 The en masse resignation of the executive committee of the party has been prompting a lot of speculation of what is happening with some media houses going as far as saying that it is a way to signal that the Shinawatra family has given up on politics in .

 Former Thai Rak Thai member and a key adviser to the Shinawatra family – Surapong Suebwonglee, came out to say that this is an opportunity to revamp the party and this is something good for the party.

 He said that the new generation will not have the opportunity to work and use new ideas to help the party progress.

 He added that there is a possibility that the old guard would start to back out and allow the younger generation to move forward.

 “I hope that the party leader would be a senior person but the other positions is likely to be the younger generation.”

 Asked whether the CARE group that has been in the work to be the brainchild for policies, will return to Pheu Thai party, Surapong said that this is possible but it may be that some members may go to ‘repair’ the house (Pheu Thai) that has been broken but CARE will remain as think-tank.

 There is a speculation that former Prime Minister ’s ex-wife, Khunying Potjaman na Pombejra, reportedly was behind all that is happening in the Pheu Thai party and that she will come to take full control of the party.

 This report is something that has been denied by all sides involved in the Pheu Thai.

 On the contrary, Sudarat managed to survive for so long as she did because she had the backing of Potjaman.

 Meanwhile, former election commissioner Somchai Srisutthiyakorn speculated that the resignation of Pheu Thai top ranks is to prepare to take up posts in the government. Somchai warned that the move could trigger student-led protest to escalate if that is to be the case.

 Based on this theory, Somchai said Pheu Thai’s top executives who resigned could help strengthen the government’s stability in the short term but warned that Pheu Thai could become the new target of student activists and supporters who will form forces against the party and Prime Minister Gen Prayut Chan-o-cha.

 Somchai’s speculation coincides with the rumour that leadership changes in Pheu Thai is to pave the way for the formation of a national unity government as Pheu Thai has changed its stand to join the government.

 Kao Klai list MP Rangsiman Rome came out to dismiss such a report, saying that Pheu Thai would not betray its voters by changing sides to join the dictatorship government. He slammed the idea of a national unity government by enlisting the Pheu Thai top executives in it as impossible considering that Pheu Thai did not share similar ideologies with the key coalition party.

 Meanwhile famed astrologer - Warin Buawiratlert, who gained notoriety as National Security Council (NSC)’s astrologer, sees things in a different light as he came out to predict that changes are underway in the government.

 Warin specifically said that those in the opposite of the government will turn toward and join the government after they came to realisation that they have caused trouble for the country. They will join forces in the form of a national unity government, Warin said, adding that the move would be visible from October throughout the end of the year, with several key figures in the Pheu Thai Party leading the path.

 He said there will be talks among the coalition parties to spur this type of deal. The scenario will happen around the same time as the appointment of the new finance minister.

 The NSC fortune-teller also dismissed fears of a return to street violence as a result of student-led planned rallies in October.

 Warin said anti-government rallies scheduled to be held in October would not escalate, saying that student-led rallies were only the result of some groups of politicians whose demands were not been answered.

 Meanwhile, Adul Kiewboriboon, who chairs the 1992 May Heroes Relatives Committee, has come out to call on the Democrat and Bhumjai Thai parties to withdraw support for the coalition government and to repeal Section 272 to switch off the Senate’s power to join the lower House to vote for a prime minister.

 Adul said he feared that the May 1992 massacre will repeat itself if the coalition parties continue to betray the public as the public is disgruntled with the prime minister who did not come from a general election and this could trigger more bloodshed.

 The Metropolitan Police Bureau (MPB) is speeding up the investigation process to compile evidence against leaders of the United Front of Thammasat and Demonstration (UFTD)-led protests at Sanam Luang field during September 19-20 and September 23, student leaders’ activity to boycott senators in front of parliament complex on September 24.

 So far, the MPB has not summon protest leaders or issue a warrant for the arrest of anyone in relation to the Sanam Luang protest, according to a source with the MPB. Initially, police only plan to bring a sedition charge against protest leaders under Section 116 of the criminal code.

