To THE TRUSTEES OF THE

SOLDIERS' HOME IN MASSACHUSETTS. Gentlemen: I have the honor of submitting the Twenty-first Annual Report of the Home and with it the reports of the several officers, which will give in detail the management of the Home. There have been four regular and two special meetings of the Board. During the past year the Supreme Commander of us all has called, and two of our number have answered" Here," and have joined the silent majority beyond. Their work is finished, but the good they have done wi1llive on. On 9th day of March, 1903, Samuel P. Tenney, an honored member of the Board, died at his home in Chelsea. For twenty years he had given of his time and strength for the Soldiers' Home. For many years he had been on the Auditing Committee of the Board, and I had been associated with him on the Building Committee for sixteen years, and I can truly say that his heart was in the work, and he rejoiced to think that he was able to help take care of those who, at their country's call, went forth in her service, and now in their declining years, when earthly friends were gone, come to the Home for help. We shall miss him from our councils, but we are glad that we have known him and have been permitted to work with him in this, the greatest of all the noble objects that are used to lift up the fallen, and help the needy and suffering. The vacancy on the Board of Trustees caused by his death was filled June 4, 1903, by the election of Geo. W. Moses of Chelsea, Mass. On April 7, 1903, George S. Evans, Secretary of the Board of Trus­ tees for many years, finished his work and entered into his rest. In his young manhood, he heard the call of his adopted country for young men to go forth to uphold her honor and integrity, and enlisted in 56th Regt. Mass. Vols., and served faithfully to the close of the war. He became interested in the work of the Grand Army of the Republic early in its history, and was one of the incorporators of the Soldiers' Home in Massa­ chusetts. In 1877 his voice on many occasions was heard in behalf 0 6 his needy comrades for the establishing of a Soldiers' Home in Massa­ ch.usetts. In 1885 he was elected Secretary of the Board of Trustees, and held the position until his death; he was one of the most constant mem­ bers of the Board, for he was present at every meeting. A beloved comrade, an ardent and faithful worker in the interests of his needy comrades, has passed on and beyond, waiting for us on the other shore. The vacancy caused by his death was filled June 4, 1903, by the election of Elisha T. Harvell of Rockland, Mass., Joseph B. Maccabe was elected Secretary and Chas. W. Wilcox, Assistant Secretary. During the past year we have had an average of 312 inmates. We have lost by death during the year 82, an increase over last year of 14. The oldest member in the Home of Civil War veterans is 88 years old and the youngest 52. Once more we appealed to the marketmen of Boston through Maj. Charles G. Davis, Maj. Lucius Slade and Supt. George E. McKay for contributions for our annual Thanksgiving and Christmas Day dinners, and they gladly responded, showing that they fully appreciate what we are doing, to help and care for the needy veteran. During the past year we have admitted to the benefits of the Home members of the war of 1898, or the Spanish, Philippines and China Wars, who needed medical attendance, and :five have been admitted. I was permitted to attend the Memorial Day exercises at Soldiers' Home Lot, Forest Dale Cemetery, on 30th of May, conducted as it has been the custom for many years by Gettysburg Post 191. The address was given by the Hon. Chas. J. Noyes. The exercises were impressive, and many of the school children assisted in placing the flags and scattering the flowers upon the graves. There are 293 comrades who have found their last resting place in the Soldiers' Home Lot. During the past year, as in all preceding years since the Home was started, we have had the assistance of the Ladies' Aid Association, Woman's Relief Corps, Sons and Daughters of Veterans in our work in connection with the Home. They are our friendR in the noble work, and render every assistan~e in their power. To the Superintendent, George W. Creasey, and his efficient wife Mrs. Creasy, the Matron, and Dr. 1. W. Starbird, the Surgeon of the Home, our thanks are due for the loving care they have taken of those com­ ing to them for aid and assistance. In this work they have been ably assisted by Richard R. Foster, Adjutant, W. E. Hamlin, the Assistant Surgeon, Howard A. Cutter, the Hospital Steward, and the female nurses who have at all times shown a loving care of all under their charge. 7

I would call the attention of the Trustees to the matter of weekly inspection. It is very important for the Trustees to make this inspection of the Home on the weeks assigned to them, and report at once to the Secretary of the visit. I wish to extend my thanks to you, my associates of the Board, for the interest shown in all we have planned for the welfare of the Home and its inmates. Is it not a loving work we are engaged iin? And we should be more than willing to give what time it requires to help these unfortunate ones. Let the motto of the Home be our motto through life.

