1 INTRODUCTION

1.1 The Department for Transport (DfT) invites fixed price proposals for the supply of points of interest data. This contract will be subject to the standard General Conditions of Contract for Services (see Appendix C) (although if licenced data is supplied, the IPR clauses will be adjusted accordingly).

1.2 Bidders intending to bid for this requirement are requested to confirm their intention to submit / or not to submit proposals via email to Helen Pattington ([email protected]), Transport Direct, by 16.00 hrs on Friday 26th April. 2 BACKGROUND TO THE REQUIREMENT

2.1 The Department for Transport (the Department) is responsible for implementing the UK Government’s transport policy and ensuring the provision of a safe, reliable transport system throughout the country. In 2000, the Department launched a ten- year transport strategy that included Transport Direct (TD), a programme to provide travellers in Britain with all the information they need to plan a journey regardless of the type(s) of transport they want to use.

2.2 The Department for Transport works with our agencies and partners to support the transport network that helps the UK’s businesses and gets people and goods travelling around the country. We plan and invest in transport infrastructure to keep the UK on the move.

2.3 The Project provides a comprehensive online Portal (www.transportdirect.info) – effectively a one-stop shop – that includes access to a for all forms of transport (air, car, train, tram, tube, taxi, bus, coach, and any mix of these), maps, real time information (such as train delays) and facilitated ticket purchase. This is the main way in which the Transport Direct programme will meet its objectives. The service is accessible through a number of devices, including PCs, mobile phones, interactive digital TV and public kiosks and it links to online ticket providers to allow the user to buy the associated tickets.

2.4 The Department for Transport (DfTc) invites proposals from organisations able to provide comprehensive points of interest data. This data will be used in support of the Transport Direct journey planning ‘Facilities / Attractions’ gazetteer in its Door- to- Door journey planning service (see http://www.transportdirect.info/Web2/JourneyPlanning/JourneyPlannerInput.aspx ) as well as to display the locations of points of interest on a map.

4 SCOPE

4.1 The purpose of the procurement is to obtain a regular supply of points of interest data for use within the Transport Direct journey planner.

4.2 Transport Direct already uses Points of Interest data for the whole of Great Britain, using data provided under contract from a supplier. This contract is due for retender, hence this current procurement invitation. The data is used both to support the Transport Direct Facilities/Attractions gazetteer to allow users to start and/or end their journey at a Point of Interest, as well as to show the location of facilities and attractions on a map. We are therefore looking for a data provider who can provide the appropriate data in a format described in the Interface Specification document (Appendix E), to ensure TD can continue to offer this information seamlessly and with no interruption to current service.

Transport Direct - White Labelling

4.3 The Department will seek the right to sub-licence the use of the data in conjunction with the Transport Direct white labelling strategy. Under this right the Department will permit any person to:

 Allow individual end users of that person’s website to populate any data input field so that the information is used by Transport Direct to calculate a journey plan or provide any other information that is normally available on Transport Direct.  Connect to Transport Direct by customising their own website to gain access all or part of the functionality and data of Transport Direct.

4.4 Transport Direct runs a number of web services, and the points of interest data may be used by these web services.

Transport Direct and Traveline

4.5 Traveline is a partnership of transport operators and local authorities formed to provide impartial and comprehensive information about . It operates in , and , and is a major supplier of public transport data to Transport Direct. Traveline also has an interest in receiving and using points of interest data, and it is therefore intended to include an option within this contract to allow some or all Traveline regions to use this data under a sub- licence.

Department for Transport – Other uses of the data

4.6 Other sections of the Department for Transport may also wish to make use of the Points of Interest dataset. As an example, the data has previously been used to support the calculation of some of the Departments’ accessibility indicators. Bidders should confirm that they have no objection to the Department making similar use of this data under this contract, and Transport Direct will ensure that such additional uses of the data are cleared in advance with the Contractor.

Implementation and Deliverables

4.7 The commencement date of the live service will be Monday 1st July 2013, and it is expected that the contractor will be ready to commence supply of this data in the specified format on that date. Bidders should provide an outline transition plan that will need to take account of any development work, and include a minimum of 2 weeks for user testing before go live.

4.8 The contract will be for an initial term of 1 year to 30th June 2014, but with an option to further extend the contract for another year beyond that date.

4.9 The maximum contract value is capped at £75,000. This estimate is based purely on previous years activity and the Department is not obliged in any way to spend up to this amount.

5 SPECIFYING GOODS AND / OR SERVICES

5.1 Transport Direct and the regional Traveline services currently obtain a single source of Point of Interest data which they both use in their travel information systems. This procurement is to secure the continued provision of a suitable source of POI data for use by both Transport Direct and Traveline – or, at the discretion of the parties, solely for use by one or other of the services.

5.2 The data will be used to populate gazetteer dictionaries to allow points to be selected by text entry, and will be used to display icons over relevant maps to shown the locations of relevant Points of Interest. The systems on which the information would be displayed are those operated by Transport Direct and the regional Traveline organisations – including all web, call-centre and mobile interfaces delivered by these parties whether presented under their own banner or embedded in the sites of other organisations.

5.3 Part 7 6 shows the data elements that comprise the records of the POI data currently in use, which is supplied in CSV format. To keep costs of implementing an alternative supply of POI data on all downstream systems to a minimum, bidders are asked to confirm that they could supply POI data to this same format – and, if they wish to do so, to indicate what alternative format they may wish to use for the supply of data (and to indicate what difference in cost, if any, would apply to the alternative formats).

