1. Executive Summary

 Shri Sanjay Kishore S/o Shri Gopi Chand, resident of Main Market, , , Uttrakhand., has applied for a mining lease for the extraction of sand, stone & bajri in khasra no. 638/613/590/188/6measuring 04.89 hectares (Private Land) falling in Mauza Mohakmpur Nawada, Tehsil Paonta Sahib, District Sirmour under the provision of H.P. minor Mineral Concession and received Letter No. Udyog-Bhu (Khani-4) Laghu-475/09- 7350 dated 28-09-2016 valid for a period of one year.  The leased block is a part of perennial River Giri, a Primary tributary of River .  The project is manual extraction of sand, stone & bajri from river bed for supply to proposed captive stone crusher and further sale in the local market and adjoining districts, where sizable demand is. It will generate ample employment potential in the area.  The mining lease area is 04.89 hectares of Private land.  Optimum sand, stone & bajri production in a year would be 4,85,213 metric tons. The silt & clay waste generated during the mining would be about 53,913 metric tons during five years.  Raw material shall be used in stone crusher (under construction) for captive use. Mineral will be manually extracted from the river bed up to 97043 Metric Tons / year excluding mining waste as silt & clay. Silt & clay will be generated as waste, will be left on the river bed for backfilling and soil if any will be spread over at different locations according to mine plan.  The present land use of the area is, gair mumkin nadi .

 The area being part of river no habitation is required to be disturbed from the mining lease area, therefore, no Rehabilitation and Resettlement Plan is envisaged.

2. i. Identification of Project

 Shri Sanjay Kishore S/o Shri Gopi Chand, resident of Main Market, Vikasnagar, Dehradun, Uttrakhand. identified a piece of land in the River Giri, suited for extraction of minor minerals useable as construction aggregate for utilizing it in a captive crushing unit. He applied for a mining lease for the extraction of sand, stone & bajri in Khasra No.

2. ii. Nature of Project

 The proposed project is manual extraction and collection of sand, stone & bajri from river bed. As per EIA notification No 1533 of 14th September 2006 and S.O. No. 3069(E) dated 1st December 2009, Notification No 2731(E) dated 09-09-2013 and MoEF office Memorandum No. J-13012/12/2013-IA-II (I) dated 24-12-2013 issuing guidelines, the project is a B2 category project.

2. iii. Need of Project

The demand of stone, bajri and sand in the area is increasing day by day both for private construction activities and infrastructure development by the Government Agencies. The State Governments has launched several projects of road construction, road widening, bridge construction and buildings for offices, school and other social activities. Thus, the stone (after crushing), bajri, and sand extracted from the mining lease area contribute to the development of infrastructure and prosperity of the area/region.

2. iv. Demand and Supply

There is large demand of stone, bajri and sand for construction activities in the region. It is essential raw material for construction of buildings, roads, bridges; check dams, etc in the area.

As compared to demand the supply of the crushed stone, bajri and sand is short.

2. v. Domestic Market

The demand for stone grit is limited to regional domestic market and it has no potential for export.

2. vi. Employment Generation

The mining activity in the lease area gives direct employment to about 15 persons engaged in extraction of stone, bajri and sand; loading of material into tractor trolleys .The stone and bajri shall be transported to the crusher. The stone and bajri shall be transported to the local market. Moreover, the construction industry using the raw material from the mine will generate employment to many for skilled and semi skilled workers. Thus, the production of construction aggregates, such as sand, stone and bajri has tremendous impact on multiple generation of employment in downstream activities.

3. Project Description

3.i. Type of Project

It is mining project for extraction or collection of stone, bajri and sand from river bed. The mining lease block is a part of perennial River Giri, a primary tributary of the River Yamuna.

The pits created due to extraction and collection of river bed material will be, during the monsoon floods, replenished from the eroded material brought down from the catchment area.

3. iii. Basis of Site Selection

The site for mining lease was selected keeping in view the following considerations:

1. The lease area is situated well within the meandering corridor of Giri River. 2. No mining zone is defined after considering the 50 meter safe distance from the road and 1/10 of width from the i.e HFL that is 60 to 65 meters, depending upon the width which varies from 600 to 650 meter. This part of river is more of Fan area being near the confluence with Yamuna River. 3. The workability is suggested by keeping in the mind possible effect on the meandering of River. The mining on the concave bank is most suitable mining and convex bank is most unsuitable. Hence year wise mining is suggested in a way that it will get replenish during next season. 4. Because river is perennial hence mining will not be possible in all area, moreover JCB is not allowed hence it will not be possible to mine in a continuous patch/block and to mine area up to its full capacity /mine-ability. Hence only in some part of the area suggested for year wise mining is possible. 5. One meter from the surface is considered for calculation of the reserve. 6. The factor of 2cm annual replenishment is taken into consideration, while calculating the reserve.

