CONTRACT AWARD: FISHER’S LANDING STANDBY GENERATOR 49 INSTALLATION, STAFF REPORT #16-022 The 14-acre Fisher’s Landing Transit Center is located along SE 164th Avenue between SE Cascade Park Drive and State Route 14 in Vancouver, Washington. The Fisher’s Landing Transit Center currently does not have emergency standby power that is required to be a self-sustained site. The emergency Generator will allow the call center to continue to field phone calls and schedule rides in the event of a power outage. 4. CONTRACT AWARD: POINT OF SALE SYSTEM, STAFF REPORT #16-023 51 C-TRAN has three Pass & Ticket sales offices that accept cash, on account, credit and debit card payments. The agency is in the process of transitioning to an electronic fare payment system (eFare) in partnership with TriMet and Innovations in Transportation, Inc (INIT). In 2016, the eFare system will replace the sale of passes with the loading of funds onto the transit cards called stored value. C-TRAN’s current sales office procedure uses manual tracking and duplicates data entry, which is not a sustainable process with the incorporation of the new eFare technology and processes. A POS system is required for simplification at the sales offices in tracking inventory, sales, receivables, and personalizing transit cards. Contact Chief Financial Officer Diane O’Regan.

5. CONTRACT AWARD: 2016 INFORMATION TECHNOLOGY CONTRACTED 53 MAINTENANCE AGREEMENTS - INIT CAD/AVL AND TRAPEZE EAM SYSTEMS, STAFF REPORT #16-024 C-TRAN retains technology service agreements for corrective and preventive maintenance activities, which are critical to continuous systems security and operations. In compliance with Board of Directors Policy PBD-003 Procurement, all service agreements exceeding $35,000 must be brought to the C-TRAN Board of Directors for approval. This document outlines for Board approval the maintenance agreements associated with two vendors for necessary services to maintain critical information technology systems in 2016. C-TRAN CITIZEN ADVISORY COMMITTEE (CCAC) PROPOSED BYLAW 55 REVISION, STAFF REPORT #16-025 Currently, the timing of CCAC members’ terms are scattered throughout the year, which requires interviews to be held several times per year to appoint new members as terms expire. The Committee has recommended aligning terms so that members will serve 24 months from January through December of the following year. Contact Communications & Public Affairs Manager Chris Selk.

1. SEPTEMBER 2016 C-TRAN SERVICE CHANGE PROPOSAL, STAFF REPORT 63 #16-026 (Action is scheduled for May 10, 2016) At the January 12, 2016 C-TRAN Board meeting, staff presented conceptual changes to many routes. Using the C-TRAN Mission Statement, the routing designs would improve safety, efficiency, and the quality of service throughout the system if adopted. The Board agreed to allow staff to present the concepts to the public for comments and suggestions. After a two-month outreach process, comments received have been considered and a number of suggestions have been used in what is now being proposed. If approved by the Board during the May 10, 2016 meeting, the changes would go into effect September 2016, except for the new Route 73, which would begin operation with the opening of the new Vancouver Mall Transit Center. 1. CONTRACT AWARD: BUS RAPID TRANSIT (BRT) TICKET VENDING 148 MACHINES, STAFF REPORT #16-027 C-TRAN is deploying 34 BRT stations with off board fare payment requiring a Ticket Vending Machine (TVM) system. The TVM system will consist of one TVM located at each station (two at the Vancouver Mall Station) and a hosted central management system to manage the system. The TVM will dispense validated tickets for single ride fares for C-TRAN services, which may include, in addition to the BRT services, C-TRAN local and express services. The cost for the purchase and installation of the TVM equipment and software will not exceed $465,993 (including $393,575 for the base contract, $39,357 for a 10 percent contingency allowance, plus $33,061 as an assumption for Washington State sales tax). The cost for this project is covered in the adopted 2015-2020 Capital Budget, as amended, under the line item for the Fourth Plain Bus Rapid Transit Project. The two-year cost for the ongoing operations and maintenance of the TVM equipment and software will not exceed $113,040 (including $104,280 for the base contract, plus $8,760 as an assumption for Washington State sales tax). 2. INTERLOCAL AGREEMENT BETWEEN C-TRAN AND CLARK COLLEGE 150 WALKWAY CONNECTING CENTRAL CAMPUS BUS RAPID TRANSIT (BRT) STATION TO CLARK COLLEGE CAMPUS, STAFF REPORT #16-028 As part of the Fourth Plain BRT project, C-TRAN worked with Clark College on the development of a walkway connecting the Central Campus BRT station on Fort Vancouver Way with the main part of the Clark College campus. This walkway will provide a safe dedicated pedestrian path through a Clark College parking area between the BRT station and the heart of the Clark College campus. The proposed Interlocal Agreement between C-TRAN and Clark College allows the walkway to be built in an easement dedicated to C-TRAN for the construction and continued use of the walkway; and sets up terms and conditions for its continuing use over time as a walkway, including maintenance and operations responsibilities. SERVICE CHANGE PROPOSAL: OVERVIEW AND PUBLIC OUTREACH

At the January 12, 2016 C-TRAN Board of Directors Meeting, staff presented a group of routing concepts to address a number of issues:

 Taking advantage of the investment in The Vine;  Improving the system wide directness of travel, connectivity and on-time performance: and  Addressing issues identified in reviewing route level performance.

