En el espacio-tiempo de devastación ambiental anunciado por el Antropoceno, la catástrofe nuclear es un problema de límites difusos que desafía nuestra capacidad de comprensión. Está caracterizada por una invisibilidad doble, la propia de la radiación ionizante y la institucional, la afirmación por parte de las autoridades de que el problema “está bajo control”. Como antes Chernóbil, el desastre de la central de Fukushima Daiichi alcanzó el nivel máximo en la escala de accidentes, cuando tres reactores se fundieron a 200 kilómetros del área metropolitana más poblada del planeta. Tomando como marco teórico la discusión interdisciplinar del Antropoceno, y formulaciones críticas como el Capitaloceno de Jason W. Moore y el Chthuluceno de Donna Haraway, esta investigación indaga como humanos y otras criaturas están viviendo con el problema de una naturaleza-cultura alterada por la radioactividad en Fukushima. Con sus diferentes figuras y metáforas, Capitaloceno y Chthuluceno son propuestas alternativas al hegemónico Antropoceno para nominar nuestra época, que traen consigo otras ontologías y epistemologías posibles desde la crítica Marxista contemporánea, el eco-tecno-feminismo y la etnografía multiespecies. Convirtiendo Antropoceno, Capitaloceno y Chthuluceno en aparatos analíticos y maneras de conocer la catástrofe nuclear, esta tesis propone una onto-epistemología procesual que construye una narrativa experimental sobre el significado de Fukushima en el contexto de la discusión sobre los desafíos ambientales en curso. Esta onto-epistemología fue posible mediante la creación de un espacio warburgiano de pensamiento donde trabajar al mismo tiempo con lo real y lo imaginario, las fuentes primarias y los estudios científicos, las obras de arte y la cultura popular. Este método de investigación, que denomino como Atlas SF, agrupa contenidos de medios heterogéneos, establece líneas de conexión entre diferentes disciplinas de conocimiento y ensambla relaciones conceptuales entre los distintos dramatis personae, objetos, lugares e historias. Thesis (Doctorate in Communication and Culture) - School of Communication, Federal University of Rio de Janeiro, Rio de Janeiro, 2016. In the space-time of environmental devastation announced by the Anthropocene, nuclear catastrophe is one of the troubles with fuzzy boundaries that challenges our capacity for comprehension. It is characterized by a twofold invisibility, with both ionizing radiation and institutional invisibility - the claim by the authorities that the problem is "under control". As in the case of Chernobyl, the Fukushima Daiichi disaster is a maximal 7 on the AEIA scale of accidents. It was unprecedented in that several reactors went into meltdown, and in that it occurred 200 kilometers from the most populous metropolitan area on the planet. Taking as a theoretical framework the interdisciplinary discussion of the Anthropocene, and critical formulations such as Jason W. Moore’s Capitalocene and Donna Haraway’s Chthulucene, this dissertation investigates how humans and other creatures are staying with trouble of a nature-culture altered by radioactivity in Fukushima. With their different figures and metaphors, Capitalocene and Chthulucene are alternative epochal names to the hegemonic Anthropocene, bringing other ontologies and epistemologies from the fields of contemporary Marxist theory, eco-techno-feminism and multispecies ethnography. Repurposing Anthropocene, Capitalocene and Chthulucene as analytical apparatuses and ways of knowing nuclear catastrophe, this dissertation proposes an onto- epistemology with which to construct an experimental narrative about the meaning of Fukushima in current discourse regarding environmental challenges on a planetary scale. This onto-epistemology is made possible through creating a Warburgian space of thought that combines real and imaginary, primary sources and scientific studies, artworks and pop culture. This research method, that I call Atlas SF, groups together heterogeneous media, bridges various disciplines of knowledge and establishes relations between different dramatis personae, objects, places and stories. The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism.

Unfortunately, since a 2005 amendment to the Reactor Regulation Law relating to protection of nuclear materials, the route and time of shipments, security provisions, and other information about the shipment of MOX fuel are no longer publicly disclosed. We presume that since such information is not available, the shipments themselves will take place under a veil of secrecy.     “The Economic, Health, and Political Consequences of Japan’s Earthquake” Event Summary On March 22, 2011, the Center on Japanese Economy and Business (CJEB) at Columbia Business School hosted a panel to discuss the health, economic, and political consequences of Japan’s March 11, 2011 Tohoku earthquake, which generated a destructive tsunami and damaged the Fukushima Daiichi nuclear power plant. The panel featured David J. Brenner, Higgins Professor of Radiation Biophysics at the College of Physicians & Surgeons of Columbia University; Gerald L. Curtis, Burgess Professor of Political Science at Columbia University; and David E. Weinstein, Carl S. Shoup Professor of the Japanese Economy at Columbia University and Associate Director for Research at CJEB. Professor Weinstein introduced the panel by acknowledging the tremendous tragedy of the Tohoku earthquake and tsunami. He described arranging this panel just a few days before, determined to do his part to improve public understanding of the events unfolding in the region and to uncover reasons for optimism and inspiration. Professor Brenner began the presentations by addressing and clarifying many of the concerns regarding the local and global health impact of nuclear radiation from Fukushima. Once the earthquake hit, nuclear reactors were shut down as per protocol. However, the Fukushima Daiichi reactor generated an enormous amount of heat in its core, and when the water pumps stopped functioning, workers were not able to manually pump enough water into the core to prevent overheating. At the time of this event, these workers, dubbed the “Fukushima 50,” were still working to pump water into the reactor at great risk.

