▅▅ A glance at the Project’s Phase I One of the present obstacles to the integrated and comprehensive management is the weak participation of the public in the development projects. In other words, the development plans are being prepared and implemented without the continuous participation of the stakeholders. Development experts believe that the stakeholders’ participation guarantees the success of any plan or program and in fact the primary objective of development is the attainment of participatory management. Although various endeavors are taken place to institutionalize public participation in watershed management, a specific practical mechanism is yet to be developed in . The phase I of the Sustainable Management of Land and Water Resources (SMLWR) Project commenced in 1997 based on a joint initiative of the Islamic Republic and Iran and the United Nations Development Programme (UNDP) at Hablehroud Watershed Basin with an area of 1.2 million hectares as its pilot region. Four plans (with 4 separate plan documents) were designed. One of the plans, entrusted to the Management and Planning Organization, was drawn up as the umbrella entity to coordinate the overall activities and conduct the strategic planning for the other three thematic plans on watershed management, combating desertification and sustainable agriculture. These plans launched their activities at specific pilot sites and the managers of all four plans were selected from Iranian experts.

▅▅ The international group’s project assessment The international experts assessed the Sustainable Management of Land and Water Resources of Hablehroud Project in 2001 whose results are indicated below: ▂▂ Many problems involved in sustainable management of land and water resources are taken into consideration in Hablehroud Watershed Basin and could be extended to the other regions of the country ▂▂ The cooperation of three executive institutions under the framework of a single watershed basin is the first endeavor of its kind in Iran with valuable hands on experiences ▂▂ The experience with Participatory Rural Approach (PRA) has been very limited in Iran and Hablehroud Project is an important pioneer in this field ▂▂ Despite the cultural limitations on women participation, their cooperation in the participatory planning has enhanced women’s role in group decision-making ▂▂ The Project enjoys trained and motivated personnel with practical experience in participatory processes.

▅▅ Phase II of Hablehroud Project After the conclusion of Phase I, in a joint meeting of representatives from the Ministry of Jihad Agriculture, Planning and Management Organization, Ministry of Foreign Affairs and UNDP, it was decided to commence the Phase II of Hablehroud Project as a high priority national project. Thus, an international consultant was contracted to develop the project document for Phase II. The integrated management strategy of Hablehroud Watershed Basin became the main agenda of the Phase II. The preparation of such strategy coupled with the well documented past experiences paves the way for the development of a model applicable in the other regions of the country. The envisioned model could enable the project to implement the detailed concepts and schemes to utilize the participatory approach in sustainable management of land and water resources inside the watershed basin as well as the other development projects. Therefore, the Sustainable Management of Land and Water Resources (SMLWR) project was extended for another 5 years until the end of 2016 by the seventh meeting of the Project Board comprised of the Deputy Minister and Head of the Forests, Rangeland and Watershed Organization (FRWO), the

United Nations Resident Representative in Iran, Representative of the Ministry of Foreign Affairs and other members of the Project Board. They emphasized on the sustainable economy as an appropriate tool for the integrated management of natural resources along with the inter-sectoral cooperation, control of land degradation and improvement of living standards for the local residents. The Phase II of Sustainable Management of Land and Water Resources of Hablehroud Project intend to attain a suitable model for the integrated management of watershed basins in the arid and semi- arid regions of Iran. Also, it envisions enhancing inter-sectoral cooperation and materializing the participatory approach at the local level. The main outcomes of the project in line with the above- mentioned goals are the development of the National Action Plan to be used in other watershed basin managements in the country and to control the land degradation through the improvement of the living standards for the local residents.

▅▅ The Phase II outcomes and objectives The Phase II of Hablehroud Project envisions attaining the following 2 major outcomes and 4 outputs: Outcome #1: Development of a model for the integrated planning and management of the land and water resources in the watershed basin in line with the sustainable development of the basin Output 1.1: Design a framework for sustainable economy and establishing a linkage with the national accounts in order to attain sustainable development throughout the watershed basin Output 1.2: Design the strategies for participatory management and an integrated management model for the watershed basin concentrating on sustainable management of land and water resources in the arid and semi-arid regions and subsequently submit them to the national authorities for their mainstreaming into the governmental policy- making framework and planning Outcome #2: Enhance the management status of land and water resources and control land degradation through the participatory approach at the watershed basin Output 2.1: Document, monitor and assess the best practices and innovations related to the management of land and water resources Output 2.2: Sustainably improve the living standards and capacities of the basin residents and ameliorate the management of natural resources

