STATUTORY PROPOSAL FOR PRESCRIBED ALTERATIONS TO A MAINTAINED SCHOOL

1. Proposal relating to:

Ravensworth Terrace Birtley Lane, Birtley, DH3 2PP

Proposer: Gateshead Council. Civic Centre, Regent Street, Gateshead NE8 1HH

2. Description of Proposed Alteration

The proposed alteration will :  Provide an extension to the school building on the existing school site from 1st September 2015

 The school will be expanded from 193 places currently to provide 420 school places, an increase of 227 places

 Retain the school planned admission number from 30 from September 2015 for admissions in years 1-6 until these year groups feed out of the school in subsequent years. The planned admission number for admissions to reception class from September 2015 will have a higher planned admission number of 60.

 Permanently create 2 forms of entry (2 classes of 30 pupils in reception) to the school from September 2015.

The school currently has 205 on the roll and an actual physical capacity of 193 places. The current planned admission number is 30 places each year allowing up to 210 children to be admitted. The proposal would allow the school to gradually increase its roll and to maintain stability both at Ravensworth Terrace Primary School and its neighbouring schools.

The expansion will include the addition of 8 classrooms, complemented by new toilet facilities, storage and a new main entrance. External works will include the provision of a hard standing play area and new pedestrian access to the school site.

3. Evidence of Demand for Places and Impact on Parental Choice

Prior to 2008 Gateshead experienced falling pupil rolls in its schools due to low birth rates, creating vacancies that are called surplus places. However, over the course of the following four years there has been an upturn in the number of births across the Local Authority. The number of pupil admissions is continuing to rise and we are currently reviewing and addressing the impact this is having on the capacity of our schools across the borough.

In July 2013, the Government confirmed that Gateshead Council was successful in obtaining capital funding from the Targeted Basic Need Programme 2013, to provide extra school places in areas where they were most needed. Ravensworth Terrace Primary School was one of 3 primary

schools in Gateshead chosen for expansion through this programme. New housing is proposed within the catchment area for Ravensworth Terrace Primary School and beyond that is within a 2 mile distance that is accessible to the school and which will create significant additional demand for school places in future years. The opportunity to expand provision at Ravensworth Terrace Primary School is a key element in addressing future capacity needs, both within the school and to contribute to school place planning locally, giving parents more choice and in response to rising admission numbers in future years. The school admission round in 2014 has highlighted 50 first preferences for Ravensworth Terrace Primary School which is further evidence of growing demand.

Ravensworth Terrace Primary School is situated within the Lord Lawson Planning Area, which includes 7 infant, junior and primary schools and 8 schools within the 2 mile radius of the school (including Ravensworth). For the 7 schools within the Planning Area, there is expected to be 3% surplus places by 2015 and 5% for the 8 schools within the 2 mile radius of Ravensworth Terrace Primary School.

Additionally, both planning area and 2 mile area projections above exclude the impact of new phased housing of 1234 homes starting from 2012 and beyond. With the impact of new housing from 2012 and beyond, it is anticipated that schools within the planning area will have a minus 9% surplus by 2018 and those schools within a 2 mile radius of Ravensworth Terrace Primary School will have minus 4.9% surplus. This is why the expansion of Ravensworth Terrace Primary School is important. Where increasing demand and parental preference exists and where it has been possible to acquire additional funding for building an extension to expand the school, this presents an important opportunity to increase the capacity in a Good or Outstanding school which is the case for Ravensworth Terrace Primary School.

The overall impact with expansion means that within the planning area it is anticipated that there will be 8.7% surplus by 2018 and for schools in a 2 mile radius 9.9% surplus. The proposed increase in capacity to 420 and phased introduction of the new planned admission number of 60 is not expected to have significant impact on admissions for other schools

Of the 7 primary schools in the planning area (6 that admit reception age children), 5 were full in reception for entry in September 2013 with only 4 places in reception class at one school remaining. Schools within the planning area are below:

4. Objectives of the Proposal and Educational Standards

The overall objective of the proposal is to provide additional school places for children who need them.

In considering how to provide additional school places, the Council takes account of:

 The popularity and success of the school 2

 Leadership capacity to ensure that high quality places will be available  The location  Value for money

Ravensworth Terrace Primary School is a popular and successful school with strong leadership and governance. Its most recent Ofsted report rated it as an outstanding school and its results place it amongst the 250 top performing schools in terms of the progress of pupils between key stage 1 and the end of key stage 2. The opportunity to expand provision will enable parents to have more choice and will provide opportunities to raise achievement and for more children to gain access to an “outstanding” education.

