EDITORIAL }.ICCU AI'FAIRS The EBd. of_ County ? Nor:q in its B4th year, the NCCU is suffering from a degree of ind.ifference *ver its welfare by the counties which must be a concern to those who regard it as a necessary institution. Of the eight counties which comprise the NCCU three were unrepresented at the December meeting and when the Curnbrian representative left early it was reduced. to a 50% attendance. No;' did the mood. brighten when Peter Cartman of Northur"nberland forecast the death of county matches unless we can agree on a more acceptable format than the current one. The problem, as we all know, is a reluctance of rnany players to travel Iong distances at a cost of two or three pound.s, and the expectation of a one-sid.ed match, particularly when Yorkshire are due to play the other North Eastern counties, Another look at the jamboree system for both the Eastern and Western areas followed by a final jamboree for the top and bottom two of both areas, or a system based. not on geography but on merit are alternatives. However the meeting agreed. on a proposal for the next AGi'fl that the I'd,oub1er fixture in round 4 be elimlnated. The match in the preliminary round between the two counties would count d.ou.b1e. In effect there would be a five round programme lnstead of six if this proposal were carried. _NQC[ Jjrdiv_idqal C]lampi onship ft was agreed ln principle that the NCCU fndividual Championship will be he1d. und"er the auspices of a congress next season rnith the venue rotating anong the counties" This would require co-operation from the organizers of the congress and if anyone is willlng to help I would be glad to hear from then. iio mentj-on was made on how they would squeeze in seven games - assuming eight entries - into a week-end- eongressn so the Swj-ss system would appear to be i-nevitable. Britis"! Qlrampionship Qualifying Competition For those who are i-nterested ln playing in the British "Qualifyingtt there will" be a radical change in the system of running it next year. It will be a TJni"an errent, again rotating among the countles and can be played either as a five round special weekend eongress or, as is more llkely, alongsid.e an existing congress. Again offers are lnvited to stage it from any county where the congress is under the control of a BCF arbiter. Only two players w111 qualify for the British Championship from each of the four Unions. Stewart Reuben, the BCF Congress Director, gave a clear indication i-n his 1 982 annual report that he wanted the Britj-sh Championship to be as exchlsive as possible wlth players graded. 22O upward.s receiving the welcome treatment with all expenses paid, and those und.er 200 discouraged..

The l,evy 4gqin A couple of items which surfaced were the d.iselosure that Middlesex and the BCF are on a collisi-on course by the refusal of Middlesex to pay any increase on the levy rate next season" there is, however, an olive branch look about the lowerlng of ltliddlesex's levy number from 20 to 19 by the BCF, vrhich suggests a compromise is like)-y, and seeondly there is to be a thorough review, so we were told., of the methods of raising income from players. Their version of why the number of registered players has stayed. virtually unchanged at around.12t000 since 1975 should make fascinatlng reading,

