Staff would like to provide some initial information regarding our upcoming apparatus renumbering plan. Beginning in early 2020, the entire fleet of SBFD apparatus will be renumbered as part of the County Operational Area plan. The plan was developed with input from all operational area fire departments and has been approved by the County Fire Chiefs.

Enclosed is the renumbering plan which includes all of the Operational Area Fire Departments’ new numbering system.

At this time, only our apparatus will be renumbered with renumbering to take place at a later date. SBFD apparatus will use the 7 series with all apparatus including that number for easy identification as an SBFD apparatus. For example: Station 6 will now run E-76 and E-176 (100 series is for reserve apparatus).

There are several important reasons for initiating this change: 1. The system will now identify each apparatus. All fire vehicles will carry a unique identifier. For example there will no longer be several engines identified as E-1 within the Op Area. 2. The new State resource tracking program (IROC) which will replace ROSS, requires each apparatus to have its own apparatus number that cannot be changed. 3. Regional Dispatch will require these changes to our apparatus numbering.

Please take some time to review this plan with your crews. More information will be coming as the plan is implemented.

SUBJECT: New Countywide Unit Designation and Numbering Agreement

As we continue to move towards a Regionalized Fire and EMS Dispatch Center, a new CAD will need to be designed. As part ofthat process, standardization of equipment designators amongst all fire agencies in the County, as well as the elimination of duplicate equipment numbering, must take place.

Approximately eight months ago, the County Chiefs formed a working group made up of one representative from each fire agency in the County to accomplish this task.

Attached to this memo is the result of that work and the new agreement which the County Chiefs unanimously signed in September of this year.

While no frontline equipment or stations will change numbering until we come out of fire season (high response), we will begin incremental changes as opportunities arise for certain staff positions and reserve apparatus.

Please take some time to review the attached report and spreadsheets (changes highlighted in yellow) to become familiar with what will be changing.

I am proud of how all of the fire agencies came together to accomplish the goals set before this group. I would like to give a special thanks to Division Chief Martin Johnson for all his efforts and Captain Mike Klusyk who served as the County Fire representative on this working group.

BACKGROUND

At your direction and approval, this working group was formed to provide a recommendation to standardize the naming and numbering of all fire department resources within Santa Barbara County. The working group includes representatives from each fire agency.

SCOPE

The Committee focused our efforts on naming and numbering conyentions for all apparatus and overhead positions within CAD . All recommendations are based on Apparatus Types and Minimum Standards listed in Chapter 13 of the FIRESCOPE Field Operations Guide (FOG).

OBJECTIVES

1. Develop a plan that is futureproof and allows for growth without having to reconvene the working group. 2. Develop a plan that satisfies FIRESCOPE requirements and aid in interoperability with adjacent fire districts and counties. 3. Develop a plan that satisfies ROSS/IROC current and future requirements. 4. Develop a plan that allows for easy resource identification through simply knowing the syntax of a radio/CAD identifier and without the need for complex memorization. 5. RESOURCE NOMENCLATURE

Other identifiers will be determined as needed for CAD as the system is built out. The Committee believes that everything with a response district has been included below. The goal is to bring all resources in-line with FIRESCOPE definitions.

OVERVIEW OF PROPOSED CHANGES & EXPLANATIONS

1. SECTORS a. The area a fire station is responsible for is called a sector in this plan. Some agencies refer to these areas as "districts." With there being so many Fire Protection Districts in our County, the term sector is used to create a distinction. b. Sectors are mapped based on geography. In this plan, individual departments are assigned blocks of ten, but it technically coincides with geographic areas. c. Each fire agency receives a block of ten sectors to work with. The exception being SBC who receives multiple blocks of ten that help map the geographic regions they cover. i. Santa Maria FD: 1-9 ii . Santa Barbara County FPO: 10-39 iii. Vandenberg FD: 40-49 iv. 4. ASSISTANT CHIEFS a. Assistant chiefs take on the number scheme that ascends from the home number for that department grouping and begins where Deputy Chief numbering leaves off: i. Example: SBC Assistant Chiefs» 203, 204, 205 ii. Example: STB Assistant Chiefs» 703, 704, 705

5. DIVISION CHIEFS a. Division Chiefs take on the number scheme that ascends from home number for that department grouping. This allows identifiers to be used without the need for a department prefix: i. Example: SBC Division Chiefs» Division 11, Division 12 ii. Example: LMP Division Chief» Division 51

6. BATIALION CHIEFS a. Battalion chiefs take on the number scheme that ascends from the home number for that grouping. This allows identifiers to be used without the need for a department prefix: i. Example: SBC Battalion Chiefs» Battalion 10, Battalion 11, Battalion 12, Battalion 13, etc. ii. Example: LMP Battalion Chiefs» Battalion 51, Battalion 52, Battalion 53, etc.

b. NOTE: During a working incident, battalion chiefs will most likely assume an ICS position and use that position as their radio identifier.

7. ADMINISTRATIVE & OVERHEAD STAFF a. Administrative staff take on the syntax of [TITLE I POSITION]+[#], with the number starting from the station assign€d or a number within that department's block. 11. HELICOPTERS, EXLUDING CALSTAR a. Helicopters take on different identifiers depending on their capability and/or mission at the time of launch. If the helicopter is equipped for ALS medical care, it's referred to as an "Air Squad," while helicopters that are either BLS or equipment for firefighting operations are simply referred to as "Copter."