With the Board’s approval to take the concepts out to the public for comment, staff held a series of open houses and attended a number of meetings to get feedback. The dates, locations and attendance for each are listed below:

The agency Web site was setup with links to the materials and an e-mail address to send comments. Social media was used both to notify the public about the concepts as well as take comments.

Two (2) local newspapers provided information on the concepts. The Columbian ran two (2) articles with the first on January 14, 2016, which covered the material presented to the C-TRAN Board. The second article on March 14, 2016, covered changes to the concepts resulting from public input to that point in time. The Reflector posted C-TRAN’s press release on their Web site on February 3, 2016.

Internally, the concepts were presented to C-TRAN personnel during February and March at 11 meetings with 171 employees in attendance.

Being stuck out here for a little over an hour is getting really old RESPONSE via Facebook on 1/4/16, by Eric Florip: Thanks for the comment, Michelle. We're in the process of developing proposed service/schedule changes for the coming year, and the Orchards area is on our radar. Route 72 (entered by EricFlorip) Watched the board meeting today and my congratulations to all the suggested changes. They are all very logical and very well thought out. This new guy is excellent and a great addition to ctran and our city. Kudos on the changes for routes 80 and 39, and tje connection to the yellow line from downtown. We would like to ask for a review to extend Board the service hours for route 65 to the red line parkrose. It presently ends much too early, so if we don't make it to tje meeting parkrose stop in time, we have no way to make it nack across the river. It is our opinion the bus connection should service operate along with the service hours of the red line so riders can feel confident we are not cut off. Thank you and changes thank you again for all the smart proposed changes. READ THE COLUMBIAN ARTICLE THIS MORNING AND WOULD LIKE SOME FEEDBACK ON THE SHUTTLE THAT WILL RUN ONCE THE VINE CHANGES ARE MADE. SHE THINKS THE CURRENT HOLIDAY SHUTTLE WOULD WORK ROUTE 4 BETTER THAN THE PROPOSED CHANGES. PLANNING/ SHUTTLE ONLY WAY TO CONTACT IS VIA MAIL. C-Tran, I am upset about an article i read in The Columbian today talking about what you plan on doing with the # 3 bus in the future. The way that the # 3 bus runs now gets me and many others to a food pantry on 33rd street, medical offices on Main & 33rd and a quick safe trip to Esther Short park and downtown with no other transfers or having to be on a # 4 bus that I and many friends never take anymore due to the aggressive panhandling and foul behavior on the # 4 bus with never any security. Taking away a major chunk of the # 3 bus route will make it so we have to make transfers or walk farther to get to where we are going. Please keep the route as is. Thanks! # 3 Route Kim Crones 111 C TRAN, Please do not change the #3 route to not include 4th plain and 33rd street. This serves several services for health and social services as well as food banks. Also this provides a safe and easy way to get downtown for us that live on route the route.without serving this area we will have to take multiple buses or the fourth plain bus to get downtown. The changes for fourth plain bus is very scary for a senior to ride anymore with all of the thug types that ride that line looking for 2016 money and smelling like weed.Please keep the #3 bus as well as the #25 serving the same areas it currently does. Upcoming I have heard that there are major changes to route 3. i can not find any info on the website concerning any changes route on any routes. i also can not find the agenda for the upcoming board meeting. this would appear to be a required changes item for the web site Hello C-Tran, Please do not raise fares for honored citizens and please do not change the # 3 and # 25 routes as you are planning to do later this year. The fares are already too high for us poor and the # 3 and # 25 routes service s areas of st. johns Fare & Route and 33rd street that have no other bus service. Also both serve the court house and other government service offices. changes Thanks! Kirsten Moyers I was very please to hear you will be changing Route #2 to go down Kauffman. I work at the courthouse and live near 39th and Kauffman. In the past I looked into taking the bus to work but it was inconvenient and if I really wasn't able to drive I would walk (which I should do more often) as it was easier than walking a ways to a stop and then waiting and the times of arrival were not timely so I found it easier to walk. With you changes I will better be able to bus it more and leave the car in the garage. I am sure you know that the County Campus as they call it more than not works the 8am to 5pm schedule. To have buses arrive no earlier than 7:45am and leave no later that 5:15pm would be ideal. I think any earlier or late could make a difference in using the the proposed bus. change to Just want to say thank you and 'thumbs up' for the changes that will happen soon! You are all doing a great job. Bus Route 2 Aleta Shea I just wanted to comment that the BRT station placement has managed to skip a whole area that uses the bus and will cause me and many others who live in the vicinity of Falk Rd and Bagley Estates apartment complex to have to walk quite a ways on either side of the roadway to get a bus. It seems to me that the planners did not take into account the distance it actually is geographically from Falk Rd to General Anderson. It's not just a straight walk but there is some curve to it. I used to be for the BRT, but now I can see that it is a plan that does not care about the riders at all. Who made the final decision? Someone who has a car? Who has never ridden the bus? Lastly, the shelter BRT design is ridiculous. It rains here. The wind blows, yet the shelters don't live up to their name, they do not shelter.

