Minutes of the Parish Council meeting Thursday 2nd February 2017 starting at 7.15 pm Small Village Hall, Bridge Street, Wye

20/17 Present: Cllr Ovenden (Chairman), Cllr Bartley, Cllr Bouverie, Cllr Dod, Cllr Shoults, Cllr Vousden Apologies: Cllr Coxon, Cllr McKay, Cllr Reece

21/17 To receive declarations of the existence and nature of any Disclosable Pecuniary Interest (DPI) and any Other Significant Interest (OSI) from members concerning items on the agenda Cllr Dod declared an interest in respect of 26/17 c) iii) in knowing the occupants and Cllr Ovenden declared an interest in the same application as a near neighbour. Cllr Bartley also made a voluntary declaration in respect of 26/17 c) iv) as a near neighbour.

22/17 Public Open Session No members of the public were present.

23/17 To approve the Minutes of meeting a) The Minutes of the Parish Council meeting held on Thursday 5th January 2017 were approved, proposed by Cllr Shoults, seconded by Cllr Vousden.

24/17 To note, agree action and receive verbal or written reports from a) Community Warden Richard Sinden gave a verbal report of activity and incidents in the village since the last meeting. He has ‘walked the village’ with the new PCSO.

b) PCSO Julia Ghost provided a list of incidents during January. The Clerk has asked for information as to follow up action and the outcome. It was noted that the vandalism known to have occurred around WYE3 during January does not appear to have been reported.

c) Ward Member Cllr Noel Ovenden reported that he is seeking an Article 4 Direction on the Conservation Area to remove Permitted Development Rights.

d) Clerk’s Report – update on previous action points:  The tree surgery work on the Ash Trees and in the Jungle will be carried out, weather permitting, on 13th February.  Three pallets of road salt have been delivered; thanks were given Cllr Bartley for helping with the delivery.  New woodchips have been laid under the zip wire; thanks were given to Cllr Ovenden for storage and delivery.  KCC responded to an enquiry about materials for the replacement bus stops to say that they will be in galvanised steel as in Bridge Street.

25/17 Finance a) To consider a quote for basic maintenance and cleaning of play equipment It was resolved to accept the quote. Action: The Clerk to instruct the work to be done.

b) To authorise payment of the Parish Basic Allowance to councillors It was resolved to authorise payment of the Parish Basic Allowance.

c) To consider and authorise Cllr Bartley to attend the UKLC (re PC website) User Conference It was resolved to authorise Cllr Bartley to attend the conference.

d) To consider and authorise Cllr Bouverie to attend the KALC Workshop on Energy & Renewable Power It was resolved to authorise Cllr Bouverie to attend the Workshop.

e) To authorise expenditure on redecorating public WCs, allotment shed and garage door It was decided to organise a steam clean before considering whether to redecorate the public conveniences but to arrange for the garage door to be painted. Action: Clerk to organise this.

f) To authorise measures to deal with the rabbits on land at Churchfield Allotments The Clerk had provided a written report on the problem with the rabbits. The Order made under Section 1 of the Pests Act 1954 requires landowners to control rabbits. It was resolved to instruct a pest control company to bring in a team of ferreters. Action: The Clerk to instruct the pest control company and to seek quotes for rabbit fencing.

g) To note any receipt of income No income received.

26/17 Planning

a) Decided applications i) 16/01471/AS 34 Orchard Drive, Wye, Ashford, , TN25 5AU Erection of porch to front elevation, single storey rear extension and side extension incorporating garage and store. Permit.

ii) 16/01748/AS Fishponds Farm, Brabourne Road, Wye, Ashford, TN25 5PP Proposed single storey extension to form garden room &; swimming pool (with changing pavilion). Permit.

iii) 16/01224/AS 20 Oxenturn Road, Wye, Ashford, Kent, TN25 5BE Extension over existing garage to form annexe. Permit

All the above decisions were noted.

b) Tree Preservation Order Confirmation of TPO on former Wye College Woodland Arboretum from ABC Landscape Officer Cllrs noted receipt of the Confirmation of the Tree Preservation Order on the former Wye College Woodland. The Clerk had emailed the Tree Officer to thank him.

c) New planning applications i) 16/01846/AS Palmstead Nurseries Ltd, Harville Road, Wye TN25 5EU Prior notification of agricultural development - Proposed side extensions. Application withdrawn 19th January 2017

ii) 17/00089/AS Palmstead Nurseries Ltd, Harville Road, Wye TN25 5EU Prior notification of agricultural development - Proposed side extensions. Comments by 18th February No comment.

iii) 16/01358/AS Little Pottery Farm, Naccolt, Brook TN25 5NX Erection of a two bed dwelling (revised scheme to dwelling approved under planning permission 14/00921/AS). Amendment to the proposal description only. Comments by 6 February 2017 No comment.

iv) 17/00075/AS and 17/00076/AS 18 Church Street, Wye TN25 5BJ Erection of 2 storey rear extension, including alteration of ground and first floor walls and removal of uPVC pipe work to front façade. Comments by 12th February Following discussion about the application it was resolved to ask for a site visit. Action Clerk to email the Case Officer.

d) WYE3 MasterPlan i) An update on the WYE3 MasterPlan ABC are still compiling the notes from the Stakeholders Workshop. Following the Workshop, a letter had been received from CPRE Historic Buildings Committee; Cllr Shoults to prepare a draft response. Discussion followed regarding the next steps in the procedure and the ABC exhibition following the Workshop. Action:  Cllr Shoults to prepare a draft Agenda for the next Steering Group meeting.  Clerk to email Table 2 Notes prepared by Cllr Bartley to Lois Jarrett.

ii) To authorise further action Cllr McKay to prepare draft terms of reference for the Planning Working Group

27/17 Village matters a) To consider a notice to place on cars parked on the pavement outside the railway station. Councillors approved the notice.

b) It was noted that Wye Tennis Club have instructed Trevor May to convert Courts one and two from tarmac to clay with work starting on Monday 20th February. Information received from is that planning permission is required and the WTC Chairman has been informed.

28/17 Open spaces a) To receive a letter from ABC Community & Housing about Litter and Dog Bins and to authorise action; response due 1.3.2017 This item was postponed until the meeting of the Resources & General Purposes Committee.

30/17 To hear & note items from Councillors for the next agenda or for information only Agenda items: February R&GP:  Planning add Wye School, 26-32 High Street and Upper Bridge Street.  To receive the Notes from the Planning Working Group and to approve the recommendations.  Finance add Rural Affairs Conference in East Malling and workshop on ‘Improving Grant Applications’.  Correspondence add respond to WWI Beacons of Light on 11.11.2018 – required to register, and respond to BBC2 The Repair Shop.  To receive a letter from ABC Community & Housing about Litter and Dog Bins and to authorise action; response due 1.3.2017 – postponed from PC 2.2.2017  To consider repairs to the War Memorial.  To consider possible action regarding fouling by dogs.

March PC:  Authorise the Clerk to start the application for change of use for the proposed extension to the burial ground.  To receive the Notes from the Planning Working Group and to approve the recommendations.
