1. Adoption of the Agenda

The draft agenda was adopted.

2. Chair’s announcements

Coordinators agreed to the requests of ENVI, TRAN and AGRI, respectively, to join the hearings authorised for the 1st semester 2020.

3. Adoption of the agenda of the PETI meeting on 2-3 December 2019

The agenda was adopted.

4. Requests by the Groups

a) With regard to the EPP requests:

It was decided to include in the December agenda the following petitions: 506/2018 on the verification of the use of ERDF for building of a new hospital (Caceres), 915/2015 by Jose Ortega Ortega (Fishermen’ association) of the Valencian Community against the new policy on discards, 255/2019 by I.R.S. on the granting of prospecting licence for mining in Cantabria. 527/2018 by Dimitar Vasiliev on the impact of Struma motorway on Kresna gorge (), also requested by the Greens. The ECR group expressed their opposition. It was decided to include in the January agenda the following petitions:

It was also decided to include in one of the upcoming meetings (1st semester 2020) the following petition: 865/2018 by Kapka Panayotova on the use of the European Structural and Investment Funds in Bulgaria b) With regard to the S&D requests:

It was decided to include into the agenda of December the follow up to the FFV to Famagusta-Cyprus (7-8 May 2018). c) With regard to the Greens/EFA requests:

It was decided to include into the agenda of December Petition 560/2019 on the Fairosene tax (ECI). d) With regard to the NI requests:

Further to the request by Ms Evi, it was decided to include in the December agenda Petition 661/2018 on the alleged violation of environmental EU law by an unhealthy industry in Borgo Val di Taro (Italy). 5. Opinions

PETI will not draft an opinion within the Discharge 2018 procedure. Coordinators decided to draft an opinion in form of a letter to the AFCO report on the Council Decision "on the conclusion of the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the and the European Atomic Energy Community 2018/0427 (NLE)" 6. Election of the Ombudsman 2019

Coordinators endorsed the proposed procedure:

• Candidates will be heard in alphabetical order.

• Each candidate will be attributed a one-hour slot.

• The hearing will begin with procedural announcements at 10am and the first candidate will be invited at 10.15 am.

PV\1196519EN.docx 7/20 PE643.238v02-00 EN • Each candidate will make a 10 minute introductory statement which will be submitted in advance and be published on the web-site after the conclusion of the hearings. It will not be made available to anyone beforehand.

• The first round of questions will be allocated to the coordinators of each political group. Each question will be followed by an answer (1 minute question, 3 minutes answer).

• Subsequent questions (1 minute question/1 minute answer) will be allocated according to a simplified d’Hondt system: EPP: 2, S&D:2, Renew: 1, Greens:1, ID:1, ECR:1, GUE:1, NI:1). In order to a smooth management of questions and time, the groups will communicate to the secretariat the list of speakers for each candidate the day before the hearings at the latest. Should there be time left,questions will be taken under the 'catch the eye' rule.

• Each candidate will be given approximately three minutes to sum-up at the end of their appearance.

7. Follow-up to petitions

Coordinators decided to send a letter to President Sassoli to raise his awareness regarding petition 1056/2016 for the tabling of petitions in national sign languages used in the EU.

Coordinators decided that PETI Members would submit the issues raised in petition 967/2012 to the enlarged Brexit Steering Group meeting on 12 November; the PETI opinion to the AFCO report should also include this question and petitions on disenfranchisement will be include into the agenda of an upcoming meeting, once the new Commission takes office.

8. Hearings on Wolf population

The coordinators endorsed the programme and selected the following experts: Klaus Hackländer and Ilpo Kojola.

9. Presentation of the report from the Court of Auditors

The coordinators agreed to invite the Court of Auditors to the PETI meeting in January.

10. Contested recommendations

Contested recommendations were adopted in the form proposed by Chair for petitions 428/2019, 431/2019 and 454/2019.

The Chair withdrew her compromise and accepted the requests from the groups on petitions 363/2019 and 383/2019.

Petitions 451/2019, 468/2019, 477/2019 were adopted as suggested by the Greens;

Petitions 465/2019 will be included in the agenda of an upcoming meeting;

Petition 478/2019, 479/2019, 486/2019, 495/2019 and 498/2019 were adopted as suggested by Renew;

The recommendations from Renew and the Greens will apply to petition 483/2019.

11. Requests concerning B-items

B-items were not dealt with due to lack of time and will be decided by written procedure.

12. FFV to Bulgaria

Due to lack of time comments to the draft programme for the FFV to Bulgaria (24-26 February 2020) will be submitted by written procedure.
