Submission on the Te Ara Tupua Petone to Seaward Side Cycle Path August 2020

We would welcome the opportunity to comment orally on our submission.

About the Hutt Cycle Network

The Hutt Cycle Network is a collective of over 100 people wanting to improve cycle infrastructure in and to the Hutt Valley. We consider the option to be able to safely cycle around our city and our region is critical for our health, our environment, and our economy.

The Chase for Change

We strongly endorse the proposed shared path from Petone to Ngauranga. Many Hutt residents work in – and cycle to – daily. The following graph shows the average number of people cycling to Wellington between 7 and 9 am (source: WCC Transport Monitoring Surveys).

These numbers – already outdated since the upgrade of the Hutt Rd path - have doubled over the last 10 years. The Hutt Road – Thorndon Quay route is most heavily used cycle route into the Wellington CBD.

Despite this increased use, cyclists face significant hazards along the section of SH2 from Petone to Ngauranga, including:

• Close proximity of cyclists with traffic, including articulated lorries, at 100 km/hr • Poor surface • Narrow sections

Improved cycle infrastructure on this route has been the source of numerous plans and consultations over several decades, with no material changes.

The Potential for Growth in Cycling Numbers

NZTA will provide more up to date numbers. We have made so many submissions over the last 20 years we have become weary of updating them. These are our most recent (from 2016).

Approximate numbers currently on the Petone to Ngauranga corridor are:

• 33,350 motor vehicles per day each way1 • 9,000 people on trains per day each way2 • 400 cyclists per day (extrapolated from peak hour surveys) each way

These numbers exclude bus patrons. Assuming 1.2 people per car, and 85% of motorists continue into Wellington (rather than up ), this gives 43,400 people travelling each way from the Hutt to Wellington per day. Cyclists therefore make up 0.9% mode share.

Christchurch has 7% cycling mode share. If this was achieved on the Wellington to Petone corridor, that would see 3,000 cyclists per day, each direction, on this route. Even a cycle mode share of 5% would see 2,170 cyclists per day – an increase of over 1,770 per day.

Assuming this cycle growth to a mode share of 5% came pro-rata from motorists and rail commuters, this would see 1,160 less cars needing to be parked in Wellington each day.3

Therefore, there is huge potential for an increase in cycle mode share, given the current trivial cycle mode share. This would make a significant reduction in the number of cars travelling into and parking in Wellington each day.

A long time coming…

The Hutt Rd Improvement Act was passed in 1903, recommending a 5-metre-wide cycle path into the Capital (see following extract).

We continue to wait.

Comment on NZTA’s Preparatory Work and Consultation Process

This proposal flows from many former reviews – the first by NZTA in 2012, and also given priority in the last 4 iterations of the Regional Land Transport Plan - investigating options for this route. The proposal is consistent with the timing and broader context of other links along this corridor.

We complement NZTA on its consultation approach which has balanced full disclosure and careful engagement with the need to “get on with it” given repetitive investigations over many years.

Interagency Coordination over the Whole Wellington to Melling (“Welly to Melly”) Corridor

The section of cycle path is one link on a critical cycle corridor that runs from the Wellington CBD to Melling. This path crosses several inter-agency boundaries. Current governance, design, timing, implementation, and promotion is fragmented amongst these agencies.

This corridor is much more than the sum of its parts. A weak link anywhere will compromise the attractiveness and effectiveness of the whole route.

We urge the development of an interagency memorandum of understanding stating the objectives, design standards, and intentions for ongoing development and promotion of this route.

This cycle corridor has the potential to be a world-leading, iconic and scenic cycle corridor that sees a dramatic increase in cycle numbers and consequent decrease in traffic congestion and parking. Without better coordination, any agency’s actions also have the potential to be the equivalent of building a bridge with a missing span.

Conclusion

This is the most used cycle route into Wellington. For cyclists from the Hutt Valley there are no alternatives. It is currently a dangerous and off-putting route. Significant improvements would cost a fraction of the amount being spent on regional motorway improvements, would relieve motorist congestion, and would significantly improve the health of cycling commuters.

We surveyed the cycling community and received 125 responses. Below are their responses sorted by frequency of use and name. We asked them how this path would provide value to them.

Would allow me to ride safely to Hutt, Eastbourne and Amanda Wells Regularly beyond. Riding on the shoulder northbound feels dangerous and scary, and puts me off trips in that direction. I work in Lower Hutt and come from the north suburbs. There is no direct bus route for me, so have to cycle or run in order Andrew to avoid driving. I love running to work but am forced to run Regularly Thompson against traffic ON the motorway with not protection from the vehicles. A proper path would mean I don't have to travel to work with risk. I cycle between Wellington and Petone daily. I enjoy the freedom, the fresh air, and the physical and mental health benefits of this daily commute. I don't enjoy the very real danger to my life of mixing with fast moving heavy traffic along SH2. My family also stress and worry about whether I'll make it home safely each day. I am a confident bike commuter, having cycled in many cities around the world. However, I Andy Crosland Regularly would never consider allowing my children to cycle the road that I take every day. A separated path would make the world of difference to my commute, removing the risk of mixing with traffic. I am looking forward to the day when I can cycle with my daughters around our beautiful harbour, safely separated from the traffic. I’m a regular commuter on this cycle way and find it very stressful in its current form. I'm also a community board member in Eastbourne, and see this path contributing economically (in Bruce Spedding Regularly both the social and monetary sense) to our community, creating the opportunity for recreational tourism growth combining with the East by West ferry service (new electric coming), Great Harbour Way and Remutuka Cycle Trail - I think this path and the remaining sections will transorm the character of Wellington in a totally positive way. When I was young and reckless, I used to bike to town from the Hutt regularly, often commuting to work. I would feel so much safer during my regular cycle commutes along this corridor once the proposed path was in place, and I would use Gene Clendon Regularly it far more often. My family would also finally feel safe enough to use it for fantastic recreational based cycling (and walking) adventures on the weekends (what an awesome asset to Wellington it would be!). I feel that it will save my life. I commute daily from Melling Junction along SH2 & have had so many close calls with Cars, Motor Cycles and Trucks (a collision with a truck is only ever going to end with one result). There is no downside to this. Since buying an e-bike, I ride from Fairfield in Lower Hutt to Taranaki Street everyday. That's 46km a day. On an eBike it is easy! Recently I've started teaching at WelTec (same Steve Cosgrove Regularly campus). I won't ride northbound and southbound is not pleasant along this part of the trip. When this new path is built I will eagerly ride both ways again, improving my physical and mental health and encouraging others to do likewise. Cycling on the other side of the road is equally dangerous and has resulted in the fatality of a cyclist. It would be so good to bike or walk by the water's edge. It would also enable me to bike it with my family, who I cannot take on the current route as it is not safe or comfortable.
