Political parties’ programmes 2.6. Summary budget 2013-14 2 SECTION 1 1.1. STRATEGIC FOCUS AND PRIORITIES This Business Plan details WFD’s programme plans1 for 2013-14 including budget forecasts. All work planned contributes to WFD’s three Strategic Objectives, as outlined in the Corporate Plan 2011-14, which are to: 1. Contribute to democracy, stability and good governance in post-conflict countries and fragile states. 2. Improve engagement in political processes in weak, emerging or developing democracies. 3. Be a results and learning orientated organisation delivering programmes of the highest quality. In 2013-14 WFD funded programmes will also work towards the four Outputs outlined in its organisational log-frame2 for 2012-15, which are: 1) Parliamentarians, including female parliamentarians, in 10 legislatures undertake their key legislative, oversight, financial security and representative roles. 2) Minimum of 103 political parties in countries selected by WFD have strengthened internal structures and external networks, enabling them to formulate, communicate and campaign on policy based messages that offer a genuine choice to citizens. 3) Civil society organisations in five countries, and women’s groups in three countries, engage effectively with parliaments, parties and other stakeholders. 4) Enhanced strategic focus and strengthened co-ordination, including party-to-party, parliamentary and cross-party work; deepened WFD’s technical expertise and professionalism; reformed WFD structure and governance arrangements. All WFD programmes including party programmes are in countries eligible for Overseas Development Assistance4. 1 All parliamentary, cross-party programmes and party-to-party programmes have been approved by WFD’s Board of Governors in 2012, following extensive consultation with FCO and DFID. 2 The organisational log-frame sets out how WFD will meet the requirements of the Business Case to DFID/FCO under the Intervention: Transforming Political Parties and Democratic Institutions: An Integrated approach to party-to-party, cross – party and parliamentary assistance 2012-15. 3Numbers to be confirmed in line with future programme plans as majority of plans at this stage are for one year or less. OVERVIEW OF PROGRAMMES During 2013-14 WFD will continue support for 20 programmes to strengthen parliaments, civil society and multi-party systems in Africa, Europe, the Middle East and North Africa and Asia. A).WFD country and regional programmes (focused on parliamentary strengthening, civil society and cross party support). WFD will continue to fund, through its FCO Grant-in-Aid and DFID Accountable Grant, 12 long term parliamentary strengthening programmes in 2013-14, as well as a civil society programme in the Ukraine. These programmes are in: Africa: Democratic Republic of Congo; Kenya; Nigeria; and a regional programme to support the East Africa Legislative Assembly. Asia: Pakistan and Indonesia. Middle East: Jordon; Iraq; and two regional programmes (focused on policy and support to women). Europe: Kyrgyzstan; Ukraine (focused on support to civil society) and a regional programme of support to the Western Balkans (focused on economic policy and integration). As well as contributing to WFD’s three strategic objectives, these long-term programmes also inform WFD’s organisational log-frame (under Outputs 1 and 3). More details about these programmes are on pages nine to 20. B): Externally-funded programmes for 2013-14: *Map shows WFD’s long-term programmes from 2012-15, including externally-funded programmes for 2013-14. 4 B).Externally-funded programmes 2013-14 WFD is also running six externally-funded country programmes focused on parliamentary strengthening and/or cross-party support. These include: The Westminster Consortium (TWC5) programmes in six countries (DfID-GTF) due for completion in September 2013. A two year programme in Bangladesh (DFID in-country). A two year programme in Pakistan (EU-funded). Two long-term programmes from 2012-15 in Morocco and Tunisia (Arab Partnership Fund). A two year civil society programme in Georgia (EU funded6). Further details about these programmes are on pages 21to 24. Bids in progress: WFD is committed to seeking additional external funding in line with its Corporate Plan. At the time of writing, WFD is currently exploring funding for programmes in: Burma Lebanon Egypt See page 25 for further details. C).The UK political parties’ international programmes The UK political parties are delivering some multi-year programmes in 2013-14, as well as a number of shorter term projects mostly in the regions outlined on page 4. Sister party programmes will focus on five themes: • Policy-based platforms; • Political and ideological identity; • Structure and capacity to communicate internally; • Networks and local structures including women and youth; • Ability to communicate with the electorate. As well as contributing to WFD’s Strategic Objectives, these programmes will also specifically inform Output 2 of the organisational log-frame. More information about the UK political parties’ international programmes is on pages 29 to 53. 5 TWC comprises The Consortium includes the House of Commons Overseas Office, National Audit Office, Thomson Reuters Foundation, University of Essex – Centre for Democratic Governance, International Bar Association and Commonwealth Parliamentary Association – UK Branch. 6 WFD is match-funding this 22 month-programme (it is contributing 25% of the overall budget of £270,000). 5 1.3. SUMMARY OF WFD FUNDING 2013-14 WFD has planned for funding of £7.08 million, including FCO grant-in-aid of £3.5 million and DFID Accountable Grant (AG) of £2.28 million, for 2013-14. The AG allocation reflects a re- profiling of the full grant of £6 million for 2012-13 through to 2014-15 (remainder £2.18 million in 2014-15). An overview of confirmed external funding for 2013-14 is outlined below (as at January 2013). WFD long-term country and regional programmes (funded by FCO Grant-in-Aid & DFID Accountable Grant) AFRICA Democratic Republic Of Congo: (Log-frame Outputs 1 & 3; Strategic Objective 1) In the Democratic Republic of the Congo (DRC), WFD is supporting a programme to strengthen the skills of the Provincial Assembly of the Province Orientale10. The programme - Increasing democratic participation in Province Orientale, Kisangani – is engaging with parliamentarians, parliamentary staff and civil society to promote a more effective Assembly. Provincial Assemblies in the DRC are relatively new institutions, established in 2006, and parliamentarians and staff are seeking to build capacity in their legislative, oversight and representative roles. WFD is therefore also supporting the Réseau Congolais des Personnels des Parlements (RCPP) - the network of Congolese parliamentary staff established to share parliamentary expertise from the capital Kinshasa to the provinces. WFD’s three year programme is also supporting: • The political engagement of women; • Increased engagement of civil society in the Assembly.11 Achievements 2012-13: • A baseline study of the Provincial Assembly of the Province Orientale followed by consultation with parliamentarians, staff and civil society on WFD’s programme. Resulted in programme ‘owned’ by the beneficiaries, due to culminate in a MoU between the Assembly and WFD in 2013; • Workshops on parliamentary oversight, followed-up with sharing expertise from Kinshasa and the UK; • Work with partners on assessing needs of Provincial Assemblies. Key finding was a need to improve the organisational capacity of the RCPP Secretariat in Kinshasa, and make the RCPP branches in the provinces operational. WFD is supporting provision of an intern to progress this; • Through consultation with women CSOs, WFD has identified support needed to strengthen capacity so they can engage effectively with the Assembly and regional institutions.
