EPA Export 25-04-2020:09:27:00 1.0 Scope of survey

At the request of Kerry County Council, BHP undertook noise monitoring at their operation at Kenmare Civic Amenity, Kenmare, Co Kerry. The purpose of this survey was to provide Kerry County Council with the noise data and analysis required as part of their planning requirements as part of their waste facility licence.

Kerry County Council operates the civic amenity centres waste facility. These centres are open to the public and receive recyclable materials such as paper, clothes, glass, metals and WEEE. Surrounding land use is agricultural, residential and industrial/commercial.

Kerry County Council waste facility permits require annual environmental noise monitoring at two locations and a daytime time noise limit of 55dB(A) applies at noise sensitive locations. There should also be no tonal or impulsive noise from site operations.

This report deals with two nominated noise locations at the operation in Kenmare, Co Kerry.

The following measurements were carried out at each noise location:

• Daytime Broadband measurements L(A)eq, L(A)10 and L(A)90 over a 30 minute period. • 1:3 Octave band measurements for day time noise were also measured.

2.0 Survey approach

Two sound level meters (SLM’s) were used in the survey, a Cirrus 171C type 1 (serial For inspection purposes only. number G068852) and a CirrusConsent 831C of copyright type owner 1 (serialrequired for number any other use. D20874FF). The SLM’s were calibrated at the start of the survey with a CRL 515 calibrator (serial number 74767). The same calibrator was used to check the SLM at the end of the survey, to inspect the microphone drift.

Monitoring and the interpretation of acquired data are to the following standards:

- International Standard (ISO 1996-1: 2003E) Acoustics – Description, measurement and assessment of Environmental Noise. Part 1. Basic quantities and assessment procedures. - International Standard (ISO 1996-2: 2007E) Acoustics – Description, measurement and assessment of Environmental Noise. Part 2. Determination of environmental noise levels. - British Standard: BS 7445 Part 3: 1991 (ISO 1996-3: 1987) Description and measurement of Environmental Noise. Part 3. Guide to application to noise limits. - EPA Guidance Note for Noise: Licence Applications, Surveys and Assessments in Relation to Scheduled Activities (NG4)

Three 30-minute daytime level was measured at two locations. The locations are identified on the map included in Appendix A.

There were no tonal components detected using 1/3 octave frequency band spectra measurements during the daytime period at any of the monitoring locations. Examples of 1/3 octave analysis are included in Appendix C.

5.0 Interpretation of results

5.1 Noise levels;

The daytime noise limits for the Kerry County Council operation in Kenmare Co Kerry are as follows:

Daytime Limit LAeq 55dBA

5.1.1 Day-time levels:

As can be seen in section 4.1, LAeq levels at the noise monitoring locations are below the daytime limit at all the locations.

6.0 Conclusions

The noise contribution from the waste facility did not exceed the limit of 55dBA at any of the monitoring locations.

There was no evidence of tonal or impulsive qualities to the recorded noise from the quarry at the nominated locations
