1.1 Welcome message from the LOC

Dear Teams,

We are honored to welcome you to Cortina d’Ampezzo and to the FIS Alpine World Ski Championships.

After one hundred races held on the classic Olympia delle Tofane slope, better known as the Queen of Speed, the world’s attention will focus on the and Cortina with two weeks of races that will mark the rebirth of Winter Sports, one year after the health emergency that struck and Europe.

You are not just invited: you will be the bright stars of this event! Races, medals, titles that last a lifetime. We hope that all this will be accompanied by smiling faces and emotions, surrounded by the magnificent Dolomites, UNESCO World Heritage Site. Passion is important for all athletes but also for us at Fondazione Cortina 2021.

We hope to build together indelible memories, always playing fairly: alpine skiing and Cortina d’Ampezzo have always had a strong connection. This is the perfect moment to hold the World Ski Championships before hosting the 2026 Winter Olympics that have been awarded to Milan-Cortina.

We started this journey together in 2016 and took a short break when Cortina 2020 FIS Alpine Ski World Cup Finals were canceled. It is now time to get started again, with you all. We hope that you can work in the best possible conditions, have fun and enjoy our local area, sharing our signature-sport, innovation, emotions and sustainability.

3 2 Covid-19 Rules

Dear Teams,

We wish to inform you that all the information contained herein are confirmed to date, July 2020.

Due to the current situation generated by the outbreak of Covid 19 and to the unknown consequences and actions that it may generate and require, we kindly ask you to bear in mind that specific rules and regulations could be activated by our national Government forcing us to make changes to the existing logistics set up and /or impose limitations in the use of general spaces as well as compulsory social distancing.

We do hope none of the above will be necessary and that we will hold the Event as planned; nevertheless we will immediately inform you of any changes should they occur and assure you we will be ready to find countermeasure solutions that can minimize consequences if and where possible.

The LOC will work to ensure the maximum level of health safety for athletes and their staff during the Championships, according to the Italian Government regulations, the WHO recommendations and the FIS COVID-19 Prevention Guidelines for Event Organisers

Therefore all NSA will be required to follow the above mentioned rules.

Further and detailed information will be provided to all NSA in the upcoming months based on the trend and global evolution of the pandemic.

3.2.1 Olympia delle Tofane Thanks to 100 World Cup races hosted on this slope the Olympia delle Tofane is better known as “The Queen of Speed”. For Cortina 2021 FIS Alpine World Ski Championships, the Organizing Committee carried out several improvements: from the snow-making system to the digital infrastructure implementation, such as optical fiber for broadcasters and timing.

A totally new racing track: the Vertigine slope will host the men’s speed disciplines. Several maintenance operations were realized in order to widen and connect the different parts of the track. Moreover, the snow-making system and the optical fiber and timing infrastructure were also newly implemented.

10 3.2.3 Druscié

The Druscié slope is the historical 1956 Winter Olympic Games slalom’s track where Toni Sailer won one of his three gold medals in Cortina. For its technical peculiarity Druscié is the perfect context used by professional skiers for training.

This new slope was created in the 5 Torri area to host the giant slalom, slalom and PAR qualifications. This track has been named after Lino Lacedelli (the first man with Achille Compagnoni to reach the summit of K2 in 1954) since the 5 Torri area with its beautiful rock towers is where Lacedelli used to train and nowadays it attracts hundreds of professional climbers every season.

18 6 FIS Alpine World Ski Championships Rules

6.1 Eligibility and Citizenship of the Competitors 8. To be eligible for entry in FIS World Championships the competitor must be a citizen of the nation of which National Ski Association he has a license and prove this with a valid passport (ICR 203). 6.2 Number of Participants and Officials 9.1 The maximum number of participants from each nation and the qualification levels shall be:

9.1.3 No more than 24 competitors with a maximum of 14 of either gender in the Alpine events plus the competitors according to art. 9.3.