5.4 Annex 1 indicates the classes of Points of Interest covered in the current data supply. The data to be supplied should give comprehensive and consistent coverage of POIs throughout Great Britain – and suppliers who cannot offer comprehensive and consistent coverage must indicate the limitations of their coverage, and any plans they have to improve it.

5.5 POI data is continually changing – and the supplier is asked to provide details of how their data is kept up to date, and how it would deal with requests from Transport Direct and/or the Traveline regions to update specific records to correct them, or to add or remove records where the supplier’s normal data source is incomplete or out of date.

5.6 The ability to track POI data from one version of the database to another is a feature that would be desirable – so that records can be associated, or local edits made to records, without these being lost the next time the data is refreshed. Associated with this, there is also the issue of duplication of data because the sources used overlap in their coverage. Bidders are asked to identify how they ensure the minimum of duplication exists within the data they would supply, and how users of the data will be able to track data records from one data supply to the next to give a record permanence.

5.7 Updating of the data on the downstream systems using it is expected to take place at least every three months and the bidder must indicate the frequency with which revised datasets would be made available and the extent to which the timing of the supply could be dictated by Transport Direct (as distinct from the supply being scheduled to take place at about the same time for all of the suppliers’ clients).

5.8 The detailed scope and coverage of the POI data that would be supplied should be described in the bid. An indication should be given of the sub-categories of information that would be included in each of the main categories shown in Annex 1, sufficient to give a clear understanding of the types of POI that are included in the data – along with the numbers of POIs of various types. There must be a capability for Transport Direct, traveline, or their contractors to be able to filter specific types of POI from the supplied data so as to be able to exclude certain types of POI from the data used on a particular system, and the method(s) by which this can be done should be made clear in the offer.

5.9 Impartiality of information is critical to Transport Direct and Traveline, and therefore the bidder must confirm how the data supplied would be free from any bias or prejudice.

6 QUALITY ASSURANCE REQUIREMENT

6.1 The current data supplied to Transport Direct and Traveline comprises the following elements for each record in a CSV format file. Replication of this data structure content and format must be offered, although an alternative format may be proposed.

6.2 Eastings and Northings should always be to precision of 1m (i.e. 6 digits) – that does not imply an accuracy of 1m.

6.3 The Contractor shall supply the Data described below.

Field Description Record Type Identifies the type of record, for example, if the record should be inserted, deleted or amended. Unique Reference Uniquely identifies each record in the database. Number Supplier Reference Enables each record in the database to be linked to Number additional information held by the data supplier. Common Record Enables multiple Points of Interest with the same POI Number classification at the given location to be identified. TOID An identifier providing a direct link to MasterMap, detailed mapping produced by Britain's national mapping agency, Ordnance Survey. TOID stands for Topographic Identifier. TOID Version Identifies which version of TOID is being used for each record. Name Name of the organisation or feature, for example, Southampton General Hospital. Address Detail Building name or number with sub-premise if applicable. Street Name Name of thoroughfare. Locality Postal Town or Dependant Locality. Postcode Postcode if applicable. Classification Code Feature type, for example, Petrol Stations or Libraries. Eastings Easting National Grid reference element. Points of Interest are located to a precision of 1 metre in most cases. Northings Northing National Grid reference element. Points of Interest are located to a precision of 1 metre in most cases. Provenance Name of the data supplier. Date of Supply Date of extraction from the data supplier's database. Positional Accuracy Indicates the positional accuracy of the Point of Interest. Supplier Link Internet link to the data supplier.

6.4 The Contractor shall not be required to populate each Field in each Record where this is not possible because of the nature of the data therein.

6.5 The Contractor shall supply Data in the categories shown in Annex 1.

7 SERVICE LEVELS AND PERFORMANCE

7.1 The Authority will measure the quality of the Supplier’s delivery by:

7.1.1 Delivery of data in the data fields specified;

7.1.2 Frequency of data delivery;

7.1.3 Resolution of problems in supply promptly within a reasonable timeframe;

7.1.4 Minimal public feedback on the quality of information provided.

8 MANAGEMENT AND CONTRACT ADMINISTRATION

8.1 Bidders must be prepared to attend quarterly service review meetings/conference calls with Transport Direct.

8.2 Payment for the service is likely to be monthly in arrears, although alternative payment options can be considered. Invoices must quote a valid Purchase Order number and be sent to Shared Services, 5 Sandringham Park, Llansamlet , Swansea Vale, Swansea, SA7 0EA.

Sub-contracting to Small and Medium Enterprises (SMEs)

8.3 DfT is committed to removing barriers to SME participation in its contracts, and would like to also actively encourage its larger suppliers to make their sub-contacts accessible to smaller companies and implement SME-friendly policies in their supply-chains (see our website for further information).

8.4 To help us measure the volume of business we do with SMEs, our Form of Tender document asks about the size of your own organisation and those in your supply chain.

8.5 If you tell us you are likely to sub-contract to SMEs, and are awarded this contract, we will send you a short questionnaire asking for further information. This data will help us contribute towards Government targets on the use of SMEs. We may also publish success stories and examples of good practice on our website.

12 EVALUATION CRITERIA

Selection will be based on the evaluation criteria encompassing the most economically advantageous tender, which demonstrates a high degree of overall value for money, competence, credibility and ability to deliver. This tender will be evaluated using the following weightings to obtain the optimal balance of quality and cost.

Only those tenders scoring a minimum of 50% will be accepted. Any scores of 0 against any of the evaluation criteria will mean the bid will not be accepted. In addition, a minimum score of 76 is required for the ownership rights criterion (question 5.5) in order for the bid to be accepted.
