PREFACE

I am happy to inform that this is the second monthly road accident analysis in Tamil Nadu. In this analysis we have incorporated the target for each district in respect of road Accident and road Accidental death. We have also incorporated the road wise and cause wise accidents during this month. The importance of the helmet wearing were also included in this report. In addition, we have separate road accident analysis for seven Municipal Corporations from this month onwards. Suggestions and recommendations are welcome for the improvement of Road accident analysis.

1. Introduction

An Accident makes not only fatal but also it can change the life of Person or family for ever. The consequences of an accident are recurring and cause serious damage to the financial and social position of the family. Permanent disability not only results in loss of income but also damage the morale. According to Statistics, more people are killed in road accidents every day than wars put together. So there is an urge to control the road accidents and accidental deaths.

A comprehensive plan is being prepared in Tamil Nadu to prevent the Road accidents and accidental deaths in the year 2019. The accident and accidental death and the various activities taken to reduce the accident is analysed in this report.

The yearly target fixed for total number of accidents should not exceed 49089 and total number of deaths should not exceed 9182 during this year 2019. During this month (Feb 2019) the fifteen districts viz., Eorde, Thanjavur, Vellore, Namakkal, Tiruchirapalli, Perambalur, Tirunelvlei, Thoothukudi, Dharmapuri, Salem, The Nilgiris, Ramanathapuram, Nagapattinam, Virudhunagar, Pudukottai has achieved the target in accidental deaths.

Eventhough the total accidents are in increasing trend, the fatalities have come down in Dindigul , Thoothukudi, Kanniyakumari, Erode, Salem and Perambalur. Even though the total accidents are in decreasing trend the fatalities have been increased in Krishnagiri, Villupuram and Karur Districts. In the remaining districts the fatalities have comedown.

The Total accidents are in increasing trend in the districts such as Sivagangai, Kanniyakumari, Virudhunagar, Dindigul, Tiruvarur, Thoothukudi, Chennai city , Salem , Erode , Nagapattinam and Pudukottai during 2019 (upto Feb 2019) when compared to previous year upto Feb 2018 . Eventhough the total accidents are in increasing trend, the fatalities have come down in Sivagangai, Virudhunagar, Dindigul ,Tiruvarur , Thoothukudi, Erode, Nagapattinam and Pudukottai. In Tirunelveli District inspite of decrease in total accidents, the fatal deaths have increased to 1.35 %.

The total accidents during February 2019 is decreased by 9.42 percent when compared to the previous year Feb 2018. Significantly, the number of persons killed in road accidents during February 2019 are decreased by 16.16 per cent comparing to the previous year.

Similarly, the percentage of number of persons minor injured are decreased by 10.17 comparing the previous year Feb 2018.

o The maximum accidents are caused by the two wheelers (43.56% of total accidents) and the four wheelers like car, jeep, etc(27.21% of total accidents) stands second . o The maximum fatalities are by two wheelers (37.10% ) followed by four wheelers like car, jeep, etc(23.09%) and third by Goods carriages (15.25% )

The highest death due to non wearing of helmet was happened at Coimbatore(15), Kancheepuram (12) followed by Tiruvalluvar (11).

Total accidents by other vehicles reduced by 11.06% and by two wheelers have been reduced by 6.49% .

According to Death, nearly 70% of the Death occurs in National Highways (37.10%) and State Highways (32.83%) inTamil Nadu.

15(a) Action taken on Supreme Court Committee on Road Safety The Supreme Court Committee on Road Safety has given directions to suspend the driving licences of the drivers who commit the following traffic violations a) Over Speeding. b) Over Loading of passengers. c) Carrying passengers in goods carriages. d) Drunken Driving. e) Red Light Jumping. f) Using Mobile Phone While driving. A total of 63920 road accidents have been reported by the State in the calendar year 2018, claiming 12216 lives and causing injuries to 74537 persons. The Accidental death has reduced around 25 percent during the year 2018 and the accidents has decreased by 2.50 percent comparing the previous year 2017.

18. Highlights

o In Tamil Nadu , around 170 accidents and 30 fatalities were occurred every day

during February 2019 .

o The Chennai city and Kancheepuram are the leading districts in Road accidents

and fatal deaths during February 2019.

o The highest death due to non wearing of helmet was happened at (26) and Coimbatore (26) o The maximum accidents and fatalities are caused by the two wheelers o The most number of accidents occurs in State Highways ( 33.98%) o Nearly 64% of accidents occurs both together in National and State Highways.

o Nearly 70% of the Death occurs in National Highways (37.10%) and State

Highways (32.83%) inTamil Nadu.

19. Conclusion

The Sustainable Development Goal on Road Safety for the year 2019 is to reduce the death to

9182 . Similarly the target for total accidents for the year 2019 is to reduce the accident to

49089. The Stake Holder departments Transport, Police, Highways , Health and Education of the

State are taking necessary actions along with District Collectors to achieve the Goal.