Minimum requirements:

Slalom/Giant Slalom: FIS points in one of the five disciplines (DH, SL, GS, SG, AC) on the valid FIS points list.

Downhill/Super G/Alpine Combined (with Downhill): Maximum 80 FIS points in the event according to the valid FIS points list.

Alpine Combined: A maximum of 140 FIS points in the event according to the valid FIS points list and a maximum of 80 FIS points in Downhill are required.

Parallel Events: Maximum 140 FIS points in one of the five events (SL, GS, SG, DH, or AC) on the valid FIS points list. 6.3 Number of Participants in each single event 9.2 In each single event no more than 4 competitors per National Ski Association plus the competitors according to art. 9.3, are entitled to start.

9.2.2 Special and Alpine Combined Downhill: A maximum number of 6 athletes may take part in the official training in each event plus competitors according to art. 9.3

9.2.3 Mixed Team Parallel: Maximum number of Nations allowed to participate at the Mixed Team Parallel is 16. The best 15 nations on the World Cup Nations Cup standings after the last World Cup race prior to the FIS Alpine World Ski Championships are automatically qualified for the Mixed Team Parallel. If the host nation is not in the best 15 nations, it is qualified as the 16th nation.

19 If 15 (or less) automatically qualified nations from the World Cup Nations Cup standing are entered (including the host nation), the nation(s) with lowest PWSL (Parallel World Seeding List) ranking, based on the calculation made by adding PWSL ranks of the best four (4) athletes (two (2) women and two (2) men) entered for the Mixed Team Parallel will have the possibility to start until there are 16 nations entered.

The regulations for the Mixed Team Parallel are published on the FIS Ski Website under: “Rules for the Mixed Team Parallel”.

9.3 The reigning FIS World Champion/s has/have the right to participate at the next FIS World Championships in the event/s they won, in addition to the team quota, under the condition they are entered by the same National Association (this is valid only for the individual competitions and not for the team competitions). If however the World Champion/s is/are also entered for other events, he/she must be included within the overall team quota. 6.4 Team Officials The maximum number of team officials, medical and technical personnel per national team shall be:

*Medical personnel includes physicians, physiotherapists, etc. The figures of up to 14 competitors per gender applies to all nations. The quotas include the national team officials (team captains, etc.).

9.4.4 Transferable accreditations for Team Officials up to 50% of the above number of team official accreditations may be exchanged during the championships in order to accommodate different coaches and support staff in the different events. The accreditation card of the departed official must be returned to the LOC in exchange for a new one.

20 Access passes to the Team and Restricted Areas will be provided to the teams to distribute internally, based on the above quotas.

9.4.5 Each nation may register its President and Secretary General with the team entry for each of the disciplines.

The LOC does not assume any responsibility for organising accommodation or meals for further additional officials.

9.5 Access to the competition courses

Access to the competition course(s) is defined by the Jury and communicated at the team captain’s meetings. Persons granted access to the competition course(s) and restricted areas shall be provided with an additional access card or other agreed identification.

NB: Should the FIS make any change to the above mentioned rules, the new rules will automatically be implemented by the LOC.

21 6.5 Deadlines for Entries Entries will be accepted from the Ski Association of each country in accordance with the FIS quotas and rules.

Please submit team entries through the FIS Online Entry System at www.fis-ski.com. National Ski Associations must submit their team numbers and names according to the FIS Alpine WSC rules.

*Given the different calendar from the past editions of the WSC, the LOC has no benchmark for number of rooms and dates of arrival/departure of the teams. Therefore we ask all NSA to send a draft of the rooming list based on the above race calendar. This will not be considered an official entry list but will help the LOC to find the best solution for every NSA.

