42. *Mr. Muhammad Afzal Khokhar: (Deferred during 13th Session)

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) whether it is a fact that Sheikh Akhtar Hussain Ex-DG, DRAP was holding a fake degree not recognized by HEC;

(b) whether it is also a fact that cases against Sheikh Akhtar Hussain were closed by NAB because a fake death certificate was presented to NAB;

(c) if so, as to why Sheikh Akhtar Hussain, even after submitting fake death certificate to NAB to get proceedings against him stopped, was employed in DRAP?

Minister for National Health Services, Regulations and Coordination: (a) HEC, stated that as per information contained in International Directory and website “The Open International University, Colombo is not listed amongst the chartered University / Institution of Sri Lanka. Therefore, as per policy, degree awarded by non-chartered universities / institutions cannot be recognized by the Higher Education Commission / Government of (Annex-I). 2 (b) NAB has not conveyed to this Ministry about any pending reference against the officer concerned.

44. *Sheikh Fayyaz Ud Din: (Deferred during 13th Session)

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) the number of children who die, every year, due to diarrhea caused by drinking polluted water; and

(b) the steps being taken by the Government to control the same and create its awareness among masses?

Minister for National Health Services, Regulations and Coordination: (a) Provision of clean drinking water to the public and consequences by drinking polluted water is entire responsibility of another ministry. However, according to UNICEF report 2018, estimate deaths of children under-five years are 36,862, due to diarrhoea. Global Burden of Disease Studies (2017) reported that 28,890 deaths occurring in the children under 5 years of age in Pakistan are due to diarrhoeal diseases.

(b) The Government of Pakistan is cognizant of diarrhoeal disease burden under 5 years children and considers it as a major health concern. Therefore, the Ministry of National Health Services, Regulations and Coordination has been actively involved in preventing the disease and creating awareness through lady health worker (LHW) program and primary health care (PHC) facilities.

(i) Training of lady health workers on Integrated Management of Childhood Illness guidelines and tools for providing health education to communities about the prevention and treatment of diarrhoea and for creating an effective referral system. (ii) Training of health care providers at the health facility level for the prevention and treatment of diarrhea. 3 (iii) M/o NHSR&C ensured the availability of essential commodities for the management of diarrhea including Zinc syrup and low osmolarity Oral Rehydration Salt (ORS) in the light of revised Integrated Management of Neonatal Childhood Illness (IMNCI) guidelines by WHO and UNICEF.

(iv) The Government has encouraged local production of commodities for the management of diarrhoea.

31. *Ms. Nusrat Wahid:

Will the Minister for Railways be pleased to state:

(a) the year-wise income earned by during the last three years;

(b) the steps being taken by the Government for improvement of railways cargoes; and

(c) how many railway coaches were upgraded during the last three years?

(i) Freight Deposit Account (FDA) based agreements with Maple Leaf Cement Factory, Chishtian Logistics, Solution Enterprises & Mughal iron & Steel and MOUs with Awan Trading Company, Bestway Cement, MJM Energy & Resources, and M.I Mhedi, Wastage International, Agro Trade (Pvt.) limited, Cherat Cement 4 for transportation of imported Coal Fatima Group for transportation of Rock Phosphate and ITC logistics and Pak Pacific Containerized Traffic have been signed.

(ii) Introduction of competitive freight rates to attract road traffic to Rail.

(iii) High capacity / High speed Hooper Trucks have been inducted in the current fleet for swift movement/unloading of coal.

(iv) No. of Freight trains have been increased from 08 trains to 12 trains per day from Port.

(v) 02 New containers train have been introduced from Karachi Ports.

(vi) As a result of above measures, Pakistan Railways has carried 19 thousands matric tones freight more in this financial year 2018-2019 than previous years, despite Government has banned furnace oil and as a result of Pakistan Railways loss freight of 05 trains per day.

(c) The following coaches have been upgraded the last three years.

32. *Ms. Shamim Ara Panhwar:

Will the Minister for Railways be pleased to state:

(a) the total number of railway stations in the country, where water filtration plants have not been installed; and

(b) the time by which the water filtration plants will be installed?

