A special thanks to Reverend Richard Smith who at a protest at the San Francisco Immigration and Customs Enforcement building first invited me to attend meetings with an organizing committee of a SFIRDC coalition member, the San Francisco Organizing Project (SFOP). At that SFOP meeting, SFOP organizers gave me a community-organizing role in the campaign to pass the sanctuary-inspired TRUST Act in California and subsequently vouched for me to participate in the closed strategy meetings of the San Francisco Immigrant Rights Defense Committee. However, the biggest thanks go to Angela Chan, who invited me to SFIRDC meetings, largely guided my organizing and research work in the coalition, and answered an innumerable amount of questions I had about the coalition’s various campaigns to legislate sanctuary city policy. Cultural events at the bar highlighted local musicians as well as famous musical performers including Ike and Tina Turner, Sugar Pie DeSanto, and Bobby Freeman. Jordan was the first African American to run for San Francisco Mayor and although he did not win, he made significant contributions to the local African American civil rights movement and left a lasting impact on his community.

Health educators and other public health professionals, however, still develop interventions that focus mainly on “downstream” behavioral risks. Three factors explain the difficulty in translating this knowledge into practice. First, in their allegiance to the status quo, powerful elites often resist upstream policies and programs that redistribute wealth and power. Second, public health practice is often grounded in dominant biomedical and behavioral paradigms, and health departments also face legal and political limits on expanding their scope of activities. Finally, the evidence for the impact of upstream interventions is limited, in part because methodologies for evaluating upstream interventions are less developed. To illustrate strategies to overcome these obstacles, we profile recent campaigns in the United States to enact living wages, prevent mortgage foreclosures, and reduce exposure to air pollution. We then examine how health educators working in state and local health departments can transform their practice to contribute to campaigns that reallocate the wealth and power that shape the living conditions that determine health and health inequalities.

Amend- ments to the Immigration and Nationality Act passed in that year repealed the national origins quotas, which had been enacted during the 1920s in a deliberate attempt to limit the entry of Southern and Eastern European immigrants—or more specifically Jews from the Russian Pale and Catholics from Poland and Italy, groups at the time deemed “unassimilable.” The quo- tas supplemented prohibitions already in place that effectively banned the entry of Asians and Africans. The 1965 amendments were intended to purge immigration law of its racist legacy by replacing the old quotas with a new system that allocated residence visas according to a neutral preference system based on family reunification and labor force needs.T he new system is widely credited with having sparked a shift in the composition of immigration away from Europe toward Asia and Latin America, along with a substantial increase in the number of immigrants. Indeed, after 1965 the number of immigrants entering the country did increase, and the flows did come to be dominated byA sians and Latin Ameri- cans. Although the amendments may have opened the door to greater im- migration from Asia, however, the surge in immigration from Latin America occurred in spite of rather than because of the new system.