It will be noted that the receipts are considerably less and the expenditures somewhat greater than those for the preceding year. The appropriation by the legislature is $5,000 less than the sum asked for by the Trustees, but this deficiency is offset by the generous bequest of the late Robert C. Billings. The cost of maintenance per capita continues to increase, for the obvious reason that the Home becomes more and more a hospital year by year. Respectfully, WM. M. OLIN, Treasurer. 12

MEMBERSHIP,

The membership of the Home for the year has not changed m ~ teri­ all y from that of last year, the average present being three hundred and twelve men. The loss by discharge and dropped from the rolls has been but one hundred and fifty-five men, a much smaller number than during any year since 1890. I am pleased to report that the conduct !:Jf the men in the Home and those returning from pass, has been good; five only have· been dishonor­ ably discharged, four of the num ber having been guilty of bringing intox­ icating liquor into the Home and intoxication.

H OSPITAL . I cannot commend too highly the faithful and efficient work of the hospital. This department of the Home is receiving the closest care and watchful attention of the surgeon and all who are connected with its. management. 56

The work in this important branch has increased quite rapidly within the last three years, not alone in the number of men treated dur­ ing the year, but i~ the more serious condition of the patients when admitted. Many come to us having abandoned the bope of recovery, but still hopeful that with sucb care and attention as they may receive by faithful and experienced attendants, such as the hospital affords, to lengtben their days and quietly enjoy the remainder of life. The admissions and readmissions to the Home for the past year have been two hundred and sixty-six men. Of that number, one hundred and thirty-six, more than fifty per cent, have been admitted direct to the hospital, while twenty-four of those so admitted have died within one month of the time of their coming to the Home, indicating the enfeebled condition of the patients at the time of admission. A very great improvement has been made in altering the grade of Crest Avenue, from near the flag-staff, setting edgestones and paving the gutters to the junction of our land with Hillside Avenue, part of the expense having been paid by the Home. The only extensive repairs on the buildings have been the recover­ ing of the roof of the main building.

July 10, 1902, Commander W. W. Blackmar, with the officers of the Department of Massachusetts, G.A.R., held their quarterly meeting at the Home. Feb. 13, 1903, Mrs. Lodusky J. Taylor, National President of the W.R.C., with Mrs. Ada E. May, National Secretary, and Mrs. Sarah E. Phillips, National Treasurer, accompanied by Mrs. Lue Stuart Wads­ worth of Boston, and other representatives of the Order in Massachusetts, visited the Home. The Home has been frequently visited by members of the Ladies' Aid Association, connected with the Home, who continue the work they have so faithfully performed for many years; that of providing clergy­ men for the Sunday services, visiting the sick in the hospital, and arranging entertainments for the men of the Home. Committees from the Woman's Relief Corps and Daughters of Vet­ erans who have the care of rooms in the 'Home are constant in their visits. General N. M. Curtis of N ew York, Assistant Inspector-General of the National Home for Disabled Volunteers, visited the Home for mus­ ter and inspection Nov. 1, 1902,. and March 21, 1903. 57

