MINUTES FOR 54TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD AT SLDC, MPPTCL, NAYAGAON, JABALPUR ON 22ND OCTOBER 2016 AT 11.00 AM.

The 54th meeting of Operation & Coordination Committee of MP held on 22nd October 2016 at SLDC, MPPTCL, Nayagaon, Jabalpur under the Chairmanship of Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC. The list of participants is enclosed at Annexure -1.0.

Shri P.A.R.Bende C.E (SLDC) & Chairman OCC welcomed all the participants attending the OCCM.

He stated that the frequency profile has been improved considerably over the last two months and informed that the constituents of regional grid as well as state grid in general are keeping their drawal within the permissible range defined in the DSM regulation. Percentage of time frequency within the permissible range of 49.9 -50.5Hz was 73.74% for the month of Aug 2016 and 75.15% for the month of Sept 2016. The frequency was within operating range for higher duration which is a remarkable improvement in the system. The average frequency for the month of August & September 2016 was 50.00 Hz. The % of time frequency above 50.05 Hz. for the month of September 2016 has reduced to 19% in comparison to 20.32% in the month of August 2016. The % of time frequency below 49.9 Hz was 5.94% for the month of August and was 5.85% for the month of September 2016. Chairman OCC also stated that efforts are being made and measures are being taken to run the system within the permissible frequency range so as to increase to achieve 85% for better system operation. He also intimated the committee that during rainy season the system operated smoothly and the system parameters was maintained well within limits.

The Chairman OCC also informed the committee that in the month of September 2016, Black Start Mock Drills has been conducted successfully at 5 Nos. Hydel Power Stations i.e., at Bargi HPS, Pench HPS, Tons HPS, ISP and OSP. The Black Start Mock Drill at OSP HPS was successfully conducted for the first time and it is a remarkable achievement as the Unit at OSP HPS was operating below MDDL and its governor has responded/operated smoothly during the mock drill. He also stated that a mock drill exercise has to be planned and conducted in which two Black Start islands are to be formed and synchronized with each other and with the National Grid. To perform this activity synchronization trolley will be required at S/s falling on the Black Start path.

Thereafter he informed the committee that the Draft Regulation of the CERC (Communication System for Inter-State transmission of electricity) Regulation 2016 has been forwarded for suggestion/objection/comments. As per the regulation 99.98% and above availability of communication/SCADA is required to be maintained.

He also informed the committee that the interruption occurring for 15min and above in a day is to be reported daily to energy department and all concerned. Thus the attention is required to avoid and minimize the interruption and emphasizing on supplying the power uninterruptedly.

Thereafter Chairman OCC requested, Member Secretary OCC to take- up the agenda points.

ITEM NO.1 : CONFIRMATION OF MINUTES : Member Secretary OCC informed the committee that the minutes of 53rd meeting of operation & coordination committee of MP held on 27th Aug 2016 at SCADA Control Centre, Nayagaon, MPPTCL,Jabalpur were forwarded to the committee members vide NO. 07-05/SG-9B-II/2288 dated 22.09.2016.No comments have been received to SLDC, Committee confirmed the minutes.

ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS AUG & SEP 2016:

2.1 Frequency Particulars: Member Secretary OCCM informed the committee that during Sept 2016 the system frequency was below 49.9 Hz for 5.85% of time against 5.94% of time during Aug 2016. The system frequency was above 50.05 Hz for 19.00% of time during Sept 2016 against 20.32% of time during Aug 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 75.15% of the time during Sept 2016 against 73.74% of time during Aug 2016. The average monthly frequency was 50.00 Hz during month of Aug and Sept 2016. The system frequency did not touch 49.20 Hz during the above period.

The detailed frequency particulars for the month of Aug 2016 and Sept 2016 are enclosed at Annexure-2.1. The brief detail of frequency profile is given here under:

The Member Secretary informed the Committee that average frequency during the past two months was 50 Hz which is good sign for stability and security of national grid. However matter of frequency above 50.05 Hz for more than 20% time is of great concern and Instantaneous maximum frequency 50.35 Hz is very high. Maintaining frequency within the IEGC specified band is the combined responsibility of all the constituents of national grid and MP alone cannot control the grid frequency.

2.2 Operational Matters

2.2.1 Member Secretary, OCC informed the committee that system operated in terms of frequency profile for the month of August & September 2016 is as given below for discussion by the committee-

Chairman OCC stated that in the forthcoming Rabi Season, the availability of capacitor banks in the distribution network is utmost necessary for maintaining the voltages within operational range. He also requested the Discoms to furnish all the information in the above mentioned format and ensure healthiness and availability of capacitor banks during ensuing Rabi season.

2.3.3 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The Member Secretary, OCC informed the Committee that the updated information of the status of Installed capacitor banks (in MVAR) in EHV transmission system as on 30.09.2016 as submitted by MPPTCL is given below:-

The Chairman OCC brought to the notice of the committee that during the last two meetings MPPTCL assured to submit the details of capacitor banks within a week time but not kept the promise.

It was also stated that the calculation of ATC/TTC cannot be done without modeling of capacitor bank details in PSS/E software. It was requested to MPPTCL to submit the details of capacitor banks installed at various EHV sub-stations along with their capacity and healthiness, so that the same can be modeled in PSS/E software.

MPPTCL representative agreed to furnish the above information at the earliest.

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: Member Secretary, OCC Informed the various ongoing Transmission Schemes completed during the current financial year 2016-2017 (up to Sept. 2016) and plan for completion of various ongoing Transmission Schemes for the Year 2016-2017 is enclosed as Annexure 2.3.4(i) and 2.3.4(ii).

2.3.5 U/F and df/dt Relay Operation

(i) U/F and df/dt Relay Operation: Member Secretary, OCC informed the committee that frequency did not touch 49.20 Hz during Aug 2016 and Sept 2016. There was no df/dt operation during the same period.

(ii) Defective u/f, df/dt relays; Member Secretary informed the committee that MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation.

