SENATE RESOLUTION NO. 62

WHEREAS, Sexual assault is a serious public health problem; along with unwanted sexual contact and verbal sexual harassment, sexual assault is a major human rights and social justice issue that affects millions of women, men, and children in the ; and

WHEREAS, People of all genders and ages are victims of sexual assault; it is estimated that nearly one in two women and one in five men experience sexual violence, other than rape, throughout their lifetime; and

WHEREAS, Sexual assault affects women, men, and children of all racial, social, religious, age, ethnic, and socioeconomic groups in the United States; and

WHEREAS, In addition to the immediate physical and emotional costs, sexual assault survivors frequently suffer from severe and long-lasting effects, including posttraumatic stress disorder, substance abuse, major depression, homelessness, eating disorders, low self-esteem, and suicide; and

WHEREAS, It is important to recognize the strength and courage of the victims of sexual assault and acknowledge the challenges they face, along with their families and friends, as they struggle to cope with the reality of sexual assault; and

WHEREAS, It is also important to recognize the compassion and dedication of the individuals involved in addressing this public health problem and to applaud their commitment to foster healing and increase public understanding of sexual assault; and

WHEREAS, Many states and organizations join the effort each year to address the problem of sexual assault, to educate the public, and to advocate for the prevention of sexual violence; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we declare April 2019 as Sexual Assault Awareness Month; and be it further

RESOLVED, That we wholeheartedly support State, national, and global commitment to bring awareness to the causes, effects, and prevention of sexual assault.

Senator Hutchinson offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 63

WHEREAS, African American women in the United States experience maternal-related deaths at three to four times the rate of non-Hispanic white women, according to the Mothers and Offspring Mortality and Morbidity Awareness Act, introduced by U.S. Representative Robin Kelly of Illinois in May of 2018; and

WHEREAS, In Illinois, Non-Hispanic black women are six times as likely to die of a pregnancy-related condition as non-Hispanic white women, and 72 percent of the pregnancy-related deaths and 93 percent of violent pregnancy-related deaths were deemed preventable by review committees; and

WHEREAS, The United States has not been able to submit a formal maternal mortality rate to international data repositories since 2007; in order to be able to calculate a formal maternal mortality rate, maternal mortality-related data must be streamlined at the State level and extrapolated to the federal level; and

WHEREAS, Leaders in maternal wellness highly recommend that maternal deaths be investigated at the State level first; and

WHEREAS, Hemorrhage, infection, and hypertensive disorders of pregnancy are among the top common causes of pregnancy-related deaths in Illinois; and

WHEREAS, The State of California has established Maternal Mortality Review Committees to determine the most prevalent causes of maternal mortality and has recorded and shared data with providers and researchers, who have developed and implemented safety bundles and care protocols related to preeclampsia, maternal hemorrhage, and other prevalent causes of maternal mortality; and

WHEREAS, The Illinois Department of Public Health currently works with the Maternal Mortality Review Committee and the Maternal Mortality Review Committee for Violent deaths to review cases of maternal death and to develop statewide recommendations to prevent future maternal deaths; and

WHEREAS, In the State of California, state-based maternal quality collaborative organizations have formed obstetrical protocols, tool kits, and other resources to improve system care and response as they relate to maternal complications and warning signs for conditions, including maternal hemorrhage, hypertension, and preeclampsia; and

WHEREAS, Illinois has begun developing protocols and resources to address common causes of maternal mortality in the State, such as implementing new training material regarding hemorrhages through the Obstetric Hemorrhage Education Project (OBHEP) in 2016; and

WHEREAS, The CDC reports that more than half of all maternal deaths occur in the immediate postpartum period, which is 42 days to a full year after delivery; yet, for pregnant women, Medicaid coverage lapses at the end of the month on which the 60th postpartum day lands; and

WHEREAS, Expanding Medicaid and CHIP coverage for pregnant and postpartum women has been a part of improving federal efforts for the prevention of maternal mortality; and

WHEREAS, Racism is deeply ingrained in the United States systems, including in health care delivery systems between patients and providers, often resulting in disparate treatment of pain, irreverence to cultural norms with respect to health, and dismissiveness; however, the provider pool is not primed with many people of color, nor are providers consistently required to undergo implicit bias, cultural competency, or empathy training on a consistent, on-going basis; and

WHEREAS, There have been efforts to address implicit bias and cultural competency at the federal level by awarding cooperative agreements for the establishment or support of regional centers of excellence addressing implicit bias and cultural competency in patient-provider interactions for the purpose of enhancing and improving how health care professionals are educated in implicit bias and delivering culturally competent health care; and

WHEREAS, The State of Illinois recognizes the importance of investigating and addressing maternal mortality issues in the State; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the General Assembly to continue to investigate and identify areas in which the State can improve with respect to the prevention of maternal mortality, especially among vulnerable populations.