112 Just wanted to give feedback for the open house meeting about proposed fare changes and the e fare payment system: I feel like you should not be raising the already high cost of fares, when fares were just increased this past September. A lot of people still have to drive to catch the bus, so they are paying gas AND monthly bus fares. As for Feedback for the proposed electronic fare payment system that helps us not have to pay for more than we need to use, I'm all for open house it. As someone who pays a lot for a monthly express pass that isn't good on the weekends, it's frustrating paying for meeting several days when I can't even use the pass. C-TRAN, I am very concerned with what i am reading and hearing from your drivers about how several routes will be changing when the new Vine starts. The area from main street to ft. Vancouver way will not be served by the #4 bus anymore and if you move the #39 & #3 routes from the area many of us riders will have a longer walk to a bus stop and many of us are seniors and disabled. Also these 2 routes serve medical centers and the #3 serves an easy way to get to the courthouse and government offices as well as the farmers market without a long walk or transfers to other Route buses. Please keep this in mind when planning. Changes Thanks!Jan Arthur Hello. I want to chime in and say that I hope you keep route 3 as is once The Vine is complete. It would be incredible to have line 37 go back to service between highway 99 and fishers landing. I really miss the convenience of that line 3 and 37 route. Thank you for your time. I want to ask if in the future the # 38 route could run on sat or sun. Even if it is just a reduced schedule. I have had Schedules several job offers for jobs but it requires me to be there on Sat and the #38 does not run. please consider if possible. Re: Public Invited to Weigh in on Service Change Very much like the route change concept for 38 going down 192 Ave/34 St/Transit center -- much more convenient Concepts for those of us living along 192 Ave that need/would like to commute to downtown :) #39 really important for us. Several handicapped in area take this bus to get to VA and other locations. I'm one person - I'm disabled Veteran but also have post polio syndrome and cannot walk even a short distance to catch the bus. The 39 stops at 12th & Garrison where I can easily catch the bus. I would ask that this #39 be extended to run on Saturdays and Sundays so people here from 87th to Garrison and down towards Divine can get to church and interconnect with Mill Plain. Also the bus needs to go both ways as it used to do, so people can more easily get over the the Hospital on 87th and to Vancouver Clinic. It seems like every time budget comes up, you people want to discontinue the 39. That is now fair for people like us who do not drive. I also have a disabled daughter who connects New with other buses to get to her doctors. Also I cannot afford to take C-Van and its too long of a walk from 12th Street schedule to Mill Plain Blvd. for me even with my walker 113 Ctran, Just wanted to let you know how disappointed i am that you are changing the #3 route. Now i will have to make a transfer and probably take longer and with so few shelters on some routes i will have to be in the rain a lot. Sure #3 route wish you would keep this route the same. it seems with all of these changes all you are bringing on is confusion. The changes least you could do for us is run buses earlier and later on Saturday's and Sunday's. You should have this new route include stops now served by the 4 between Downtown and Fort Vancouver Way having it serve Downtown and continue north to Fourth Plain Blvd looping back towards Delta Park By turning right New Route onto Fort Vancouver Way Making connections with the 5,6 and the vine and offering service at the stops that the 4 60 now serves in that area that the vine will not Half Hourly In the Service Change In September 2016 this route should go from hourly to half hourly service and should have Service done so long ago Half Hourly Service This Route With The September 2016 service should have half hourly service and should have long ago c-tran, Your proposals for the elimination of the 3 and 39 routes just made my life so harder. i now will have to transfer and god knows how long of a wait i will have now and also the 3 took me right to the farmers market now that won't happen. I am handicapped and all you did is make it a longer walk to a stop and transfers. I will never take the 4 bus as their is never security and you have to deal with druggies and homeless that like to aggressively panhandle and Route chang threaten people. The least you can do with this proposal is to run the 3 the same way or to run buses earlier and later proposals all 7 days of the week and beef up security on the 4 bus. C-Tran, I currently catch the # 3 bus at 4th plain and T street to go to work at the Courthouse. With your proposed route Schedule/Ro change i will now have to take multiple buses and have a walk to work and my bus stop. Eliminating the #3 & #39 routes means transferring to other buses and who knows how long of a wait for the other bus will take to transfer. It seems like everything goes into the #4 route and the rest of us suffer. I will never ride a 4 route ever as their is no security at all and this bus is full of people who like to start fights and homeless that panhandle. I know you wont keep the #3 & #39 the same but the least you can do for us that don't ride the #4bus is to start buses earlier in the day and run them later. Also Service earlier and later buses on weekends would help. So Many people have to pass up jobs as the buses on weekends do Change run early and late enough to get to work. Concepts Jan Arthur, Vancouver 114 Dear C-Tran, What you are proposing to do with the elimination of the 3 & 39 routes and the changes of the 25 route is making all of us have to transfer buses and then if the buses are late or if your connections aren't good we have to wait and this is making a longer commute. You seem to care more about the new 4 line "The Vine" as you call it then any other routes. I will never ride a fourth plain bus as there are so many issues with people on that bus that drivers and Route security are to afraid to deal with. You should have better security on the 4 buses and also keep the 3 & 39 routes the Changes in same to avoid transfers 2016 Thanks!Caren Tidwell ctran, It sure looks like the way you are eliminating some routes and adding and changing routes that you will have to transfer buses when you normally would have been able to stay on one bus. The # 3 route is a perfect example of that.h you would leave everything as is with the non 4th plain routes. Just focus on the $ line changes and leave well Proposed enough alone on the others. The main things you really need are more security on the 4th plain route and buses that Route run later in the day on weekends. You are making most of us have to transfer buses to get where we are going by eliminating the 3 & 39 buses. Also the 44 provides a straight route to Delta park in the rush hour without having a wait of who knows how long to transfer to another bus. You are causing us that takes these routes to work to have to transfer buses when we used to be able to stay on one bus. Having to get off a bus downtown and then wait for another bus to delta park does not make sense Change when you can take one #44 bus to delta park. Dina Mapula Vancouver,Washington C-Tran, I just wanted to let you know how upset i am that you will be eliminating the #44 bus route. I ride this bus to delta park every weekday to work and now i will be driving again. The #44 bus provides a direct line in rush hour to delta park without having to transfer and without having to take the #4 bus with all of the issues involved on that bus and Elimination the lack of security to deal with all of the nonsense from the druggies,criminals and panhandlers who seem to rule of #44 Route that route. There is no way EVER that i will ride a regular fourth plain route and have to wait downtown115 and transfer to delta park. By eliminating the #44 bus you just lost riders who buy monthly passes and are now going to drive to work. What a dumb decision to do this. This gives us a non stop way to delta park without transfers. Also changing the 3 route which is the other route i use makes me now have to transfer as well. You just made my commute much harder. I will never ride a 4th plain regular rout 4 bus as of all the nasty people that cause Sept. 2016 problems. That is why the 44 bus is so important to keep as it is just full of students and people going to work. Never Changes had an issue on this bus at all. C tran, Please keep the 39 bus running do not eliminate it. This bus serves 2 medical centers and you can get to them with no transfering of buses. Also my wife takes the 44 bus to work and now will have to transfer. They use services provided by C-Tran but they still have to walk for long distance from the bus stop. We see a lot of prenatal patients, that sometimes have difficulty walking for long distances. We would really appreciate a bus stop by our clinic. Our clinic is not the only one around. There are many other clinics that would benefit from a C-Tran bus stop in our street. I Route 38 to am a current employee, and I live near the Parkrose Transit Center in Portland. Currently, access to the new Banfield new Banfield site would appear to be a combination of the Route 65 shuttle to Fisher's Landing, and then connecting to Route 38 Pet Hospital to the new headquarters at 18101 SE 6th Way. The difficulty is that, for early morning (6 am) shifts at the headquarter headquarters, the connecting service is currently unavailable, since direct access would only begin after about 7 am. s? Are there any plans to schedule earlier times for these routes? Then another mile to return home. In 5 days I walk almost 10 miles just to make the bus connection. It would be so nice if the #9 connected to the Park and Service Ride as well as operating on Sundays, as well as adding 20th Ave service, like it used to. When I attended the meeting at WSU, I didn't realize that there is a proposal to delete the bus stops in front of Legacy and Vancouver Clinic.I take the bus #19 almost daily in front of Legacy Hospital. I am not clear about where the bus Deleted would stop if the present ones are deleted. I hope that there is a stop planned that is nearby. 124 This is feedback for the current service change concepts, but as I received a bounce message when sending to [email protected], I am submitting my comments via this form: Greetings, Regarding your most recent service change updates on March 7th, I would like to offer some feedback: Route 19: While I agree that service to medical clinics along 20th Avenue is important, so is service to WSU Vancouver. As the campus continues to grow, providing safe and efficient transportation options is critical. That said, while it would take longer to operate, I would suggest a hybrid option that services both the campus directly and clinics along 20th Ave. Route 25: I absolutely support this change. Service along 99th street provides improved access for Gaiser. It also better distributes the routes in the area, as there is less overlap on Highway 99 along with a greater separation between routes 25 & 78. Route 39: I like the concept, but living downtown, I question the value over existing routing. By running this along Columbia, it creates greater conflict risk between buses and pedestrians/bicyclists. As Columbia is a bicycle route, I would ask that C-Tran not run a bus along Columbia. Washington St is only 1 block away, so the benefit is negligible. Route 74: Good change! I like the improved coverage of the lost route. Beyond the new changes, my biggest concern lies with the loss of route 3 and no longer having a direct route from downtown Vancouver to Fred Meyer. We already have limited grocery store access in the downtown core, so losing a direct route to Fred Meyer is a big hit to the area. I know the 3 is not a busy route, but this is a significant change and Service loss to the area. Hi - I am a 68 year-old woman, living at the Beverly at W evergreen and Franklin. My back is weak, but I tale the bus to Fred Meyer to grocery shop. Please do not change this route! I cannot manage a 45 minute trip to the grocery store, nor can mant elderly people who live at Smith Towers. You are our lifeline. Sometimes I forget to buy an all-day pass. In the evening, if I pay cash for a $2.50 TriMet transfer, I am not allowed to later transfer to an Question Express bus even if I offer to pay the $1.35 difference. about Hop With the new Hop Fastpass system, how will this change such a scenario? Will the Fastpass automatically charge the Fastpass difference for an Express, or will it be just not allowed as now, or will I have to plan ahead each time and tell the regarding driver of the C-Tran bus I need an all-day pass? Express I am looking forward to the Hop system and like to make sure about all the details. (It sounds a lot like the Orca fares system up in which works great.) Not to mention the homeless we will have to deal with 44 downtown. 126 SERVICE CHANGE PROPOSAL – ROUTE DETAIL