2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders : (i) Member Secretary informed the committee that the details of DISCOM wise Power supply given to various domestic categories during the period Aug 2016 and Sept 2016 is enclosed at Annexure 2.4(i). (ii) Group Allocation to Newly Commissioned existing EHV substations:- Member Secretary, OCC informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.4. (iii) The DISCOM wise details of pending group allocation to 33 KV feeders is given below:-

East Discom representative informed the committee that all three nos. feeder group allocation has been done. Representative from Central Discom informed that group allocation for feeders which have been allocated group, letter will be sent shortly. West Discom representative informed that five no. feeders group allocation has been done and four no. feeders are lying under uncharged condition and nine Nos. are remaining for which group to be allocated.

The current updated status is enclosed at Annexure-2.4(ii).

ITEM NO. 3 : OPERATIONAL PLANNNING:

3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary, OCC informed the committee that the annual maintenance /outages of thermal generating units of MPPGCL during Nov’16 to Dec‘16 is Nil as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur.

3.2 Proposed shutdown programme of Transmission lines / Transformers : The Member Secretary, OCC informed the proposed shutdown of transmission elements for the period 01.11.2016 to 31.12.2016 submitted by MPPTCL is enclosed as Annexure-3.2.

3.3 Long Outages of transmission elements and protections : The status submitted by MPPGCL / MPPTCL are given below :

(ii) 132 KV RPS-2, 132 KV Manasa, Garoth & Suwasara feeders, GT-4 & 5 – 3 days S/D for each bay will be required for replacement of existing 132 KV MOCB with SF6 GCB in December 2016.

3.4.2 Pench HPS –

132 KV Seoni feeders 1 & 2 and 132 KV Kanhan feeders 1 & 2 – 3 days S/D for each bay will be required for replacement of existing 132 KV MOCB with SF6 GCB in November 2016.

3.4.3 Bargi HPS –

132 KV Jabalpur 1st & 2nd Ckts, 132 KV Lakhnadon feeder and 132 KV Bus Coupler- 3 days S/D for each bay will be required for replacement of existing 132 KV MOCB with SF6 GCB in November 2016.

MPPGCL representative informed that the date-wise shut-down proposal for above work will be informed in due course after confirmation from company engineer and related work agency.

ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF AUG 2016 AND SEPT 2016:

Member Secretary, OCC informed the committee that the details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures:

Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of MPPGCL & NHDC Hydel Units. Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs.

ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING AUG 2016 AND SEPT 2016 : Chairman OCC informed that there was no major grid disturbance in MP during Aug 2016 and Sept 2016. The details of Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0.

ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:-

Minutes Of 54th OCCM Of MP 8 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- Chairman, OCC informed the committee that the present status regarding schedule and commissioning of reactors / transmission elements is as below:-

Sr. 400 KV S/S Size Implementing Expected Date of No. MVAR Agency Commissioning as intimated in last OCC 1 Bus Reactor : ISP 125 MVAR NHDC NHDC informed that the order for bus reactor has been placed on 03.08.2016 and tentative date of commissioning by end of June, 2017. 2 Line reactor at Nagda-ISP line 50 MVAR MPPTCL MPPTCL representative informed that the work will be at Nagda end completed by March, 2017. 3 Line Reactor on 400 kV Satpura 50 MVAR MPPGCL MPPGCL representative –ISP line at STPS. informed that procurement of line reactor is under process and tender has been opened & will be made available by February-2017. The MPPGCL representative informed in the meeting that matter is being forwarded to PSDF for sanction and thereafter work will be taken up. Chairman, OCC requested, after sending the case, tender may kindly be issued for procurement etc. 4 Bus Reactor at SSTPS 125 MVAR MPPGCL Work will be carried out under PSDF as intimated by MPPGCL. Thereafter Chairman OCC intimated that procurement process can be started without waiting for PSDF approval. MPPGCL representative informed in the 54th OCCM that NIT shall be floated in the last week of October 2016 and Reactor is expected by June 2017.

6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL:- Member Secretary, OCC informed the committee that as per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that the procurement of synchronization trolley is under tendering stage. It was informed by chairman OCC that synchronization trolley at 400 KV S/s Indore is not in order and requires immediate attention for its proper functioning.

MPPTCL informed that procurement order for 67 Nos. synchronization trolleys has been placed on M/s Wenson, Bangalore and delivery is expected by February 2017.

6.3 System Protection Scheme (SPS) in Madhya Pradesh:- Member Secretary, OCC informed that In the last meeting Chairman OCC had requested MPPTCL to submit the complete details of all SPS

Minutes Of 54th OCCM Of MP 9 commissioned in MP along with load shed quantum to SLDC, so that the copy of the same could be placed in Control room of SLDC and concerned substation / power station for reference and record.

MPPTCL representative informed that the information has been furnished.

6.4 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM:- Member Secretary OCC informed the committee that SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room so that revision to schedule requisitions are made on behalf of DISCOMs as only two shifts were running and only day ahead activities were performed by MPPMCL CR.

In 52nd OCCM CGM (PM), MPPMCL informed the committee that independent functioning from MPPMCL Control Room shall be started from 1st August 2016. The MPPMCL has again requested to extend the date for functioning of their control room and shifting their officials from SLDC Control Room for 15 days i.e., till 15th August 2016. Accordingly SLDC vide letter no. 07-05/RPC-54/1734 dated-06.08.2016 requested MPPMCL to arrange to shift the MPPMCL officials from SLDC Control Room to MPPMCL Control Room by 16.08.2016 positively. In last 53rd OCCM, MPPMCL representative informed the Committee that independent functioning from MPPMCL Control Room will be started by 15th September 2016. However the functioning from MPPMCL Control Room has not yet been started.

Chairman OCC requested to immediately start the functioning of Tradeco CR from MPPMCL Control Room where SLDC SCADA terminal has been provided.

MPPMCL representative informed that the independent functioning from MPPMCL Control room will be started independently after Diwali festival.