Senator J. Cullerton offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 64

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Rules of the Senate of the 101st General Assembly are amended by changing Rules 3-8, 5-4, and 10-2 as follows:

(Senate Rule 3-8) 3-8. Referrals to Committees.

(a) All Senate Bills and House Bills shall, after having been initially read by the Secretary, be automatically referred to the Committee on Assignments, which may thereafter refer any bill before it to a committee. The Committee on Assignments may refer any resolution before it to a committee. No bill or resolution may be referred to a committee except pursuant to this Rule or Rule 7-17. A standing or special committee may refer a matter pending in that committee to a special subcommittee of that committee. The Committee on Assignments may not refer a legislative measure to any subcommittee of a standing or special committee.

(b) All floor amendments, joint action motions for final action, and conference committee reports shall, upon filing with the Secretary, be automatically referred to the Committee on Assignments. No such amendment, joint action motion, or conference committee report may be considered by the Senate unless approved for consideration by the Committee on Assignments. The Committee on Assignments may approve for consideration to the Senate any floor amendment, joint action motion for final action, or conference committee report that: (i) consists of language that has previously been favorably reported to the Senate by a committee; (ii) consists of technical or clarifying language; or (iii) consists of language deemed by the Committee on Assignments to be of an emergency nature, of substantial importance to the operation of government, or in the best interests of Illinois. The Committee on Assignments may refer any floor amendment, joint action motion for final action, or conference committee report to a committee for its review and consideration (in those instances, and notwithstanding any other provision of these Senate Rules, the committee may hold a hearing on and consider those legislative measures pursuant to one-hour advance notice). Any floor amendment, joint action motion for final action, or conference committee report that is not approved for consideration or referred by the Committee on Assignments, and is attempted to be acted upon by a committee shall be out of order, except as provided for under Rule 8-4.

(b-1) A floor amendment filed by the chief sponsor of a bill shall be automatically referred to the standing committee from which the bill was reported (or to another standing committee as the Committee on Assignments may determine) upon adjournment of the Senate on the third regular session day following the day on which the floor amendment was filed, unless (i) the Committee on Assignments referred the floor amendment to a standing committee or acted on the floor amendment in the first instance and referred it to the Senate for consideration; (ii) the bill is no longer pending before the Senate; (iii) the floor amendment deals with the subject of appropriations or State revenue; or (iv) the Committee on Assignments has determined by a majority vote that the floor amendment substantively alters the nature and scope of the underlying bill. If the Committee on Assignments makes a determination under item (iv) of this subsection, then the Committee on Assignments may, in its discretion, (A) refer the floor amendment to any standing committee or (B) not refer the floor amendment to any other committee.

(c) All committee amendments shall, upon filing with the Secretary, be automatically referred to the Committee on Assignments. No committee amendment may be considered by a committee unless the committee amendment is referred to the committee by the Committee on Assignments and the committee amendment has first been made available electronically or otherwise for not less than one hour. Any committee amendment referred by the Committee on Assignments shall be referred to the committee before which the underlying bill or resolution is pending. Any committee amendment that is not referred by the Committee on Assignments to a committee, and is attempted to be acted upon by a committee shall be out of order.

(c-1) A committee amendment filed by the chief sponsor of a bill shall be automatically referred to the standing committee to which the bill was assigned upon adjournment of the Senate on the third regular session day following the day on which the committee amendment was filed, unless (i) the Committee on Assignments referred the committee amendment to the standing committee to which the bill was assigned; (ii) the bill is no longer pending before the committee; (iii) the committee amendment deals with the subject of appropriations or State revenue; or (iv) the Committee on Assignments has determined by a majority vote that the committee amendment substantively alters the nature and scope of the underlying bill. If the Committee on Assignments makes a determination under item (iv) of this subsection, then the Committee on Assignments may, in its discretion, (A) refer both the bill and the committee amendment to any standing committee or (B) not refer the committee amendment to any other committee.