5 Minister for Railways (Sheikh Rashid Ahmed): (a) The Division wise details is as under:—

(b) Huge expenditure is involved for provision of water filtration plants at all Railway Stations. However, all out efforts are being made to provide water filtration plants on important Stations in phases keeping in view the availability of funds. Water filtration plants at Six others stations (, Gujranwala, Raiwind. Nankana Sahib, Hassan Abdal & Bahawalpur) will be provided shortly.

33. *Mr. Muhammad Afzal Khokhar:

Will the Minister for Railways be pleased to state the number of unserviceable/ non-functional railways boggies?

Minister for Railways (Sheikh Rashid Ahmed): At present total 472 Coaches are out of service/un-functional. Breakup is as under:

 39 Nos. Under Survey of Condemnations being over-aged and beyond economical repair.

 205 Nos. available in Shops under Periodical Overhauling and nominated repair.

 228 Nos. available in Lahore Division and in Carriage Factory and C&W Shops held up since long for heavy repairs. 6 34. *Mr. Sher Akbar Khan:

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that allotments of Government accommodation have been made in hardships and change of accommodation cases;

(b) if so, the details of the allotments made in aforesaid cases during the last five years?

Will the Minister for Railways be pleased to state the amount of compensation paid to the victims of railway accident occurred on 15-05-2019 at Arifwala?

Minister for Railways (Sheikh Rashid Ahmed): No compensation was paid to the victims of Railway accident occurred on 15-05-2019 at Arifwala, as there is no provision of compensation to a tress passer under section 82-A of Railways Act, 1890.

39. *Ms. Tahira Aurangzeb:

Will the Minister for Water Resources be pleased to state the per day power generation capacity of the Mohmand Dam?

Minister for Water Resources (Mr. Muhammad Faisal Vawda): Total installed capacity of Mohmand Dam Hydropower Project is 800 MW.

 After completion, annual energy generation (as per approved PC-1) of the project will be 2,862 Million Units (2,862 GWh). 8

 The estimated average per day power generation of the project is 7.84 Million Units.

40. *Ms. Munawara Bibi Baloch:

Will the Minister for National Food Security and Research be pleased to state:

(a) the steps being taken for the fruits storage in Balochistan;

(b) whether it is a fact that Balochistan will have direct access to the local markets after the completion of China-Pakistan Economic Corridor; and

(c) if so, the steps being taken by the Government to further facilitate the farmers?

Minister for National Food Security and Research (Sahibzada Muhammad Mehboob Sultan): (a) After 18th amendment, the subject of Agriculture has been devolved to the provinces. However, the M/o NFS&R, is in close liaison with Provincial Governments increase, the shelf life and storage quality of different Fruits in Balochistan.

(b) Yes.

(c) M/o NFS&R, through PARC has taken the following steps to further facilitate the farmers of Balochistan:—

(i) A number of farmers have been trained to address the issues related to fruit production in Balochistan.

(ii) Under WTO, to address the Sanitary & Phytosanitary (SPS) measures for agro-product trade are mandatory. The Provincial Government has been sensitized and farmers of the Balochistan have also been trained to address the SPS issues for successful export of various fruits to different countries.

(iii) The M/o Commerce, through Pakistan Horticulture Export & Development Company (PHDEC) is also addressing the fruit storage issues related to different fruits in the country. 9 41. *Jam Abdul Karim Bijar:

Will the Minister for Railways be pleased to state:

(a) the financial losses, suffered by Pakistan Railways due to different accidents since August, 2018;

(b) whether such incidents have been inquired into; if so, the details thereof;

(c) who were held accountable for such incidents; and

(d) what steps are being taken to avoid such incidents, in future?

Minister for Railways (Sheikh Rashid Ahmed): (a) From August, 2018 to July, 2019 the losses suffered by Pakistan Railways are mentioned as under:—

Out of these 74 accidents, 44 accident inquiries have been finalized. 22 accidents relating to goods trains are being dealt by respective divisions in accordance with rule SR. 162/72 of the General & Subsidiary Rule Book of Pakistan Railways. The remaining 8 inquiry reports are under process and will be finalized in due course of time.

Detailed break up of accident inquiries is attached herewith for ready reference. 10

(c)  Accidents at unmanned level crossings attributed to the negligence of road users. In these cases the responsibility entirely lies on the road vehicle drivers in accordance with section 91/1 of Motor Vehicle Ordinance, 1965 and Section 128 & 129 of Railway Act 1890.

