For additional information about our court please: Click Here. The Quality Systems Integrator is located in the Clerk’s of the Court of Appeals for the Federal Circuit. Through innovative and results-oriented practices, the Clerk’s Office delivers quality service to the court, judges, and our public stakeholders in its dual mission to facilitate the progression of cases before the court and to maintain the court’s records. Position Overview The Quality Systems Integrator applies quality principles to the development, integration, and administration of operational systems within the Clerk’s Office. The incumbent identifies appropriate software and technical solutions for quality systems, including designing test, verification, and validation methods consistent with quality principles. The incumbent also collaborates with Clerk’s Office management and staff on process improvement initiatives and integration across all functions, as well as provides staff training on court systems and applications. The Quality Systems Integrator serves as primary Clerk’s Office liaison to the court’s Information Technology Office (ITO), case systems staff at the Administrative Office of the U.S. Courts, and technical program vendors and contractors. Responsibilities of the Quality Systems Integrator include, but are not limited to: System Integration: Identify Clerk’s Office system user requirements, gather and analyze data to determine system requirements. Research, evaluate, and recommend integration solutions, equipment, and technologies based on Clerk’s Office needs and to enhance Clerk’s Office operations, as well as integration of Clerk’s Office operations with more macro level court-wide initiatives. Develop and lead work and project plans as they relate to systems integration tasks. Performs as a non-technical user in Office 365 to design, build, synthesize, and implement technological enhancements to Clerk’s Office operations with SharePoint Online, Power Platforms and Dynamics 365. Provide end user troubleshooting, maintenance, and training on resulting quality systems. Collaborate with court technical staff and court contractors on developing, enhancing, evaluating, testing, and implementing automated solutions within the Clerk’s Office, including gathering and presenting operational requirements to court technical staff. Serve as primary Clerk’s Office liaison to the court’s ITO, case systems staff at the Administrative Office of the U.S. Courts, and technical program vendors and contractors. Quality Engineering: Design, install, and evaluate quality assurance process sampling systems, procedures, and statistical techniques. Draft technical instructions, plans, workflows, and other systems integration-related documents. Design or specify quality system evaluation mechanisms and processes. Analyze limitations and constraints on processes and systems, recommend appropriate changes, and coordinate solution implementation. Recommend revision of quality standards and assist subject-matter expects in formulating quality assurance policies and procedures. Interacts with all other operational functions and with internal stakeholders on quality-related issues. Program Analysis: Collect, review, audit, and analyze data and information related to court operations functions. Review and assess a variety of based on historical and current data, including identifying problems, trends, and areas for efficiency or improvement based on the data developed and analyzed. Review, recommend and assist with the development and implementation of projects, processes and changes designed to improve overall quality, quantity, and efficiency of court operational functions as needed. Participate in the development of new programs and project plans and implementation. Participate in the development and facilitation of presentations, including visual presentations, for judges or staff regarding special projects or topics. Systems Training: Develop and deliver staff training materials and programs on Microsoft 365 applications and court systems, as well as in-service workshops on technical and operational topics. Conducts training on quality assurance concepts and tools. Prepare training materials and resources for court operations. Collaborates with management and staff on systems training needs and requirements. Deputy Clerk Responsibilities: Communicate and respond to judges, chambers staff, and management requests regarding court operations. Answer procedural questions for judges, staff, and the public. Communicate clearly and effectively, both orally and in writing, to explain complex operational matters and concepts to individuals and groups with varying experience and backgrounds. Interact effectively with the public and staff, providing good customer and quality service and resolving difficulties efficiently while complying with regulations, rules, and procedures. Develop, implement, and maintain written procedures for assigned functions. Support office financial processes and court sessions, as needed. Comply with the Guide to Judiciary Policy, applicable Administrative Office policies and procedures, internal controls guidelines, and all local policies and procedures. Abide by the Code of Conduct for Judicial Employees and court confidentiality requirements. Demonstrate sound ethics and good judgment at all times. Display a careful and deliberate approach in handling confidential information in a variety of contexts.

Required Qualifications • CL 27 ($58,189 - $94,593): At a minimum, candidates must possess two years of specialized experience or a bachelor’s degree from an accredited college or university and at least one of the following superior academic achievements: 1. An overall “B” grade point average equaling 2.90 or better of a possible 4.0; 2. Standing in the upper third of the class; 3. “3.5” average or better in a computer science, information systems, or similar major field of study that would prepare a candidate well to perform in this position; or 4. Election to membership in Phi Beta Kappa, Sigma XI, or one of the National Honorary Scholastic Societies meeting the minimum requirements of the Association of College Honor Societies, other than Freshman Honor Societies • CL 28 ($69,756 - $113,362): At a minimum, candidates must possess two years of specialized experience or a master’s degree from an accredited college or university in information systems, computer science, operations management, or other field closely related to the subject matter of this position. • CL 29 ($82,928 - $134,833): To be considered for this level, candidates must possess two years of specialized experience and the completion of the requirements for a bachelor’s degree from an accredited college or university in information systems, computer science, operations management, or other field closely related to the subject matter of this position.

For qualifications purposes, specialized experience is defined as: progressively responsible technical or operational experience directly related to the duties and responsibilities of the position. Examples may include experience designing, implementing, and maintaining operational systems; administering system improvement initiatives; quality management; and training, and/or system integration, evaluation, and analysis.

All candidates must also possess: • Knowledge of and experience with SharePoint Online, Microsoft Power Platform, and Microsoft Office 365. • Innovative and creative problem-solving skills and the ability to effectively work with staff to define and develop solutions to problems. • Exceptional ability to communicate technical concepts to non-technical staff. • Ability to work independently in a team environment as well as the ability to manage multiple priorities within strict deadlines in a fast-paced environment.

Preferred Competencies • Microsoft certification in one or more of the following areas: Dynamics 365, Power Platform, Microsoft 365, or Microsoft Service Adoption Specialist. • Certification in (PMP or other PMI certification). • Certification in quality standards (CQE or other ASQ certifications, Six Sigma/Lean). • Experience in using HTML, JavaScript, or SQL. • Experience working in the federal judiciary and using the federal judiciary’s CM/ECF electronic case .