(d) The Committee on Assignments may at any time re-refer a legislative measure from a committee to a Committee of the Whole or to any other committee. However, the Committee on Assignments may not

[January 31, 2019] 7 re-refer a bill from a committee to a Committee of the Whole or any other committee unless the chairperson of the committee to which the bill was originally referred consents in writing to the re-referral.

(d-5) Notwithstanding any other provision of these Senate Rules, any bill pending before the Committee on Assignments shall be immediately referred to the indicated standing committee if the chief sponsor of the bill files a discharge motion for that bill that is signed by no less than three-fifths of the members of both the majority and minority caucus, and each of the members signing the discharge motion is a sponsor of the bill. This subsection does not apply to bills dealing with the subject of appropriations or State revenue.

(e) This Rule may be suspended by a vote of three-fifths of the members elected. (Source: S.R. 2, 101st G.A.) (Senate Rule 5-4) 5-4. Amendments. (a) An amendment to a bill may be adopted either by a standing committee when the bill is before that committee, or by the Senate when a bill is on the order of Second Reading. The former shall be known as a "committee amendment" and the latter as a "floor amendment". All amendments must be in writing. All amendments still pending in a committee upon the passage or defeat of a bill on Third Reading shall automatically be tabled.

(b) Committee amendments, except for committee amendments that amend appropriation bills, may only be offered by the principal sponsor or a member of the committee while the affected bill is before the committee, and shall be adopted by a majority of those appointed. Committee amendments that amend appropriation bills may be offered by any Senator. Floor amendments may only be offered by a Senator while the bill is on the order of Second Reading, and shall be adopted by a majority vote of the Senate. An amendment may be the subject of a motion to "do adopt" or "do not adopt", and may only be adopted pursuant to a successful motion to "do adopt".

(c) Committee amendments and floor amendments shall be filed with the Secretary, and shall be in order only when six copies have been filed. The Secretary shall provide copies of committee amendments to the Chairperson and Minority Spokesperson of the appropriate committee as soon as practicable, such copies may be made available electronically.

(d) The Secretary shall have printed all adopted committee amendments that come before the Senate pursuant to Rule 3-12. The Secretary shall also have printed all adopted floor amendments. No floor amendment may be adopted by the Senate unless it has been first reproduced and placed on the members' desks or made available electronically.

(e) No floor or committee amendment shall be in order unless approved or referred by the Committee on Assignments in accordance with Rule 3-8 or brought before the Senate pursuant to Rule 7-9.

(f) Amendments that propose to alter any existing law shall set forth completely the statutory Sections amended, and shall conform to the requirements of Rule 5-1(e).

(g) If a committee reports a bill "do pass as amended", the committee amendments shall be deemed adopted by the committee action and shall be reproduced and placed on the members' desks or made available electronically before the bill may be read a second time. (Source: S.R. 2, 101st G.A.) (Senate Rule 10-2) 10-2. Appointment Messages. (a) Every nomination subject to the advice and consent of the Senate shall be submitted to the Senate by an Appointment Message from the appointing officer or appointing authority in accordance with this Rule, using the Appointment Message form provided in this Rule, containing all of the required information, and accompanied by a cover letter signed by the appointing officer or on behalf of the appointing authority.

(b) All Appointment Messages shall be drafted by the Legislative Reference Bureau, according to the form provided in this Rule.

(c) Appointment Messages submitted shall be assigned a sequential number by the Secretary of the Senate, indicating the order in which they were received and read into the Senate record by the Secretary of the Senate at the direction of the President of the Senate. An Appointment Message is received by the Senate when it is read into the Senate record and assigned a sequential number. A perfunctory session day shall not be deemed to be a session day for the purpose of Article V, Section 9, subsection (a) of the Illinois Constitution.

(d) An Appointment Message that does not conform to the requirements of this Rule shall, at the direction of the President of the Senate, (i) be ruled non-compliant and of no legal effect and (ii) be returned by the Secretary of the Senate to the appointing officer or authority that filed it.

