MINUTES OF RAMSDEN CRAYS PARISH COUNCIL MEETING HELD ON MONDAY 20TH FEBRUARY, 2017 AT 7.00 P.M. AT THE SHEPHERD AND DOG PUBLIC HOUSE

15/17 APOLOGIES: Apologies received from County Councillor M. Buckley.

16/17 MINUTES OF PREVIOUS MEETINGS: The minutes of the Parish Council Meeting held on Monday 16th January, 2017 were approved as an accurate record. Proposed by Cllr. Kirby and seconded by Cllr. Flint – agreed.

17/17 DECLARATIONS OF MEMBERS’ INTERESTS: No declarations of interest received either pecuniary or non-pecuniary.

18/17 PUBLIC SESSION: No public in attendance. No reports received from Borough or Essex County Councillors or members of the public questions.

19/17 FINANCE: (i) The payments of the following were considered: Clerk’s Salary/Expenditure February 2017 £410.68 (ii) Bank statements for approval January 2017 Co-operative Account 31.01.17 = £2.95 Barclays Bank Account 31.01.17 = £10,114.70. Proposed by Cllr. McPherson-Davis and seconded by Cllr. Jenkins – agreed. (iii) Consideration of additional signatory for Co-operative and Barclays Bank. It was agreed that the two new councillors to receive forms to complete and be signatories on both.

20/17 PLANNING APPLICATIONS: Applications: Application No: 16/01725/FULL. Proposed 10MW energy storage system and associated development. Location: Stevenson’s Farm, Southend Arterial Road, Nevendon, SS14 3JH. The Parish Council has no objection but one of the conditions is that after 25 years this land is to be returned to green belt. The second condition is access for construction lorries etc. should enter and exit via the A127.

Application No: 17/00070/FULL. Proposed replacement dwelling. Location: Trienedra, Southlands Road, , , Essex. The Parish Council has no objection.

Application No: 17/00152/LDC. To establish that the use of land as an extension to the private garden, edged red on the location plan is now lawful having been used for this purpose for in excess of 10 years.

Location: Woodmans Lodge, Oak Road, Billericay, Essex. The Parish Council has no objection.

Consultation – Basildon Borough Council Planning Department – Local List (requirements for the submission of planning applications). The Parish Council’s request that all drawings should be to scale and the application form detailed accurately and completely.

The following was noted: A public information events on 15th February, 2017 13.00 – 20.00 at the Holiday Inn Basildon (Lakeside Suite – Waterfront Walk, Festival Leisure Park, Basildon, Essex, SS14 3DG); and

16th February 2017, 13.00 – 20.00 at The King John School (Main Theatre – Shipwrights Drive, Thundersley, Benfleet, Essex, SS7 1RQ

Re the A127/A130 Fairglen Interchange Scheme. Further enquiries to Essex County Council with Essex Highways. The Parish Council noted the above.

Dale Farm Travellers Site – Completion Phase Works: The information received was noted on works carried out in the intended period.

21/17 COMMUNITY - PROJECTS: (i) The Parish Council noted the application for an ECC CIF Response for funding towards a notice board at the junction of Gardiners Lane North and the A129 and the response it is not viable for this. Another ECC funding application should be available to apply in April, 2017. (ii) Additional costings received from Cllr. Kirby for the four bus shelters maintained in the Parish. East Bound going to – clean only, west bound one shingle to be replaced and clean. Wickford east bound cleaning and rubbing down and coating and west bound cleaning and rubbing down and coating and warped shingles one side. Two further quotations to be received for this for consideration at the next meeting. (iii) Action Plan for future projects was considered and will be updated. (iv) Basildon Borough Council arranging a site visit to review the toilets for feasibility conversion to a small Community Hall. (v) Another enquiry to be made for replacement word package via bursary to update the laptop. (vi) Fr. at Great Burstead Church has confirmed they are looking into replacement of the gate in Ramsden Cray church yard and repair/replacement of the wood frame where ashes are spread. (vii) All four councillors would like to attend the next free CPR/defibrillator training with future consideration for the community and an update on training for newly appointed councillors and planning training.

22/17 HIGHWAYS – BASILDON BOROUGH COUNCIL: (i) No update on the repair to the damage to the kerb near the properties by the village sign. (ii) Cllr. Buckley has been successful with his enquiries via Essex County Council at Hardings Elms Road, regarding the replacement of the keep left bollards. This has been resolved. (iii) No update for installation date from Highways on the 5 signs of 7.5 tonne weight restriction at Ramsden Crays that was approved under Schemes Approved LBAS 152017. 288

(iv) Request to Highways via Cllr. Buckley for a speeding sign on approach into the village from Wickford as a speed deterrent sign, with confirmation of what is available? Additionally costings for speeding signs with the view to finding funding for this project – consideration of £9,000.00. The two speeding signs in the village have yet to be repaired. (v) Enquiry to Cllr. Buckley regarding Gardiners Lane North junction with Oak Road surface breaking up and requiring repair and update on whether Gardners Lane North will be resurfaced via Highways. (vi) Confirmation that footpath no. 40 has now been cleared although the area at Oak Avenue to Oak Road is not a road or footpath access for the general public.

23/17 INFORMATION EXCHANGE: Information received – Clerk reported not all information for the Parish Council received direct from various authorities, will be reviewing this and advising relevant departments. Church Lane complaint regarding anti-social behavior reported to the Police.

24/17 EXTERNAL MEETINGS – REPORTS FROM PARISH COUNCILLORS: Additional meetings reported: Basildon Liaison Meeting on 15th February attended by Cllr. McPherson-Davis. Issues raised: A Police Consultation will be available for six weeks for response at the March meeting. Dollymans Farm consultation in the Rawreth Local Basildon Plan confirmed is still reviewing new applications for developments and will present a new Action Plan to Borough councillors for consideration in three months’ time. Increases expected to affect residents relating to council tax are: Essex County Council by 3%, Essex Fire Brigade by 1.9% and by 1.9%.