Sixty-eight government headstones have been received and placed in position on the Home Lot during the year. Post 1, G.A.R., of Fitchburg, has presented to the Home a fine por­ trait of Captain Nelson A. Bond, who was a member of the Board of Trustees at the time of his death. We remember with gratitude oUr o'bligation to the Ladies' Aid Asso­ ciation connected with the Home for its long and continued work in its interest, and the many generous expressions of loyalty and devotion to the veterans who seek its shelter. Its work is practical and greatly beneficial to the Home. Two ladies from the association volunteer to serve as visitors to the Home, for each month in the year, whose duty in part is to provide for the Sunday services, visit the hospital and, if necessary, furnish enter­ tainments for the men. Their visits are cheerfully and regularly made. Many of the local organizations of the Woman's Relief Corps who furnish rooms at the Home, select a committee who visit the Home occa­ 'sionally during the year, and in many ways add to the attractiveness of their rooms. In addition to the organizations mentioned, the Daughters of Veterans are furnishing sheets, pillow slips and towels for the conval­ escent' ward in the hospital. We have been kindly remembered by the Woman's Christian Tem­ perance Union, who have sent us weekly, from early spring until late in the fall, a large basket of flowers made into bouquets, for the men in the hospital. I desire to acknowledge the courtesy and kindness of yourself and the members of the Board of Trustees, to Mrs. Creasey and myself, and to thank the officers of the Home for their faithful and earnest co-operation in everything relating to the work of the Home. I herewith forward you the report of the Surgeon, together with descriptive lists of members admitted to the Home during the year and 1Ihose in the Home on the 30th of June, 1903. The number cared for in the hospital has been greater than any pre­ ceding year. The number admitted exceeded that of 1902 by forty-six. The deaths show an increase of fifteen, but bear a little smaller percent­ age to nqmber admitted. The number received from outside the Homs was 136, or 59.65 %, and from the barracks 92, or 4035 %. It is rather remarkable that only six of those admitted from barracks during the year have died. While the men are growing older each year, and their condition more feeble, this change has never been so manifest as in the case of those brought to us this year. In many cases the effort to pro­ long their lives has taxed the nurses and attendants to an unusual extent. The great majority of those who have sought the benefits of the hospital were beyond any curative treatment, and our duty has been to render them as comfortable and free from suffering as possible. Indeed, at this date in their lives, this seems the chief work for the hospital. We have had a few surgical operations that have been successful in the restoration to health. More men have been brought to the hospital who have died soon after admission than any previous year. In some cases the trans­ portation and change of environment have been the means of hastening their end. Very old men, and especially the demented, should not be changed to new surroundings if possible to prevent it. The difficulty they have in adapting themselves to the new and different conditions affects them injuriously and reduces their resisting power. We have fed more in their rooms than any previous year. To many who could otherwise go to table, the passage of the stairways is an utter impossibility or a positive physical detriment. During the months of March, April, May and June, five men, aged respectively 24, 26, 31, 38 and 45 years, soldiers of the Spanish War, were admitted to the hospital. One of these has been transferred to the Washington Soldiers' Home, one .has died and three remain. Four of these were suffering from consumption. There has been no epidemic or general cause of sickness. The gen­ eral condition of the permanent residents of the Home has been good. There has been very little acute sickness, and no case of frank pneu­ monia, and only two deaths from secondary. Of the men dying in the hospital, thirteen were between the ages of 54 and 60, thirty-seven between 60 and 70, twenty-three between 70 and 80, one aged 91 and one aged 96. The average age at death was 68.38 years. The accompanying abstract will give the names and cause of death and the length of time in hospital.

ATTENDANTS.

There has been no increase in the number of attendants. Two nurses, who had rendered efficient service, have resigned and their places have been filled. The employment of female nurses has proved a wise measure. Their patience and kindly care are important factors in pro­ moting the comfort and happiness of the men. They are universally treated with respect by their patients, and the well-being of the hospital is enhanced by their presence and influence. Dr. William E. Hatnlen, Assistant Surgeon, and Mr. Howard A. Cutter, Hospital Steward and Pharmacist, have terminated another year of service. Their kiudness to the men and their patience and watchful neSA in serving them show that they have imbibed the spirit which underlies this great charity. Miss MaHory and Miss Mac Grath having resigned, Miss Clara M. Herrick and Miss L. Beatrice Merriman have been appointed to the vacancies. Miss Mailes and Mrs. Avery, who have served us so faith­ fully, still remain. As the men become more and more enfeebled, the duties of those detailed to assist the nurses become more onerous and exacting. I have only the highest commendation for their patience and faithfulness.

VISITORS.

The visits of the Trustees have been made every month. One of them, Mr. George S. Evans, a firm friend and regular visitor, whose death recently occurred, after a short illness, will be greatly missed. A soldier himself, an enthusiastic worker, he brought all his energy to bear for the well-being of the Home. Another, HOll. Samuel P. Tenney, has passed away. He had long been a friend of the Home and a valuable adviser and willing co-worker. There has been no abatement in the labors of the Ladies' Aid Asso­ ciation. Frequent visits have been made by its members. To Mrs. A. E. Dolbear and her friends we are indebted for a valuable music-box for the entertainment of the invalids in the hospital. Drs. Samuel Crowell, R. E . Brown and the oculist, Dr. Arthur J. Shaw, still continue to give their services, when required, for the benefit of the hospital, as they have done for many years. 69

In closing this report, I desire to acknowledge the hearty co-opera­ tion of the officers of the Home and all those associated with me in the care of the sick. The unity of effort which has characterized the past will be especially required in the future, for as time goes on, the demands on their care and sympathy will be greatly increased.