(e) The appointing officer or authority may file in accordance with this Rule an Appointment Message that supersedes a previously filed Appointment Message. A superseding Appointment Message shall identify by sequential number the Appointment Message that it supersedes. The filing of a superseding Appointment Message shall automatically table the Appointment Message that it supersedes, and that superseded Appointment Message shall have no further legal effect. The filing of a superseding Appointment Message shall not have the effect of restarting the 60 session day period within which the Senate must confirm or reject the appointee under Article V, Section 9, subsection (a) of the Illinois Constitution, Senate Rule 10-1, or any applicable law.

(f) Nothing in this Rule shall be construed to prohibit an appointing officer or authority from withdrawing in writing an Appointment Message that was previously submitted to or received by the Senate. An Appointment Message that has been withdrawn shall have no further legal effect. The filing of an Appointment Message appointing the same person to the same office and for a term ending on the same date as that of an Appointment Message that was previously filed and later withdrawn shall not have the effect of restarting the 60 session day period within which the Senate must confirm or reject the appointee under Article V, Section 9, subsection (a) of the Illinois Constitution, Senate Rule 10-1, or any applicable law.

(g) An Appointment Message (i) shall be a committee-sponsored legislative measure that is unamendable and (ii) shall be controlled by the Chairperson of the Executive Appointments Committee, who for purposes of these Senate Rules shall be deemed the principal sponsor. In the absence of the Chairperson, the Vice-Chairperson of the Executive Appointments Committee shall be deemed the principal sponsor. Messages may not have individual cosponsors.

(h) Any Appointment Message pending when the Senate adjourns sine die (i) shall carry over into the next General Assembly and (ii) shall be considered to have been received by the Senate when originally read into the Senate record as provided for in subsection (c) of this Rule. An Appointment Message carrying over into the next General Assembly shall retain the sequential number assigned when originally read into the Senate record as provided for in subsection (c) of this Rule.

Senator T. Cullerton offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 68

WHEREAS, Section 11 of Article V of the Illinois Constitution authorizes the Governor, by Executive Order, to reassign functions among or reorganize executive agencies that are directly responsible to the Governor; and

WHEREAS, Section 11 of Article V also provides (i) that if an Executive Order proposes a reassignment or reorganization that contravenes a statute, then the Executive Order must be delivered to the General Assembly and (ii) that either house of the General Assembly, by record vote of a majority of the members elected, may disapprove the Executive Order; and

WHEREAS, Section 3.2 of the Executive Reorganization Implementation Act provides that reorganization occurs when, among other circumstances, an Executive Order reassigns functions to executive agencies which are directly responsible to the Governor; and

WHEREAS, The Governor has issued Executive Order 2018-13, which proposes to transfer a portion of the jurisdiction of the Secretary of State over the licensing and operation of motor vehicles to the Department of Transportation; and

WHEREAS, Executive Order 2018-13 qualifies as an executive reorganization order and is subject to Article V, Section 11 of the Illinois Constitution and the Executive Reorganization Implementation Act because it attempts to reassign functions to an executive agency that is directly responsible to the Governor in contravention of statute, including the Illinois Vehicle Code; and

WHEREAS, Executive Order 2018-13 was delivered in its entirety to the Secretary of the Senate and the Clerk of the House of Representatives on October 25, 2018; and

WHEREAS, Section 11 of Article V also provides that where an executive reorganization order is delivered after April 1, the General Assembly shall consider the executive reorganization order at its next annual session, in which case the Executive Order shall be deemed to have been delivered on the first day of that annual session; and

WHEREAS, The first day of the next annual session of the General Assembly was January 9, 2019; and

WHEREAS, Section 11 of Article V also provides that no executive reorganization order may take effect until not less than 60 calendar days after its delivery to the General Assembly; and [January 31, 2019] 10

WHEREAS, The 60-day period for the General Assembly to disapprove Executive Order 2018-13 expires on March 10, 2019; and

WHEREAS, Executive Order 2018-13 contains a severability clause that purports to preserve any portions of the Order not found invalid, thereby relying on the notion that the General Assembly does not have jurisdiction over Executive Order 2018-13 as a whole, but, instead, has the authority only to disapprove the portions that contravene a statute; and