6.5 BLACK START MOCK DRILL OF OSP:- Member Secretary, OCC informed that the Black Start Mock Drill of Omkareshwar Hydel Power Station was carried out successfully by SLDC on 15th October 2016. The Black Start Mock Drill of each Hydel Power Station is conducted as per standard procedure developed by the SLDC. It is observed while conducting the Black Start Mock Drill of OSP, 220 KV bus voltage could not be kept low i.e. within 130 to 140 KV, at the time of restoration of islanded portion of the State Grid due to some inherent setting in the control circuitry of OSP machine. The voltage at 220 KV Chhegaon end was about 225 KV which was quite high for charging of transformer during restoration of the system after black out. NHDC may check the control circuitry and find out the solution for controlling bus voltage / generator voltage while restoration of the system.

It was also found that during the restoration process, substation staff of 220 KV Chhegaon S/s had charged the 160 MVA Transformer-I by their own with MP Grid without instruction of SLDC which was not to be done as per procedure prepared by the SLDC. Such type of switching operations may interrupt the whole Black Start Mock Drill. Some other operational & maintenance issues were also noticed at 400/220 KV S/s Chhegaon, MPPTCL. Chairman OCC requested to instruct all the sub-station staff under their jurisdiction to follow the instructions of SLDC strictly. MPPTCL representative informed that instructions are being issued in the above matter to the field staff. OSP representative informed that issue of voltage control and other issues observed during black start performed on 15.10.2016 at OSP are being taken up with OEM and related authorities.

6.6 Overloading of 220 KV Gwalior(PGCIL)-Malanpur Ckt. I & II:- Chairman, OCC informed in the meeting that presently loading of 220 KV Gwalior (PGCIL)-Malanpur Ckt. I & II remain on higher side and it

Minutes Of 54th OCCM Of MP 10 is expected to increase further in the ensuing rabi season and may cause over loading of these lines. The matter of over loading was intimated to the Chief Engineer (T&C), MPPTCL and as suggested, request was made to the WRLDC to allow radial feed of 220 KV S/s Mehgaon from 220 KV Auraiya-Mehgaon and bunching of 220 KV Auraiya-Malanpur line & 220 KV Malanpur-Mehagaon line. This proposal was forwarded to GM, WRLDC to allow SLDC for making this temporary arrangement to cater the load of 220 KV Mehalgan and Mehgaon Substations during rabi season. WRLDC has examined the matter and intimated non feasibility for this temporary arrangement on the plea that it would stress the WR-NR corridor and make the Malanpur & Mehgaon areas vulnerable. Chairman, OCC discussed the matter and apprised of system constraints in Gwalior region. He stated that in case of over loading in Mehgaon, Gwalior-Malanpur line etc. in the area, it will be required to take up load shedding in the area. The problem will be of temporary nature till new 400 KV sub-station at Morena is constructed along with associated 220 KV lines. He requested MPPTCL to suggest and make alternate arrangement for meeting the round the clock load of Malanpur and Mehgaon area without any load shedding.

6.7 Generation from Tons HPS during Rabi Season:- Chairman, OCC informed that during meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had intimated that 315 MW power would be available from Tons HPS during peak load hours during the Rabi season. It has been observed in the past years that availability of water for generation from the Tons HPS is very less due to restriction imposed by WRD for discharge of water through Jinna HPS and only 10 to 15 LU per day generation was possible from Tons HPS in the Rabi season of last year and simultaneous operation of all the three machines of Tons HPS is not possible during peak demand hours during the period of low availability of water. He further stated that Tons machines are also required to be run to meet the load of Rewa, Satna & Sidhi areas to off load the over loading of 400/220 KV ICTs at 400 KV S/s Satna (PGCIL) as & when required and hence MPPGCL should take up the matter with WRD, GoMP for sufficient discharge of water for generation from Bansagar reservoir so that all the three machines of Tons HPS could be run all together to meet the peak demand hours. He also requested MPPGCL to obtain the Ten Daily reservoir operation schedule from WRD for all its reservoirs and submit the same to SLDC latest by 29th October 2016.

6.8 Requirement of load details of transmission elements for reliability study using PSS/E Software:- Chairman, OCC informed the committee that the PSS/E Software Modelling for reliability/load flow studies is being done at National level so that the grid security matters are dealt efficiently and reliably to avert grid disturbance like situations and for availing shut downs and the same is being done at state level/regional levels throughout the country. The reliability studies using PSS/E software is being done at state level by SLDC for which loading details (in MW & MVAr) of 132/33 KV X’mers, 220/33 KV X’mers, 220 KV & 132 KV Railway Traction feeders and 220 KV & 132 KV Industrial feeders of M.P State Grid were requested from CE(T&C) vide letter No.-07-05/RPC-35/502 dated- 07.05.2016 for following date & time:-

1. 25th December 2015 – 11:00:00 Hrs. 2. 25th June 2015 – 13:00:00 Hrs. 3. 19th May 2016 – 23:00 Hrs.

These details are not submitted to SLDC despite repeated persuasion. Chairman, OCC requested MPPTCL to provide the details to SLDC in soft & hard copies within a week.

6.9 Less generation from ISP Machines for not getting schedule as per Ten Daily:- Chairman, OCC informed the committee that as recorded in the Minutes of Meeting held in MPPMCL, Bhopal 24th September 2016 to ascertain hydel availability during rabi season 2016-17, NHDC had reported that they are not getting

Minutes Of 54th OCCM Of MP 11 schedule from SLDC as per ten daily and thus more generation from ISP & OSP could have been made during 2015-16, if ten daily was followed.

The Chairman, OCC informed the Committee that NVDA, Bhopal had instructed to maintain reservoir of ISP upto 247 Mtrs by 30th June 2016 and SSRRC also proposed discharge of ISP & OSP considering the limitation put on ISP reservoir and issued ten daily discharge schedule accordingly. SLDC by giving appropriate scheduling, had brought down the ISP level to 246.91 Mtrs on 30.06.2016 i.e. below the minimum level that was to be maintained as per instructions of NVDA, Bhopal,, which proves that less generation from ISP/OSP was not done.