The Service Change details below is laid out in groups to show changes that are interdependent on each other.

ROUTES 2, 3, 6, 19, 25, AND 39

Existing Conditions The changes proposed address a number of issues with routes operating in western Vancouver and the proposed changes extend north as some of the routes serve areas in the downtown area as well as Hazel Dell. With “The Vine” being routed to travel on Fort Vancouver Way to serve Clark College, once the new service begins and Route 4 is discontinued, Fourth Plain Boulevard west of Clark College to Broadway Street will lose service without additional action. As possible ways to serve this section were considered, a list of existing issues in the area was developed. Among them:

• Currently there is no service on Fourth Plain Boulevard west of BroadwayStreet; • A request to connect Fruit Valley directly with grocery shopping; • Fruit Valley is served by Route 25 which has on-time performance issues and an irregular schedule (operating every 35 minutes weekdays, every 50 minutes on the weekends); and • Routes 2, 3, and 39 are the three lowest performing regular C-TRAN routes largely attributed to operating in a low density area, an overall low performance design, or running an irregular schedule. Table 1 lists each of the regular C-TRAN routes.

127 The changes to the five (5) routes in this group are driven by resolving the design and performance of Route 3. When designing routes, circular routes are usually reserved for downtown circulators that cover much less area and operate with high frequency. Larger loops tend to be at the end of routes that reach out into lower density areas to allow a single bus to cover more area (coverage routes). Downtown routing is usually more linear bringing people in and out of a dense central business district where demand is high. To provide two-directional service, the large loop requires two (2) buses in service regardless of the actual passenger demand. To complete a loop, the bus needs 45 minutes which then gives the Route 3 an irregular schedule – one that is not evenly divisible into an hour. Schedules generally should run hourly, every 30 minutes, or every 15 minutes or better so that connections can be coordinate to minimize passenger wait times.

The area served by Route 3 has some severe limitations to attracting ridership. For transit to perform well, a route needs to draw ridership from destinations on both sides. Route 3 travels through a large area with the Columbia River on one side and the Fort Vancouver National Historic Site on the other.

The concept was to eliminate Route 3 as it exists today and use the resources to operate new service (see Route 6) between Fruit Valley to the VA Medical Center that will continue on Fourth Plain Boulevard to Grand where a Walmart Neighborhood store and a Fred Meyer are located. This would create a more linear east to west service.

The greatest concern expressed about Route 3 came from residents in the downtown area that today travel from downtown to the Fred Meyer along Columbia Way. One alternative suggestion received was to try to use a single bus in a smaller loop. While this would reduce the resources needed in half, it would still operate along the Columbia River where little demand exists and the northern route would duplicate other existing service along Evergreen Boulevard so productivity (measured as Passengers/Revenue Hour) would likely decline further below performance standards.

128 While staff realizes that requiring residents of downtown Vancouver to transfer if they wish to go to the Columbia House Fred Meyer, the low performance of the Route 3 makes it difficult to justify the current routing.

Route 3 Proposal: Eliminate Route 3.

The Route 39 concept also received a number of comments. The idea taken to the public was to truncate the route east and south of Fourth Plain Boulevard to allow for extending the western end to serve the Rosemere area (which is currently served by Route 3) and then into downtown Vancouver to provide this route with a major ridership generator. The original concept was to use Columbia Street north of Mill Plain Boulevard and then move over to Washington Street to duplicate other routes using Washington Street, 8th Street, and Broadway Street to serve the downtown area and to turn around to reverse the route.

Some concern was expressed with the loss of a direct connection from the Stapleton area north of Fourth Plain and PeaceHealth Southwest Medical Center and the Vancouver Clinic near Mill Plain. In addition, the fact that no service would operate on 78th Avenue directly in front of the Vancouver Clinic was stated as a loss of service by some of limited mobility. In evaluating these concerns, ridership was very low in most of the segment with the strongest piece being on 78th Avenue; the three (3) stops on this roadway combined to have a daily average of nine (9) boardings and 12 alightings per day. In weighing this change, staff recommends moving forward with still dropping the eastern portion so the route can be extended into downtown Vancouver which is the only ridership generator large enough to raise the performance of this route. Service on Mill Plain is within 0.25 miles of the Vancouver Clinic, which is the fixed route definition of being considered “served”.

One of the earliest suggestions from the public was to keep the Route 39 on Columbia Street to 6th Street before turning on Broadway. This would allow for better access to Esther Short Park and the Vancouver City Hall as well as maintain some service on 6th Street. This idea has been incorporated into the proposal.

Route 39 would still be operated Monday – Friday only and approximately the same span of service (7:30 a.m. – 7:20 p.m.).

Route 39: Rosemere

For the Route 2 concept, a minor routing change was considered. With the proposed Route 39 operating on Columbia Street, Route 2 would be shifted west to use Kauffman. This would pick up a section of the current Route 3, which is proposed to be eliminated. No changes to the current schedule were considered.

No concerns were expressed regarding this concept and there was a general agreement that, if Route 3 would no longer operate, it would be good to make this adjustment.

