Elections 2019: highest turnout in 20 years

The results of the 2019 European elections held on Sunday May 26 in and much of Europe are already beginning to be revealed. Participation in Europe has been close to 51%, which represents a significant increase and the highest rate for the last twenty years. this figure counteracts the fall in participation in Portugal (around 30%), being the lowest in its democratic history.

As for the results, the first projections of the indicate that the European People's Party has won the European elections with 179 seats, the Socialists would have obtained 147, something below the polls. In third place, Alde-Reinassance, the formation product of the merger of the Liberals with the movement of Emmanuel Macron, which bursts with 102 seats according to this exercise. An finally, 69 seats for Greens/EFA.

Currently, the political groups in the European Parliament are: European People's Party (EPP Goup), Progressive Alliance of Socialists and Democrats (S & D), European Conservatives and Reformists (CRE), Alliance of Liberals and Democrats for Europe (ALDE), Left Unitary European / Nordic Green Left (GUE / NGL), The Greens / European Free Alliance (Greens-EFA) and Europe of Freedom and Direct Democracy (EFDD).

MEPs call for EU Magnitsky Act to impose sanctions on human rights abusers

MEPs backed a resolution calling for new EU human rights sanctions to punish state and non-state actors responsible for gross violations of human rights. In a resolution adopted, the European Parliament calls for a new sanctions regime to be established at EU level to impose asset freezes and visa bans on individuals involved in grave human rights violations. The list should include state and non-state actors who have contributed, physically, financially or through acts of systemic corruption, to such abuse and crimes, worldwide. The new sanctions regime would strengthen the EU’s role as a global human rights actor and should symbolically carry the name of Sergei Magnitsky, MEPs say.

Mr Magnitsky was a Russian tax accountant investigating corruption who died in a Moscow prison in 2009, having endured inhumane conditions and torture. Similar legislative frameworks are already in place in the United States, Canada, and several EU countries, namely in Estonia, Latvia, Lithuania and the United Kingdom.

MEPs finally welcome the proposal made by the President of the Commission to move beyond unanimity voting, in Common Foreign and Security Policy (CFSP) areas in Council decision-making. In this context, they urge EU member states to adopt this new sanctions instrument so that a qualified majority in the Council may adopt human rights sanctions.

The resolution was adopted by 447 to 70, with 46 abstentions.

NGOS saving lives in the Mediterranean: MEPs to assess the situation

Each year, the European Parliament awards the Sakharov Prize to Freedom of Thought, named in honor of the physicist and Soviet political dissident . It was created in 1988 to honor individuals and organizations that defend human rights and fundamental freedoms. 2018 marks 30 years since the Sakharov Prize was first awarded.

The finalist NGOs of the Sakharov Prize 2018, who carried out rescue operations in the Mediterranean and are now prevented from operating, have spoken about their work with the MEPs. Members of the Civil Liberties Committee and the Subcommittee on Human Rights debated the legal framework for search and rescue operations, as well as the challenges faced by people working in the field with representatives of NGOs.

Speakers included EP Vice President Heidi Hautala (Greens / EFA, FI), members of Sea Watch, Solidarity at Sea, Sea Eye, Seebrücke Germany, Open Arms, Doctors Without Borders and Maritime Assistance Station for Migrants, as well as a migrant rescued in Mar and several academics working in the field of migration.

European Social Fund: fighting poverty and unemployment

The European Parliament is backing updated rules to Survey on financial instruments tackle unemployment and high rates of poverty in the EU. European social fund The report, adopted in plenary on 4 April, proposes to increase funding for the European Social Fund in the EU’s budget for 2021-2027 with a primary focus on youth employment and children.

Many people are concerned about ocial and employment issues. Parliament wants the EU to do more on social issues by supporting a renewed and simplified European Social Fund, known as the European Social Fund Plus’ (ESF+).

BRIEFING The new version of the fund could then help to create full employment, boost the quality of work, increase European Social Fund Plus (ESF+) 2021-2027 productivity, make it easier for people to find work in a different part of the EU, improve education and training as well as promote social inclusion and health.

Parliament will now have to negotiate the regulation with the Cou ncil during the next parliamentary term.

EU, Latin America and the Caribbean: Partnering for prosperity, democracy, resilience and global governance

The is strengthening its political partnership with Latin America and the Caribbean by focusing it on four priorities – prosperity, democracy, resilience and effective global governance – for common future.

The vision for a stronger and modernised bi-regional partnership focused on trade, investment and sectoral cooperation is set out in a new joint communication presented by the European Commission and the High Representative. This new partnership aims at working together in changing global and regional realities that require joint efforts to address common challenges and opportunities.

Building on the achievements of the last decades, the partnership should concentrate on four mutually reinforcing priorities, underpinned by concrete initiatives and targeted EU engagement with the region: Partnering for Prosperity – by supporting sustainable growth and decent jobs; reducing socio-economic inequalities; transitioning towards a digital, green and circular economy; as well as further strengthening and deepening the already solid trade and investment relationship

Partnering for Democracy – by strengthening the international human rights regime including gender equality; empowering civil society; consolidating the rule of law; and ensuring credible elections and effective public institutions

Partnering for Resilience – by improving climate resilience, environment and biodiversity; fighting against inequalities through fair taxation and social protection; fighting organised crime; and deepening dialogue and cooperation on migration and mobility, in particular to prevent irregular migration, trafficking in human beings

Partnering for effective global governance – by strengthening the multilateral system, including for climate and env ironmental governance; deepening cooperation on peace and security; and implementing the 2030 Agenda.