3 iv Description of River/Stream Bed in which the lease is situated

The lease is situated in the River Giri, a primary tributary of the River Yamuna. The Giri River originates Near Kharapathar in jubbal Tehsil of District Shimla at a height of about 3270 meter.

Because a barrage is constructed on it at Jataun near Dadadu. The Giri catchment drainage about 2600 sq km of Himalayan mountains ranges, lies between 300-4 30 to 310-15 60 North latitude

0 0 and 77 -0 -0 to 77 -43 45 East longitude and is divided into 36 sub catchments, generally forming drainage network of tributaries. Its water have been diverted putting a barrage at Dadahu to generate power at Girinagar and provide irrigation in and around Paonta valley.

3. v. Magnitude of Operation

The size or amount of production of material from the lease area will depend upon following factors:-

 The basic requirement of the lessee is to mine Sand, Stone & Bajri from area under reference. The extracted stone shall be used in the stone crushers (under construction) for captive use.  The highest point of leased out area is 420 meters above mean sea level. The lowest point of the leased out area is 418 meters above mean sea level.  Altitude at origin is 3270 mts above MSL.  Width of river at the place of mining is about 230 metres to 270 metres. The lease area being about two km upstream of the confluence of Giri River with Yamuna, the width in the area is more of effective fan of Giri.  The mining will be undertaken as per the approved Working cum Environment

Management Plan .  The major mining activity will be undertaken during the dry seasons only.  The annual deposition at the mining lease area is one to three cms depending upon the location. At some places it may be more than the three cm.  The general competency at the mining area is six to ten kg approx. The larger boulder vary 9 to 14cm x 8 to 12cm x 7 to 12cm (length x breath x height).  During monsoon floods the water level rises by about two meters, at times for short spells.

3. vi Method of Mining

The mining/collection of minerals shall involve shovelling by simple hand tool and loading into trucks/ tractors-trailers for transporting them to crusher site. JCB is NOT allowed hence mining will not be possible to mine in a continuous patch/block and to mine area up to its full capacity/mine ability. No blasting shall be resorted. The lease area having gentle slope with gradient of 1 :40, tracks for the movement of trucks and tractors can be made and maintained in any part of the lease area.

Mined out area of pre-monsoon will be completely filled with mineral during monsoon. Hence, it is assumed that entire pit will be filled during monsoon. However the gap of one year is allowed for rehabilitation. The area on rotation basis is suggested in such a way that pit of previous year mining will act as depository for the post monsoon season. The workability is suggested by keeping in the mind possible effect on the meandering of khad if mining is done on the left bank. The previous year pit will reduce the velocity of the khad and thus reducing its carrying capacity thus depositing all the mineral being transported by the tributary. In totality the principal of the placer deposit is adopted.

4.ii. Land form, land use and land ownership

The land for which the mining lease has been granted is defined as Gair mumkin nadi in the Revenue

records. It, at present, being river bed is not put to any fruitful use. It is a village common land. Details of Revenue Record of the Mining Lease Area are given in the table 4.

4.iii. Topography

In general the area is a part of Siwalik range, particularly the part of Dun valley .The Siwalik Hills are located with in the the political boundaries of Pakistan, India, Nepal & Bhutan & range between 6 to 90 km in width. They gradually become steeper and narrower in relief and width respectively, from northern Pakistan to Bhutan (over 2000km in length).Ongoing erosion and tectonic activity has greatly affected the topography of the shiwaliks.

Geomorphologically the district can be divided into three zones

1. Steep to very steep high hills of lesser Himalayan

2. Moderately steep to steep low hills and intervening valleys of Shiwalik

3. Piedmont Plains

The lease is situated in the River Giri, a primary tributary of River Yamuna.The Giri river originates Near Kharapathar in Jubbal Tehsil of District Shimla at a height of about 3270 Meter. Because a barrage is constructed on it at Jataun near Dadadu hence for the river physics point of view the total catchment is ineffective hence only the catchment below the barrage is studied only which is mentioned here as effective catchment.