Route 2: Lincoln

To replace service on Fourth Plain Boulevard west Fort Vancouver Way as well as to address the direct connection for Fruit Valley residents to nearby grocery shopping, a concept was developed that would use the hours and buses from Route 3 to operate two (2) new short routes originating out of the VA Hospital layover point. The first, Route 5 Fruit Valley, would travel from the VA hospital and head west on Fourth Plain Boulevard, turning north on Fruit Valley Road, east on W 39th St, south on Kauffman Avenue, and east back onto Fourth Plain Boukevard to return to the VA hospital. For the second route, Route 6 Grande, the bus would return to Fourth Plain Boulevard, this time traveling east, then going south on Grand Boulevard, east on Columbia House Boulevard before using the WSDOT park-and-ride to turn around and reverse direction back to the VA hospital.

When presented to the Fruit Valley Neighborhood Association, they were happy with the concept but suggested that the bus stay on 39th Street until turning south on Main St to access the Safeway and bring grocery shopping even closer to Fruit Valley. Staff reviewed this routing but felt that the 39th Street/Main Street intersection was too small to accommodate the turn and that Main Street has two (2) other routes already operating on it which would duplicate service where it was not needed. Staff left the route concept unchanged.

Other comments surrounding the two route concept was some confusion on having the buses “flow-through” to provide a one-seat ride and the issue on if non pass using riders would have to pay a second fare which happens with certain fares when going between two (2) routes. Given both of these instances, staff has modified this to being a single line: Route 6 Fruit Valley/Grand. This route is designed to where service would operate every 30 minutes during most of the weekday and once an hour in the evening and on weekends.

At the Three Creeks Library open house, someone raised an issue with Fruit Valley no longer having a direct connection to downtown to access commuter service into Portland. He had a suggestion on how this could be addressed and this will be investigated as part of the next service change.

132 Route 6 Proposal: Adopt the new route as shown below. Service will be every 30 minutes during weekday peak times and hourly in the evenings and on the weekends.

Route 6: Fruit Valley/Grand

If the proposal to create Route 6 is approved, conceptually the Route 25 would no longer need to serve Fruit Valley. Combined with streamlining the north end of the route by using 88th Street, enough time would be saved to both improve the frequency by operating every 30 minutes and improve the on-time performance of this route. The 88th Street routing would then turn north on Highway 99 allowing passengers along the rest of the route to access grocery shopping. It would then turn on 99th Street to access the 99th Street Transit Center.

Early in the public outreach process, C-TRAN received a number of comments from riders that service on 99th Street was better utilized than 88th Street and that moving the route 0.5 miles south would be too much of a hardship. In investigating these concerns, staff did find that actual ridership along 88th Street was significantly less than 99th St when separated out from Hwy 99 use. The Hwy 99 ridership on the existing Route 25 would still have access to Route 71 and those going to Winco would still be able to get there from 99th 133 St on the north side. Staff advanced this option. No concerns were raised after updating the material on March 7, 2016, and, combined with the smaller impact, staff is now recommending this option. Service would remain seven (7) days a week and operating the same span of time as the current schedules. Frequencies would change from every 35 minutes on weekdays to every 30 minutes and weekend service would change from every 50 minutes to once an hour.

Route 25 Proposal: Adopt routing Option 2 as shown below. Service will be every 30 minutes on weekdays and hourly on the weekends.

Route 25: St. Johns

134 The last route in this group is the Route 19. The initial concept did not involve changing the routing but to no longer short-turn the route on Saturdays prior to reaching Washington State University (WSU) Vancouver and add Sunday service. The conceptual changes to Route 25 would reduce the needed cycle time (the time a route needs to complete a round trip and be ready to depart on the next trip) to 90 minutes during peak demand. Using the three (3) buses assigned to this route, the frequency on Route 25 would be every 30 minutes. In the off-peak and on weekends, however, this route can function with 80 minute cycle time and can be interlined with the Route 19 which only needs 40 minutes to complete a roundtrip during the off-peak. This would allow for both routes to be run with 60 minute frequency when the demand is lower using on two (2) buses as opposed to the three (3) buses used today on Saturday. Currently, Route 25 requires two (2) buses to provide 50 minute frequency and Route 19 has no Sunday service.

When the expanded service concept for Route 19 was presented to the public, a suggestion was received that suggested a major rerouting west of the campus that would address the request for service to the medical clinics located on 20th Avenue in Salmon Creek and serve WSU Vancouver by use of a multiuse path from 29th Avenue. Walking distance from 29th Avenue is approximately 0.25 miles from the center of campus. The overall response to this possible routing has been favorable with some concern expressed for students with disabilities. With a significant modification to the concept being considered, staff is not proposing the change as part of this public hearing but would pursue additional public outreach. Staff would be looking to possibly return to the Board with this as a proposal by the June Board Meeting for approval.

Route 19 Proposal: Extend Route 19 on Saturdays to WSU Vancouver; add Sunday service. The map below shows the existing routing (Option 1) and the possible change to operating west of the university (Option 2) that could be brought back to the C-TRAN Board depending on further public comment.