Please provide the following information:

• number of athletes, officials, other staff divided in team gender • number of rooms needed - single rooms according to rules • reliable dates of arrival/departure (even if not official) • number of skimen and workstations

22 6.6 Qualification Races Qualification Races for Giant Slalom, Slalom and PAR for both genders will take place in 5 Torri Ski Area according to the official rules (for more information see race schedule). Please read also the FIS Rule precisions specific to the Alpine FIS Alpine WSC 2021 in Cortina d'Ampezzo (ITA) 6.7 Anti-doping and Medical Rules 14.2 Anti-doping control of all events is compulsory

14.4 The FIS Anti-Doping Rules compiled in accordance with the World Anti-Doping Code define all by-laws concerning anti-doping controls.

14.4.3 For individual events: each Athlete finishing in one of the top four placements in the Competition, plus two other Athletes selected at random.

14.4.4 For Relay Events or other competitions in which awards are given to teams: One Athlete selected at random from each of the top four finishing teams, plus two Athletes selected at random from a randomly-selected team outside the top four finishing teams.

23 7 Accommodation and Payments

Any lodging arrangements outside of the above dates are the sole responsibility of the National Ski Association. As such, if your team is planning to arrive before the official arrival dates, plan on arranging your own: accommodation, meals, transportation, lift tickets, ski rooms and storage, etc. The LOC may help NSA to arrange accommodation before the official dates only if the same hotel is available for an early arrival.

NOTE: If an athlete is competing in two non consecutive races, the accommodation is due only for the dates of the single events; the period between the two events is at NSA charge (ex: SG and GS MEN: the LOC will pay from 7.02 to 10.02 and from 17.02 to 20.02) 7.3 Team Meals Lunch and dinner will be provided at the Team hotel, even though some hotels may provide dinner outside their building at a reasonable walking distance.

27 7.4 Team Payment Deadlines and Terms Payments include lodging, additional meals, wax cabin rental, and ski testing as reserved by each team or ski company.

Changes are permitted to be made to the reservation until Oct. 30, 2020 (art. 13.2 Preliminary team entry).

Before Jan. 18, 2021 (13.3.1 Provisional team selection), a National Ski Association may change their accommodation reservation by a maximum of 20% of the total nights without payment of a penalty (additional requirements are subject to availability).

The Organizing Committee’s terms for payment of accommodation will apply to athletes not qualified for free accommodation, additional periods for qualified athletes, as well as for team officials.

If this information is not communicated by the published deadlines before the championships, the Organizing Committee has the right to invoice the costs incurred for cancelled accommodation to the National Ski Association concerned.

Teams or persons who register late and do not observe the published deadlines have no right for the reservation or the payment of accommodation expenses and will be subject to payment of cancelled accommodation.

28 8 Important Event Information 8.1 Ski Preparation and Waxing Facilities Heated working facilities for ski preparation and storage will be provided to teams at or near their accommodation. One cabin is approx. 15 square meter in size and accommodates two workstations. Free facilities will be provided according to team size:

*Number of cabins allocated is non-transferrable between teams. Number of athletes refers to the combined quantity of both genders.

Additional cabins can be provided if requested by August. 30, 2020 at the cost of €1,800.00 per cabin (15 square meters, 2 workstations). The organizing committee will provide the following: power (teams are responsible for any necessary converters and adapters), locks for doors, protective carpeting, lighting. 8.2 Ski Testing Location A ski testing location will be available at Socrepes with 2 lines. The Organizing Committee will communicate the official dates and openings times in a further email.

Private snowmobiles are allowed; there is also the possibility to rent a local snowmobile - prices available on request. 8.3 Training On-hill training is available during the Championships. Training times and lanes must be booked through the LOC’s training coordinator. More information will be shared closer to the Championships. 8.4 Lift Access During training and competition, priority access is given to the competitors, coaches, team personnel and officials on all lifts serving the respective runs.

