3 Fingerpost Project At last the fingerposts in the parish have been repaired and re- placed, I think you will all agree they look great again and are a valuable resource. B3253 Safety Scheme The construction of the footpath from Holland Road to a crossing on the B3253 at No Man’s Land and associated road safety improvements has been completed. The two street lights are to be installed shortly. The Parish Council have received many com- ments about the scheme, some good, some bad, all have been passed to the design team at Cormac Solutions. There will inevita- bly be a period of adjust- ment and as we have already seen an ele- ment of driver error, dur- ing this period we ask that pedestrians take extra care. County Councillor Ar- mand Toms is asking for the southbound bus stop to be moved to the new footpath. Parish Council Meetings You are always wel- come to attend the meetings, however, re- quests to speak must be made in writing of by email to The Clerk at least 48 hours in ad- vance, contact details on page 2.

7 Bertie was a very good boy. He was kind, obedient, truthful, and unselfish. He had, however, one great fault,—he always forgot. No matter how important the errand, his answer always was, "I forgot." When he was sent with a note to the dress-maker his mother would find the note in his pocket at night. If he was sent to the store in a great hurry, to get something for tea, he would return late, without the article, but with his usual answer. His father and mother talked the matter over, and decided that something must be done to make the little boy remember. Christmas was near, and Bertie was busy making out a list of things which Santa Claus was to bring him. "Santa Claus may forget some of those things," said his mother. "He cannot," replied Bertie; "for I shall write sled, and skates, and drum, and violin, and all the things on this paper. Then when Santa Claus goes to my stocking he will find the list. He can see it and put the things in as fast as he reads." Christmas morning came, and Bertie was up at dawn to see what was in his stocking. His mother kept away from him as long as she could, for she knew what Santa Claus had done. Slowly he opened the door and came towards her. He held in his hand a list very much longer than the one he had made out. He put it in his mother's hand, while tears of disappointment fell from his eyes. "See what Santa Claus left for me; but I think he might have given me one thing besides." His mother opened the roll. It was a list of all the errands Bertie had been asked to do for six months. At the end of all was written, in staring capitals, "I FORGOT." Bertie wept for an hour. Then his mother told him they were all going to grandpa's. For the first time he would see a Christmas-tree. Perhaps something might be growing there for him. It was very strange to Bertie, but on grandpa's tree he found everything he had written on his list. Was he cured of his bad habit? Not all at once; but when his mother saw that he was particularly heedless she would say, "Remember, Santa Claus does not forget."

9 Council Leader launches start of debate on Case for Cornwall Cornwall Council Leader John Pollard has launched the start of a debate on the powers Cornwall should be demanding from the Government with the publication of the draft “Case for Cornwall”. Presenting the first draft of the Case for Cornwall to Members of the Council earlier this week, Mr Pollard said it was time for Cornwall to be given the freedom to manage its own affairs. “Seeking more powers for Cornwall is not new – we have been striving for more autonomy for years” he said. “This has provided us with experience, expertise and confidence and we want to continue that journey. We know that we can deliver and we now want to seek the ability to act as the people of Cornwall wish, not as Westminster will allow.” “Cornwall has a clear border, the Cornish have minority status, we have one heritage and we are one council. These are the special attributes that devolution can and should capitalise upon.” The draft document, which has been developed by a group of Members and officers over the past few months, sets out a number of “asks” based on the granting of new powers and freedoms for Cornwall. These range from a five year fairer funding settlement for all public services in Cornwall and devolved delivery of funding and investment streams, to greater control over large scale energy infrastructure, additional powers to decentralise bus regulation and retaining a fraction of fuel duty to maintain Cornwall’s extensive road network. The Council will be holding a consultation on the draft Case for Cornwall in the New Year. This will include a consultation with partners and stakeholders and the opportunity for members of the public to give their views by letter or e mail. All views will be considered and will help shape a final document which will be considered at a meeting of the full Council on 20 January. “We need to create a document which can speak for the whole of Cornwall, for all sections of society and all interests, including businesses, local communities, and politicians” said Mr 10 Pollard.”We need to create something that is direct, clear and well- founded and will gain widespread support. The proposals have been divided into those we want to achieve now, some of which are already in the pipeline and have widespread support from partners, such as the LEP, while others still need further discussion”. “I recognise that no one will be happy with everything but I believe we can set a campaign, support our Strategy, fight for change and bring greater devolution to Cornwall, if we are all prepared to act together and stand up for Cornwall.”