4. iv Geology of the Area The leased out area forms a part of stream bed covered with boulders, cobbles,pebbles,river born bajri and and & clay deposits of channel alluvium. The rocks along the bank are Terrace Alluvium and Fan Alluvium and in higher reach of catchment Upper Siwalik Formation. The lithostratigraphy of the area near lease is giver below :-

4.vi. Existing Infrastructure

4.vii. Soil Classification The river bed area, in which the mining lease falls, comprises of sand, pebbles, cobbles, stones, silt & clay. In the surrounding villages only 54 percent area is under agriculture , both un-irrigated and irrigated. The area which is not available for cultivation is mostly river/khad(stream)/khad/choe beds; terraces and rocky hill slopes (12 percent). The cultivable waste area (34%) is generally, grassy land and reclaimed parts of khad (Stream) terraces. The area which falls under Forest category is 0%.The

soil of the area is generally sandy loam. Sandy loam soil has more sand particles, which means that the soil has more large particles than less sandy soil.

4.viii. Climate Data

The Climate of the lease out area can be classified into following three categories

1. Winter- October to Mid March. 2. Summer: Mid March to mid June. 3. Rainy: Mid June to September.

Rainfall varies significantly with altitude of the area. The Maximum temperature recorded in last few years indicate the wide variation in temperature reaching as high as 45.1 in May and dropping as low as 2.3 in December. The rainy season (monsoon period) from late June to late September recorded all most 80 percent of rainfall. 4.ix Social Infrastructure Available

The infrastructure amenities available in the area denote the economic wellbeing of the region. The mining lease area is connected by road to district headquarter at Nahan (51kms). Government Senior Secondary School is available at a distance of 1.80km. Higher education facilities are available at Sirmour. Banking facilities and hospital facilities are available at tehsil Paonta Sahib about 10 km from mining area.

5. Planning Brief

5.i. Planning Concept

The project falls under the category of Mining Industry . The raw material that is stones, bajri and sand

are available in the area granted for mining purposes under the Himachal Pradesh Minor Minerals Concessions (Revised) Rules 1971 . The required unskilled and semiskilled workers are locally available. For transportation of minerals/material tipper trucks will be deployed. These are readily available from the adjoining villages on hire. The area has not been, so far, classified for any specific activity by the State Country and Town Planning Department . However the Revenue Department has

classified it under category of Gair Mumkin Nadi i.e. uncultivable river Stream .

5.ii. Population Projection

The requirement of unskilled and semi-skilled workers for the mining and transportation of minerals to market and crushing site will be limited to about 10. The workers directly engaged for mining activity will be deployed for dislodging the rocks and loading stones into tipper trucks. Nitiall only one tipper truck will be engaged daily as per demand for transporting material from the mining area to crushing unit. It is pertinent to mention that percentage of marginal workers in the district is 18.21 percent and 47.37percent are non-workers as per 2011 census. Thus the project gives fruitful employment to local workers and help in stemming or at least reducing the migration of such workers to urban centre from the adjoining villages.

5.iii. Land use Planning

The mining area during the rainy season remains under flowing water and endure frequent floods, cannot be fragmentized for green belt etc. The entire block of leased land falling in river, excluding the safety zone along the banks, will be used for mining activities during the dry season.

5. iv. Assessment of Infrastructure Demand

Considering 270 working days in a year about 181 metric tons of minerals will be moved daily depending upon market demand. The transportation of this material will not put any load on the existing road or other local infrastructure as the crusher is in the adjoining land.

5. v. Amenities

In view of the fact that the project is a small mine it will not need much specialized facilities in the mining area. However, following site services will be provided near the mine but outside the flood zone:

 Mine Office.  Rest Shelter.  Latrine/Urinal.  First aid station.  Store for mining equipment.

6. Proposed Infrastructure

As the project will be enlisting local workers for the mining as well as for transportation of minerals, therefore no infrastructure for their residential purposes is needed. As about 41 tipper trucks will be engaged in the transportation of minerals for which existing haul road will utilized. The drinking water supply to the workers will be provided by digging bore well at mine site. The latrine / urinal with the mine rest shelter shall be provided. No mining/industrial/solid waste requiring special management would be generated. Power supply to the Mine office and other facilities will be drawn from the local power supply lines of H P State electricity Board.

7. Rehabilitation and Resettlement Plan

The area being part of river bed no habitation is required to be disturbed from the mining lease area, therefore, no Rehabilitation and Resettlement Plan is envisaged.

8. Project Schedule & Cost Estimates

The mining activity has not been started for want of E I A clearance. The work on project would be started as soon as all the relevant permissions from concerned authorities are obtained. The optimum demand/production of mineral will be, 97,043 metric tons of sand, stone and bajri per year. This material will be dispatched from the quarry to the crusher (Under Construction). The Project cost is about 20 lakh.

9. ANALYSES OF PROPOSAL –

Achieving a huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building materials. The stone is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. The sand extracted is in high demand at the local market for real estate industry. This project operation will provide livelihood to the poorest section of the society. It provides employment to the people residing in vicinity directly or indirectly.
