ALTERATION OF BOUNDARIES – BETWEEN THE TOWN OF KIPLING AND THE RURAL MUNICIPALITY OF KINGSLEY NO. 124 1 Pursuant to sections 53, 56, 57, 59, and 61 of The Municipalities Act, the Council of the Town of Kipling has submitted an application to alter its boundaries to the Minister of Municipal Affairs. 2 Upon consideration of the application, the Minister is of the opinion that the municipalities affected will be viable entities following the alteration of boundaries. The SASKATCHEWAN MILK MARKETING BOARD, pursuant to the provisions of The Milk Marketing Plan Regulations and The Agri-Food Act, 2004, hereby determines and orders as follows: 1 In this Order, licensed processor utilization of milk, partially skimmed, skim milk, creams, concentrated milk or a mix for milk products is listed in the following classes: (a) “class 1(a)” means milk and milk beverages, partly skimmed or skimmed, whether or not treated for lactose intolerance, whether flavoured or not, with or without vitamins or minerals added, for retail and food service (egg nog, cordials, cultured milk, concentrated milk to be reconstituted as fluid milk); (b) “class 1(b)” means all types of cream with a butterfat content not less than 5% for retail and food service; (c) “class 1(b)ii” means fresh cream with a butterfat content of 32% and higher used to make fresh baked goods which are not eligible for a Class 5 permit – any utilization of this class would require a Class 1(b)ii permit issued by the Commission; (d) “class 1(c)” means new 1(a) and 1(b) fluid products for retail and food service as approved by the provincial authorities during an introductory period; (e) “class 1(d)” means 1(a) and 1(b) fluid products marketed outside the ten signatory provinces but within Canadian boundaries (e.g. Yukon, NWT, Nunavut and cruise ships); (f) “class 2(a)” means all types of yogurts including yogurt beverages, Kefir and Lassi, excluding frozen yogurts; (g) “class 2(b)” means all types of ice cream, ice cream mix, whether frozen or not, other frozen dairy products including frozen yogurts, all types of sour cream, fudge, puddings, soup mixes, caffeinate and Indian sweets, and all types of milk shake mixes for retail sale; (h) “class 3(a)” means all cheeses other than those identified in class 3(b), class 3(c)(i), 3(c)(ii), and class 3(d); (i) “class 3(b)” means all types of cheddar cheese, stirred curd, cream cheese, creamy cheese bases (cheese mixes), cheddar and cheddar-type cheeses sold fresh, and any product not referred to in class 3(a), elsewhere in 3(b), (c)(i), (c)(ii), or (d) made by coagulating milk, coagulating milk products or coagulating both milk and milk products with the aid of bacteria to form a curd excluding rennet casein curd used in the manufacture of non-standardized final products in the processed cheese category. A cheese of descriptive nomenclature will be recognized as a cheddar-type cheese for the purposes of classification if it is a firm or semi-soft, unripened, unwashed curd cheese, with a minimum milk fat content of 25% and a maximum moisture content of 45%; (j) “class 3(c)(i)” means asiago, Canadian-style munster (muenster), feta, gouda, havarti, parmesan, and swiss; (k) “class 3(c)(ii)” means all types of mozzarella except when declared in class 3(d), brick, Colby, farmer, jack, Monterey jack, and paneer; (l) “class 3(d)” means standardized mozzarella cheeses to be used strictly on fresh pizzas by establishments registered with the Commission under terms and conditions approved by the Canadian Milk Supply Management Committee (CMSMC); 890 THE SASKATCHEWAN GAZETTE, APRIL 28, 2017

(m) “class 4(a)” means all types of butter and butteroil, all types of powders other than those identified in class 7, all types of powder with over 4% butterfat content and packaged for retail, liquid MPC and MPI made from whole milk or partly skimmed milk (greater than 4% butterfat) in any concentration derived by any process, concentrated milk, whether sweetened or not, not for retail, and all other products not elsewhere stated; (n) “class 4(a)1” means milk components for the manufacture of rennet casein (dry or curd), milk protein concentrate (dry or liquid) or skim milk (dry or liquid) to be used in the manufacture of non-standardized final products in the processed cheese category; (o) “class 4(b)” means concentrated milk for retail sale whether sweetened or not; (p) “class 4(c)” means new industrial products as approved by provincial authorities for an introductory period; (q) “class 4(d)” means inventories and explained losses (e.g. dumps, fluid returns, dead vats, etc.); (r) “class 4(d)i” means interprovincial milk or cream movement; (s) “class 4(m)” means milk components for marginal markets as established from time to time by the CMSMC; (t) “class 5(a)” means cheese used as ingredients for further processing for the domestic and export markets; (u) “class 5(b)” means all other milk products used as ingredients for further processing for the domestic and export markets; (v) “class 5(c)” means milk products used as ingredients for the confectionary sector destined for domestic and export markets; (w) “class 5(d)” means planned exports and other exports approved by the CMSMC, the total of which shall not exceed Canada’s WTO commitments; and (x) “class 7” means skim milk components in liquid and dry form, in any concentration, derived by any process, including MPC and MPI, skim-milk powder, whole milk powder, edible casein and edible caseinate powders including casein, sodium caseinate, and calcium caseinate, yogurt powders, sour cream powders, and partly-skimmed milk powder and blended milk powders with a maximum milk fat content of 4%, rennet casein (dry or curd) used in the manufacture of non-standardized final products in the processed cheese category. 2 The prices to be paid per hectolitre of milk, per kilogram of butterfat, protein or other solids, by licensed processors to the Board, are those prices set forth in the Board’s published milk prices that the Board may establish from time to time in accordance with: (a) Western Milk Pool Coordinating Committee prices established for classes 1(a), 1(b), 1(d), plus a milk price add-on of $1.92 per hectolitre of milk for each of those classes; (b) Western Milk Pool Innovation Program prices established for class 1(c), plus a milk price add-on of $1.92 per hectolitre; (c) Western Milk Pool Coordinating Committee prices established for classes 2(a), 2(b), 3(a), 3(b), 3(c)(i), 3(c)(ii), 3(d), 4(a), 4(b), 4(d) and 4(d)i; (d) CMSMC prices established for class 3(d); (e) Western Milk Pool Innovation Program prices established for class 4(c); (f) Commission prices established for classes 1(b)ii, 4(m), 5(a), 5(b), 5(c), 5(d), and 7; (g) CMSMC – Market Committee prices established for class 4(a)1; and 3 The Board’s published milk prices shall be issued in the form of a milk price directive which includes the class prices established in accordance with this Order. 4 The Board may provide a Quality Milk Bonus payment to those producers who achieve Validation under the Canadian Quality Milk (CQM) program as administered by the Dairy Farmers of Canada. 6 The funds used to provide the Quality Milk Bonus shall be collected through the milk price add-on referred to in clause 2(b) and payments shall be based on each qualifying producer’s monthly per hectolitre shipments. 7 The Board shall post the milk price directive mentioned in section 3 on its website within two business days of a price change. 8 This Order takes effect February 1, 2017. 9 Order No. 23/14 is hereby wholly revoked. 10 This Order will remain in effect for a period no longer than ten years from the date this Order is approved by the Agri-Food Council.