5. Effect on other Education Establishments in the Area We do not envisage negative effects on other local schools in terms of their future admission numbers. It is evident that there is a demand for primary school places across Gateshead in future years according to school place forecasts (November 2013). The additional form of entry at Ravensworth Terrace Primary School will help support local pupils and their families, but should not have a significant impact on neighbouring schools.

The proposed increase in capacity to 420 and phased introduction of the new planned admission number of 60 is not expected to have significant impact on admissions for other schools. The proposal allows the Council to plan for the school to increase its roll gradually and to maintain stability both at Ravensworth Terrace Primary School and in neighbouring schools.

6. Project costs and Value for Money

The project costs will be approximately £2.5m and will be met from Gateshead Council and Targeted Basic Need funding, which is to provide school places in areas where they are most needed.

The Council believes that to provide long-term value for money it is right to expand schools with good quality permanent accommodation wherever possible, even though this can mean considerable capital investment. Permanent expansion enables the provision of new facilities and gives parents a much greater degree of reassurance that their children’s needs will be met locally and the most favourable educational outcomes for children will be achieved.

The Council has also considered how the further needs of the expanding school can be addressed, such as fitness-for-purpose and the condition of the school. Where possible and reasonable, these have been incorporated into proposals for the school to provide an effective solution which will last for many years.

For Ravensworth Terrace Primary School, the project will provide a new build extension to accommodate the additional pupil places, providing a modern, efficient space which will improve the environment for pupils and staff at the school.

7. Implementation and any proposed stages for implementation The full proposals are planned to be implemented with effect from 1 September 2015.

Ravensworth Terrace Primary

School Consultation

Why we consulted On 28th January 2014, the revised School Organisation (Prescribed Alteration to Maintained Schools) (England) Regulations 2003 came into force. Although this no longer includes a prescribed pre-publication consultation period when proposing to expand a school, there is an expectation on local authorities to consult interested parties in developing proposals prior to the publication of a statutory proposal. This stage of the consultation represents an informal process which will be followed by a statutory process.

The aim of this consultation has been to ensure that a wide range of stakeholders have been given an opportunity to feedback on the proposed expansion of Ravensworth Terrace Primary School, to take effect from 1st September 2015.

When we consulted 26 February 2014 to 26 March 2014

How we consulted A consultation document and supporting information, including a response form were made available on the Council’s online consultation portal and via paper versions of the documents which were circulated to a variety of stakeholders. Stakeholders who were invited to respond included: parents, staff and governors from the 8 schools within a 2 mile radius of Ravensworth Terrace Primary School, local secondary schools, neighbouring local authorities, diocesan representatives from the Catholic Church and Church of England, ward councillors, local MPs, voluntary organisations via GVOC, Gateshead Council staff, early years providers, trade unions and other interested parties.

Feedback A total of 35 responses were received, which included:  16 parents/carers  9 staff members  7 school governors/governing bodies  2 voluntary sector representatives  2 local residents  1 “other category” but this was not specified

A small number of respondents listed their status in more than one category (which explains why the categories when added together do not match the total responses):

Consultees were asked whether they agreed with the proposal to increase the capacity of the school from 193 to 420 places from 1st September 2015 and were given a selection of response options from strongly agree to strongly disagree. 51% of responses (18) were in favour of the proposal, 43% (15) were against the proposal and 6% (2) were unsure whether they were for or against the proposal.

Of those in favour of the expansion, the comments focused on the popularity, strong leadership, high standards and success of Ravensworth Terrace Primary School, including the close community apparent within the school and welcoming the opportunity to provide an increased number of quality school places. While in support of the proposal, a number of parents expressed concern about the increased congestion that would result from the expansion and were keen for the Council to take serious consideration of these issues in their planning and delivery of the proposal. Others pointed out the need for dining facilities to be in line with the growth of the school and other suggestions included further enhancing the learning experience for pupils by considering other facilities such as a new library.

In terms of those who were against the proposal, representatives from two other schools in the area expressed concern about the proposed increase in pupil numbers and the potential negative impact that this might have on other schools within the area. A recurring theme was concern about the challenges of increased traffic in an already problematic area, problems with parking for parents and staff, construction vehicles, disabled access and the dangers for parents and children in crossing a busy road. Some respondents called for the installation of some form of school crossing while a small number of respondents could see no solution to the traffic issues and suggested that a new purpose built school on a new site would have been a better option. Other comments were around the siting of the play area, potential over development in a conservation area and concerns about safety of the children during the building work.