29 8.5 Course Access All course access requests for National Ski Associations (including Ski pool service personnel) and SRS service personnel must be submitted trough the online entries in connection with the Team entries. 8.6 Gym and Weight Training Facilities Gym for fitness, physical training and stretching will be at athletes disposal during World Ski Championships in Cortina:

• Palestra Revis - Via dei Campi 1 in Cortina - free of charge

• Energy Gym - Località Fiames, 5 (see map) - Weight lift gym

Info and reservation at the Race Office. 8.7 Team Hospitality The hospitality tents are for exclusive use of the teams. Only athletes participating in the race that day and their staff, are allowed to enter. 30 8.8 Accreditation Team Registration takes place at the Welcome Desk located near the Race Office at Alexander Hall, from February 5th to February, 21st 2021, from 8 AM to 6 PM. In case of early arrival accreditation pick-up will be available on request. Every NSA should have a person responsible for collecting all badges and passes for the team in order to minimize the number of people at the race office.

Each participating nation will receive an account for online accreditation in October 2020. The teams that were meant to participate in World Cup Finals in 2020 are able to use their existing account for accreditation requests.

Teams are kindly requested to name one person in charge for all types of communication between teams and the accreditation center. This person in charge will be the contact in all related matters.

Accreditation requests for all SRS staff must be submitted by the corresponding company, not the NSA.

31 For the pre-production of accreditation passes, please submit photos of all team members and guests in JPG format.

Photo Requirements:

• Photo must be in color, in focus and properly shot with even lighting. Red eye is NOT okay.

• Face depicts neutral expression

• Head and body are facing front and head is centered in the frame

• Photo background must be plain – white or light grey are recommended. Colored backgrounds or other objects in the background are NOT permitted.

• Hats, head coverings or glasses are not permitted except when worn for medical or religious reasons and only if full facial features are clearly visible.

• Please do NOT upload scanned images of actual documents such as passports or licenses. In the event of missing particulars, team members are required to appear in person at the Welcome Center.

Accreditation can only be issued in accordance with quota regulations. Up to 50% of the above number of Alpine team official accreditations may be exchanged during the championships in order to accommodate different coaches and support staff in the different events. The accreditation card of the departed official must be returned to the LOC in exchange for a new one. 8.9 Car Registration For public security reasons, in the accreditation form you’ll be asked to provide car plates number and car type. Each person can register 5 cars. The same car can not be registered in more than one profile. 8.10 Parking for Teams Teams will have parking lots available at the hotel or in the nearby. Parking lots for teams near the race areas are limited and will be provided according to team size. Parking and LTZ passes will be given at the Race Office upon arrival.

32 8.11 Visa Request and Information We are encouraging all World Championships attendees to start researching their VISA acquisition process now. Citizens of several participating countries are allowed entry without a visa. Please visit: www.vistoperitalia.esteri.it/home/en to see if your citizenship falls within these parameters.

If your nation does not fall within the above parameters, please visit your respective embassy website to understand your wait time: www.esteri.it/mae/en/ministero/ laretediplomatica This can be a complicated and time-consuming process. The LOC can help providing an official letter in support of your visa application upon request. 8.12 Team Captains’ Meeting Team Captains meeting will be held each night before official training or race at Alexander Hall, near the main Race Office. Time will be communicated further on. 8.13 Doctors’ Meeting The first Medical Meeting will be held after the first Team Captain’s Meeting at Alexander Hall or by video conference. Further Medical Meetings will take place in the finish area. They will be announced and confirmed during the World Championships. 8.14 Radio All the Ski Federations interested in using any radio frequency equipment in Italy, must apply and obtain a temporary license from the Italian Authority.

The Authority responsible for releasing the licences and to grant access to the radio frequency range is the "Ministero dello Sviluppo Economico" (MISE - https:// www.mise.gov.it/ ).

Teams must apply a request to the MISE to obtain a temporary licence to use the radio channels, and complete the payment according to the number of channels required.

The local organizing committee will coordinate all the frequency control on the equipment. During this process, all the radio devices adopted by the teams for the event will be labeled with a sticker.

These labels will uniquely identify the devices allowed to be used during the event, and will be assigned before the start of the World Championships. Dates, time and place for the labelling will be communicated in a further newsletter.

