S Jayakumar was ’s former Deputy Prime Minister and Senior Minister. Professor Jayakumar has held various portfolios such as Minister for Home Affairs, Minister for Foreign Affairs, Minister for Labour, and Minister for Law. He served as Singapore’s Permanent Representative to the United Nations, was the High Commissioner to Canada from 1971–74 and was a member of Singapore’s delegation to the Third Law of the Sea Convention. In addition, he oversaw the Pedra Branca case before the International Court of Justice and the Land Reclamation case before the International Tribunal for the Law of the Sea. Professor Jayakumar is the author of several books, the most recent being Diplomacy: A Singapore Experience and Be at the Table or Be on the Menu: A Singapore Memoir, and has written several articles on topics of constitutional law, international law and legal education. He served as Dean of the National University of Singapore (NUS) Faculty of Law. He now serves as the Chairman of the Law Faculty’s Advisory Council and Chairman of the International Advisory Panel of the Centre for International Law. Tommy is Ambassador-at-large at the Singapore Ministry of Foreign Affairs, Chairman of the Centre for International Law and Rector of Tembusu College at NUS. He is the Co-Chairman of the China-Singapore Forum, the India-Singapore Strategic Dialogue, the Japan-Singapore Symposium and the International Advisory Panel on Transboundary Pollution. Professor Koh was the President of the Third United Nations Conference on the Law of the Sea and chaired the Preparatory Committee for and the Main Committee at the Earth Summit. He was Singapore’s Permanent Representative to the United Nations for 13 years and Ambassador to the United States for six years, and served as the United Nations Secretary-General’s Special Envoy to Russia, Estonia, Latvia and Lithuania. He was also Singapore’s Chief Negotiator for the US-Singapore Free Trade Agreement and has chaired two dispute panels for the World Trade Organization. Professor Koh acted as Singapore’s Agent in the case concerning Pedra Branca before the International Court of Justice and in the Land Reclamation case before the International Tribunal for the Law of the Sea. He is a renowned expert on international law and in particular on law of the sea. Professor Koh was recently named the recipient of the

2014 Great Negotiator Award, an award given out by an inter-university consortium comprising , the Massachusetts Institute of Technology, and the Future of Diplomacy Project at Harvard Kennedy School. Robert Beckman was the founding Director of the Centre for International Law (CIL), having served from September 2009 to June 2016. He now heads CIL’s programme in Ocean Law and Policy. He is also an Associate Professor at the NUS Faculty of Law and has been with the faculty since 1977. He is a member of the Governing Board and a lecturer at the Rhodes Academy of Oceans Law and Policy. In addition, he served for several years as a regional resource person in workshops on Managing Potential Conflicts in the South China Sea. As a member of the National Executive Committee of the Council for Security Cooperation in the Asia Pacific (CSCAP) Singapore, he has represented Singapore in various CSCAP meetings on maritime security and has worked on legal issues relating to the Straits of Malacca and Singapore. He is also an Adjunct Senior Fellow in the Maritime Security Programme at the S. Rajaratnam School of International Studies, Nanyang Technological University. He has written extensively on these issues of law of the sea. He edited and contributed to the anthology Beyond Territorial Disputes in the South China Sea: Legal Frameworks for the Joint Development of Hydrocarbon Resources and contributed to the Agora on the South China Sea that appeared in the January 2013 issue of the American Journal of International Law. He was awarded the Public Administration Medal (Bronze) at the 2007 National Day Awards. He has also received two awards from NUS—the Outstanding Educator Award in 2001 and the Staff Achievement Award in 1997. Tara Davenport is currently a JSD Candidate at Yale Law School focus- sing on the institutional governance of seabed resources. She received an LLM from Yale Law School in 2014, where she was awarded the Jerome Sayles Hess Prize for International Law. She also has an LLM in maritime law from the National University of Singapore (NUS) and an LLB from the London School of Economics. She received the NUS Overseas Graduate Scholarship in 2014 and a Fulbright Scholarship in 2013. She is a qualified Advocate and Solicitor in Singapore. She worked as a shipping at Rajah & Tann, as well as in a shipping company, before joining the Centre for International Law at NUS as a Research Fellow. Her teach- ing experience includes serving as a co-tutor for ocean law and policy at NUS and a tutor for the maritime delimitation workshops organised by the International Boundary Research Unit, Durham University, and the Centre for International Law.

Hao Duy Phan is a Senior Research Fellow at the Centre for International Law. He is the author of many books and articles on various issues of international law. Prior to joining CIL, he worked as a legal expert at the Department of International Law and Treaties, Ministry of Foreign Affairs of Vietnam, and a visiting research fellow at the East-West Center in Washington DC and the Institute of Southeast Asian Studies in Singapore. Hao Duy Phan received a BA from the Institute for International Relations of Vietnam, an LLM from the University of Notre Dame Law School (summa cum laude) and an SJD from the American University Washington College of Law.
