Outline Drainage Strategy

1.0 Introduction

Fairhurst, Consulting Engineers have been appointed by Mactaggart & Mickel to advise on drainage and SUDS matters for the proposed residential site at Quarry Drive, Kilmacolm. This report will support the Planning Permission in Principle (PPiP) Application and describe, in principal, the permanent drainage and SUDS related measures that will be incorporated within the full detailed design for the development.

The purpose of this report is to assess the foul and surface water run-off from the proposed development and demonstrate how the proposed drainage infrastructure impacts on the existing network and highlight, where applicable, any risks or mitigation methods required to ensure little or no risk is imposed on the network as a result of this development. This report will identify the existing hydrological regime and provide details of the outline surface water drainage strategy, and surface water management plan, which will be designed in compliance with the relevant guidance documents outlined below:

2.0 Site Description and Topography

The development site is located to the north of the village of Kilmacolm, situated approximately 10 miles west of Paisley town centre. A site location plan is attached within Appendix A.

It is understood that the proposed development plan for the site consists of 78 residential units, together with associated access roads as well as resident and visitor parking, drainage and infrastructure.

The area of the site is approximately 5.07 Hectares and is centred on National Grid Reference NS 35512 70545. The site is bound to the east and to the south by local residential properties. To the north the site is bound by farmland and to the west by an existing access road serving the nearby Kilmacolm Cemetery.

A review of the existing topography of the site shows that the ground generally falls from the north west of the site to the south east, to the existing roundabout.

3.0 Existing Drainage Networks

Scottish Water records indicate that there are existing combined sewers serving the surrounding residential areas and the local road network. A culverted watercourse is present to the east of the development and is thought to route south towards the Gryffe Water.

Scottish Water sewer records indicate the presence of a 225mm diameter combined sewer along the south western boundary of the site. This sewer is suspected to take existing drainage flows from local residential areas to the west of the development site and properties immediately to the south.

An existing field drain is located to the north east of the development and is thought to discharge to the culverted watercourse to the east. It is suspected that the existing field drain captures historical pluvial flows from an area of the development site, and perhaps beyond to the west.

4.0 Proposed Surface Water Drainage & SUDS

4.1 Drainage Design

Current planning advice and best practice recommends that the disposal of surface water runoff from new developments shall take into account Sustainable Urban Drainage Systems (SUDS) principles in accordance with current legislation and guidelines using up to date techniques and to ensure that the rate and volume of water runoff, from the post- development situation, does not exceed the greenfield surface water runoff from the existing site.

Based on current guidelines, run-off from the development site should be attenuated up to and including the 1 in 30 year storm event plus allowance for Climate change. Checks should also be carried out up to and including the 1 in 200 year storm event, plus allowance for climate change, with any flooding being identified and flow paths clearly shown.

In accordance with current Scottish Water Guidelines, an assessment has been made on the proposed outfall option based on the preferred hierarchy outlined in Surface Water Policy standard advice note and process guidance document.

Option 1: Rainwater is stored and reused. This option has been ruled out due to the nature of the development. There is no great demand for non-potable water for the residential site and the increased costs associated with installing this type of system are unviable.

Option 2: Surface water drained into the soil through the use of a soakaway. Although there is no information on percolation or infiltration testing, given the topography of the existing site and the close proximity to two unnamed drainage ditches, that may be susceptible to flooding this option has been ruled out.

Option 3: Surface water is drained to a watercourse. Initial investigations found that there is an unnamed culverted watercourse running southward along the eastern boundary of the site. As this watercourse exists within close proximity of the site, we propose that the surface water from the proposed site discharges to this at an attenuated rate that mimics the Greenfield run-off rate, keeping within the local authority guidelines.

The existing topography of the site is such that some of the pluvial flow from the site drains to the existing unnamed culverted watercourse, located to the east of the site, via existing field drainage. A drawing detailing the existing catchment area of the field drainage has been provided within Appendix F along with Greenfield run-off calculations for the contributing area. It is proposed that the post development discharge rate is limited to the existing Greenfield run-off rate from the site. As such only the existing catchment area that drains to the culvert has been used to determine the post development discharge rate.

In accordance with the ‘Inverclyde Council: Flood Risk Assessment and Drainage Impact Assessment – Planning Guidance for Developers’ the post development site discharge rate is to be limited to the 1 in 2 year Greenfield run-off rate for all storms up to the 1 in 200 year critical storm event, inclusive of 30% climate change and 10% urban expansion.

The allowable post development discharge rate, in line with the existing discharge, is as follows: Q = Existing Catchment Area x 2 Year Greenfield Run-off Rate Q = 1.25Ha x 10.52l/s Q = 13.15 l/s

Attenuation of the post development flows will be provided by means of a detention basin located to the east of the development site. Discharge from the detention basin will be restricted by means of a Hydrobrake prior to discharging to the existing culverted watercourse.