WHEREAS, Section III of Executive Order 2018-13 states that the Order does not contravene and shall not be construed to contravene any State statute, regardless of the fact that the Order in its entirety was delivered to the General Assembly and regardless of the fact that the Order in its entirety modifies, changes, or alters the Illinois Vehicle Code so that the Code would have to be substantially amended to conform and be consistent with the changes effected in law by the reorganization; and

WHEREAS, Regardless of Section III, Executive Order 2018-13 would have the effect of transferring responsibilities from the Secretary of State, an independent Constitutional officer, to an executive agency which is directly responsible to the Governor, exceeding the authority of the Governor under Section 11 of Article V; and

WHEREAS, The General Assembly has the constitutional and statutory authority to consider each Executive Order that contravenes a statute; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that pursuant to Article V, Section 11 of the Illinois Constitution, the Senate hereby disapproves Executive Order 2018-13 in its entirety; and be it further

RESOLVED, That Executive Order 2018-13 shall not become effective; and be it further

RESOLVED, That copies of this resolution be delivered to the Governor, the Secretary of State, the Secretary of Transportation, and the Speaker of the House of Representatives.

Senator Martinez offered the following Senate Joint Resolution, which was referred to the Committee on Assignments:

SENATE JOINT RESOLUTION NO. 12

WHEREAS, The Constitution of the State of Illinois provides for "the health, safety and welfare of the people" and the "opportunity for the fullest development of the individual"; and

WHEREAS, It has been demonstrated that due to deeply held religious, philosophical, or personal reasons, some families will always choose to give birth to their children at home; and

WHEREAS, There were 61,041 out-of-hospital births in the United States in 2015 with a 52% increase in out-of-hospital births and a 45% increase in home births since 2007; and

WHEREAS, 65% of U.S. home births in 2015 were attended by non-nurse midwives; and

WHEREAS, In Illinois, home births increased by 50% between 2007 and 2014; and

WHEREAS, All well-designed studies show that for low-risk women, planned home birth, attended by a trained maternity care provider, is as safe as hospital birth; and

WHEREAS, Over 50 trained Illinois home birth providers, including the last remaining Illinois home birth physician, have ceased providing home birth services since 1996; and

WHEREAS, There now remain fewer than 10 legally recognized home birth practices (nurse-midwives) in Illinois, and these are located in only six of 102 Illinois counties (Lake, Cook, DuPage, Will, Peoria, and McLean); and

WHEREAS, Due to the scarcity of legal home birth providers, approximately 50% of the babies born at home in Illinois are born either with no skilled assistance at all (unassisted home birth), or they are born into the hands of underground community midwives; and

WHEREAS, Some of these underground midwives are nationally certified and credentialed, while others are not; and

WHEREAS, Underground community midwives have no legal access to life saving oxygen and anti- hemorrhage medications; and

WHEREAS, Underground community midwives have no means of legally completing newborn congenital heart disease screenings, hearing screenings and metabolic screening tests, and no means of legally filing accurate birth certificate information; and

WHEREAS, An underground system of care may cause parents and midwives to delay seeking hospital care in the event of an emergency; parents are afraid of Child Protective Services involvement; midwives are afraid of arrest; and

WHEREAS, Underground healthcare is never safe; and

WHEREAS, The above-mentioned increase in Illinois home births, the shortage of licensed home birth providers, and the dangers associated with families resorting to underground healthcare, in effect, add up to a "Home Birth Maternity Care Crisis" in Illinois; and

WHEREAS, Illinois is surrounded on three sides by states (Wisconsin, Indiana, Missouri) that set educational standards for their community midwives, license and regulate them, allow them to have access to life-saving oxygen and medications, allow them to perform life-saving newborn screenings, and allow them to openly transport to a hospital in an emergency; and

WHEREAS, 33 of the 50 United States also protect their citizens in this way through licensure and regulation of community midwives; and

WHEREAS, Licensure in these states is based upon the requirement that the community midwife earn a Certified Professional Midwife (CPM) credential - the only healthcare credential requiring documented out-of-hospital training and experience; and

WHEREAS, States that license Certified Professional Midwives tend to have lower perinatal mortality rates; and

WHEREAS, More and more states are taking advantage of the cost-savings associated with home birth midwifery care to reduce state Medicaid expenditures; and