The full quantum of water available for electricity generation in ISP reservoir was utilized and ISP may apprise the committee how more generation from ISP & OSP machines could have been possible with strictly following ten daily.

Chairman, OCC stated that as per restriction of 247 Mtr level as on 30.06.2016, the water at ISP reservoir was utilized efficiently. The NHDC also agreed for the same.

6.10 Non Compliance of SLDC Instructions by ISP:- Chairman, OCC informed in the meeting that it has been noticed on several occasions that Shift In-charge of ISP refuses to reduce generation on the running machines whenever it is required reliable & secure system operation of the State Grid. The request made to ISP to reduce the generation to the tune of 90MW on each running machines for the time being to avert emergency in the grid is not honoured by Power House Incharge which is violation of IEGC & MPEGC.

The matter was discussed in the meeting and representative from ISP, NHDC agreed for reducing the generation to the tune of 90 MW on each running machines from grid security and safe system operation point of view and necessary instruction to this effect will be issued to Power House staff.

6.11 Reactive Power Management in high demand period:- Member Secretary informed the committee that during the ensuing rabi season, irrigational load shall increase tremendously which may deteriorate the voltage profile of the grid. Thus to improve the voltage profile and to keep the system parameter within operational limit, it is necessary to provide appropriate reactive compensation in the transmission as well as distribution network.

He requested Transco and Discoms to ensure that Capacitor Banks installed under their area of jurisdiction are in healthy conditions and may be taken into service as & when required with the increased load of irrigational pumps to maintain voltage profile of the grid. Any low voltage noticed in the transmission & distribution network should be reported to SLDC promptly for taking appropriate measures to improve the voltage profile in that particular area.

6.12 Integration of New Transmission Elements into the Grid:- Chairman OCC informed that the transmission system in Madhya Pradesh is growing at a rapid pace. The process of integration/charging of new transmission elements belonging to each entity require compliance of certain regulatory requirements and sharing of information/submission of documents to SLDC/RLDC. Therefore minimum required mandatory documents to be submitted to SLDC/RLDC prior to issue of charging code for new transmission element are as follows:-

1. Copy of approval by Electrical Inspector.

2. Intimation by Transmission Licensee Regarding anticipated charging of new elements (Annexure6.12-A)

3. List Of Elements to be charged and Element Rating details. (Annexure- 6.12-B).

4. Undertaking by Transmission Licensee in respect of Telemetry and communication (Annexure- 6.12-C).

He requested that all the intra-state entities should provide the above data in prescribed formats (enclosed) to SLDC/RLDC prior to charging of new transmission elements.

Minutes Of 54th OCCM Of MP 12 Chairman OCC requested all the interstate entities to provide the required information in advance in order to meet out regulatory requirements and to avoid delay in integration/charging of new transmission elements. He further requested MPPTCL to circulate and apprise the field officials of EHT & T&C Wing to follow this procedure invariably.

6.13 Deviation in Merit Order Despatch for Grid Security:- Member Secretary, OCC informed the committee that MPPMCL on behalf of Discoms gives requisition based on individual merit order i.e. in ascending order of cost of energy (variable cost) of ISGS, SSGS, IPPs etc. As per Section 5.12 of Balancing & Settlement Code while preparing generation schedules, SLDC shall keep in view the transmission system constraints and provision of operating margins (reserves). In compliance to aforesaid provision of Balancing & Settlement Code, SLDC may direct MPPMCL not to take certain generating units under Reserved Shut Down having higher variable cost for safe, secure & reliable operation of the State Grid.

Some of the critical locations in the State Grid are 220 KV Side evacuation from STPS to ensure reliability of ICT at 400 KV Itarsi S/s and over voltage scenario at SGTPS 400 KV side mandating running of 500 MW unit during monsoon season/low load conditions.

ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS :

7.1 Black Start mock drill of Hydel stations of MPPGCL :- Member Secretary, OCC informed the committee that the last black start mock drill of Gandhisagar HPS was done successfully on 04.04.2016 with extending supply to 132 KV S/s, Bherugarh, Ratadiya & Ujjain for Simhastha 2016. The Black Start Mock Drill at Bargi, Pench, Indira Sagar Power Station (ISP) and Omkareshwar Power Station ( OSP) was successfully completed on 28.09.16, 06.10.16, 14.10.16 & 15.10.16 respectively. As per IEGC Black Start Mock Drill shall be conducted in every 6 months duration.

In compliance to IEGC, SLDC proposed that the black start mock drill of all the Hydel Power stations in MP including Tons, Birsinghpur, Rajghat and Madikheda HPS shall be conducted on 20.10.16, 10.11.16, 16.11.16, & 18.11.16, respectively. He requested MPPGCL to take up necessary measures for conducting the Black Start Mock Drill at these Hydel Power Stations.

Representative from MPPGCL agreed for Black Start Mock Drill of the remaining Hydel Power Stations.

ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION:

8.1 Quarterly Review of Crisis Management Plan: Member Secretary, OCC informed the committee that the NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

However despite continuous persuasion by SLDC other state utilities i.e. MPPTCL, MPPGCL and IPPs are not submitting the report to CEA. It is requested to submit the CMP report in prescribed format for the First quarter & second quarter of 2016-17 (April-June & July-Sept 2016) to CEA under intimation to SLDC.

8.2 Status of Physical & Cyber Security in Power Sector regarding: Member Secretary, OCC informed the committee that the status of physical & cyber security in Power Sector for the first quarter (April to June 2016) has not been received from any of the state utilities. In the past also this report is not being furnished by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence.