The proposed surface water drainage system will be designed to prevent any flooding up to the 1 in 200 year rainfall event with all waters retained within the development site. However, should a blockage occur within the pipe system, overland flow may occur. Indicative overland flow routes have been analysed across the development and a drawing illustrating this can be found within Appendix E. Post development flow patterns are similar to those that would take place presently in extreme circumstances.

Residual flood risk to the proposed development from potential sewer flooding will be mitigated by measures taken to alleviate overland flood risk. This includes setting finished floor levels higher than the surrounding ground level and profiling the site ground levels to route water away from buildings.

Scottish Water and Inverclyde Council will be invited to form an agreement with regards to the ongoing shared maintenance and management of the surface water drainage system. This proposed agreement shall be in accordance with Section 7 of the Sewerage (Scotland) Act and will be progressed through the relevant technical submissions to the statutory authorities. The Outline Drainage Strategy Report has been prepared in recognition of this requirement.

4.2 SUDS

As the proposed development site is considered to be at low risk activity in terms of The Water Environment (Controlled Activities) (Scotland) Regulations 2013 (CAR), the surface water discharges from the development to the water environment is covered by the General Binding Rules (GBR) authorisation of the regulations. GBR activities taking place in accordance with these rules are considered as an authorisation and the operator is not required to contact SEPA with respect to surface water discharges.

The relevant GBRs relating to surface water discharge require the proposed development to be drained via SUDS to ensure that the surface water runoff from the development does not affect water quality in the received water environment.

Current SEPA policy requires management of water quality in receiving surface waters and groundwaters as well as ensuring the system designed is able to cope with future change. To ensure the selected SUDS features for the development are suitable in reaching the

required pollutant mitigation indices, the Simple Index Approach (SIA) Tool was used. A summary of hardstanding areas, and suggested treatment measures, are noted below and results of the SIA tool for each can be found in Appendix G.

Driveways/Private Carpark Areas

Driveways & parking areas will generally give rise to runoff of low quality with a medium to high reaction time. The proposed SUDS treatment for these areas is provided at source via permeable paving suitably placed in parking areas with an underlying stone subbase to treat the surface water runoff. The outfall from the stone subbase, which should be lined with an impermeable membrane, will discharge into the development surface water drainage system where it will be conveyed to onsite attenuation. The attenuation will be designed to allow for the volume of water anticipated in the 200 year storm event plus allowance for climate change, thus protecting for the future change.

Roof Areas

Roofed areas will generally give rise to runoff of medium to high quality with a rapid reaction time. Using the SIA, as shown in Appendix G, by conveying the runoff to sub-base of the permeable paving suitably placed within driveways, the pollutant mitigation indices would be adequately achieved. Flows from roof areas have been taken into account when sizing the onsite attenuation.

Road and Parking Areas

Roads will generally give rise to runoff of low quality with a medium to high reaction time. As shown in Appendix E, by conveying the runoff to the end of line detention basin, the pollution mitigation indices would be adequately achieved. Flows from the road areas have been taken into account when sizing the onsite attenuation.

Regular inspection and maintenance of a SUDS system will ensure that it is fit for purpose and operates as designed. Inspection and maintenance responsibilities should be placed with a responsible organisation and be in accordance with the recommendations set out within The SUDS Manual (CIRIA 2015).

5.0 Proposed Foul Water Drainage

A Pre-Development Enquiry was submitted to Scottish Water in respect of foul discharges associated with the proposed development. Scottish Water’s letter of response is included in Appendix C. This letter confirms that there are no treatment work capacity issues. However, Scottish Water have requested that a Drainage Impact Assessment (DIA) is carried out to ensure that the local sewer network can adequately service the development. Scottish Water are carrying out an in-house Catchment Performance Assessment (CPA) of the local drainage network which captures the Stage 1 aspect of a standard DIA. Most recent correspondence received from Scottish Water, from April 2020, suggested that the modelling work of the CPA will be completed in June 2020, with the final report to follow.

It is proposed that the new foul sewer network, serving this development, will connect and discharge to the existing Scottish Water network at MH 6403 and MH 5501 which are located to the east of the site. As part of the proposed works it is proposed to divert part of the existing combined sewer, located along the south western boundary of the site, to the new foul drainage system. The proposed diversion involves the abandonment of the existing combined sewer, between manholes MH 2501 and MH 3402, with all existing flows upstream of MH 2501 routed through the new foul drainage network. It is assumed at this time that no positive connections are present between MH 2501 and MH 3402. Scottish Water records are located within Appendix B and the proposed drainage layout is located within Appendix D.

Based on the current site layout proposals, foul discharge for the development has been estimated as:

Average: 0.361 l/sec

Peak: 0.820 l/sec

6.0 Water Management during Construction

The proposed development has the potential to impact on the water quality of the receiving groundwater, both during construction phase and on completion of the development. Given the sensitive nature of natural watercourses, all measures to treat surface water runoff should be in place prior to works commencing.

