Project Background In September 2017, the Town of Cottesloe received a petition containing over 1000 signatures requesting a new skate park facility. Of these, approximately 440 signatures Provide a brief summary of the project background were Cottesloe residents. Council had engaged a consultant to provide Feasibility report for the construction of a skate park. The report includes details on the suitability of preferred sites, appropriate size, construction costs, funding, and opportunities.

Purpose and objectives for undertaking community To obtain feedback on the aspirations for a Cottesloe Skate Park and proposed Grant engagement Marine Park facility location.

The Town’s Strategic Community Plan (the Plan) has identified the improvements to public open spaces to be one of the priorities for the organisation. One of the challenges identified in the Plan under Priority Area 1 was the complexities of meeting the needs of young people in the Town; this is particularly evident when seeking to provide amenities specifically for the Town’s youth. In September 2017, a petition containing over 1000 signatures requesting a skate park facility provided the impetus for the Town to engage consultants Enlocus to develop a feasibility report for this project. The consultant identified Grant Marine Park from a list of possible locations as the preferred option that best meets the following criteria: 1. Physical site conditions 2. Technical access plus transport. 3.Natural and passive surveillance, security and safety 4. Proximity to Amenities 5. Maintenance of the park is easy. 6. Impact on existing facilities The Town seeks your feedback on the proposed skate park in Cottesloe and the preferred Grant Marine Park location to determine the appropriateness of such a facility within the suburb to further progress any design.

Survey introduction text. The town strategic community plan contains an adopted way to proactively pursue solutions and improve the open space of Grant Marine parade park. FAQ 1. When the construction will start for this project? Answer: The construction dates have not yet been determined. The project is only at the concept stage and is subject to community support, detailed design and funding approval.

FAQ 2. How much will the project cost? Answer: It is anticipated that the project will cost approximately $300,000 to $700,000 depending on the size

FAQ 3. What kind of equipment will be used for the park? Answer: Using feedback from broad community engagement, the Town is planning to conduct workshops with various groups including professional skaters to help determine the best fit out for Cottesloe? We will know more about the detail once this has occurred.

FAQ 4. How will it be funded? Answer: The Town will explore the possibility of external funding.

Town of Cottesloe Community Engagement Plan 13 The Lessons Learnt From

Mr Wayne Stuart, the Coordinator Community Facilities Planning from the City of Wanneroo provided his expertise and experience in regards to their skate park offering the following advice:

• Identify suitable locations within the City for these facilities and the number of facilities required to cater for the community. This includes the potential to move, upgrade or decommission existing infrastructure. • The development of a detailed site assessment process and criteria (perhaps a checklist) and framework for the development of these facilities. • Landscaping and supporting infrastructure. • Pedestrian Networks and accessibility. • Lighting Requirements. • Suggested a risk assessment for Skate Specific Requirements – noting that there is no Australian Standard for skate parks. • Establish a strategy that includes the development of a hierarchy of provision recognising the different levels of provision required by the City and/ or a facility continuum if it is deemed that it can enhance the level of flexibility. • Don’t forget that a skate park caters for different ages, styles of skateboarding, and level of ability – your beginners will get good and will need challenges as they advance their skill.

o The park will also cater for scooters (which are a massive part of the market), BMX, inline skaters and wheelchair boarders. • Earthworks and construction materials;

o Speak with your parks maintenance guys, at the end of the day, they will be maintaining them – What do they know? What are their experiences? What are their preferences? • Ensure a Construction strategy is in place to keep the kids out during construction; • Conduct an official opening; and • Activate the space.

The Lesson Learnt From City Of

Ms Christine George, Community Development Officer – Youth, from the provided her expertise and experience in regards to the development of the Fremantle skate park offering the following advice: • As our project is at its early stage she was very brief in regards to the lesson learnt. • Ms George spoke about the landscaping and the need to engage the community about the new development for the town. • Suggested seeking information from the actual skateboarding community regarding the lighting to meet skate specifications. • Organise meeting with experience skaters by using the City’s website and social media • Establish some health and safety measures. • Ensure the facility caters for all ages, the various skate styles and skateboarding levels/abilities. • Suggested the project team check-out this website: https://www.fremantle.wa.gov.au/community/sport-and-recreation/esplanade- youth-plaza