Minutes Of 54th OCCM Of MP 13 The state entities are requested to furnish the Status of physical & cyber security in Power Sector for First quarter and second quarter of 2016-17 (April-June & July-Sept 2016) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Status of AMR system installed at SLDC:

SLDC representative informed the Committee about the status of AMR data received through AMR system in the month of Sept 2016. He informed that complete data of 558 meters was received through AMR system and data of 65 Nos meters (Monthly-55 & Partial – 10) was not received through AMR system. The incomplete data is received due to site related issues such as network problem, modem burnt, Non ABT meter installed, meter defective, Elster meter installed and time drift in meters or due to some other problems. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through email latest by 4th of every month for furnishing the missing data alongwith monthly JMR data. Further following points are discussed and resolved as under:-

1. SLDC requested the CE(T&C) office to take up the matter with M/s Secure Meters Ltd for resolving the site related issues such as time drift in meters, meter defective, Non ABT meter & elster meters installed, network problem and modem burnt, list of interface points is available at website as Annexure-I. CE(T&C) office have assured to resolve the site related issues with M/s Secure Meters Ltd.

2. SLDC representative informed that integration of ABT meters installed at the interface points of newly commissioned substation / Xmers / HT consumers / OACs / REGs is required to be done with AMR system of SLDC. He further informed that on constant pursuance with M/s Secure Meters Ltd. 10 no of meters out of 83 Nos meters have been successfully integrated and data downloaded successfully, however, balance 73 No of meters are yet to be integrated with AMR server. SLDC requested the (T&C) office to take up the matter with M/s Secure Meters Ltd and issue instructions to field offices for integration of balance meters with AMR system of SLDC. MPPTCL assured to take up the matter with M/s Secures Meters Ltd. and issue instructions to field offices for integration of balance meters with AMR server.

3. SLDC representative apprise the Committee that Ratlam circle is not furnishing the JMR as well as load survey data of ABT meters installed at the RE generators connected at 132KV level and above in case data is not received through AMR system. The site officials of Ratlam circle, MPPTCL has informed that they have received the directives from higher officials / MPPMCL that data of all the RE Generators shall be downloaded by Discoms and furnished to concerned offices. SLDC representative requested the MPPTCL and MPPMCL to look into the matter and issue instructions to field offices for furnishing the data to SLDC. MPPTCL / MPPMCL have assured to issue suitable directives to field offices.

9.2 Providing AMR facility for the ABT meters installed at MPPGCL :

SLDC representative informed that ABT meters installed at the interface points of the power stations have been integrated except 9 meters out of 22 at AMKTPS, Tons HPS, Pench HPS and Bargi HPS through AMR system. The list of meters yet to be integrated with AMR system of SLDC has been emailed to GCC, MPPGCL on 18th Oct 2016. SLDC representative requested MPPGCL to take up the matter with M/s Secure Meters Ltd for integrating the balance meters with AMR server. MPPGCL representative informed that integration of ABT meters of Bargi HPS is in progress and shall be completed within a week, Idea SIMs are being arranged to resolve the network issue to Tons HPS, 9 Nos of AMK TPS not being read are of Units 3&4 which are dismantled. MPPGCL representative further informed that due to network problem in Pench HPS meters could not be integrated, but after establishment of optical link the same shall be integrated.

9.3 Injection of power by RE generators connected at 33KV level without taking the injection permission by SLDC.:

SLDC representative informed that in accordance with regulatory provisions, all the RE generators shall have to comply the regulatory requirements such as providing telemetry, AMR facility, registration with SLDC etc. prior to injection of power into the grid. However, recently, from the monthly JMR data furnished by the SE(O&M)s, MPPKVVCL, it was observed that West Discom has allowed following RE Generators to inject power into the grid without the injection permission / issuance of injection code by SLDC.

1. 0.63MW Solar Power Project of M/s Seattle Power Solutions Pvt. Ltd. connected through 33KV Vivan Ckt-II to 132KV Delchi (Makdon) substation. 2. 3MW Wind Power Project of M/s Choksi Energy & Infra Pvt. Ltd. connected through 33KV Ckt to 33/11KV Kalukheda substation. 3. 14.7 MW Wind Power Project of M/s Choksi Energy & Infra Pvt. Ltd. connected through 33KV Ckt to 33/11KV Ringnod substation. 4. 14.7 MW Wind Power Project of M/s Choksi Energy & Infra Pvt. Ltd. connected through 33KV Ckt to 33/11KV Dodhar substation. 5. 7.5 MW Wind Power Project of M/s Choksi Energy & Infra Pvt. Ltd. connected through 33KV Ckt to 33/11KV Akyadeh substation.

Chairman OCC stated that injection of power into the grid without issuance of injection code from SLDC is a violation of Grid Code provisions; SLDC in the past also has requested West Discom to issue guidelines to the field officers to not allow injection of power into the grid without the permission / issuance of grid code from SLDC. CE(T&C),MPPTCL also informed due to injection of power by the RE Generators, the transformers are getting over loaded. Chairman OCC further stated that in case West Discom still continues the violation of grid code, then SLDC will report the matter to Hon’ble MPERC as a violation of grid code in its monthly report submitted to the Commission. The representative of West Discom assured to take up the matter with CE (Comml), West Discom.

9.4 Allocation of power from all the existing and future generating capacities to MPPMCL by Energy Deptt, GoMP:

SLDC representative informed that Energy Deptt. Govt. of Madhya Pradesh (GoMP) vide notification no. 2211/F-3-13/2016/XIII dated 21st March, 2016, has allocated all existing and future generating capacities to MPPMCL for maintaining uniform tariff across the state w.e.f. April 2016 and requested the MPPMCL to inform the date of implementation of GoMP notification so that necessary changes are incorporated in ABT application software. MPPMCL expressed difficulty in implementation of GoMP notification dated 21.03.2016 and stated to continue with the existing practice of capacity Allocation in generating capacities to Discoms as per GoMP notification dtd 19.03.2013 effective from 01.04.2013.