▅▅ Establishment of inter-sectoral structures and conducting various meetings to enhance organizational cohesion Since, one of the major objectives of Hablehroud Project in phase II is to enhance the organizational strength and cohesion in line with the integrated management of the watershed basin, the Project has defined its main activities in 2012 for the establishment of inter-sectoral structures including Watershed Local Committee, County Planning and Management Committee, Watershed Technical Committee, Provincial Monitoring and Assessment Committee and eventually, the Watershed Management Committee. It envisions utilizing the managerial and expert capacities of the mentioned structures to successfully pursue its duties in sustainable management of land and water resources through participatory processes. Thus, the above-mentioned committees have held various meetings during the past two years with significant outcomes for the project.

▅▅ Establishment of the Hablehroud Watershed Local Committee Sustainable Management of Land and Water Resources of Hablehroud Project has the objective of providing a model for the integrated management of land and water resources, to be included in the government’s policies and plans, and implementing it in the pilot basins. Towards this end, Hablehroud Project in the first year of its new phase desires to establish, revive or expand the local and inter-sectoral coordinating institutions to attain sustainable management of land and water resources. Moreover, the Project intends to practice and train the decision-making mechanisms of such institutions as a bridge between the decision taking at the national level and the decision making at the local level. These institutions are comprised of the Project Board and the Technical Committee at the national level; the Monitoring and Planning Committee, and the Technical Committee at the provincial level; and the Management Committee and Watershed Local Committee at the local level. The Hablehroud Watershed Local Committee as the first institution at the lowest level of decision-making in the basin is the closest entity to the local communities and submits its decisions and recommendations on sustainable management of land and water to the Watershed Management Committee. This committee is comprised of the representatives from 120 villages at the main watershed basin of Hablehroud who are elected either through direct elections or consultative meetings. To this end, the introductory workshops of Hablehroud Project in the new phase were held with the objective of facilitating the establishment of this committee at the local level by inviting the representatives of Islamic Councils and Dehyaris* in order to introduce the needs and objectives of the committee to the rural representatives. These workshops were conducted for 5 days in July and August of 2013 in Aradan, Garmsar, Semnan, Firouzkouh and Damavand Counties and paved the way for the establishment of the Watershed Local

Committee with the participation of local representatives. This committee has held 5 meetings on the issues pertinent to the land and water of the watershed basin by the end of 2013. * Dehyari is a rural organizational entity similar to the municipality in the city. The head of Dehyari is the Dehyar, who is chosen by the rural council to run the daily affairs of the village. It is similar to the selection of the Mayer by the city Council to run the daily affairs of the city.

▅▅ Establishment of the Hablehroud Watershed Management Committee and holding its first official meeting Hablehroud Project in the first year of its new phase intends to establish, revive or expand the local and inter-sectoral coordinating institutions to attain sustainable management of land and water resources. Moreover, the Project aims to practice and train the decision-making mechanisms of such institutions as a link between the decision taking at the governmental level and the decision making at the local level. These institutions are comprised of the Project Board and the Technical Committee at the national level; the Monitoring and Planning Committee, and the Technical Committee at the provincial level; and the Management Committee and the Watershed Local Committee at the local level. & Transportation Office, experts from Jihad Agriculture, Islamic Republic News Agency (IRNA), and representatives of local communities from Firouzkouh Governor’s Office took part in this event. In this meeting, the pertinent issues including the project objectives, performed activities in Phase I, the envisioned measures in Phase II, the goal of establishing the Hablehroud Watershed Management Committee, the organizational arrangement and the Terms of Reference of the Watershed Management Committee, Terms of Reference for the County Planning and Management Committee, Terms of Reference for the Director of the Watershed Management Committee, and the Terms of Reference for the Secretary of Watershed Management Committee were discussed. The organizational structure of this committee consists of the representatives of the local communities, governors of the counties, heads of natural resources county offices as the interim secretaries of the committee, pertinent directors of county offices and the invited members. The committee is in interaction with the representatives of the local communities, the County Managers of Jihad Agriculture, representative of the County Water Affairs, Heads of DOE’s County Offices, representative of the Housing Foundation in the Counties, representative of the Provincial Technical Committee, District Governor, Project Provincial Manager, Representative of the Non-Governmental Organizations, member of the Parliament and the other invited members (depending on the meeting agenda). It was decided that the County Planning and Management Committee hold its meetings once a month regularly and the results of the meetings are to be submitted to the Watershed Management Committee once every three months. After the detailed discussions of the TORs, it was decided to prioritize all the projects at the Watershed Management Committee and then, based on the priorities, the projects are reviewed and ratified in the Planning Committee.