 Disciplinary action has been taken against the staff held responsible after the enquiry.

(d) STEPS TAKEN TO PREVENT THE ACCIDENTS:

1. Steps have been under taken for up-gradation of 550 vulnerable unmanned level crossings throughout the Pakistan Railways network in collaboration with the respective Provincial Governments. So far the Punjab Government has expeditiously undertaken the up-gradation of vulnerable railway crossings and about 75 number of unmanned level crossings have been upgraded to manned level crossings. Efforts are underway to upgrade 150 unmanned level crossings. Government of has also agreed to provide funds for the upgradation of 44 vulnerable unmanned level crossings. On the same lines, the Government of KPK is also providing funds for the upgradation of 06 vulnerable unmanned level crossings.

2. The Directorate of Public Relations has circulated different video messages over Social Media for the awareness and information of general public regarding crossing the Railway crossings in a safe way.

3. Conversion of old age Kerosene oil based signals with LED’s on main line, which have better visibility.

4. Training and refresher courses are conducted regularly at the Pakistan Railway Academy, Walton. Special attention is being given to the training of the locomotive crews, guards, station masters and other staff concerned with train operations.

5. Regular inspections in accordance with prescribed standards and quota are conducted by the officers and officials of Pakistan Railways to maintain safety standards. This process is being constantly monitored at appropriate levels. 11 6. Special Bulletins/instructions are issued regularly for guidance of staff. 7. Inquiries into accidents are held, responsibility fixed and remedial measures on the basis of their findings are promptly taken. 8. Inspections of all manned or unmanned level crossings is being carried out by all concerned in accordance with laid down schedule regularly. 9. Warning signs in language have already been clearly displayed to sensitize the road users at unmanned/manned level crossings.

42. *Mr. Ali Gohar Khan:

Will the Minister for Industries and Production be pleased to state as to why the outstanding dues are not being paid to the contractors who supply commodities to Utility Stores Corporation alongwith the amount outstanding against the Government? Minister for Industries and Production: USC’s current payables to vendors including Trading Corporation of Pakistan (TCP), are worked out to be Rs. 30,379 million. USC is currently in the process of rehabilitation and trying to revive itself by introducing the structural changes. At the moment, USC is making the phased payments to its vendors. However, USC is facing the financial crunch and is unable to pay 100% payment to each vendor in the present situation. Will the Minister for National Food Security and Research be pleased to state:

(a) the names of farmers, belonging to Balochistan, who were imparted training by National Agricultural Research Centre, Islamabad during the last five years; and

(b) whether there is any proposal under consideration of the Government to conduct more such trainings for the province in future; if so, the details thereof?

Minister for National Food Security and Research (Sahibzada Muhammad Mehboob Sultan): (a)  During the last five years, Agriculture Poly-technique institute of PARC-National Agricultural Research Centre (NARC) imparted training to 1524 farmers/officers/students from 31 districts of Balochistan selected by provincial Agriculture Extension Department in best management practices of Cereals, Horticultural Crops & Livestock.

(b)  Balochistan Agriculture Research & Development Center (BARDC) Quetta is organizing trainings in various fields of agriculture technologies to train the local farming community on regular basis.

 Two projects have been planned to conduct more trainings for the farmers/officers/ students of Balochistan in future:

1. JICA funded Project “The Project for Capacity Development of Agriculture Extension Services in Balochistan Province” was initiated in April 2019. 25 Master Trainers through Training of Trainers (ToT), 250 Field Assistants and 150 Agriculture Officers will be trained. Under this project, training programme has been initiated and two (2) batches of 50 persons (25 in each batch) trainings have been completed.

2. Italian soft loan project is in process of approval at Ministry of NFS&R for the “Professional Capacity Building and Extension in Agriculture (PCBEA)”around 6400 farmers will be trained. 13 44. *Ms. Nusrat Wahid:

Will the Minister for Industries and Production be pleased to state the steps being taken by the Government to promote industrialization in the country, at present?

Minister for Industries and Production: Ministry of Industries and Production (M/o I&P) is executing 18 ongoing/new projects through Public Sector Development Programme (PSDP) to promote industrialization in the country (Detail at Annex-I).

