PUBLIC MEETING of the Board of Education, Village of Ridgefield Park, County of Bergen, was held at 7:30 p.m., at the Jr./Sr. High School, One Ozzie Nelson Drive, Ridgefield Park, on the above date. The meeting began with the pledge of allegiance.

ROLL CALL: Present: Board Members: Ruby-Blue, Merritt Butler, Cooney, Cuozzo, Fytros, Kraljic, Lingle, Martinez, Thiemann and President DeSantis

OPENING STATEMENT: The New Jersey Public Meetings Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interest is discussed or acted upon. In accordance with the provisions of this Act, the Ridgefield Park Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted in the Bergen Record, Municipal Building and Board of Education offices.

COMMITTEE REPORTS: The Finance Committee met on Monday, March 6th, the tentative budget is balanced, and will vote for the approval at the March 15th meeting so it can be presented to the County by March 20th deadline. SUPERINTENDENT’S REPORT: Mr. Eric Koenig reported: 1. Community donations. Committee now has email address: schooldonations @rpschools.net. 2. DOE accepting public input on ESSA until March 20th. 3. All Schools Special Needs – Casino Night Friday at Knights of Columbus. ASSN Foundation donated and installed sensory panels. (8 of them). Looks great. Would like to add vinyl sign on building if Board approves. 4. SEPAC: Requesting to present to Board on what they are doing, progress. Schedule for first meeting in April with Board’s okay. 5. HIB report: One new investigation taking place at Junior-Senior High School.

MONITOR’S REPORT: Mr. Wayne Demikoff reported: Nothing new on forensic audit. OFAC investigating lease and loan agreement. Investigator will be in district beginning tomorrow. Resolution passed approximately 12 years ago, December 2004, Re: Health Benefit Payment. Will ask Board to rescind resolution.

HEARING OF CITIZENS ON AGENDA: Mr. Ted Tabasco: Question on FI:#132. Why allocated monies in FI:#132. Is there a budget to review? Mr. DeSantis responded they were missing some information so not ready to share. Mrs. Janet Malool: Transfers: Summer school monies to gas? Reply: It is for gas and repairs. Surplus money transferred to coaching? Mr. Steinmetz replied yes.

HEARING OF CITIZENS OFF AGENDA ITEMS: Mrs. Susan DeSantis - Thanked monitor for OFAC. When is budget due? Mr. DeSantis replied March 20th, reinforced it is tentative budget, it can be changed. Will there be more cuts? Mr. DeSantis replied, still missing some information, may be cuts. Don’t know what, “so close to 20th”. Mr. Ronald Hidalgo: Have lockdown during lunch? Would have to look. Do auditorium doors lock, yes. “They do not”. “Cut 15% of Administrator salaries” – Commented on flyer. Mr. DeSantis replied, it is an opinion, people can say what they want. Mr. Noel Cote: Questioning bus in Paterson again. Resolution passed awhile back. Increasing salary by ($19,000 (supv.) how being covered? Internally. Comment: So do not need position. Response: It is a stretch of resources. If we go forward with leasing of busses, can I sit in on negotiations? Adriana Cantelmo: Bought home 14 years ago. Disappointed with “report card” (RPEA sent). Are buildings to code? When is SS and Science series up? Mr. Koenig replied K-5 science being replaced. Mrs. Janet Malool: Are we still paying loan back: Yes. Mr. Demikoff replied, $2.5 million taken out last year. Paid back 1/10 per year. - Breakdown of bussing cost? Report available. - Stopped coming because same old same old. Doesn’t know where money went. Class size. - Buildings need to be to code. Mrs. Joann Mills: Regarding budget: In future, create and draft with reductions. People would feel better. Busses: Going forward – look into lease/purchase – “we are in lease purchase”. Mr. Tom Vercelli – Certain A.P. classes being cut? Concerned it will impact his future. Concerned with college resume. Mr. Elmer Rodriguez: Updated textbooks and materials “some go back from Chris Christie’s day in school”? SS books old. Some cannot afford internet for online book. District encourages use of primary sources. District is exploring internet availability for students. Ms. Terracita Eldridge: Thank you to teachers for work you do. - Mr. Koenig has good heart for district. Reconsider busses. - Old textbooks – concern. Should think out of box. For SS DBQs use primary sources. Thomas Vercelli, excellent, well spoken. - Happy with number of people in audience. Made her daughter take SAT – shocked with college and career preparedness results on performance report. Look at data. Address those needs in budget. A.P. courses – 22% passed SAT’s? SAT has no “passing rates”. Berlinda Rodriguez: Daughter did not take SAT, didn’t have to. Thank you for her education. Doesn’t understand why bussing keeps coming up. In past, contracting with bus companies that did not do night. Bus service now is excellent. We need to work together. Talk to people who actually use bussing. Heard Little Ferry administration is steering students away from Ridgefield Park. Mr. Wagdi Abdalla: Question for state monitor: Is loan one time? Or can get it again? “You don’t want it again”. Little Ferry: Are numbers and bussing settled? Will budget be ready next Board meeting? Number 5 not settled. Budget will be ready. Mr. Frank Scarafile: Little Ferry not steering students away, administration steering students to Ridgefield Park. Mrs. Susan DeSantis: Said how wonderful A.P. courses are. Should not be cutting A.P. courses. “Appalling”.

FI:#133 - 3/8/17 TRANSPORTATION CONTRACT RESOLVE that the Ridgefield Park Board of Education does hereby approve an agreement with the South Bergen Jointure Commission, an approved Coordinated Transportation Services Agency, for the purposes of transporting students in accordance with Chapter 53, P.L. 1997 for the time period 2017/2018 school year. The services to be provided include, but are not limited to, the

Coordinated Transportation of nonpublic, out-of-district special education, vocational and summer programs.

BE IT FURTHER RESOLVED, that the Ridgefield Park Board of Education agrees to abide by the Transportation Services Agreement as published by the South Bergen Jointure Commission and attached to this resolution.

FI:#135 – 3/8/17 EDUCATIONAL DATA SERVICES RESOLVE that the Board of Education approve the renewal of a contract with Educational Data Services for the 2017-2018 school year. The licensing and maintenance fee for our district will be $12,200.00, which includes Right to Know Services.

FI:#136 – 3/8/17 EDUCATIONAL DATA SERVICES RESOLVE that the Board of Education approve the renewal of a contract with Educational Data Services for the 2017-2018 school year for Cooperative Skilled Trades, Compliance Services and Ancillary Bids in the amount of $1,990.00.

CR:#32- 3/8/17 APPROVAL INSTRUCTION FOR STUDENT RESOLVE that the Board of Education approve the instruction of a Student I.D. No. 22000908 who had been admitted to Bergen Regional Medical Center, as of February 23, 2017. Youth Consultation Services is now to provide treatment at Muller Hall (Intensive Residential Treatment Services), and will be providing instruction at the rate of $60.00 per hour. The approximate length of stay at YCS Muller IRTS is three to six months.