▅▅ Establishment of Habehroud Watershed Technical Committee and conducting holding various meetings Another activity of the Hablehroud Project in 2012 was to establish the Project Technical Committee in order to develop the institutional arrangements for planning and implementation of the strategies and the related activities to the sustainable management of land and water. This committee is comprised of the technical experts from the pertinent institutions in Tehran and Semnan Provinces on the management of land and water in the basin as well as the Project Management Unit (PMU) and the representatives of FRWO. The duty of this committee is to technically review the proposed plans of the institutions and the local communities towards the sustainable management of land and water resources. The members of the above-mentioned committee are to be selected from the pertinent individuals that are directly or indirectly involved in the project with the approval of the General Director of the Provincial Natural Resources Office. This committee acts as the technical arm of the Provincial Monitoring and Assessment Committee and its outputs are to be submitted to the aforesaid committee. The members of the Technical Committee are experienced experts with hands on knowledge of participatory approach and are suitable for developing the frameworks for the specified plans. The major responsibilities on this committee include the followings: 1. Prepare and submit practical recommendations for the general improvement of the project to the Provincial Monitoring and Assessment Committee 2. Cooperate in the assessment of the project’s current status, activities and plans at sectoral and inter-sectoral levels 3. Assess the activities and plans of the other institutions in the project area 4. Review and technically comment on the project’s translated reports, journals, articles and books 5. Follow up the ratifications of the Provincial Monitoring and Planning Committee that require comments by the Technical Committee 6. Visit the pilot sites and the operational activities of the project 7. Cooperate in conducting various studies based on the Project Document 8. Prepare the TORs and methodologies of the activities according to the Project Document 9. Cooperate in the development of the project model 10. Collaborate in the preparation and development of the Project Management Plan 11. Coordinate the technical and planning affairs 12. Perform other technical affairs entrusted by the National Project Director (NPD) 13. ▅▅ Conduct joint coordination meetings with the rural Councils and Dehyaris of pilot villages in Hablehroud Project during phase II (total of 18 meetings) The goal of conducting these meetings was to quickly assess the status of the villages and to coordinate and introduce the new phase of Hablehroud Project to the members of rural Islamic Councils and Dehyaris in order to facilitate the project implementation. Also, the meetings were to identify the rural problems and potentials and to prioritize them based on scientific methods. The venue of these meetings were the villages of Atashan, Anzha, Mahabad, Khamdeh, Mozdaran, Harandeh, Dehgardan, Moumach, Kalaak, Mashehad, Seyedabad, Hesarbon, Lozur, Arou, Dehnar, and Havir in Tehran Province. ▅▅ Preparation of Hablehroud Watershed Land Use Plan Hablehroud Land Use, Social, Economic and Ecological Capacity Assessment Plan commenced in August 2012, after determining its sub-basin. The plan ended in five months with baseline studies, analysis of the current status and production of new data. The objectives of the plan were as follows: 1. Quick synthesis of the baseline data 2. Determine the social, economic and ecological capacity utilizing the modern methods and conducting the regional land use studies in Semnan and Tehran Provinces 3. Develop the theoretical foundation for the selection of the sub-basin for statistical control in the project area The collected data during the past 17 years in regard to the various ecological, economic and social criterions of Hablehroud Watershed Basin in Semnan and Tehran Provinces with an estimated area of 1266000 hectares were reviewed, modified and integrated into an appropriate data bank. Meanwhile, the mentioned data bank was completed with the generation of new data through MODIS and TM remote sensing and GIS-based analysis. Then, the area was studied for social, economic and ecological capacity of conducting various land use applications like agriculture, fruit orchards, rangeland, recreation, conservation, urban and rural development, industrial expansion, aquaculture, medium scale sanitary landfill and tree plantation. The Multi-Criteria Evaluation computer model coupled with the Weighted Linear Combination approach was utilized for this endeavor. At the next stage, the appropriate scale of these applications from the socio-economic perspective based on the available data was evaluated. Ultimately, the land use alternatives were determined via Multi- Objective Land Allocation method. Therefore, the advanced SWAT method was used to model the water volume for each sub-basin based on the hydrological, pedological and meteorological data. The model results were calibrated for subsequent applications. With the aid of Zonal Land Stability (ZLS), the harmonized spots for the management of the region were identified. Finally, a comprehensive table indicating the specifications of the sub-basins and the land use trends were prepared. These trends were resulted from the TOPSIS analysis of costs, opportunities, vegetation coverage, capacities and current applications. Four scenarios for the pilot sub-basins were developed in order to be used in the regional management plans. This research has utilized almost all the available data and has analyzed them with the Middle Filter Approach.

