! ! THE BAY TRAIL IN RICHMOND MID YEAR 2017 REPORT This 18th Mid Year Report by TRAC, the Trails for Richmond Action Committee, summarizes the dramatic progress made during the first half of 2017 in planning, designing, funding and building new and improved Bay Trail sections in Richmond. The City now has 34 miles of Bay Trail in place as shown on the last page of this report, representing almost 10% of the 350 miles completed of the planned 500-mile walking and cycling path encircling San Francisco and San Pablo Bays.

Despite having more Bay Trail completed than any other city in the nine-county Bay Area, 8.5 miles of gaps remain. Nine projects now underway promise to complete more than five miles of new Bay Trail in Richmond by the end of 2018, as well as 4.3 miles across the Richmond/San Rafael (RSR) Bridge.

Advances made during the first half of 2017 include: • 1.9 miles of trail built • 1.7 miles under construction • 2.5 miles being designed • $976,000 grant awarded for construction Read on to learn about these, as well as the already inundated new trail and the charismatic “fish hawks” flourishing along Richmond’s shoreline.

Northern Shoreline

After many years of planning, land acquisition, grant awards, design and permitting, the Bay Trail is rolling out on Richmond’s northern shoreline between Wildcat Creek and the City of Pinole.

On April 22, Regional Park District (EBRPD) celebrated two projects opening 1.9 miles of new Bay Trail and providing a North-South pedestrian and bicyclist route through 2,560-acre Point Pinole Regional Shoreline. As shown on the map page of this report, this includes 1.5 miles of trail between the new staging area at the end of Goodrick Avenue and the Bay View Trail. It also includes a new bridge over tracks providing a connection between the Atlas Road Bay Trail and Cook’s Point Trail.

On June 21, Contra Costa Transportation Authority awarded the City a $976,000 grant to complete funding for construction of a Class I trail along the eastern side of Goodrick Avenue linking the Dotson Family Marsh staging area with the Richmond Parkway Bay Trail. The City repaved and patched the 25-year old Bay Trail along the western side of the Richmond Parkway between Goodrick and Gertrude Avenues.

!1 The Bay Trail also is being extended one mile north from the Atlas Rd. bridge on the eastern side of the UP rail corridor. EBRPD built a 0.15-mile section to line up with 1/2 mile to be built by LDK Ventures as part of their Bay Area Logistics Center now underway. One Corp LLC agreed to extend this trail northward another 0.35 mile as part of Phase III for the Pinole Point Business Park.

Point Molate

The Bay Area Toll Authority (BATA) and EBRPD are advancing separate projects that together will complete the Bay Trail to and along the shoreline of the City’s Point Molate property.

Construction is underway on Package A of BATA’s RSR Bridge Access Improvements Project. This project has two distinct elements: • 1.16 miles of Point Molate Bay Trail between Castro Street and Stenmark Drive and • converting the bridge lower deck shoulder to a third eastbound motor vehicle lane. BATA plans to request bids for Package B to convert the top deck shoulder into a barrier-separated, ten- foot wide, bidirectional Bay Trail for use by both pedestrians and cyclists traveling between Richmond and San Rafael.

Dovetailing with BATA’s Point Molate Bay Trail section, EBRPD has completed a 65% preliminary design for 2.5 miles of Point Molate Bay Trail between the Stenmark Drive exit and the northern border of the City’s Point Molate property. This includes a mile of Bay Trail on a shoreline easement donated by Chevron and 1.5 miles on City property. Marina Bay Trail Improvements

Bicyclist and pedestrian safety improvements called for in the South R i c h m o n d T r a n s p o r t a t i o n Connectivity Plan are being implemented as conditions of approval for new development projects. Site clearance has been completed for the Bay Walk Mixed- Use Project, which will provide buffered bike lanes on Marina Way South and repave Wright Avenue while renewing its bike lanes. On June 28, the City’s Design Review Board approved Industrial Properties Trust’s light industrial building project with 0.4 miles of separated two-way bikeway on Harbor Way South.

!2 On April 25, the City Council adopted the Richmond Wellness Trail Vision Plan developed by the National Park Service and partners through an extensive public workshop process. Using the Richmond Greenway and the Bay Trail on Marina Way South, the four-mile Wellness Trail will connect Downtown Richmond, including the Kaiser Medical Facility and BART/ station, with the Richmond Marina, Rosie the Riveter/WWII Home Front National Historic Park visitor center and the Richmond/ San Francisco ferry service slated to start operations in 2018.

Richmond’s Newest Trail Is All Wet

Continuing its commitment to enhancing access to the Bay, the City recently designated four launch sites to join the Area Water Trail. The Richmond Marina, Vincent Park, Shimada Friendship Park, and Boat Ramp Street joined Ferry Point and Point Isabel as official locations on the Water Trail's Baywide effort to enhance the quality, diversity, and accessibility of water access to the Bay for non-motorized small boats such as kayaks, stand up paddleboards and kiteboards. EBRPD completed Water Trail grant- funded improvements to the beach at Ferry Point.

Flourishing Fish Hawks

Osprey are flourishing along Richmond’s shoreline with at least ten pairs feeding 22 nestlings now, compared to three nests fledging young birds in 2012. Thanks to HD webcams installed by Golden Gate Audubon Society, the pair atop the Whirley Crane at the end of the Shipyard 3 Trail have become video celebrities. With 45,000 people watching, the good parents, named Rosie and Richmond, have been copulating, incubating eggs and bringing a steady catch of striped bass to tear apart and feed the now seven-week old nestlings, Whirley and Rivet, who are getting ready to fly.