WHEREAS, The State of Illinois used to license community midwives under the Medical Practice Act from 1877 to 1963 and ceased renewing licenses in 1972; and

WHEREAS, Home birth mothers and families have been seeking a legislative solution to the Home Birth Maternity Care Crisis for nearly 40 years (since 1979); and

WHEREAS, All Illinois mothers and their newborns deserve access to safe maternity care regardless of place of birth; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that we find it unacceptable that home birth mothers and babies in Illinois are without adequate maternity care providers; and be it further [January 31, 2019] 12

RESOLVED, That it is in the State's best interest to assure its citizens access to all safe maternity care options; and be it further

RESOLVED, That Illinois families, in order to best meet personal needs and desires, are entitled freedom to choose among all safe, nationally-recognized maternity care options, including home birth; and be it further

RESOLVED, That the Home Birth Maternity Care Crisis Study Committee is hereby created; and be it further

RESOLVED That the Home Birth Maternity Care Crisis Study Committee shall meet monthly until such time that it is prepared to make a recommendation to the General Assembly, but that time shall be no later than October 8, 2019; and be it further

RESOLVED, That the Office of the Secretary of the Department of Financial and Professional Regulation shall provide the Task Force with administrative and other support; and be it further

RESOLVED, That the Home Birth Maternity Care Crisis Study Committee will hear testimony from all interested parties; and be it further

PRESENTATION OF RESOLUTION

Senator Bertino-Tarrant offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 70

WHEREAS, Pioneer and crusader Susan Brownell Anthony paved the way for the first women's movement in the United States and led that movement for more than 50 years, which culminated in the adoption of the 19th Amendment that gave women the right to vote in the United States; and

WHEREAS, Susan B. Anthony was born on February 15, 1820 in Adams, Massachusetts to Quakers Daniel Anthony and Lucy Read Anthony, who shared a passion for social reform; and

WHEREAS, Susan B. Anthony fought to end slavery and played an active role in the Underground Railroad; and

WHEREAS, Along with Elizabeth Cady Stanton, Susan B. Anthony founded the National Woman Suffrage Association in 1869; they also produced The Revolution, a weekly publication that lobbied for women's rights, and a three volume History of Woman Suffrage; and

WHEREAS, Susan B. Anthony was tireless in her efforts, giving speeches around the country to convince others to support a woman's right to vote; she took matters into her own hands in 1872 when she illegally voted in the presidential election; and

WHEREAS, Susan B. Anthony was arrested and tried unsuccessfully to fight the charges; she remained determined to fight for women's suffrage and argued that "the right women needed above every other … was the right of suffrage"; and

WHEREAS, Susan B. Anthony and the National Woman Suffrage Association gathered enough influence to lobby the U.S. Congress for a constitutional amendment and saw the introduction of the first

[January 31, 2019] 25 women's suffrage amendment to the United States Constitution in January 1878 which stated, "The Right of citizens to vote shall not be abridged by the United States or by any state on account of sex."; and

WHEREAS, The women's suffrage amendment to the United States Constitution was introduced in every session of Congress for the next 41 years; and

WHEREAS, Susan B. Anthony died on March 13, 1906; while women still did not have the right to vote at the time of her death, her last public words were "Failure is impossible"; and

WHEREAS, It was not until 1920, 14 years after Susan B. Anthony's death, that the 19th Amendment to the U.S. Constitution, giving all adult women the right to vote, was passed; the House of Representatives of the Sixty-Sixth Congress of the United States passed the 19th Amendment on May 21, 1919, and the Senate passed the 19th Amendment two weeks later; and

WHEREAS, On June 10, 1919, Illinois became the first state to ratify the amendment, and, on August 18, 1920, Tennessee became the 36th state to ratify the 19th Amendment to the United States Constitution; and

WHEREAS, In recognition of her dedication and hard work, the U.S. Treasury Department placed Susan B. Anthony's portrait on one dollar coins in 1979, making her the first woman to be so honored; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we declare February 15, 2019 as Susan B. Anthony Day in the State of Illinois; and be it further

RESOLVED, That we recognize the importance of Susan B. Anthony's contribution to the women's suffrage movement and all that came after her; and be it further

RESOLVED, That we will continue to make sure that no Illinois citizen's vote will be discouraged based of race, sex, religion, or creed.