▅▅ Preparation of the review report on Phase I of the Sustainable Management of Land and Water Resources of Hablehroud Project The Review Report of Phase I was prepared in 2012 and was decided to be published as a book in 2013 for its greater access by the public, especially experts and students. All the references, documents, reports and studies were verified by the pertinent managers and experts through interviews and all the shortcomings in the referenced data and information were addressed. Eventually, the pilot villages were visited and the final and complete report was sent for publication.

The unprecedented speed and scope of anthropogenic activities has altered the natural environment and has resulted in climate change. ▅▅ Translation and publication of the book titled “Sustainable Economy” In recent years, world economies have shown their fragility in form of economic recession, budget deficit, uncertainty in international investments, price fluctuations, unpredictability of the market forces and the inflexibility of national economies. The ratio of global debt to the Gross Domestic Product (GDP) was 218% in the 2000 that has amplified to 266% in 2010. Two years after the mentioned currency crisis, 27 million people across the world were laid off and many were forced to accept less working hours or lower incomes. The footprint of anthropogenic activities and their impacts on the environment have exceeded the planet’s capacity by 52% in terms of self-purification from pollution and replenishment of the natural resources. In 2010, the highest emission of greenhouse gases was detected. The aforesaid economic, social and environmental crises are interrelated. Thus, an integrated view of these predicaments is the only viable solution. These crises are far more serious to be resolved by minor alterations and isolated policies or even few technological innovations. Rather, it requires fundamental changes and a new economic vision. This vision in our view is the sustainable economy or the economy based on social equity that calls everyone to respect the limits of the planet Earth. In the book titled “Sustainable Economy”, the author discusses a new definition of “progress” as a combination of human wellbeing and the sustainability of natural systems. This definition would help in prioritizing the long term investments and general policy makings. It calls for innovations in trade and generation of wealth, employment and society, as well as development in line with proper management of natural assets. Due to the importance of the topic and the novelty of sustainable economy at the national and international levels, Hablehroud Project decided to translate and publish this book at the beginning of Phase II. This would present the new concept to all the stakeholders involved in the watershed management and would introduce pioneering institutions in sustainable economy. The recommended guidelines could be useful to the watershed managers.