 The development portfolio of M/o I&P is worth Rs. 10.950 Billion and total allocation made to this Ministry’s projects during FY 2019-20 is Rs. 2343.293 Million out of which Rs. 607.073 Million has been allocated to 09 ongoing projects and remaining Rs. 1736.220 Million to 09 new/un-approved projects.

Will the Minister for Water Resources be pleased to state:

(a) whether it is a fact that the local candidates, belonging to Chitral District, submitted applications to the Chief Engineer, Warsak for recruitment against vacancies in Golen Gol Hydel Power Station, Chitral;

(b) whether it is also a fact that sidelining the local candidates, appointments were made from other districts; and

(c) if the answers to part (a) and (b) above are in affirmative, reasons thereof alongwith the detail of appointees, particularly the ones not belonging to Chitral?

Minister for Water Resources (Mr. Muhammad Faisal Vawda): (a) Yes, applications are being received by WAPDA from local candidates however, as per WAPDA Recruitment Policy 2018, posts are advertised / published in Newspapers in order to provide equal opportunity to everyone.

(b) No.

(c) The following 02 Nos. officials were appointed against Deceased Employees Children Quota (during service death cases) vide office order dated 19-06-2018 in order to facilitate bereaved families as per agreement with CBA, which states that:

“To appoint eligible one child (son / daughter) for the post of BPS-1 to 14 on Contract of those WAPDA employees who die during service without advertisement irrespective of 20% quota reserved for employee’s children”.

However, these officials were transferred to other offices and resultantly posts in the office of Resident Engineer, Golen Gol Hydel Power Station, Chitral have become vacant. Will the Minister for National Health Services, Regulations and Coordination be pleased to state the number of new hospitals/health- care units established by the Federal Government during the last one year alongwith the names and number of Federal Hospitals functioning in each province, at present?

Minister for National Health Services, Regulations and Coordination: During the last one year no new hospital / health-care units has been established by the Federal Government in ICT or any province. However, the following new hospitals / health care units are under process of construction. 16

In addition to the afore-said facilities, a number of projects under Federal Government Polyclinic (FGPC), Pakistan Institute of Medical Science (PIMS), National Institute of Rehabilitation Medicine (NIRM) and District Health Office (DHO) Islamabad are underway/likely to be undertaken during financial year 2019-20, which primarily pertain to replacement of medical equipment and strengthening/ up-gradation of different departments of afore- said hospitals (Annex-I).

Furthermore, presently no hospital is functioning under administrative control of M/o NHSR&C in any province.

47. *Ch. Muhammad Barjees Tahir:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) the number of tobacco related deaths in the country over the last three years;

(b) the country’s global ranking on the issue of pictorial warnings on tobacco products; and 17 (c) the measures being taken by the Government to discourage the sale and use of tobacco and tobacco products?

Minister for National Health Services, Regulations and Coordination: (a) In Pakistan, tobacco is a cause of death of around 160,100 persons every year(Tobacco Atlas, 2018). In this context, the number of tobacco related deaths in the country over the last three years were 480,000.

(b) Pakistanis ranked at 56th position (with 60% size)amongst 118 countries on the issue of pictorial warning on cigarette packs. In EMRO, Pakistan is at TOP position on the issue (Canadian Cancer Society, International Status Report, September 2018). According to Country’s law, other tobacco products do not require pictorial warning.

(c) Tobacco Control Cell of Ministry of National Health Services Regulations and Coordination is taking demand and supply reduction measures to discourage the sale and use of tobacco and tobacco products in the country. Following are the main tobacco control laws that are available to the Cell:

 Prohibition of Smoking and Protection of Non-Smoker’s Health Ordinance, 2002

— Ban on smoking in places of public work or use — Ban on smoking in public service vehicles — Regulation of tobacco advertisements — Ban on sale of cigarettes to under-18s — Ban on sale or storage of cigarettes/tobacco products in/near educational institutions. — Mandatory display of “No Smoking” signs at public places.

 Cigarette (Printing of Warning) Ordinance, 1979: Amendment in 2002

— Ban on possessing, selling or offering for sale packets of cigarettes without health warning.

