AN ORDINANCE AMENDING ARTICLE II, SECTION 2.02 OF THE BOROUGH CHARTER TITLED ASSEMBLY COMPOSITION.

Section 1. Classification. This ordinance is of a general and permanent nature.

Section 2. Purpose. The purpose of this ordinance is to amend the Denali Borough Charter Article II, Section 2.02 in its entirety as follows:

ARTICLE II: THE ASSEMBLY

Section 2.02 Composition

1. The Assembly elected by the qualified voters of the Denali Borough shall consist of nine (9) Assembly members. The districts are composed of the following:

District [4] 1. South – 1 seat - (Cantwell) Seat [I] A.

Generally described as: the remaining population of the Cantwell CDP South to the southern Boundary of the Denali Borough.

Specifically described as including residents of the Cantwell CDP excluding persons assigned to District 3 residing in census blocks 2389, and 2385 (13).

Total population (206) Ideal: 203, Variance: +1.4%.

District [3] 2. South Central - 1 seat, seat [H] B -- (McKinley Park, Deneki Lakes, Carlo Creek, and North and East areas of Cantwell CDP.

Generally described as: Residents of the McKinley CDP plus residents of areas of the Cantwell CDP blocks 2385 and 2389, north of the and East of the Old Parks Highway and .

Specifically described as including residents of the 2010 U.S. Census blocks in the McKinley Park CDP, population (185). Plus census blocks; 2389 (9), 2385(4), in the Cantwell CDP, population (13).

Total population: (198) Ideal: 203, Variance -2.4%

District [2] 3. Central – 5 seats - C, D.E, F & G (Healy, Ferry, Panguingue Subdivision, Lignite Road, Waugaman Village and Otto Lake)

Generally described as: Healy CDP residents living south of the waterways Rock Creek and Chicken Creek, North of Hines Creek and west of the within Denali National Park, and North of Coyote Creek on the east side of the Nenana River

Specifically described as including residents of 2010 U.S. Census Blocks in the Healy and Ferry CDP’s south of the waterways Rock Creek and Chicken Creek and unassigned census blocks 2188, 2167 and 2241 Population (32) in Denali National Park.

Total population: (994). Ideal: 1015, Variance: -2%

District [1] 4. North - 2 seats – [A & B] H & I.

Residents of Anderson and the Parks Highway north of Denali National Park and Preserve, north of the waterways Rock Creek and Chicken Creek, west of the Ferry CDP and north of Cody Creek and the West Fork of the Little .

Generally described as: Residents of the city of Anderson including Clear AFS. Persons residing in portions of the Healy Census Designated Place (CDP) north of Rock Creek/ Chicken Creek waterways and the northernmost border of Ferry CDP, including unassigned persons residing north of Denali National Park and Preserve and on the east of the Nenana River north of Cody Creek/ West Fork of the Little Delta River.

Specifically described as residents of populated 2010 U.S. Census Blocks in the city of Anderson /Clear AFS, Population (246). Unassigned blocks; 1001, 1057, 1063, 1118, 1123, 1124, 1125, 1127, 2000, 2521, 2523 - Population (90). Healy “north” CDP blocks; 2012, 2015, 2016, 2020, 2025, 2026, 2049, 2050, 2051, 2053, 2054, 2056, 2058, 2060, 2061, Population (92)

Overall Variance: 7.8%

As the need arises. reapportionment and redistricting changes will take place by Assembly ordinance and approved by a majority vote of the voters.

Section 3. Effective Date. This ordinance becomes effective upon adoption by the Denali Borough Assembly, signature of the mayor and approved by a majority vote at the regular election to be held November 8, 2011.