The potential risk of construction phase pollution can be significantly reduced by implementing good site practice and following the guidance outlined in the Guidance for Pollution Prevention(GPPs) ; PPG1: Understanding your environmental responsibilities – good environmental practices, GGP5: Works and maintenance in or new water, PPG6: Working at construction and demolition sites published by NetRegs. The CIRIA Manual C532 – Control of water pollution from construction sites. Guidance for consultants and contractors provides further guidance and should be consulted prior to works commencing on site.

Current SEPA guidelines require all construction sites, which satisfy the following criteria, to obtain a construction site licence and to prepare a pollution prevention plan prior to the commencement of works:

 Have an area greater than 4 hectares;  Include a road, track or other linear structure of greater than 5km in length; or  Have an area of more than 1 hectare or a length of more than 500 meters on ground with a slope in excess of 25 degrees.

Given that the site area of this development exceeds 4 hectares, a construction site licence will be required

7.0 Summary and Conclusions

The Outline Drainage Strategy Report for the proposed residential development at Quarry Road, Kilmacolm is aimed at producing a suitable drainage solution to meet the requirements of all relevant authorities and to support the Planning Permission in Principal (PPiP) application for the development site.

It is considered that due to the small foul flows proposed that the existing wastewater network will be capable of accepting the flow discharge proposed providing no significant changes have been made to the Scottish Water network since the submission of the PDE. However, confirmation of this is awaited from Scottish Water as part of an in-house Catchment Performance Assessment.

The proposed surface water attenuation system will be designed to restrict the post development flows to mimic the pre-development discharge rate. This will prevent excessive discharge to the existing combined sewer network.

Attenuation of all storm events up to and including the critical 1 in 200 year storm event (inclusive of 30% climate change + 10% urban expansion) will be accommodated within the proposed drainage network to serve the development, ensuring no detrimental impact on the downstream drainage network or surrounding areas.

Scottish Water is committed to assisting development in Scotland and has funding under our current investment period to upgrade our water and waste water treatment works however our regulations from the Scottish Executive for our current investment programme (2015-2021) state that should your development require Scottish Water networks to be upgraded this cost will have to be met by the developer; Scottish Water may contribute towards the cost of these works, including the required study, via Reasonable Cost Contribution regulations.

 Water point of connection (POC) can be taken from 4” main on Port Glasgow Road or 4” main on Springwood Drive. Please note exact point of connection will be confirmed at technical design stage once you have submitted a formal technical application.  Please note the above capacity response for Waste Water treatment is for foul only.  All surface water must be discharged to a watercourse, which will require permission from the local authority and SEPA.  If connecting to the culvert will need to discuss this with local authority flooding team to confirm capacity.  All foul and surface water must be kept separate within site.  Ensure as part of the drainage impact assessment that the CSO CSO000479 – Kilmacolm, No3 (Whitelea Crescent) is included.

General Notes:

Please be advised that Scottish Water will only accept surface water into the combined network under exceptional circumstances. In the consideration of any development, if due diligence has been carried out in fully investigating the available options for surface water drainage and if any of these options is subsequently deemed unreasonable to pursue, the remaining alternative options can then be considered for approval to allow the development to proceed.

Scottish Water's current minimum level of service for water pressure is 1.0 bar or 10m head in the public main. Any property which cannot be adequately serviced using this pressure may require private pumping arrangements installed, subject to compliance with the current water byelaws.

Scottish Water is unable to reserve capacity and connections to the water & wastewater networks can only be granted on a first come first served basis. For this reason we may have to review our ability to serve the development on receipt of an application to connect.

Existing Greenfield Runoff Rates

The EA/DERFA R&D Technical Report W5-074 ‘Preliminary Rainfall Runoff Management for Developments’ states that for developments which are less than 50 ha in size the Institute of Hydrology Report 124 (IH124) ‘Flood Estimation for Small Catchments’ should be used to calculate the peak greenfield runoff rates.

Where the area being considered is less than 50 ha; Technical Report W5-074 provides the following advice for this scenario.

“Where developments are smaller than 50 ha the analysis for determining the peak greenfield discharge rate should use 50 ha in the formula and linearly interpolate the flow rate value based on the ratio of the development to 50 ha.”

This advice is replicated in The SUDS Manual (CIRIA C753).

As described above, the IH124 method uses the following equation to calculate greenfield runoff:

For the area of Kilmacolm, the SAAR is taken to be 1600 mm and the SOIL value is 0.45. Regional Growth Factors have been obtained from Technical Report W5-074, which have been used to determine peak flows for a range of return periods.

For 1 ha QBAR, rural = 578/50 = 11.56 l/s/ha

As the surface water is proposed to discharge into an existing watercourse, we propose that this development will limit its discharge to the equivalent 30 year greenfield runoff rate with the inclusion of an additional 30% allowance for climate change and a further 10% for development creep (Sewers for Scotland 3).