 A majority of people found nobody suitable for the post of prime minister and no political party has overwhelming popular support in the current political situation, according to a survey conducted by the National Institute of Development Administration, or Nida Poll.

 The poll was carried out between September 18 and 23 on 2,527 people aged 18 and over of various levels of education and occupations throughout the country to find out who they thought was suitable for the post of prime minister and which party they supported in the current situation.

 When asked who they thought was suitable for the post of prime minister, 54.13 per cent of respondents said nobody was whilst 18.64 per cent said Gen Prayut Chan-o-cha; 10.57 per cent said Khunying Sudarat Keyuraphan of the Pheu Thai Party.

 Asked which political party they support right now, 41.59 per cent said none; 19.39 per cent said Pheu Thai Party, followed by 12.70 per cent Move Forward Party; 12.39 per cent Palang Pracharath Party; 7.44 per cent Democrat Party.

 Most of respondents of a Super Poll opinion survey saw foreign interference in the Thai politics through meddling with the charter amendment push and street protests.

 The survey polled 1,069 respondents from September 21 to 26 on the issue of foreign interference in Thai politics, a majority of people, 95.6 per cent, support

the charter amendment but must not touch Chapter 1, on general provisions, and Chapter 2, on the Monarchy while the rest disagreed.

 Some 75.1 per cent believed that there is foreign interference behind the scenes of the charter amendment and various street mobs. Some 54.2 per cent believed China and the US are Thailand’s good allies; 22.5 per cent said China is a good ally while 15.6 per cent said the US is.

Economic News

 Embattled Prime Minister Prayut Chan-o-cha is expected to pick Arkhom Termpittayapaisith as finance minister, according to a report by Thaan Settakij newspaper.

 Arkhom is expected to fill next month the vacancy created by Predee Daochai, who resigned abruptly after being in office for less than a month.

 Predee cited health reasons for resigning but observers believed he had a conflict with his deputy over the promotion of senior officials at the Finance Ministry.

 Arkhom was the transport minister in the Prayut government formed after the 2014 military coup. Before that, he was secretary-general of the National Economic and Social Development Board, a state think-tank, now known as National Economic and Social Development Council.

 He is said to be one of many influential people who pushed for upgrading the railway system in order to solve the traffic congestion in big cities and between provinces, and reduce excessive dependence on road transport.

 Some local media speculated that Prasong Poontaneat, permanent secretary at the Finance Ministry, who retires at the end of this month, would be appointed the new finance minister.

 A latest report by Krungthep Thurakij said Krairit Euchukanonchai, Chairman for PTT Plc and Executive Vice Chairman at Krung Thai Bank Plc, has a strong chance of being tipped as new finance minister.

 Krairit received overwhelming support from several sectors. Krairit, who shows decisiveness, is seen as the most suitable for the top job at the finance ministry with the ability to fix the current economic crisis facing the country.

 Thailand’s economic crisis deepens with no Finance Minister for the past 28 days (Preedee Daochai the former Finance Minister resigned on September 1, 2020 after just 21-days in office).

 The latest data from the job market indicates has risen to the highest level in years.

 A total of 435,010 were jobless which was a rise of 136 per cent year-on- year

 Prayut has claimed that there were over 1 million jobs available in the Job Expo Thailand 2020 at BITEC Bangna:

 200,000 jobs were from companies, 400,000 from government sectors, 100,000 overseas and 200,000 vacancies.

 The “new graduate hire scheme” (initially budgeted 23.5 billion baht revised down to 19.5 billion baht).

 Maybank Kim Eng Securities said that “We see this number as optimistic as we are still seeing companies shedding employees and many of those who are employed but and have their hours reduced have not seen any changes.”

 Political activist Srisuwan Janya plans to petition the Department of Special Investigation (DSI) today (September 28) to take legal action against the Public-Private Partnership

(PPP) Committee following its approval on August 21, 2020, for the bidding process for development of the Orange Line extension between Ban Khun Non and Min Buri worth 128.128 billion baht.

 Srisuwan said the terms of reference (ToR) raised many questions of possible irregularities regarding the purchase of bid envelopes which is being challenged by one of the potential bidders, Bangkok Mass Transit System Plc (BTSC) which last week filed a lawsuit with the Administrative Court against the MRTA concerning the matter.