▅▅ A two-day workshop on introducing the concepts of watershed comprehensive management The two-day workshop was held from 31st July to 1st August 2012 at the Tehran Province Watershed & Natural Resources General Office. Many local authorities and experts took part in the workshop including the General Director of Watershed Management & Natural Resources of Tehran Province, Head of Jihad University Unit of Tehran, managers of the Tehran Province Natural Resources General Office, and the experts from various departments of the General Director’s Office. Issues like the indicators of the Project Document in the new phase, the operational objectives of Hablehroud Project’s Phase II, the monitoring methods of each indicator and the general concepts of watershed comprehensive management were discussed in this workshop. The main objective of holding this workshop was to make the experts and managers acquainted with the objectives of the Sustainable Management of Land and Water Resources of Hablehroud Project in the new phase and introduce the concepts of the comprehensive management of natural resources and the sustainable management of land and water resources. ▅▅ Field trip to West Azerbaijan Province by the Habllehroud Watershed Technical Committee The field trip was conducted at Orumeyeh City in West Azerbaijan Province on the 20th and 21st of November 2012 with the participation of the General Director of Rural Affairs of Tehran Provincial Governor’s Office, the experts of the DOE General Offices in Semnan and Tehran Provinces, the representatives of the Housing Foundation of Tehran and Semnan Provinces, the representative of Rural Water & Sewage Office of Tehran Province, the representatives of Cultural Heritage General Director Offices in the provinces of Tehran and Semnan, the General Director of the Eastern Regional Water Office of Tehran Province, the experts of Regional Water Office of Semnan Province as well as the experts from Hablehroud Project offices in the provinces of Tehran and Semnan, and the counties of Garmsar, Aradan, Firouzkouh and Damavand. On the first day, the experts visited the rehabilitated wetlands at the periphery of Orumyeh Lake (Soldouze and Yadegarlu) by the local communities. Mr. Entekhabi as the representative of the local communities of Naghadeh County elaborated on the status of the wetlands, their valuable fauna and the rehabilitation process. Afterwards, Mr. Jafari as the representative of the local NGOs in Soldouze County talked about the cooperation and the unity of the aforesaid NGOs and their efforts to revive Soldouze, Seerangali and Dorna Wetlands. Then, Ms. Karimipour discussed the objectives and plans of Hablehroud Project during its Phase II. Later on, Messrs. ▅▅ Seminar on Integrated Management of the Watershed Basin with emphasis on sustainable development The Sustainable Management of Land and Water Resources of Hablehroud Project at the commencement of its phase II with the objective of watershed integrated management decided to bring together all the pertinent stakeholders in the management of the basin from the provinces of Tehran and Semnan in order to devise participatory mechanisms for decision making in the basin and to manage the intricate and sometimes contradicting views of the stakeholders. Thus, a seminar on the integrated management of the watershed basin with the emphasis on sustainable development was held at ICIC building in October of 2012. Sustainable Management of Land and Water Resources of Hablehroud Project gathered all the stakeholders in the management of Hablehroud Watershed Basin including the representatives of the United Nations, Director of Forest, Rangeland and Watershed Organization, the staff experts of the project, the experts from the Ministry of Jihad Agriculture’s Provincial Offices in Tehran and Semnan, the experts from the Natural Resources Provincial Offices in Tehran and Semnan, Dehyars and the representatives of the local communities and other project stakeholders. In this seminar, the objectives and the plans of Phase II were explained and a photo exhibition and a exhibition of products made by the local communities during Phase I was prepared. All the pertinent stakeholders, especially the local communities were encouraged to participate in the planning and implementation of the comprehensive management of the watershed basin.

