of 191,025 males and 194,052 females.

1.2 Composition

The population of the Maltese Islands like the rest of European countries is ageing. The aged-child ratio in the year 2001 consisted of 65 old persons per 100 children.

The working population, i.e., 15-64 age group amounted to 261,776, whereas the 0-14 and the 65 plus age brackets consisted of 74,845 and 48,456 respectively. Hence the Total Dependency Ratio for 2001 was 47.10.

Regarding the total population, the aged-child ratio for the year 2001 is the same as that in respect of the Maltese population. The working age population stood at 268,968, whereas the 0-14 and the 65+ groups consisted of 75,955 and 49,718 respectively.

1.3 The Localities

The Northern Harbour District still makes the largest part of the population as it includes the largest towns on the Islands such as Qormi, Hamrun, San Gwann, Sliema and Birkirkara. Localities such as Valletta and Isla decreased their Maltese population in year 2001. Localities such as St. Paul’s Bay and Marsascala had a substantial increase in Maltese population growth between 2000 and 2001.

The total foreign population growth between 2000 and 2001 was of 7.6 per cent. Gozo experienced 18.9 per cent of permanent foreign population growth between 2000 and 2001 when calculated separately as a region.

2. VITAL STATISTICS

2.1 Fertility

The number of newborns to Maltese parents was 3,859 which was again lower then last year by 396 and is now the lowest recorded over the past thirty years. The continuous drop is being observed in other countries. This is a relevant indicator to the future structure of the Maltese population, the total fertility rate being 1.72.

The Crude Birth Rate, dropped to 10.05 in 2001. Babies born to parents of other nationalities residing in Malta, amounted to 76. Birkirkara registered the largest number of births with 222, however it was Xghajra and Marsascala which scored the highest Crude Birth Rates of 29.73 and 26.72 respectively.

In 2001 there were 499 births outside marriage, which is 12.9 per cent of the total births.

Years Malta births Gozo births Table 13 gives a breakdown of the socio-economic background of the fathers who had babies during the year. The highest percentage of the fathers were coming from the Craft and Related Works Sectors with 687 fathers.

2.2 Mortality and Health

The numbers of deaths dropped by 0.7 per cent from last year as it registered 2,935 (1,496 males and 1,439 females) with the Crude Death Rate being at 7.65. Infant deaths decreased to 17 from 26 with an infant mortality rate of 4.4.

February 2001 registered the highest numbers of deaths with 293 cases. Apart from Luqa where the main Government Home for the Elderly (St. Vincent De Paule Residence) is situated, there were also high numbers of deaths registered in Rabat and Sliema. However the highest Crude Death Rate resulted in , Valletta and Fontana.

The highest number of deaths again occurred in the 75-79 Age Group. The Expectation of Life for the year 2001 was 76.07 for males and 80.87 for females.

The main risk factors were, as ever, the diseases of the circulatory and respiratory systems and neoplasms. The respective deaths being 1,283, 361 and 723.

2.3 Marriages

The Crude Marriage Rate for the Maltese Islands went down to 5.72 in year 2001. Marriages in Malta went down by 13.8 per cent whilst those occurring in Gozo went down by 20 per cent this year.

Single Bridegrooms made 93.8 per cent of the total bridegrooms, while the widowed, annulled and divorced grooms made 1.2 per cent, 0.7 per cent and 4.3 per cent respectively. Single brides and the annulled made 93.9 per cent and 1.0 per cent respectively. Widowed, annulled and divorced brides and grooms came from the 30-34 and 35-39 age groups. Most male spouses had Technical professions whereas the female spouses were mostly Plant and Machine Operators.

Foreign spouses were mostly of British Nationality while most of the Maltese spouses come from the Northern Harbour District since the latter incorporates the largest towns in Malta such as B’kara, Qormi and Sliema. The month of June was the most popular month for the celebration of marriages.

Civil marriages decreased from last year by 6.8 per cent at 474 marriages, this was nearly 22 per cent of the total marriages during the year. Graph 5. Marriages classified by age groups: 2001

3. MIGRATION

Most Mediterranean countries have had a long history of migration. Malta was no exception. The migratory movement was particularly evident in the 1950s and 1960s. Since the mid-70s Malta received back thousands of former emigrants. The present migration dimension in Maltese demography is being phased out.

During 2001, 73 persons left to settle abroad, whilst 472 returned. Also during the year there were 530 foreign settlers and 1,190 persons naturalized/registered as Maltese citizens. The latter being the highest ever recorded, the result of the Dual-Nationality Act which came in force in February 2000.

There were also 39 cases of child adoptions from abroad, mainly from Romania.

4. FORECASTS

Future population trends are usually based on projections which in themselves are neither forecasts nor predictions. Demographic trends are based on a number of assumptions about future variations in fertility, mortality rates and migration flows with the latter assumption being taken as zero.

Malta’s population is still young by European standards. The 0-14 age group represents 19.4 per cent of the Maltese population, whereas the 65+ age group stands at 12.6 per cent. The number of potential workers for each pensioner gives the results as shown in last year’s projections, i.e. 4:1 declining to 2.5:1 in the year 2025. 5. SOURCES OF DATA

Births statistics are derived from records held at the Public Registries of Malta and Gozo where registrations of such births are obligatory. Such births are matched with data provided from state hospitals, private hospitals and private clinics. These sources always match.

Deaths registered are forwarded to the Health Information where these are analyzed and data is sent regularly to the National Statistics Office.

6. DEFINITION OF TERMS USED

Crude Birth, Death and Marriage Rates are respectively the number of births, deaths and marriages per thousand in the mid-year population. Sex Ratio at birth, which is used for projections of population figures, gives the number of male births per hundred female births.

Life Expectancy at Birth indicates the number of years of a newborn baby is expected to live if mortality in the various age-groups remains at the level of the period on which life expectancy is computed. Infant Mortality Rate is the number of deaths of infants under 1 year old per 1000 live births. Natural Increase is the excess of births over deaths. When expressed as a rate per thousand population it is the difference between the Crude Birth Rate and the Crude Death Rate. Annulled marriage refers to annullments given by the Superior Courts or the Church Tribunal. Divorce refers to divorces which were accepted by the laws of Malta in terms of Section 33 of The Marriage Act, 1975.

Migration data has undergone quite some changes since the Labour Department dismantled its section of Emigration in January 1995. The data hence encountered deficiencies in record availability. The only sources for prospective emigrants were those from the Embassies and the High Commissions. Since 2000 only the High Commission of Britain was complying with our requests.

Data for returning migrants and foreign settlers is derived from monthly returns from the Comptroller of Customs. Prospective settlers, both foreign and returning Maltese, have to be recorded at the Customs since they have to declare their personal effects.

Marriages are compiled at NSO from data kept at the Public Registries of the Islands. The limitations in this aspect are data relating to separations and annulments. Divorce is not recognized in the Constitution of Malta.

Population Estimates are based on Census results updated annually to take account of the components of change: births, deaths and net migration, as well as registration of foreigners as Maltese nationals.