9.5 Revision in allocation of MPAKVN (SEZ) power from MPPGCL stations in case of unit trippings:

SLDC representative informed that MPPMCL has executed a Bulk Power Supply Agreement (BPSA) with MPAKVN on 29th March 2016 for supply of 40MW power from MPPGCL Stations to MPAKVN, Indore. In accordance with agreement, SLDC furnish the entitlement of MPAKVN from MPPGCL Stations to MPPMCL which in turn forward their requisition in consultation with MPAKVN to SLDC. He further informed that in case of Unit tripping, MPPMCL revise the requisition of MPAKVN from other MPPGCL station as per Merit Order Operation without revising the allocation of power from the power stations from which the power was allocated, this leads to scheduling of power to MPAKVN from MPPGCL Station beyond the entitlement. He requested the MPPMCL to issue instructions to concerned officials to revise the allocation of power from MPPGCL stations in day ahead and real time operations in case of unit tripping. MPPPMCL intimated that in case of Unit tripping and revision in requisition from other power stations the allocation of power from other power stations shall deemed to be revised and

Minutes Of 54th OCCM Of MP 15 requested SLDC to consider the same as being done by WRLDC for URS power. SLDC representative informed that necessary changes in ABT application software shall be incorporated for increasing the allocation of power other power station in case of unit tripping.

9.6 Energy Accounting and settlement of DSM charges of Discom embedded Open Access Customers connected at 33KV level.

SLDC representative informed that in accordance with Madhya Pradesh Electricity Balancing and Settlement Code (BSC) 2015 and as decided in the 48th OCC meeting that energy accounting of Discoms Embedded Open Access Customers (DEOACs) shall be done by the Discom Energy Accounting Group (DEAG) of Discoms. Accordingly, SLDC has provided the training and necessary inputs to Discom officials on 11th Dec 2015 and requested the Commercial Sections of Discoms to issue necessary instructions to Discom Energy Accounting Group (DEAG) to take over the energy accounting of DEOACs from the month of April 2016.

SLDC representative further apprise the Committee that East Discom & West Discom are doing the energy accounting and issuing the DSM charges Bill of embedded customers from the month of April 2016, but, no feedback regarding issuance of DSM Bill / energy accounting of the embedded customers from the month of April 2016 is received from Central Discom. The Central Discom representative assured to discuss the matter with DEAG and revert back shortly.

9.7 Energy Accounting of Renewable Energy Generators (REGs) connected at 33KV as per the data recorded in ABT meter installed at the pooling station:

SLDC representative informed that it was discussed and decided in the 45th OCC meeting that energy accounting of Renewable Energy Generators (REGs) shall be done as per the actual data recorded in ABT meters installed at the pooling station, SLDC has requested the commercial sections of Discoms to furnish the details of meter, modem & SIM of the pooling station, but, Central & West Discom has mainly furnished the generator wise details whereas pooling station wise details are required for the purpose of energy accounting at pooling station. He further apprise the Committee that Discom officials has informed that in case of solar generators ABT meters are installed at the generators end only and standby meter is installed at the grid substation. In such cases where there is no separate pooling station and standby meter is installed at the grid substation, the grid substation shall be considered as a pooling substation as per MPERC draft REG regulations. Accordingly, SLDC vide letter no. 2117 dated 02.09.2016 has requested the SE(T&C), Nagda, Bhopal, Ujjain of MPPTCL to furnish the details of ABT meters installed at the grid substations, but, details have not been received so far. He requested CE(T&C) office to provide the details of ABT meter installed at the grid substation and instruct the site officials to coordinate with Wind & Solar Generators for providing AMR facility. CE(T&C) office have assured to do the same.

ITEM NO 10: SCADA/EMS RELATED ISSUES:

10.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS -

SLDC informed that a list of 50 S/s were identified for commissioning of telemetry Out of which around fourteen RTUs (220KV Sirmore, 132KV Rewa, 132KV Satna, 132KV Biora,132KV Sironj, 132KV Chanderi,132KV Arniakala, 132KV Sonkach,132KV Kannod, 132KV Bercha, 132KV Poliakala, 132KV Momin Barodia,132KV Pachore, 132KV Jeerapur ) are pending. MPPTCL agreed to arrange the commissioning of balance stations at the earliest.

Further, Following issues observed in recently commissioned RTUs were also discussed:-

(i) Most of the RTUs commissioned recently is not working properly and functioning intermittently. The telemetry of 132KV Khilchipur, 132KV Alot, 132KV Kukshi, 132KV Mandideep are commissioned but functioning intermittently since its commissioning. CE(T&C) has agreed to look into the matter.

(ii) In addition to above, it is also observed that SOE signal from Dongfang RTU is not getting received from RTU buffer i.e. when RTU is functioning and communication channel is not healthy, the SOE of that time, after restoration of communication channel is received with time of comm. Channel restoration and not actual SOE time. CE(T&C) has agreed to take up the matter with SCADA & RTU vendor.

10.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS

The present status of telemetry discrepancy including upgradation requirement is discussed in detail. The list of important locations where RTU upgradation is required to accommodate renewable feeders/other feeders/transformers is detail are also given hereunder:-

SLDC informed that lot of inconvenience in grid management is observed and hence upgradation of above mentioned RTU is to be taken up on top most priority for which CE (T&C) agreed.

In addition to above, following telemetry discrepancy observed during Black start mock drill of ISP/OSP were also discussed in the meeting:-

(1) At Indira Sagar Hydel Power Station :- abnormally high value of MW (approximately 510MW0 on 400Kv ISP Indore line (circuit -ii) after opening of bus coupler CB i.e. islanding mode but its actual value was 45 MW. Similarly while picking load around 8-10 MW on unit No. 7, it was showing 210-250 MW value in SCADA system. NHDC officials confirmed to look into the matter.

(2) At Indore 400KV Sub Station :- While Indore-ISP circuit was opened, it is showing 10MW value in SCADA system similarly 4 MW value was shown on 220KV Indore-Indore(east) circuit while feeder was open from both end. CE(T&C) confirmed to look into the matter

(3) AT OSP :- Even after charging of 220KV bus, the bus frequency and bus voltage in SLDC SCADA system displayed is zero. The same parameters values were normalized after line charging. It seems that in place of bus PT, line PT is extended to Voltage and Frequency transducers. The same is required to be corrected. NHDC officials confirmed to look into the matter.