▅▅ Rangeland reclamation (rangeland management) in Semnan Province Since the degradation of rangelands on the upstream and downstream of Hablehroud Watershed Basin is one of the most important threats indicated in the Land Use Plan, the Rangeland Reclamation Plan was included in the project agenda. The first stage of this plan was the site selection based on the Land Use Plan of the watershed basin while taking into consideration the present threats and the needs of the local communities. Thus, the counties of Sorkheh and Aradan were selected for the implementation of this plan and all the stakeholders involved were identified and invited to the workshop. The related associations were reorganized and each association nominated a representative to the Project’s County Office. The representatives were also nominated in writing to the Watershed & Natural Resources Provincial General Office and the Project’s Provincial Office. These representatives were contracted as the custodians of the rangeland. All the rangeland users have announced their cooperation with these custodians in implementation of the Rangeland Management Plan. These custodians have the following responsibilities under the supervision of the Rangeland Provincial Office, Rangeland County Office and the Project’s provincial Office: 1. Prevent the entrance of passing by livestock into the rangelands 2. Control the entrance time of the livestock into the rangelands 3. The first phase of the plan was to identify the location of mountain springs that require repair. In collaboration with the Rangeland Provincial General Office and the county supervisor, the compliance of the recommended plan with the Rangeland Plan Document was verified. After the approval of the plan, the required construction materials were supplied to the users and with their participation, the work force for the implementation of the project was provided. Subsequent to the repairs, the protection and preservation of the mountain springs was entrusted to the rangeland users in a written minute with the supervision of the Provincial and County Supervisor. ▅▅ Combating desertification through planting windbreakers in Semnan Province Wind erosion damages the agricultural lands through the removal of sand. This process is more evident during the dry season (summer), when the lands have the least amount of vegetation coverage. Also, some the cultivation lands are abandoned for a period of time so that the soil can replenish its minerals and nutrients. The shortage or lack of vegetation coverage, monotony of the land surface and the laxity of soil due to continuous cultivation make these areas ever increasingly susceptible to wind erosion. Thus, a great volume of soil is removed annually. The depletion of the top soil enriched with minerals and organic substances decreases the fertility of the agricultural lands. The first phase of the plan was to identify the regions affected by the wind erosion. After the site selection, the pertinent farmers were identified and a work shop on awareness and trust building measures was conducted for them. The farmers were introduced to the plan and their role was explained. Then, a mutual memorandum of understanding was signed for the participatory implementation of the plan. The expert from the Desert Provincial Office and the Project’s County expert supervised the entire process. The memorandum of understanding has specified the following responsibilities for the farmers: 1. Plant of saplings according to the technical guideline provided to them 2. ▅▅ Water Transfer Plan in Behvard Sub-basin In line with the objectives of the project to increase the efficiency of irrigation mechanism and prevent water loss, the susceptible farming regions to water loss are identified and through the matched participation of the local communities (50%-50%), measures are taken to remedy the situation. Upon the request of the local farmers to transfer water to Behvard Sub-basin, the necessary coordination with the Jihad Agriculture’s Provincial and County Offices was made, the area was visited, and a joint meeting was conducted. In this meeting, the objectives and the activities of the Project were discussed and with the approval of the technical experts, the expenses were funded by the Ministry of Jihad Agriculture, Hablehroud Project and the contributions of the local residents. Thus, the Water Transfer Plan was completed with the joint construction of concrete canals and pipelines by the local communities. As it was mentioned above, this plan was funded jointly by the local residents, Ministry of Jihad Agriculture and Hablehroud Project under the technical supervision of experts from Jihad Agriculture and Hablehroud Project. ▅▅ Management of regions suitable for the cultivation of Galbanum in Rameh Sub-basin Rameh region is under the jurisdiction of Aradan County with rich rangelands suitable for the cultivation of herbal medicine plants, especially Galbanum. In recent years, middlemen have identified this region as a profitable source of herbal plants and have purchased these products in large amounts from the farmers. This has resulted in the destruction of rangelands and little income for the farmers, since they could not supply the potential markets directly. In order to eliminate the middlemen, prevent the degradation of rangelands, establish a linkage between the farmers and the market and increase public awareness, Hablehroud Project decided to include the management of these areas in its agenda. For the implementation of this plan, the potential byproducts in the region were identified. Then, the pertinent rangeland users were identified and invited to participate in a workshop. The main issues for the locals were the interference of middlemen in the market and the excessive and improper use of rangelands. Through various workshops, the Byproducts Producers Association was formed and its members were trained. The cultivation, collection of crops, marketing and sales were entrusted to this association in order to eliminate the middlemen and increase the income of the local residents. The required seeds were collected by the association and were sold to the farmers. The generated income has helped to reduce the number livestock in the rangelands and has reduced the stress on the natural resources and the vegetation coverage. These activities are in line with the objectives of sustainable management of land and water. Plan objectives: 1. Enhance the income level of the local communities and eliminate the middlemen 2. ▅▅ Furnish project offices at the national, provincial and county levels One of the preliminary activities of Hablehroud Project at the beginning of 2012 was to open or reopen the project offices in the counties of Damavand, Firouzkouh and Garmsar as well as to furnish the offices in the provinces of Semnan and Tehran and the Project Management Unit. Thus, six desks, ten chairs, four computers, two digital cameras, three hard drives with the capacity of 500 Giga bites, six printers, five wireless modems, a laptop, a video projector, a fax machine, 2 GPS devices, three book shelves and stationary were procured and delivered to the above-mentioned offices. Furnishing the six offices at national, provincial and county levels paved the way for the commencement of project activities at the national and provincial levels.

▅▅ Employ three experts for the project’s provincial offices Another initial measure taken by Hablehroud Project in July 2012 was to employ three experts for the project county offices in Damavand, Firouzkouh and Garmsar. These experts worked in coordination with the Project Management Unit (PMU) and the province as the representatives of the project in the aforesaid counties. Also, they have made the necessary contacts with the local communities.

▅▅ Conduct the 8th Project Board Meeting The 8th Project Board meeting was held at the conference hall of Forest, Rangeland and Watershed Organization (FRWO) on 9th of July 2011. The meeting was chaired by Mr. Orangi, the Deputy Ministry of Jihad Agriculture and the National Project Director (NPD)/Head of FRWO. The other participants included Ms. Vidal, the Resident Representative of the United Nations in Iran, Dr. Farzin, the Head of Inclusive Growth and Development Cluster of UNDP, Mr. Golriz, the representative of the Ministry of Foreign Affairs, the members of the Project Board from the provinces of Tehran and Semnan, and the representatives of the Ministry of Jihad Agriculture and the Provincial Governer’s Offices of Tehran and Semnan. The agenda of the meeting included a report on the outcomes and measures taken by Hablehroud Project in 2011and its financial performance during 2007 – 2012 period based on the UNDP funds. It was decided to integrate the MENARID and Hableroud international projects with a joint National Project Manager (NPM) in order to enhance their coordination and integration.
