Introduction

For the purposes of planning school places, Staffordshire County Council groups schools into ‘school place planning areas’ based on geographical location and historical pupil movement trends. This paper aims to introduce the school place planning areas, demonstrate where Locality Planning Areas sit within those school place planning areas, and discuss the impact of proposed developments on planning school places within the school place planning area.

The planning of school places is a complex issue. The following information will give an idea of the overall requirements for each ‘school place planning area’ in the District area, considering the level of housing identified over the South Staffordshire Local Plan period, up to 2028.

The information here is ordered based on the school place planning areas into which the potential site allocations fall.

For the purpose of planning pupil places, , Wheaton Aston, and Coven are organised into six school place planning areas, within which are situated Locality 1 and Locality 2 of the Proposed Local Plan Developments.

Cheslyn Hay, , Featherstone and are organised into three school place planning areas, within which is situated Locality 3 of the Proposed Local Plan Developments.

Codsall, Bilbrook, and are organised into four school place planning areas, within which is situated Locality 4 of the Proposed Local Plan Developments.

Womboune, and Swindon are organised into three school place planning areas, within which is situated Locality 5 of the Proposed Local Plan Developments.

New housing developments often place pressure on existing services including education. The County Council has a statutory duty to ensure there are sufficient good quality school places available. For our initial assessment, the number of pupils expected from a new housing development is calculated to be 3 pupils per year group for every 100 houses; however, the number of pupils generated from an individual development could be higher.

The information contained within this report is based on the potential for schools to expand. Education contributions will be sought for the additional school places

3 required to mitigate the impact of the developments. The timing of the planning applications submissions and the future introduction of CIL will determine to level of contributions sought.

Education Terms

Staffordshire County Council has a statutory duty to ensure that sufficient primary education and secondary education are available to meet the needs of the population.

The School Organisation Team act on behalf of the Local Authority to ensure there are sufficient school places across the county and that resources are used efficiently.

Each school has a Published Admission Number (PAN) which is the number of pupils that the school can admit into reception each year. The PAN is determined each year and is set in line with the physical accommodation available at a school. In the majority of schools the PAN won’t change each year. A school needs to provide sufficient accommodation for the PAN.

 A primary school with a PAN of 30 is known as a one form entry school.  A primary school with a PAN of 45 is known as a one and a half form entry school.  A primary school with a PAN of 60 is known as a two form entry school.

The majority of Staffordshire schools operate a catchment area, which is a pre- determined area used where a school has more applications for intakes than places available (PAN). In these instances oversubscription criteria is applied which is an ordered list of criteria setting out which children have priority of a place at the school. Currently priority is given to siblings of children already on roll at the school and children living in the schools catchment area.

From the information provided in this consultation, it is not possible to comment on the timing and phasing of the necessary additional school provision as set out above.

Given the rural nature of some parts of South Staffordshire, projections can change in a short period of time.

South Staffordshire Local Plan: Penkridge

The South Staffordshire Local Plan proposes a number of potential housing developments in the South Staffordshire District area, up to 2028

.

Penkridge currently operates a three-tier school system. For the purposes of planning pupil places, Penkridge has been divided into 2 school place planning areas at First/ Primary school phase, 2 planning areas at Middle school phase and 1 planning area at High school phase. Huntington falls within the school place planning area of 1 Cluster, and has been included in this discussion.

There are 65 dwellings planned across Locality 2: Brewood, projected to generate 2 pupils per year group.

The 32 dwellings planned across Locality 2: Coven are projected to generate 1 pupil per year group.

The 32 dwellings planned across Locality 2: Wheaton Aston are projected to generate 1 pupil per year group.

This provides a total of 129 dwellings planned for the Penkridge Rural School Place Planning Area. This number of dwellings is likely to generate 4 pupils per year group.

St Mary & St Chad’s CE (VC) First School – Locality 2: Brewood Site 054 falls within the catchment of St Mary & St Chad’s CE (VC) First School, and is close to St Mary’s Catholic Primary School, Brewood.

This development (65 dwellings) is expected to generate an estimated 2 pupils per year group, which is 10/14 additional first/ primary school phase pupils.

A desktop analysis suggests that St Mary & St Chad’s CE (VC) First School has a RAG rating of RED for its potential to expand on its existing site. This indicates an education contribution may be required to fund additional school places or school expansion, possibly at St Mary’s Catholic School, Brewood.

St Paul’s CE (VC) First School, Coven – Locality 2: Coven Sites 080 and 086/448 are within the catchment of St Paul’s CE (VC) First School, Coven.

These developments (32 dwellings) are expected to generate an estimated 1 pupil per year group, which is 5/7 additional first/ primary school phase pupils.

A desktop analysis suggests that St Paul’s CE (VC) First School, Coven has a RAG rating of RED for its potential to expand on its existing site. Both development sites are in close proximity to the catchment school and it is anticipated that the estimated pupils will be able to be accommodated at the school utilising the school’s oversubscription criteria, if more pupils request a place than the PAN of 30.

However, an education contribution may be required to fund additional school places at another school within the school place planning area. The map demonstrates that the next nearest school which has the potential to expand on its current site is St Mary’s Catholic School Brewood.

St Mary’s CE (VC) First School, Wheaton Aston – Locality 2: Wheaton Aston Sites 089, 379 and 426 are within the catchment of St Mary’s CE (VC) First School, Wheaton Aston.

This development is expected to generate an estimated 1 pupil per year group, which is 5/7 additional first/ primary school phase pupils.

A desktop analysis suggests that St Mary’s CE (VC) First School, Wheaton Aston has a RAG rating of GREEN for its potential to expand on its existing site. An education contribution may be required to fund school expansion or any additional places at the school.

St John’s CE (VC) First School - Although there are no dwellings planned within the catchment of St John’s CE (VC) First School, Bishops Wood, it should be noted that the school has an AMBER rating for its potential to expand on its existing site.

St Mary’s Catholic Primary School - St Mary’s does not have a catchment area as it is a Catholic School, although it does have a RAG rating of GREEN for its potential to expand on its existing site.

The number of new homes planned (129 dwellings) for this school place planning area indicates education contributions will be required to fund additional school places at one or more schools to mitigate the impact of the developments. The desktop site capacity analysis suggests 3 schools have the potential to expand, and at such time that planning applications are submitted projects at those schools or others will be determined.

The desktop analysis suggests Wolgarston High School has the potential to expand, and at such time that planning applications are submitted projects at that school will be determined.

There are 107 dwellings planned across Locality 3: Cheslyn Hay, projected to generate 3 pupils per year group.

The minimum 56 dwellings planned across Locality 3: Great Wyrley are projected to generate 2 additional pupils per year group, whilst the maximum 87 dwellings planned would yield 3 additional pupils per year.

This provides a total of minimum 163 dwellings and a maximum of 194 dwellings planned for the Cheslyn Hay and Great Wyrley 1 School Place Planning Area. This number of dwellings is likely to generate 5 pupils per year group if the minimum number of dwellings are built and 6 pupils per year group should the maximum number of dwellings be built.

Cheslyn Hay Primary School – Locality 3: Cheslyn Hay Sites 118 and 119/445 fall within the catchment of Cheslyn Hay Primary School.