To discourage the sale and use of tobacco and tobacco products in the country, following measures have been taken: 18 Policy / Legislation Level Interventions: a. Enhanced size of pictorial health warning on cigarette packs to 60%. b. Banned sale of cigarettes in loose form. c. Banned manufacturing and sale of cigarettes packs having less than 20 cigarette sticks. d. Banned import of Sheesha (tobacco and non-tobacco) and related substances. e. Banned tobacco products advertisement in print, electronic and outdoor media.

f. Banned free samples, cash rebates, discounts and sponsorship of events. g. Illegalized “Designated Smoking Areas”. h. Increased FED on cigarette packs in Finance Act, 2019. Minimum FED on lower tier has been increased from Rs. 25 to Rs. 33 (32% increase in FED), and on upper tier, it has been increased from Rs. 90 to Rs. 104 (15.5% increase). FBR has announced to earmark additional cigarettes revenue to Health’s budget.

Infrastructure development / Institutionalization:

i. Established Tobacco Control Cell in KPK. Punjab, Sindh and Balochistan committed the same.

j. Committee on Tobacco Advertisements Guidelines (CTAG) reconstituted. k. National Technical Advisory Group (TAG) formed.

l. Provincial Implementation Committees/ Taskforces for tobacco control in the provinces formed and activated. 19 m. District Implementation & Monitoring Committees on tobacco control in model districts formed and activated.

Awareness interventions:

 Launched 2 national mass media campaigns on tobacco control (2015 & 2016).

 Launched a pilot advocacy campaign in cinema theatres across Pakistan, with the support of Federal Film Censor Board.

 Coordinated with PEMRA to air tobacco control messages as mandatory airing of public service messages.

 Conducted 402 capacity building sessions with law enforcement officers & authorized persons.

 Developed, printed and direct disseminated communication materials to districts (1,157,000 units)

 Plates/Posters/Boards carrying “Smoking is an Offense” message installed at public places.

 Two documentary films in national and regional languages produced and aired.

 Carried out outdoor branding on tobacco related diseases i.e. Streamers, banners etc. in multiple cities.

Enforcement measures:

 Built capacity of law enforcement officers / authorized persons. Resultantly, 1400 cases were registered across the country under various sections of 2002 Ordinance.

 Coordinated with Provincial Chief Secretaries and Chief Commissioner ICT to ensure enforcement of tobacco control laws. Resultantly, Provincial IGs issued instruction to enforce tobacco control laws. 20 48. *Mst. Shaheen Naz Saifullah:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) whether there is any powerful and completely independent Drug Authority with judicial powers in Pakistan; if yes, what is the selection criteria of its Head;

(b) whether this selection criteria is the same as applied in other autonomous bodies; and

(c) what steps have been taken to safeguard our future generations’ physical as well as mental health?

Minister for National Health Services, Regulations and Coordination: (a) There is no powerful and completely independent Drug Authority with Judicial Powers in Pakistan. However, there is a Drug Regulatory Authority of Pakistan (DRAP). Appointment of its head is well defined in its Act, 2012, reproduced as under:

“Postgraduate degree in Pharmacy or medicine with an age not less than 45 years or more than 56 years, with a minimum of twenty years experience in management or pharmaceutical field or regulatory affairs, in public sector, or if no such person of aforesaid qualifications is available in the public sector, then a person possessing above qualifications and experience from the private sector.

(b) Selection criteria is not the same as applied in other autonomous bodies because every autonomous body has its own criteria defined in its legislation.

(c) Ministry of National Health Services, Regulations and Coordination is taking measures to safeguard future generations’ from physical as well as mental health. A Non-Communicable Diseases (NCD) Cell has been established in this Ministry. The Cell is raising awareness on cardiovascular diseases (like heart attacks and stroke), cancers, chronic respiratory diseases and diabetes. A healthy lifestyle is being promoted. Simple cost effective measures are being promoted to reduce the burden of NCDs, including incorporating exercise in the daily routine, having a balanced diet by decreasing 21 junk food consumption, decreased intake of sugar and salt in everyday cooking and decreasing tobacco use.