135 Route 19 Salmon Creek

136 ROUTES 7, 72, 73, 74 AND 78

Existing Conditions Current service on NE Fourth Plain Boulevard east of Westfield Vancouver Mall is provided largely by Route 72, which operates hourly on meandering routing to cover Orchards, and by the limited stop Route 44 which operates every 30 minutes on Fourth Plain Boulevard but only during the morning and afternoon peak hours. The Route 7 also operates in the area, operating largely on SR 503 but deviating to Five Corners to cover that area. The Vine service assumes the discontinuation of Route 44, but leaves service hours towards making improvements along the eastern part of NE Fourth Plain Boulevard to offset the loss of this route. When considered together, there are opportunities to restructure the routes to provide service that is more direct to Vancouver Mall.

Possible Changes The concepts presented to the public would operate on almost all the same routing but remove duplication and provide faster, more direct service within the same area:

• Starting with Route 7, the concept would be to remove Five Corners so that service to and from Battle Ground would be faster and more direct; • In place of Route 44 east of the mall, a new Route 74 would be created that would operate hourly on NE Fourth Plain east to NE 162nd Avenue to provide better two- way service to the new Walmart near NE 147th Avenue and bring service to Heritage Market Center anchored by Safeway; and • Route 72 would pick up Five Corners and then operating the current loop of SR 503, NE 99th Street, NE 152nd Avenue and NE 76th Street. Removing Fourth Plain from the route would significant improve travel times in the loop.

While comments regarding the concepts were very favorable, a couple of suggestions and issues were identified. For Route 7, a couple of C-TRAN Coach Operators were concerned that, while staying on SR 503 was shorter in distance, the added traffic and traffic signals would cause enough delay to actually be slower. Fieldwork did show a measurable impact to operating speed but the shorter routing proved to be quicker during the peak measurement. During the off-peak, the traffic impact of the conceptual change will be beneficial and is now being proposed. No changes to the schedules are proposed.

For Routes 72 and 74, it was pointed out that the concept of not bringing Route 72 down to Fourth Plain would have the negative impact of removing direct service from Orchards. The suggestion was to loop Route 74 northward to pick up the area surrounding 78th Street and Ward Road. This suggestion was incorporated into the public outreach material and is now being proposed. The Route 72 frequency will be increased to run every 30 minutes during peak times and remain hourly in the evening and on the weekends. The new Route 74 would operate hourly and operate a seven (7) day schedule.

A couple of months ago, C-TRAN received a request to serve the residential area north of Vancouver Mall once the transit center is relocated to the south of the mall. Currently, 137 residents in the area have the opportunity to walk to the transit center but the new location would require a significant increase in the walking distance and few sidewalks exist connecting their neighborhood to the new location. With so much boarding and alighting activity occurring at the mall as riders move between buses, ridership from those who walk to the transit center are unknown. Staff had originally developed the concept for the Route 78 to come closer to the area north of the mall but comments received indicated that the walk there was still too far. With the Route 74 being fairly short, staff felt that it had time to run a single directional loop along the ring road to serve the existing pedestrian access points without having to add additional resources. This loop will have a separate designation – Route 73, to allow staff to evaluate the performance and determine if more or less service is warranted as part of a future service change. The conceptual change to Route 78 has been dropped.

141 OTHER ROUTES: 37/38, 60, AND 80

Unlike the first two (2) groups, proposals for Routes 37/38, 60, and 80 would not impact proposals to other routes.

The concept for Route 38 shared with the public was to operate on 192nd Avenue south of Mill Plain Boulevard and the use 34th Street to connect to the Fisher’s Landing Transit Center. This would require that the route no longer travel north of Mill Plain where the current route turns around to return to downtown Vancouver. At the January Board meeting, it was pointed out that this would have some impact on Union High School. Staff reviewed activity at the Route 38 stops east of 164th Avenue. With six (6) boardings and four (4) alightings average daily activity at the stop closest to the school, ridership is considered light and it is unknown if all the ridership is related to the school. The strongest ridership in the area occurred at the Mill Plain/192nd intersection with 53 boardings and 48 alightings. The two (2) likely sources of the majority of the ridership are the Walmart located at the northwest corner and from people walking up 192nd from the south.

Public comment on the concept was predominantly positive as the routing would not only serve a new area but also extend connectivity from other routes at Fisher’s Landing. C-TRAN staff did reach out to the Evergreen Public School District and discussed the ridership numbers we had with Dean of Students Jamie Johnston. He would prefer the route remained as is but understood the issue of trying to serve the greater area. Based on the results of the ridership analysis and public comments, staff is proposing making the change to Route 38.

Several questions came up asking that, if the change were to take place, would Route 38 have any weekend service. Since all Route 37 and 38 trips would end at Fisher’s Landing, 142 splitting the service equally between the two (2) routes would provide the best coverage. As part of the proposal, staff recommends adding Saturday service on Route 38 with 40 minute and reducing the frequency on Route 37 from every 20 minutes to every 40 minutes. On Sundays, the proposal is to add service to Route 38 operating hourly and reducing Route 37 service from every 30 minutes to hourly.

Route 37/38 Proposal: Adopt the routing change to Route 38 shown below. Add weekday evening service on Route 38 (60 minute frequency). Add weekend service to Route 38 (40 minute frequency on Saturday; 60 minute on Sunday). Reduce weekday evening service from 30 minute to 60 minute frequency. Reduce weekend frequency on Route 37 from 20 minute to 40 minute on Saturday; from 30 minute to 60 minute on Sunday).