MPPGCL and MPPTCL confirmed to look into the matter and provide completion schedule regarding rectification of telemetry discrepancy and upgradation of RTU’s.

10.2 PRESENT STATUS OF PROCUREMENT OF RTUs BY MPPGCL:- The matter of procurement of RTU for Rajghat HPS and Bansgar III HPS was discussed in detail. The Telemetry of Rajghat HPS is out since last two years. In the last meeting it was informed by MPPGCL that order for RTU has been placed by MPPGCL. MPPGCL officials informed that the status is same as mentioned in last meeting.

10.3 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTIG OF RTUS AS PER BACKUP SLDC REQUIREMENT:-

The commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is already completed and the additional communication channel is required to be extended to respective control centre's for testing with new SCADA/EMS system. SLDC requested MPPTCL & MPPGCL to provide RTU wise progress.

The wideband node at Birsingpur TPS is commissioned but its utilization is pending due to distance in locations between wideband node equipment, RTU panels etc. M/s Tejas engineer was deputed to Birsingpur to work out the requirement. The complete scheme along with material requirement for shifting of RTUs on wideband node was prepared and forwarded to Birsingpur for arranging on top most priority. MPPGCL officials confirmed the receipt of the scheme and they are initiating the process of procurement of the material.

10.4 Arrangement of space, Power Supply for installation of PMUs panels & wideband node equipments:-

SLDC informed that the PMUs at MPPTCL 400KV Sub stations namely Bhopal, Bina, Indore, Katni, Nagda has already been delivered and installation shall be taken up shortly. The necessary arrangement for space and power supply at these sub stations is required to be ensured by MPPTCL. MPPTCL confirmed to arrange the same before installation activities.

SLDC further informed that wideband node equipments at 220Kv Chindwara, 220KV Seoni, 220KV Ratlam,220KV Shivpuri, 220KV Indore SZ, 220KV Shujalpur, 220KV Neemuch,132KV Waidhan, 220KV Rajgarh, 220KV Malanpur,400KV Pithampur, 220KV Pithampur, 132KV Indore Chambal, Pench & Gandhisagar HPS is expected to be commissioned within next four months. MPPTCL & MPPGCL officials confirmed to look into the matter for necessary provisions of space, DCPS, Air conditions.

10.5 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS

10.6 Telemetry of railway TSS Sub Stations:-

The telemetry of 36 Nos railway Traction Sub Stations is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. The further clarification required in the matter was also provided to railway officers during the meeting held at SLDC in first week of October 2016. Railway officials informed that the work for telemetry arrangement is initiated and is in progress.

1. System Disturbance on 03.08.2016 at 220 KV S/s Satna: On dated 03.08.2016 at around 17:20 Hrs. M.P system was normal and frequency of National Grid was 49.98 Hz. At around 17:22 Hrs. 132 KV Satna Interconnector – I tripped from 132 KV S/s Satna end. Due to non- tripping of 132 KV Satna Interconnector – I from 220 KV S/s Satna, the fault was fed from 160 MVA X’mer – I & II at 220 KV S/s Satna, resulting in tripping of both 160 MVA X’mer at 220 KV S/s Satna. Consequently 132 KV Supply failed at 220 KV S/s Satna, 132 KV S/s Satna, 132 KV S/s Panna, 132 KV S/s Pawai, 132 KV S/s Nagod & 132 KV S/s Majhgawan 32 KV Satna Cement & 132 KV Prism Cement industrial feeders. The complete system was normalized by 18:00 Hrs. At around 18:02 Hrs. while test charging 132 KV Satna Interconnector – I from 220 KV S/s Satna end, the feeder did not hold and again tripped from 132 KV S/s Satna end only and fault was fed through 160 MVA X’mer – I & II at 220 KV S/s Satna. Consequently 220/132 KV, 160 MVA X’mer – I & II tripped at 220 KV S/s Satna resulting in interruption at 220 KV S/s Satna, 132 KV S/s Satna, 132 KV S/s Panna, 132 KV S/s Pawai, 132 KV S/s Nagod & 132 KV S/s Majhgawan and 132 KV Satna Cement & 132 KV Prism Cement industrial feeders. Thereafter 132 KV Satna Interconnector – I was declared faulty and on patrolling top string disc at Loc No. 17 was found failed and also the DPR of 132 KV Satna Interconnector – I at 220 KV S/s Satna was defective and was not operating which resulted in above tripping. Due to the above tripping there was load loss of about 43.51 MW. There was no generation loss and System was normalized in due course of time.

2. System Disturbance on 04.08.2016 at 220 KV S/s Rewa & 220 KV S/s Sidhi: On dated 04.08.2016 at around 12:10 Hrs. M.P system was normal and frequency of National Grid was 50.04 Hz. Prior to fault, to avail S/d on 220 KV Satna – Satna (PGCIL) Interconnector – I for attending hot point and maintenance, 132 KV Satna – Rampur Bhagalen Ckt was opened – at 11:04 Hrs., 220 Rewa – Tons Ckt – II was opened – at 11:20 Hrs. and 220 KV Rewa – Tons Ckt – I was opened – at 11:30 Hrs. After making the above arrangements complete load of 220 KV S/s Rewa & 220 KV S/s Sidhi was fed through 220 KV Rewa – SGTPS Ckt & 220 KV Sidhi – Amarkantak Ckt. Thereafter 220 KV Satna – Satna (PGCIL) Interconnector – I was opened at 11:44 Hrs. 9425806842 pyasi At 12:04 Hrs. on 04.08.2016, 220 KV Birsinghpur (SGTPS) – Rewa Ckt tripped on transient fault from both end. Simultaneously 132 KV Amarpatan – Maihar Ckt tripped due to overloading. Consequently complete load of 220 KV S/s Rewa & 220 KV Sidhi shifted on 220 KV Amarkantak – Sidhi Ckt, resulting in over loading and tripping of 220 KV Amarkantak – Sidhi Ckt at 12:16 Hrs. and interruptin occurred at 220 KV S/s Rewa, 220 KV S/s Sidhi, 132 KV S/s Rewa, 132 KV S/s Sidhi, 132 KV S/s Deosar, 132 KV S/s Mauganj, 132 KV S/s Katra, 132 KV S/s Mangawan, 132 KV S/s Rewa II (Sagra/Paharia), 132 KV S/s Rampur Naikin, 132 KV Beohari, 132 KV S/s Amarpatan, Jhinna HPS, Silpara HPS, Devlond HPS, 220 KV Hindalco (Industary). Due to the above tripping there was load loss of about 240MW. There was no generation loss and System was normalized in due course of time.