To drive safely you must concentrate. Talking on the phone dis- tracts your attention from the road and this can lead to an accident. You cannot be in full control of your vehicle if you are using a mobile phone while driving. The law says... While driving, you will be breaking the law if you pick up or use any type of phone that is, or must be, held to operate it. You will receive a £60 fine and three penalty points on your licence. You may not use your phone: · While driving; · When you are stopped at traffic lights; · When you are queuing in traffic; · To receive calls, pictures, text messages or to access the internet. Never use a hand-held phone while driving · You are not in full control of your vehicle if you are holding a mobile phone while driving. · Keep the phone switched off. Only use the phone after you have stopped in a safe place. It is best not to use a hands-free phone while driving · Using a hands-free phone while driving will distract you. Although you may think that a hands-free phone will enable you to control the vehicle, your mind will not be fully on your driving. 11 Well, Well, Well! Once upon a time, when the first Elizabeth was Queen, there was much unrest in the land. The monasteries had gone – and all their good works – and the countryside was beset with beggars and vagabonds, the halt and the lame, wounded soldiers and political refugees. Parishes had to raise a tax! This did not meet with universal approval. Paying out for the misfortunes and misdeeds of the itinerant dispossessed was not happening! But it was seen as fair to care for your own parishioners. Legislation was imposed. The church had to provide a locked coffer for registers of baptisms and deaths. The congregation was required to ‘beat the bounds’ of the parish so that everyone grew up knowing where their responsibilities lay. Licences to travel were introduced – and anyone found beyond their home parish could be whipped and branded. So St Martin’s beat its bounds (on Rogation Sunday) and Morval beat its bounds and it became apparent that there was a piece of land that was not claimed by either – No Man’s Land! It was a

12 sanctuary! The original Celtic Estate boundaries would have been streams. The original manors were Bucklawren, Tregarland and Treveria and there weren’t any streams at the top of the hill! Treveria was split up and Morval parish created so boundaries became blurred. To add to the confusion, new roads were driven through the area. Originally the lane from Bindown went to Bucklawren and the coast via Pethick! And the road from Looe went by the church to Longcoe and followed a stream and went through Treveria. The Military Road moved armaments from the Barbican to the Signal Station at Penhale and the Turnpike Road carried traffic West from . Boundaries changed again. So the exact location of No Man’s Land is unclear. But it is now in Morval so I expect one of the Bullers co-opted it when they held power and purse-strings. My guess is that the well was provided by the Turnpike Trust as a Watering Hole on the hilltop. It would have replaced the Spring in Springfield!

21 The RSPB and the BTO suggest feeding birds all year round, however, it is a priority that we provide food during the colder months. Dawn and dusk are the key times of day to ensure food is available. Putting out a good mix of food on bird tables and in feeders will encourage a variety of birds in to your garden, providing them with an essential increase in body fat and energy. It is also important to provide the birds with clean water to drink and bathe in. Baths should be cleaned regularly to avoid diseases. Food can consist of just a feeder with a good mix of seed to a variety of seed, nuts, fat balls, fruit and meal worms – all will attract many types of birds and give them a good chance of surviving the long winter nights. At the time of writing I have a pair of Fieldfare and a Redwing feeding on my windfall apples which are left just for that purpose. Other regular visitors to my feeders are Great Tit, Blue Tit, Coal Tit, Chaffinch, Greenfinch, Goldfinch, Sparrows and Robins – cleaning up the dropped seeds on the ground are Pigeons, Pheasants and Jackdaws. Any food on the ground should be as far away from CHENPUMP UK LTD.