33 8.15 Personal Security Please notify the LOC staff if any of your athletes, staff, dignitaries or other accredited guests are bringing personal security for the Championships. The Organizing Committee is committed to safe and secure Championships, so we must coordinate all security details and efforts during the event. 8.16 Tickets and Hospitality Information for tickets and hospitality will be sent further on accordingly to the pandemic evolution and consequent LOC's decisions about the event. 8.17 Internet Access Free Wifi is available for teams in the hospitality tents and at the two finish areas. 8.18 Bib Draw and Ceremonies Given the current situation of uncertainty due to Covid-19 pandemic, time and place for public bib draw, opening and closing ceremonies will be communicated further on. Formal Award ceremonies will take place at the finish area. 8.19 Press conferences Medallists

Press conference with medallist will be present at the press conference shortly after the events. Press conferences will take place in the Main Media Centre close to Rumerlo Finish Area.

The connection with the mountains and Cortina, snow, sport and Italian tradition: these are the concepts behind the logo of Cortina 2021 FIS Alpine World Ski Championships. There are two complementary elements which interact in the logo, snow and action. Each of them recalls a range of contents and values and together they form a true symbol and describe a legacy that wants to last over time.

The crystallized snow on the Cortina 2021 logotype represents the urban context as a decorative element, creating the mood of the event.

Action is the fusion between Italian tradition and Cortina: the shield is highly evocative of sport and embodies the colors of the Italian flag, the blue of our national sports uniforms and the red squirrel, the symbol of Cortina d’Ampezzo.

With the official name FIS Alpine World Ski Championships, the logo will be present on institutional communications and on merchandising, and it will be used with or without the snow element.

The logo of Cortina 2021 was designed by Italo Lupi and Heads Collective (Renzo di Renzo).

35 9.1 Approval process

Any usage of the logo or of the official wording on any kind of media/material, is subject to approval by the LOC/Infront. Usage should be compliant to logo guidelines provided. Sponsors and any third party entitled to use the logo, should send the materials to LOC referent to request the approval. Process for referent to respond is within maximum 16 business days as per contractual agreement. Infront might refuse approval if logo usage is not compliant with the guidelines. Fondazione Cortina 2021 is strongly committed to be sustainable in the long term and to leave a positive legacy: the organisation of such a big event will meet the needs of the present without compromising the ability of future generations to meet their own needs. Fondazione Cortina 2021 sustainability is made of facts:

• Ideal facts: the event was born in compliance with the most current principles of corporate responsibility. First of all, the responsibility towards the environment and the local community that hosts the event;

• Concrete facts: the event meets high standards in terms of energy saving, efficient use of every resource and careful waste management;

• Facts for the future: Fondazione Cortina 2021 will be an important occasion to gather experiences, work on the right sustainability practices and impart all this to the events of the near future;

• Realism and awareness: we are aware that the sustainability of the event cannot be seen as an absolute concept but we aim to adopt any measures that allow us to achieve the highest level of sustainability that is possible today;

• Knowledge, ideas and legacy: it is a global event that aims to leave a positive legacy and become a reference model for the big winter events of the future.

In this project, special attention is devoted to environmental topics: as a matter of fact sustainability principles will be applied in the planning, organisation and management of the 2021 FIS Alpine World Ski Championships with the aim to minimize the environmental impact and maximise the reuse of materials, thus paving the way for the application of new technologies for big events.

14.1 What can you do?

• Please choose public transport for your travel. However, if you can’t leave your car at home, consider to share the journey with your colleagues. Car-pooling is an excellent alternative!

• Choose one of our ecological gadgets, such as bamboo cups or items manufactured in the Venice prison with the advertising banners of past events

• Put on your plate, just what you think you will eat. In doing so, you will be able to help someone who has not enough food.

• If you smoke do not throw your cigarette ends around, but look for one of our ashtrays

• Contribute to a “quality” separate collection and throw glasses, plates and cutlery in the ORGANIC. Although they may seem plastic, they are all compostable