A comprehensive programme for immunization to the children for their physical as well as mental health care is functioning in the country under administrative control of this Ministry. Although, health is a devolved subject, but the Ministry is performing its tremendous role to provide all facilities to the provinces and the federally administrative area in kinds like vaccines, syringes medicines, equipment. Technical support like training, workshops to the Doctors and health workers is also providing accordingly in the Pakistan for taking care of future generations.

Malnutrition/ stunting also affecting mental and physical growth of the children. Government has started following programme to reduce malnutrition:

The export of drugs is regulated by DRAP under the provisions of The Drugs (Import & Export) Rules, 1976 framed under The DRAP Act, 2012

DRAP operates in five field offices namely Islamabad, Karachi, Lahore, Peshawar and Quetta where cases related to exports of drugs are processed on priority basis. It is pertinent to mention here that no fee is charged by DRAP on the grant of NOC for export of medicines from Pakistan.

An Export Facilitation Desk has also been established in DRAP (headquarter) Islamabad, with an aim to expedite the pharmaceutical exports by providing a prompt implementation mechanism and effective evaluation system. It facilitates exporters of drugs regarding the issuance of export NOC’s, the officers assigned at this desk assist/guide the applicants/exporters on followings:

 Issuance of Certificate of Pharmaceutical Product (CoPP) 24

 Registration of drugs for export purpose

 Introduction of EFI locomotives and Trains Tracking System has contributed in reducing the fuel consumption by 2.000 million liters.

PIMS

It is not fact that in and outdoor patients in PIMS are required to buy a number of medicines by themselves and get laboratories tests from private laboratories. PIMS never refer any test to private laboratories. 29 The PIMS has extensive list of available medicines in all components for Outdoor & Indoor patients. These lists of medicines fulfill maximum needs of the patients. Time and again it is circulated by administration directing doctors to prescribe drugs within the hospital formulary.

Copies of list of available medicines for all components are attached at (Annex-A).

For poor and Mustahiq patients like Cancer, Haemophilia. Thalessemia etc and expensive implants for surgeries are provided from Zakat & Pakistan Bait-ul-Mal funds. The patients visiting emergency are provided all the medicines and surgical disposables free of cost from the hospital.

There are budgetary constraints and therefore PIMS is not in position to provide 100% medicines/test.

General Labs test are clone in PIMS laboratories however, few test are referred to AFIP and NORI”.

NIRM

The National Institute for Rehabilitation Medicine is a tertiary level facility meant to provide comprehensive, effective and free of cost health care to the handicapped patients on priority basis. The National Institute of Rehabilitation Medicine, Islamabad has been designed to provide services to patients with all types of disabilities i.e. Physical, Hearing, Visual and emotional/ Psychological impairments. At NIRM these patients are provided services on priority basis which include free of cost medicines. indoor admission, lab and radiological investigations including MRI and CT scan, surgeries, provision of wheel chairs, crutches, hearing aids, artificial limbs and skeletal supports through Zakat and PBM funds

FGH

The Federal General Hospital has adequate medicines available in its stores to cater for its daily requirement. It is rarely that some medicines not available in hospital has to purchased from outside. The quantum would be less than 5%. Similarly, the Federal General Hospital Lab is performing all routine tests to cater for its daily demands. Seldom some rare test are done from outside. The quantum would be less than 2%. 30 FGPC

The Essential medicine list and laboratory tests are available in the hospital and provided to all indoor & outdoor patients on free of cost basis.

A few specialized lab tests are referred to NORI or NIH (Govt Institutions), in case the need arises(However, the tests will be available free of cost in the coming weeks and directions in this regrad have been issued.

Minister for National Health Services, Regulations and Coordination: In 2011, the National Ministry of Health was devolved into Provinces; therefore, the Prime Minister’s Program was devolved into four independent Provincial “Chief Minister’s Hepatitis Control Programs”.

Since 2015, a lot of work has been done to reduce the cost of treatment. First Sofosbuvirs was imported on low cost. Than it has been now manufactured in Pakistan by generic name. Sofosbuvirs is available at 20 $ for 3 months treatment and dactlatasvirs is also made available on low cost.