 The Mass Rapid Transit Authority of Thailand (MRTA) has come out to defend its decision to revise the terms of reference (ToR) of the Orange Line western extension after the launch of the bidding process, saying it was to ensure optimal benefits for the state and the public.

 The revision, which was made after the purchase of bid envelopes, is being challenged by one of the potential bidders, Bangkok Mass Transit System Plc (BTSC) which last week filed a lawsuit with the Administrative Court against the MRTA concerning the matter.

 The government’s think tank, the National Economic and Social Development Council (NESDC), approved a 51-billion-baht budget sought by the Ministry of Finance to fund the government’s new cash handout scheme to cover one-third of the population, aiming to sustain private consumption in the final quarter, Danucha Phichayanan, deputy secretary-general of the NESDB, announced.  The budget is part of a 400-billion-baht budget earmarked for economic and social rehabilitation.

 The NESDC expects to forward the budget approval to the cabinet meeting this week. The Finance Ministry sought the budget to fund the handout measure for 10 million people and monthly financial assistance with an additional 500 baht given

to 14 million low-income earners who have state welfare cards in the three months from October to December, 2020.

 Mark Mobius, co-founder of Mobius Capital Partners, urged the Thai government to open the country to enable the Thai capital market to recover.

 Speaking at a seminar titled “BATTLE STRATEGY EPISODE II: DON’T WASTE A GOOD CRISIS”, Mobius said Thailand has a dynamic fast-paced economic growth in the eyes of the international community. The Thai capital market remains attractive to foreigners. Once the direction of the COVID-19 crisis is clear, Mobius urged the Thai government to open up the country. He said Thailand is opening up the country too slow and cautioned that if the government wants the situation to return to normalcy, the government must allow the country to open up to welcome tourists to enter and adjust themselves at the same time.

 He urged the government to build a larger capital market by embracing the privatisation scheme to list state enterprises in the stock exchange market. Mobius also noted that the strong baht to the dollar is the risk and main factor that sparked concerns among foreign investors.

 In addition, Mobius said he is unconcerned by Thailand’s political instability as he said Thailand has a strong culture is a fundamental point.

 SET-listed developer Property Perfect Plc (PF) has revised up the 2021 revenue target by 42 per cent to 20.848 billion baht from 2020 and its presales target to 16.600 billion baht.

 The company plans to launch 9 new projects worth a combined 7.99 billion baht.

 PF expects a 28 per cent drop in its 2020 revenue to 14.688 billion baht and 1.35 billion baht in other revenues from land sales and investment in Royal Orchid Sheraton Bangkok Hotel which will be concluded at the end of the year.

 The Office of the Private Education Commission (Opec) will today (September 28) ask executives at the privately-run Sarasas Witaed Ratchaphruek School to take legal action against staff members who watched a teacher beat young children but did nothing to stop it.

 Opec Secretary-General Attapon Truektrong on Sunday raised questions about the school’s punishment for the teacher, saying a reprimand was not adequate.

 The woman accused of beating the children had no teaching licence but the school hired her, Attapon said.

 Sarasas school management has issued a statement seeking an apology from parents and students and said the teacher in question has been fired.

 Over 1 million COVID deaths globally

 The Centre for Covid-19 Situation Administration reported 1 new case in a state quarantine facility over a 24-hour period.

 A 24-year-old asymptomatic male student, who had returned from the United States on September 22, tested positive on September 25 at a state quarantine facility in Chonburi.

 The total number of confirmed cases in Thailand increased to 3,523, of whom 97 are in hospital and 3,367 have recovered and been discharged, while the death toll remains 59.

 Deaths due to the coronavirus disease (Covid-19) are set to cross 1 million yesterday (September 27) afternoon and the World Health Organization (WHO) warned that another million could die before the pandemic is brought under control, a reminder of the unprecedented human toll exacted by the crisis that has shown little signs of relenting.

 Overall, there are at least 32 million confirmed infections, according to worldometers.info.
