RE: Ripon Educational Fund Event Capitol Hill Club Wednesday, June 16
*You are being "honored" at tomorrow's Ripon Society Educational Fund Luncheon.
*The fund is a non-profit research and policy foundation. It also includes a "Mark Hatfield Scholarship Fund," which sponsors original research into public policy issues.
*About 100-125 people are expected. They anticipate as many as 20 members of Congress, and the rest are members of the lobbying and governmental affairs community.
*Attached is a list of Senators and Congressmen who have indicated they will attend.
*Also attached is a list of corporate sponsors of the luncheon and the fund. The list includes ADM--the biggest contributor at $10,000--the National Association of Home Builders, Phillip Morris, RJR Nabisco, Timmons and Co., and Upjohn.
*They are looking for 5-10 minutes or so of remarks on "leadership and the need to work together," and then they would appreciate if you would allow an opportunity for the lobbyists to ask some questions.
*C-Span will be covering the event.
*Attached are some draft remarks, which contain some of the good leadership material from the Anti-defamation league event.

IT'S A PLEASURE TO BE HERE, AND TO LEND MY SUPPORT TO THE WORK OF THE RIPON EDUCATIONAL FUND. *I KNOW THAT THIS IS OFFICIALLY A NON-PARTISAN 1 Page 8 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu EVENT, SO I WILL DO MY BEST IN MY REMARKS TO BE MY I) ''NORMAL NON-PARTISAN SELF, AND THEN I'll BE HAPPY TO ANSWER A FEW QUESTIONS. *I DO WANT TO TAKE A FEW MINUTES TO TALK ABOUT THE SITUATION IN WHICH SENATE AND HOUSE REPUBLICANS WERE PLACED AFTER THE LAST 2 Page 9 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu ELECTION--A SITUATION, WHERE, FOR THE FIRST____ TIME _._IN 12 YEARS, THERE WAS A MEMBER OF THE OPPOSITE PARTY IN THE WHITE HOUSE. *FOR THE GREAT MAJORITY OF SENATE AND HOUSE REPUBLICANS--WHO WERE ELECTED IN 1980 AND AFTER-- 3 Page 10 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu THIS WAS A FIRST-TIME OCCURRENCE. *AND THERE WAS A GREAT DEAL OF DISCUSSION AMONG SOME MEMBERS OF OUR PARTY, ON HOW WE SHOULD HANDLE THIS NEW ROLE. *SOME SAID THAT SINCE THE DEMOCRATS CONTROLLED EVERYTHING, WE SHOULD JUST 4 Page 11 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu SIT ON THE SIDELINES, THROW AN OCCASIONAL ROCK, AND LET PRESIDENT CLINTON AND THE DEMOCRATS DO WHAT THEY WANT, NO MATTER IF WE THOUGHT IT WAS RIGHT OR WRONG. *OTHERS--ANGERED AT HOW THE DEMOCRATS TREATED PRESIDENTS REAGAN AND 5 Page 12 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu BUSH--ARGUED THAT WE SHOULD DO EVERYTHING WE COULD TO STAND IN THE PRESIDENT'S WAY. *MY BELIEF IS THAT WHETHER WE'RE REPUBLICANS, DEMOCRATS, OR INDEPENDENTS, WE'RE AMERICANS FIRST. AND, LIKE ALL AMERICANS, WE WANT 6 Page 13 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu PRESIDENT CLINTON TO SUCCEED, BECAUSE THAT MEANS AMERICA IS SUCCEEDING. *BUT WE ALSO OWE A DUTY TO OUR CONSTITUENTS AND TO AMERICA TO STAND UP FOR WHAT WE BELIEVE IS RIGHT. *PERHAPS TEDDY ROOSEVELT PUT IT BEST, WHEN HE MADE 7 Page 14 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu THIS STATEMENT SOON AFTER WOODROW WILSON WAS ELECTED PRESIDENT: 11 0UR LOYALTY IS DUE TO THE PRESIDENT QNLY AND EXACTLY TO THE DEGREE IN WHICH HE EFFICIENTLY SERVES THE UNITED STATES. IT IS OUR DUTY TO SUPPORT HIM WHEN HE SERVES THE UNITED STATES 8 Page 15 