To curb the huge disease burden of hepatitis B and C, Recently, Ministry of National Health Services, Regulations and Coordination (NHSRC) has established National Task Force on injection safety and will launch the National Injection Safety Plan on the upcoming World Hepatitis Day (WHD) July 28, 2019. In addition to this National Action Plan for Safe blood Transfusion and National Infection Control Guidelines will be launched on World Hepatitis Day WHD. A National Focal Point for Hepatitis control and prevention has been notified.

Minister for Industries and Production: (a) Ministry of Industries & Production (MoIP) has established a common facility centre in Hub, Lasbela Balochistan through a PSDP project titled “Light Engineering Up gradation Centre (LEUC)” which is being executed by Technology Upgradation and Skill Development Company (TUSDEC). The project was approved by CDWP meeting held on April 7, 2011 at a total cost of Rs. 250.570 Million.

The objectives of the project is to reduce dependency of industrial cluster of Lasbela on Karachi for services and the cluster will be able to utilize the testing, inspection and consultancy services provided in the Centre. The Centre will train the local manpower on skills which are needed in the local industry. This would lead to higher employability of skilled local workforce in the industry.

The construction of building has been completed and all utilities are in place. Twenty two machines have been procured and being commissioned. 4 Twelve staff members have been hired as per requirement and now the centre is under operations. Trainings & services to the industry has been initiated.

An amount of Rs. 20.182 Million was allocated to the aforesaid project in the last FY 2018-19. In the CFY 2019-20 an amount of Rs. 23.068 Million have been allocated for completion of the project. The overall physical progress of the project is 91%.

(b) MoIP is implementing 05 ongoing/new PSDP projects in Balochistan which are being executed by various departments/executing agencies for establishment/infrastructure development of Industrial estate/zones/ parks for potential industrialist and investors to establish new industrial units in Balochistan. Moreover, the Road owning authorities have to bear the cost of the proposed flyover or underpass. In the instant case, Highway Department District Khairpur is the authority, who has not yet approached Pakistan Railways.

Pakistan Railways will facilitate in approval/construction of ROB (road over bridge) as and when the Road owning authority will approach.

Minister for National Health Services, Regulations and Coordination: (a) Pakistan Institute of Medical Science (PIMS) advertised the specialized Nursing Diploma Programs and Post RN B.Sc. Nursing Degree in the National press. The written test and interview for specialized Nursing Diploma Programs were conducted by the PIMS, while written test or the Post R.N B.Sc. Nursing was conducted by Shaheed Zulfiqar All Bhutto Medical University, Islamabad through NTS.

Minister for National Health Services, Regulations and Coordination: Presently four major hospitals are working under administrative control of M/o NHSR&C. The details are as under:—

In addition to the afore-said facilities, a number of projects under Federal Government Polyclinic (FGPC), Pakistan Institute of Medical Science (PIMS), National Institute of Rehabilitation Medicine (NIRM) and District Health Office (DHO) Islamabad are underway/ likely to be undertaken during financial year 2019-20, which primarily pertain to replacement of medical equipment and strengthening/ up-gradation of different departments of afore- said hospitals (Annex-I)

Will the Minister for Industries and Production be pleased to state the steps taken to reform and rehabilitate Pakistan Steel Mills, Karachi?

Minister for Industries and Production: The present Government has taken number of steps to make PSM functional. To start with, the CCoP in its meeting of 31st October, 2018 has delisted PSM from the active list of Privatization. Subsequently, the Economic Coordination Committee (ECC) of the Cabinet in its meeting of 7th November, 2018 has directed MoI&P to submit a viable operationalization plan for PSM. Later on, a summary submitted by the Privatization Division regarding Privatization of PSM, the CCoP on 17th June, 2019 has directed Privatization Commission to place PSM on the privatization list and asked for early recruitment of a Financial Advisor for 11 this purpose i.e., to bring in a party for the revival of Pakistan Steel Mills without transfer of full ownership. Accordingly, PC has advertised the post on 13th July, 2019 and presently is in process to ensure due diligence and transparency required to be exercised for the said purpose. Moreover, Ministry of Industries & Production has invited Local/ Foreign Firms, interested in revival of PSM, to visit the Mill for their assessment. The visit of the firms, accepting the invitation, has been arranged accordingly. In addition to fill in the vacant post of CEO, PSM advertisement has been published in Daily Newspaper of 20th August, 2019.
