Detailed plan of the Liidumäe 1 and Priidiku properties

With the decision of the council of the rural municipality, UÜ Laugu-Latiku Põllumajandussaadused has been granted the right to build a technology park on its Liidumäe 1 72703:002:0174 and Priidiku 72703:002:0034 properties, covering a total area of 180 000 sq. m. This area is located in the Harju County (Saue rural municipality, Jõgisoo village), by the -Pärnu- Ikla highway (a road of national importance).

The plan is to develop commercial properties for logistics, warehousing and consumer goods manufacturing. The properties have been divided into 13 plots intended to be used for commercial and industrial activities, and with building rights for the construction of max. two-storey commercial and production facilities (max height 12 m). The size of the plots ranges from 5 600 to 14 600 sq. m, with buildings allowed to cover max 30% of the plot area.

Logistically, the properties have a great location – next to the Via Baltika highway, in the immediate vicinity of the Tallinn and Kanama interchange, with connections to the and highways. Access from the E67 Tallinn-Pärnu-Ikla highway will be provided by building a grade-separated intersection (the future Rahula intersection).

General architectural requirements

• The choice of exterior finishing materials is free – the materials will be specified in the architectural design. The recommended exterior finishing materials are reinforced concrete, sheet metal, concrete slabs • Roof slope 0–30º; roofing materials: built-up roofing or corrugated iron. • If desired, the plots can be enclosed with a barrier (preferably a chain link fence, max. 2.0 metres high). • The buildings right by the Tallinn-Pärnu-Ikla highway need to have a suitable (i.e. more elegant) design for the highway-facing facades.

Building rights and conditions of use of the planned plots

The area will be divided into the following plots: 13 plots intended for commercial and industrial activities, 3 plots designated as land for transport, 2 plots intended for industrial activities, and 1 plot designated as public land.

The areas planned for buildings occasionally extend up to the plot boundaries, to make it possible to join plots, subject to market needs. The detailed plan provides for joining the plots indicated on the plan, on the condition that after the two plots have been joined their building rights will be transferred to the new, merged plot as follows: allowed numbers of buildings are added up, allowed areas for buildings and maximum area allowed to be built on are added up, the allowed height of buildings does not change. If the plots are not joined, the minimum distance between the buildings on adjacent plots is 12 metres; but this is not required, if the plot owners have agreed to join the buildings, following all construction and fire safety regulations.

The design plan provides a possible layout of the buildings and planned car parks (See figure GE-3-1). The detailed locations of the buildings and car parks will be outlined in the building design documentation, taking into account the following requirements: • Percentage of area under buildings – max. 30% of the plot area; • Clearances between buildings on the plot – min. 24 metres; • If, based on market needs, the plots are not joined, the minimum distance between the buildings on adjacent plots is 12 metres; but this is not required, if the plot owners have agreed to join the buildings, following all construction and fire safety regulations; • Maximum allowed height of the buildings – 12 metres; except for the plot Pos 1 where the maximum allowed height of the buildings is 9 metres; • Maximum number of storeys allowed – 2 storeys; • Minimum amount of landscaping – 20% of the plot area.