Minutes Of 54th OCCM Of MP 39 3. System Disturbance on 05.08.2016 at 400 KV S/s Indore: On dated 05.08.2016 at around 19:20 Hrs. M.P system was normal and frequency of National Grid was 50.10 Hz. At around 19:24 Hrs. bird fault occurred on 400 KV ‘B’- Phase, 400 KV ICT of 400/220 KV, 315 MVA ICT – IV resulting in tripping of 400/220 KV, 315 MVA ICT – IV, 400 KV Indore – ISP Ckt – II, 400 KV Indore – Indore (PGCIL) Ckt – I and 220 KV Indore – South Zone Ckt – I. Due to the above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.

4. System Disturbance on 29.08.2016 at 220 KV S/s Mehgaon: On dated 29.08.2016 at around 01:20 Hrs. M.P system was normal and frequency of National Grid was 50.01 Hz. Prior to fault 220 KV Malanpur – Mehgaon Ckt tripped at 21:19 Hrs. on 28.08.2016 and was declared faulty due to top string disc failure at Loc. No. 102. At around 01:27 Hrs., on 29.08.2016, Bus Bar Protection at Auriya (U.P) operated resulting in tripping of 220 KV Mehgaon – Auraiya Ckt and 220 KV Malanpur – Auraiya Ckt. Simultaneously 132 KV Malanpur – Mehgaon Clt tripped due to overloading and interruption occurred at 220 KV S/s Mehgaon, 132 KV S/s Bhind, 132 KV S/s Porsa, 132 KV S/s Ron, 132 KV S/s Lahar, 132 KV S/s Seondha. Due to the above tripping there was load loss of about 83.2 MW occurred. There was no generation loss and System was normalized in due course of time.

5. System Disturbance on 14.09.2016 at 220 KV S/s Maihar: On dated 14.09.2016 at around 17:20 Hrs. M.P system was normal and frequency of National Grid was 50.04 Hz. Prior to fault 220 KV Satna (PG)– Maihar Ckt, 132 KV Satna – Maihar Ckt & 132 KV Amarpatan – Jhinna Ckt was kept open for load management. At around 17:27 Hrs. 132 KV, R-Phase CT of 132/33 KV, 40 MVA X’mer burst at 220 KV S/s Maihar resulting in 132 KV Bus Fault at 220 KV S/s Maihar and tripping of 132 KV Maihar – Kymore Ckt & 132 KV Maihar – Amarpatan Ckt from far end. Simultaneously 220 KV Katni – Maihar Ckt tripped from 400 KV S/s Katni. Consequently interruption occurred at 220 KV S/s Maihar, 132 KV S/s Amarpatan, 132 KV KJS (industrial feeder), 132 KV Reliance Cement (industrial feeder) & 132 KV Maihar Cement (industrial feeder). Due to the above tripping there was load loss of about 25MW. There was no generation loss and System was normalized in due course of time. 6. System Disturbance on 14.09.2016 at 220 KV S/s Mehgaon: On dated 14.09.2016 at around 16:15 Hrs. M.P system was normal and frequency of National Grid was 49.99 Hz. At 16:20 Hrs. 220/132 KV, 160 MVa X’mer – II tripped on B-phase, O/C indication. Simultaneously heavy sparking was observed on 132 KV B-phase isolator of 220/132 KV, 160 MVA X’mer – I, hence X’mer – I was handtripped. Consequently 132 KV Malanpur – Mehgaon Ckt tripped due to overloading and interruption occurred at 220 KV S/s Mehgaon, 132 KV S/s Ron, Porsa, Bhind & Lahar. Later at around 16:56 Hrs. while charging 220/132 KV, 160 MVA X’mer – II, 220 KV ‘B’-phase CT of X’mer – II failed resulting in 220 KV Bus fault and operation of 220 KV Bus Bar protection at 220 KV S/s Mehgaon. Consequently 220 KV Malanpur – Mehgaon Ckt & 220 KV Mehgaon – Auriya Ckt tripped. Due to the above tripping there was load loss of about 142.2MW. There was no generation loss and System was normalized in due course of time. 7. System Disturbance on 20.09.2016 at 220 KV S/s Jabalpur: On dated 20.09.2016 at around 15:50 Hrs. M.P system was normal and frequency of National Grid was 50.00 Hz. At around 15:57 Hrs. transient fault occurred on 220 KV Jabalpur – Birsinghpur Ckt – II and Ckt

Minutes Of 54th OCCM Of MP 40 tripped from 220 KV S/s Birsinghpur end only and main breaker at 220 KV S/s Jabalpur end did not trip resulting in operation of LBB protection and Bus Bar Protection of 220 KV Main Bus – II operated at 220 KV S/s Jabalpur. Consequently 220 KV Jabalpur – Amarkantak Ckt – II, 220 KV Jabalpur – Narsinghpur Ckt – II, 220 KV Jabalpur – Sukha Ckt – II, 220 KV Bus Tie tripped. At around 16:33 Hrs. while charging the 220 KV Bus Tie, one of its breaker pole did not close and resulting in 220 KV Bus Fault. Consequently Bus Bar Protection of 220 KV Main Bus – II operated at 220 KV S/s Jabalpur, resulting in tripping of all 220 KV Feeders connected to 220 KV Main Bus – I & II. Due to the above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.