Route 38: Mill Plain/192nd

For Route 80, the conceptual change was to better penetrate Cascade Park by using SE 136th Avenue south of Mill Plain to reach SE McGillivray Boulevard. This would reduce duplication of service on Mill Plain where Routes 37 and 38 operate, and cut almost a mile off of the route length which would improve schedule reliability. With this routing, however, the route would no longer pass in front of Mountain View High School (MVHS) so students who use this route would have more of a walk to the bus stop. At the January meeting, the C-TRAN Board noted this impact and wanted staff to reach out to the school.

In reviewing ridership along the segment of Route 80 that would no longer be served if the conceptual routing was adopted, the two (2) stops serving the school totaled 23 boardings and 19 alightings of which over half occurs outside typical school bell times. The highest activity occurred at the intersection of Mill Plain/136th (74 boardings and 38 alightings at three (3) stops) likely tied to transfers to and from Routes 37 and 38. Another strong stop 143 is at Hearthwood Boulevard – Park Crest Ave/Mill Plain (29 boardings and 24 alightings at the two (2) stops).

In reaching out to MVHS, Principal Matt Johnson replied by e-mail stating:

“I wanted to share some info that I would like to include in the decision making process regarding the use of the stop outside MVHS on Blairmont Drive. It is important to note that many students do access this stop to come to and from school. This route is especially important for students after and before school hours if they cannot take the school buses or get a ride from someone. Additionally, on our campus, the district has placed the Crestwood School which is a transitional educational facility for students who have special needs and are being receiving additional services post high school. This group of students participate in job training outside school hours and use the bus route to get to the places of business they are working/training at around the district. Many of these students also have physical disabilities and the convenience of the bus stop on Blairmont is much appreciated. Although a stop on McGillivary could be managed, it would place an substantial inconvenience on our students who use the stop.”

144 In weighing the known factors, staff proposes to move forward the concept as a proposal. The current routing does provide a benefit to MVHS that will become less so with service on McGillvray being 0.35 mile away. Operating on 136th Avenue south of Mill Plain, however, would bring access to transit to several apartment complexes and senior housing which is currently 0.6 mile away from the nearest route. The directness of travel would shorten the route by almost a mile, saving 5-6 minutes per trip or close to ten (10) percent of the scheduled trip time. This saved time would improve the schedule reliability of the route which, in turn, allows better connections between routes.

Route 80 Proposal: Adopt the routing change shown below.

Route 80: Van Mall/Fisher’s

145 Route 60 would provide C-TRAN riders a connection between Downtown Vancouver and and TriMet’s light rail service at Delta Park while also providing service to and from Jantzen Beach. Once The Vine begins service, Routes 4 and 44 will no longer operate. These two (2) routes provide the majority of service to the two (2) Portland destinations and the Route 60 is designed to maintain this connection. The conceptual design brought to the public would only serve Jantzen Beach in one (1) direction each round trip. Of the current ridership on Routes 4 and 44, over 70 percent of riders travel between downtown Vancouver and Delta Park with most traveling to Delta Park in the morning and from Delta Park in the evening. Route 60 would shift to match demand, bypassing Jantzen Beach on the way to Delta Park in the mornings to get commuters to the Delta Park light rail station and then stop in Jantzen Beach on the way back to Vancouver. The afternoon trips would reverse this by stopping at Jantzen Beach on the way to Delta Park but then heading straight back to downtown Vancouver. This approach would provide the majority of riders with shortened travel times.

Overall, public comments regarding the Route 60 concept at the open houses was very positive. A number of complaints were received, however that noted that traveling to and from Jantzen Beach would be much longer. In reviewing the current Route 4 in operation, a trip in and out of Jantzen Beach takes approximately seven (7) minutes which is the delay all riders of Route 4 going to and from Delta Park experience today in each direction. On the Route 60, trips bypassing Jantzen Beach will take about seven (7) minutes longer to get there. Essentially this would transfer the out-of-direction burden between these two (2) groups of passengers but with the larger 70 percent gaining the savings. In addition, by only going into Jantzen Beach in one (1) direction per round trip, the saved time would improve frequency from every 15 minutes to 12 every 12 minutes during peak times. Given the overall benefit, staff proposes that the new route be adopted as originally presented.

Route 60 Proposal: Adopt the new route as shown below. Service will operate every 12-15 minutes on weekdays except early morning and late evening when it will be approximately every 30 minutes. Weekend service will be every 15-20 minutes with early morning and late evening when it will be approximately every 30 minutes. Overall, the schedule will be similar to the current frequency offered by Route 4 but with better peak frequency.

Goal 3: Oversee advancement of key value added agency projects, including expansion of Fisher’s Landing Park & Ride lot, eFare, farebox replacement, computer aided design/automated vehicle location (CAD/AVL) upgrade and C-TRAN agency-wide safety initiative.

Stayed abreast of and supported staff work on Fisher’s and eFare projects. Participated in key decision making and vendor contacts on the farebox replacement and CAD/AVL upgrade projects.

Goal 4: Support and help lead C-TRAN marketing and public involvement initiative to raise awareness and positive perception of C-TRAN and to attract new riders.