[he BCF Budget for 1 983 Iirst thoughts on the May bud.get appeared in the January issue of t'I[ewsf]-ashrr. One item is an eyeopener. There is a projected expenditure of f,}1335 on publicity, which compares wlth fl190 in 1981 and. f,946 in 1982 actually spent. The BCF Secretary comments rrThe BCF intends to seek professional public relations advice and thereby both to enhance its image amongst players and media and also to encourage a climate in whi-ch sponsor- ship can flourish. It is the editorts opinion that this is long overd.ue.'t Bearing in mind that the BCF have their own Pr:"blicity Director this seems to me extravagant expend.iture representing, as it does , 11,8/, of total net exp endi ture . A rnodest increase in the levy rate from BO to 80-85 (Ct.5O - C1.70 per head") will be sought by the BCF at their }'lay budget meeting implying a total registration fee - BCF, NCCU and YCA of around. 1.2.30 for next season, or sor:ething on these lines. A.G.S. 6i\r, RULE CHANGES 'ile take from the December issue of the BCFrs bulletin'rNewsfl-ash" details of n:Ie changes which were made at the recent FfDE Congress at Lucerne, Th s changes take immediate effect. '1. Article 8.2(b) deals with the case where a player touches both one of his own pieces and also one of his opponentrs. It has novr been amended. to read" that in such a case " he must capture his opponentrs piece with his own piece; or if this is not possible, move or capture the first piece touched that can be moved. or touched".rt 2. Article ''l 2.4 provides that the number of 50 moves in the 5O rnove rule ca"n can be increased. for certain specified. positions. An extra position has now been added as follows: 'rln end-ings consisting of T{ing, Rook and Parrrn on a2 for White, and , Kingrs Sishop and Paum on a3 for Black (and the mirror image of this position with col-ours reversed) the number of 50 moves shall tt be increased to 1 OO moves, 3. Article 18.1 deals with the offer of a d.raw. A new interpretation has been promr"rlgated. as follows: rrQuestion: at one tournament the player who was due tr: seal the move offered the d.raw, but his opponent asked the proposer of the draw to execute the move. Is it supposed that interpretation of Article 18.1 (1974B) was not intended for the moment of adjoirnment? Answer: the above procedure of ot'fering a draw cannot apply to a sealed move or a move about to be sealed, since thls is a secret move: consequently, the Larryrs provisions do not apply to the sealed move, nor is any procedure envisaged for such an exceptional- case. The proced.ure of offering a d.raw was established. so as not to disturb the opponent during p1a.y, but such a d.anger does not exist when a rnove is sealed or about to be sea1ed.." -3-

WAKEFIELD 1952 Followlng Stanley V{ilkinson!s reminLscences in our last issue of the YCA Easter Congress of 1955 heltl in Harrogate, we rvore very preased to recel-ve from Peter Gibbs his memories of &n even earlier Easter Congress. tJIe quote from hls letter: nMay I add some comments about the YCA congress of 1952 although I d.o not remember the actual venue fwatetiela - eaitor]. The congress was lmportant to me for two reasons - it. was an opportunity for me as a 'l? year old to gain valuable experience in the premier event but espectally to see Derek Paffley in actlon. Of course, today there is nothing special in a 17 year o1d playing in a weekend congress or even wlnning ii! bfrirty years ago things were very dtfferent and so I am grateful to those YCA congresses. He won a first prlze of {.254 and. the Timeform Cup. Chris Hunt came second wi-t]n 7/9 and l,{alcolm Corbett won the third prlze with 6 points. A A Grandmaster Dr John Nunn gave a simultaneous display in Hu1l on January 9th. He took orl 37 players without a loss and just flve draws against D.G.Mills, A.N.shepherd, B.carrlngton, E.s.0x1ey and J.A.lavan. John lavan came nearest to beating the Grandmaster; he was two pawns up in a rook en6- game but then lost a and allowed a draw by repetltion. John Lawson, to whose column in the Hu1I Daily Mal1 we owe thi,s report, comments that one or two players played on too long in clearly lost positions, thus lengthening the dlsplay and possibly causlng John Nunn to offer draws in a couple of positlons in ord.er that he could catch hls return train. Thanks to lolaurice Kent, the DDCA Bulletln Edltor we are now able to give some news of Doncaster chess, -14-

Doncaster chess has expand.ed ln recent years and the DDCA now takes ln teams from Barnsley, Darfield. and Hoyland, Their Bulletin ls a new venture, having just reached. lssue no. 3. From it we learn that Southern A lead Dlvision 1, Barnsley C are top of Dlvision 2, and. Thorpe Marsh B are ahead of DivisloD 3. Maurice Kent makes a commend"able effort to include material of general interest in his BulletLn; the issue und.er review contalns an explanation of the grad.lng system" It must be said that the history of Doncaster chess has not been the happiest one in recent years, and. the wlthdrawal of the Doncaster Central Chess elub from the Yorkshire leagues 1s just one sign of thls. Doncasterts flag is kept fLylng by the Doncaster Chess Society but we were disturbed to see lVlauriee Kent writlng as follows: "The formation of the Doncaster Chess Society was due to arguments betvreen the top players and a recurrence of the same, threatens to do the same to Doncaster Chess Society as occurued to Central. I do not intend to argue here for support for the D.C.S. f cannot and I will not, but I must say this: the d"emise of Doncaster Central from Saturday competition 1s most unfortunate.