Next steps The proposal to expand Ravensworth Terrace Primary School will proceed to the next statutory stage of the process. This requires the publication of a statutory notice, with a representation period of 4 weeks to allow a final opportunity for people and organisations to express their views about the proposal. Following this representation period Gateshead Council’s Cabinet will consider the responses from the consultation (26 February 2014 -26 March 2014) and representation period (25 April 2014 – 23 May 2014) and make the final decision as to whether or not to proceed with the proposed expansion of Ravensworth Terrace Primary School. At the time of writing it is anticipated that Cabinet will make its decision at its meeting on 24 June 2014.

Rationale

Gateshead Council is responsible for educational provision in Gateshead Borough, which includes the planning and provision of educational services. The Council has a statutory duty to provide sufficient school places for children resident in Gateshead, of statutory school age. To achieve this, the Council has to keep the number of school places 6 under review and take the appropriate steps to manage the position where necessary. Prior to 2008 Gateshead experienced falling pupil rolls in its schools due to low birth rates, creating vacancies that are called surplus places. However, over the course of the following four years there has been an upturn in the number of births. The number of pupil admissions is continuing to rise and we are currently reviewing and addressing the impact this is having on the capacity of our schools across the borough.

Many local authorities are facing increasing challenges over the provision of additional capacity and the Education and Inspections Act 2006 requires local authorities to adopt a strategic role, with a duty to promote choice, diversity and fair access to school provision.

New Building Extension

In July 2013 the Government confirmed that Gateshead Council was successful in obtaining capital funding from the Targeted Basic Need Programme 2013, to provide extra school places in areas where they were most needed. These had to be rated by Ofsted as either good or outstanding at the time of submission. The three schools to be expanded are Ravensworth Terrace Primary School, Gibside School and Riverside Primary Academy. All three schools are rated by Ofsted as “Outstanding” schools and are oversubscribed.

The proposed completion date for these expansions is September 2015.

The Council will be responsible for the procurement, contracting and build of the project. It is anticipated that the school building expansion would be completed on the existing site and, would subject to the decision of the Council Cabinet, be completed by September 2015. There will be 8 additional classrooms complemented by new toilet facilities, storage and a new main entrance. External works will include for the re-provision of hard standing play area and new pedestrian access to the school site.

Pupil Numbers Ravensworth Terrace Primary School is situated within the Lord Lawson Planning Area, which includes 7 infant, junior and primary schools and 8 schools within the 2 mile radius of the school (including Ravensworth).

For the 7 Schools within the Planning there is expected to be 3% surplus places by 2015 and 5% for the 8 schools within the 2 mile radius of Ravensworth Terrace Primary (including Ravensworth Terrace School). This compares to an expected 6% surplus places across the whole borough by 2015. This is well below the level of 10% surplus capacity accepted by the which recognises that local authorities must allow parents to be able to transfer schools due to house moves or for other reasons as the necessity arises. Gateshead also views this 10% surplus as important to allow a buffer for the changing peaks and troughs of birth rates and to adequately provide enough places to enable parents to have better choice.

Additionally, both planning area and 2 mile area projections above exclude the impact of new phased housing of 1234 homes starting from 2012 and beyond. With the impact of new housing from 2012 and beyond, it is anticipated that schools within the planning area will have a minus 9% surplus by 2018 and those schools within a 2 mile radius of Ravensworth Terrace Primary School will have minus 4.9% surplus. Staff implications Staff will generally be unaffected, however, a larger school will offer more opportunities for professional development and provide access to more resources and expertise to enable staff to further develop new learning experiences and continue to deliver outstanding provision for its students.

Conclusion

This opportunity to expand Ravensworth Terrace Primary School on the same site and further expand the current provision from 193 to 420 places must be seriously considered. The proposal has considerable benefits for the children and staff at the school in terms of learning and development. It is also required for school place planning purposes in order to provide sufficient places and surplus to respond to the rising admission numbers being experienced and meet demand in future years from new housing in the area giving parents adequate choice. It will also provide the school community with state of the art facilities, and enhance the opportunity for children to gain an outstanding education.

The Cabinet will consider all responses and make a final decision on whether or not to proceed with the proposal.