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu WELL. IT IS OUR DUTY TO OPPOSE HIM WHEN HE SERVES IT BADLY.11 *AND THAT IS PRECISELY WHAT l'VE BEEN TRYING TO DO THESE PAST FEW MONTHS. WHEN THE PRESIDENT IS RIGHT- -AS I BELIEVE HE IS ON ISSUES LIKE AIOI TO RUSSIA AND 9 Page 16 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu NAFTA--l'VE BEEN IN HIS CORNER. *BUT WHEN HE IS WRONG--AS I BELIEVE HE IS IN HIS ECONOMIC PLAN--THEN l'VE BEEN TRYING TO GET HIM TO CHANGE DIRECTION. *I WOULD ALSO SAY THAT ALL OF US IN CONGRESS-- REPUBLICANS AND DEMOCRATS- 10 Page 17 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu -WANT TO BE PLAYERS-- RESPONSIBLE, CONSTRUCTIVE PLAYERS. WE WANT TO DO WHAT'S RIGHT AND WHAT WORKS. *WE WANT TO WORK WITH THE PRESIDENT WHEREVER WE CAN. THAT'S NOT RHETORIC-- IT'S THE SIMPLE TRUTH. BUT TO 11 Page 18 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu DO THAT, WE HAVE TO BE GIVEN THE CHANCE. *AND TO BE FRANK, SO FAR, SENATE REPUBLICANS HAVEN'T BEEN GIVEN MUCH OF A CHANCE. INSTEAD OF BEING ASKED FOR OUR INPUT, WE ARE GIVEN PRE-COOKED PROPOSALS AND PACKAGES, IN WHICH OUR 12 Page 19 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu ONLY CHOICE IS AN UP OR DOWN VOTE. *l'VE TOLD THE PRESIDENT THIS PRIVATELY, AND l'VE SAID IT BEFORE PUBLICLY. *WE'RE READY TO GET INVOLVED IN SERIOUS NEGOTIATIONS WITH THE PRESIDENT AND HIS SENIOR ADVISERS ON A REAL DEFICIT 13 Page 20 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu REDUCTION PROGRAM--ONE THAT CUTS SPENDING FIRST, SECOND, AND THIRD. *I BELIEVE PRESIDENT CLINTON UNDERSTANDS THERE'S BEEN A 11 SEA CHANGE11 IN HIS PUBLIC SUPPORT. HE UNDERSTANDS THAT THE WAY THINGS HAVE BEEN DONE THESE PAST FEW MONTHS JUST 14 Page 21 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu HASN'T WORKED. IT HASN'T HELPED HIM, IT HASN'T HELPED HIS PARTY, AND--FAR MORE IMPORTANT--IT HASN'T HELPED AMERICA. *AND, OF COURSE, AS IMPORTANT AS OUR OWN ECONOMIC CONCERNS ARE, THEY ARE NOT THE ONLY BIG ISSUES OUT THERE RIGHT NOW. 15 Page 22 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu THERE ARE OTHER THINGS ALL AMERICANS OUGHT TO BE CONCERNED ABOUT--AND HIGH ON THAT LIST IS AMERICA'S LEADERStllP ROLE IN THE WORLD. *IN THE LAST ELECTION, PRESIDENT BUSH GOT ONLY 38% OF THE VOTE. BUT I WOULD GUESS THAT, EVEN TODAY, HE'D 16 Page 23 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu RECEIVE AN OVERWHELMING VOTE OF APPROVAL FOR THE WAY HE HANDLED AMERICA'S ROLE IN THE WORLD. *HE WAS IN OFFICE AT A MOMENTOUS TIME--A TIME WHEN THE REVOLUTION OF FREEDOM ENGULFED AND SWEPT AWAY NEARLY THREE 17 Page 24 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu QUARTERS OF A CENTURY OF COMMUNIST TYRANNY. *TO SOME DEGREE, THE TIMING WAS AN ACCIDENT OF HISTORY. BUT A LOT OF IT WAS BECAUSE PRESIDENT BUSH AND HIS IMMEDIATE PREDECESSORS- -PRESIDENTS FROM BOTH PARTIES--PUT AND KEPT 18 Page 25 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu AMERICA ON A COURSE OF GLOBAL LEADERSHIP. *THEY DID SO BY EMBRACING SOME PRETTY SIMPLE PRINCIPLES: AN UNSWERVING COMMITMENT TO LIBERTY; AN UNFLAGGING DETERMINATION TO PAY THE COSTS OF GLOBAL LEADERSHIP AND FIGHT THE GOOD FIGHT FOR FREEDOM--NO 19 Page 26 of 31 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu MATTER WHAT THE COST; A CLARITY OF PURPOSE AND A CONSTANCY OF EFFORT THAT BROUGHT AMERICA RESPECT AND ADMIRATION AROUND THE WORLD. *THIS MAY BE--IN MANY WAYS--A NEW WORLD.
