Salamuddin, Additional Director Shri Rajiv Saxena, Under Secretary 1 Shri Nagendra Kumar Pradhan ceased to be a member of the Committee w.e.f. 12th December, 2017. 2 Shri Nana Patole ceased to be a member of the Committee consequent upon his resignation from the Lok Sabha w.e.f. 14th December, 2017 INTRODUCTION I, the Chairperson of the Department-related Parliamentary Standing Committee on Science & Technology, Environment & Forests, having been authorised by the Committee to present the Report on its behalf, present this Three Hundred Seventh Report on the Action Taken by the Department of Atomic Energy on the recommendations/observations contained in Two Hundred Ninety-ninth Report of the Committee on Demands for Grants (2017-2018) of the Department of Atomic Energy, which was presented/laid in the both the Houses of Parliament on 31st March, 2017. 2. There were 37 recommendations/observations in the Two Hundred Ninety-ninth Report of the Committee. Action Taken Notes on the recommendations/observations of the Committee were received from the Department on14th August and 4th December, 2017. 3. In the meeting held on 1st January, 2018 the Committee considered the draft Report and adopted the same. REPORT The Report of the Committee deals with the Action Taken by the Department of Atomic Energy on the recommendations contained in the Two Hundred and Ninety ninth Report of the Department-related Parliamentary Standing Committee on Science & Technology, Environment & Forests on the Demands for Grants (2017-18) of the Department of Atomic Energy, which was presented to both the Houses of Parliament on 31st March, 2017. The Committee had in all made thirty seven recommendations/observations in the report. Action Taken Note on the report was received by the Committee on 14th August and 4th December, 2017. The Committee's recommendations, action taken thereon and comments of the Committee on the Action Taken by the Department of Atomic Energy are set out in the following paragraphs:- Recommendation (Para 3.7) The Committee notes with satisfaction the achievements of the Department of Atomic Energy in its 62 years of operation. In addition to its considerable achievements in the nuclear power generation, the Department has also produced useful spin-off applications for the benefit of the society and industry. Keeping in view the Department's success, the Committee is confident that the Department will be able to fulfil ten point vision outlined by NITI Aayog for the Department. Action Taken by the Government The Department accepts the observations of the Honourable Committee. The Department is working towards fulfilling the Ten Point vision outlined by NITI Aayog. Comments The Committee notes the reply. PERFORMANCE IN THE XII FIVE YEAR PLAN Physical performance in XII Five Year Plan Recommendation (Para 7.8 and 7.9) The Committee feels that this phenomenon of underutilization of allocated outlay is a very serious matter towards which the Department needs to focus its attention in a more professional manner and initiate concrete measures. Merely, reiterating that the Department has already in place a robust monitoring mechanism would not do any good particularly in view of the fact that underutilization of allocated budgetary resources has turned out to be a recurring phenomenon. It becomes all the more imperative, as underutilization of allocated resources provides the Ministry of Finance with an alibi to make less allocation in the next year and also allows them to use it as a tool to reduce the approved BE outlay at the RE Stage. The Committee is of the considered view that the Department can justify its demand for additional resources only when it is able to first utilise the entire resources allocated to it. The Committee, therefore, recommends that the Department of Atomic Energy must make sincere efforts by way of meticulous planning, timely implementation and stricter monitoring of schemes/projects. Action Taken by the Government The recommendation of the Committee has been brought to the notice of Heads of Constituent Units in the Department for meticulous planning and reporting through D.O. letter dated 18.5.2017 for timely implementation and monitoring. Comments The Committee notes the reply and would like the Department to constantly monitor the utilisation of funds. Recommendation (Para 7.10) The Committee also notes that the Department could not get allocations as per the ratio of outlay approved for the XII Five Year Plan. If the total approved outlay of Rs.107186.73 cr. for the entire XII Plan period be evenly distributed among the 5 Annual Plans, the average allocation comes to approximately Rs.21437.34 cr. per Annual Plan. The Committee finds that for 2016-17, the last year of the Plan period, the plan allocation at BE level was less by Rs.5675.46 cr. compared to average allocation per year and if it is seen in the perspective of the RE allocation, this gap further widens to Rs.11318.50 cr. which is almost the half of the annual allocation during the XII Plan period. The Committee is aghast to find that for past five years, allocations for Externally Approved Projects could not be finalised by NITI Aayog/Ministry of Finance. The Committee taking a serious view in this matter feels that by doing this, Ministry of Finance has made a mockery of approved outlay for the XII Plan period. Action Taken by the Government The recommendation of the Committee has been brought to the notice of Ministry of Finance for their kind consideration. Comments The Committee notes the reply. Recommendation (Para 7.11) The Committee, therefore, recommends that the Ministry of Finance must desist from such practices and allocate budgetary resources in the Annual Plans in proportion due to the Department or else the very purpose of long term allocations gets defeated. Action Taken by the Government The recommendation of the Committee has been brought to the notice of Ministry of Finance for their kind consideration. Comments The Committee takes note of the reply and would like the Department to pursue the matter with Ministry of Finance for full disbursement of the allocations made. UTILISATION OF THE APPROVED OUTLAY IN 2016-17. Recommendation (Para 8.5) On the overall analysis, the Committee finds that though non-scheme expenditure by the Department is satisfactory but there is a considerable scope for improvement in the Schemes because actual utilisation of funds in non-schemes is merely 56% by January, 2017. The Committee, therefore is of the considered view that Department needs to improve its fund utilisation. Action Taken by the Government Apart from monitoring at Unit level /Department level, monitoring of the Scheme at micro level has been introduced. The micro level monitoring is likely to increase the capacity of utilisation of the allocation. This has enabled nearly 98% utilisation of the overall budget for the year 2016-17. Comments The Committee appreciates the monitoring at micro-level and hopes that micro level monitoring will improve fund utilisation in non-schemes also. FUND UTILISATION UNDER INDUSTRIES & MINERALS SECTOR Recommendation (Para 8.10) The Committee is disappointed to note the financial performance of the Department under Industries & Minerals Sector and hopes that fund utilisation will see considerable improvement in coming years.

SHRIMATI RENUKA CHOWDHURY: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether Government is aware of illegal phone exchanges thriving on SIM boxes using Voice Over Internet Protocol (VOIP) for criminal activities; (b) if so, the number of such cases reported during last three years, State-wise; and (c) the steps taken by Government to strengthen human intelligence in order to bust such large scale criminal activities? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HANSRAJ GANGARAM AHIR) (a) to (b): Some instances of VoIP Exchanges thriving on SIM boxes using Voice over Internet Protocol (VoIP) being operated illegally for criminal activities in various parts of the country, have been noticed. The number of such cases reported during last three years is attached as Annexure. (c) The steps taken by the Government in this regard are as follows: (i) Field units of the DoT analyse records provided by Telecom Service Providers (TSPs) to identify suspected / grey calls which help in unearthing of illegal telephone exchanges. -2- R.S.US.Q.NO.564 FOR 20.12.2017 (ii) A toll free number 1800110420 or 1963 has been opened by all the Telecom Service Providers (TSPs) for the purpose of reporting by customers which further helps in unearthing of illegal telephone exchanges. Periodically a SMS is being sent by the TSPs to all the customers. The content of a sample SMS is “while receiving international calls, if local or STD or no number is displayed on your phone, please inform on toll free number 1800110420 or 1963”.