This brief note is an initial exploration of the enablers of social innovation at the grassroots level where it matters most in a crisis. We focus on the need for individuals or groups who can implement plans of action that help whole communities respond and recover from a crisis. The distinguishing features of the Great Hanshin-Awaji Earthquake and the Great East Japan Earthquake are compared with profiles of the leaders commended for their selfless acts in crisis response and management.     Review Article Evidence-based Guidelines Needed on the Use of CT Scanning in Japan JMAJ 48(9): 451–457, 2005 Nader Ghotbi,*1,2 Mariko Morishita,*1,2 Akira Ohtsuru,*1 Shunichi Yamashita*2,3 Abstract The increasing use of medical radiation, especially in diagnostic computed tomography (CT) scanning, has raised many concerns over the possible adverse effects of procedures performed without a serious risk versus benefit consideration, particularly in children. The growth in the number of CT scanning installations and usage, some new and unprecedented applications, the relatively wide variation of radiation doses applied by different radiological facilities, and the worrisome estimations of increased cancer incidence in more susceptible organs of children all point to the need for a clear specification of evidence-based guidelines to help limit and control the amount of radiation doses the Japanese population is being exposed to through medical diagnostic imaging technologies. Recommendations have already been issued on how to reduce the exposure dose to the minimum required especially in pediatric CT but more work is needed to establish good practice principles by the medical community through determination of more reasonable indications to request CT scanning. The result that comes up is a new artefact whose beauty resides precisely in the emphasis given to its injuries. The surface of the manufacture is crossed by gold and silver ribs, proudly sparkling like a knight who fiercely shows his wounds. A philosophical message is steeped into those shining ribs: past might have hurt you, but it is part of you and it is exactly what makes you precious. In contemporary Japan kintsugi represents a metaphor to reveal the fragmented nature of Japanese society. Although six years have already passed from the nuclear fallout occurred at the Fukushima Daiichi Nuclear Power Plant (原発), Japanese national identity still appears disjointed and its open scars reflect the unsolved problems the mismanagement at the Power Plant caused. Japanese people, who always have appeared to be unanimous in face of a catastrophic event, turned to be split up in multiple small groups: the evacuees at the refugee camps are still seeking aids from the Japanese government; the workers at the Fukushima Daiichi are still fighting to obtain justice for the violation of any occupational safety regulations by TEPCO; the collective burials have swept 212 Veronica De Pieri away the identity of those injured to death by the tsunamis and survivors are still struggle to restore those lives, in order to not let them fell into oblivion.

    Buildup of Nuclear Armament Capability and the Post-War Statehood of Japan : Fukushima and the Genealogy of Nuclear Bombs and Power Plants Muto, Ichiyo In the battered Fukushima Daiichi nuclear structures, which continue to spew out radiation incessantly, I cannot but identify the presence and activity of a collective human will. Here, I am not using a metaphor. Those living ruins are, in fact, the incarnation of the will of those humans who have built and managed the nuclear regime. The ruins are there only as a material consequence of their actions, which have taken place over decades. During the reign of this nuclear regime, its will was masked by promises of clean energy and a bright future. We were constantly told by the regime and its loyal media that comfort, convenience, prosperity and mass consumption would all be impossible without nuclear power, and we—the majority of society—swallowed this idea whole. Now, however, the true nature of the regime has been revealed for what it is: a heinous beast, so to speak, who poisons whatever it touches and continues its endless destruction of life—and has proven itself to be a near-immortal species that resists with all its might being slain and put to rest. I now realize that before the Fukushima catastrophe, I had only a poor and limited imagination about nuclear power’s actual degree of heinousness. If not as a specialized anti-nuke activist, I, too, was working from the 1970s on the nuclear issue by identifying with the communities who were resisting the construction of nuclear plants.

The complex disaster with an earthquake, tsunami and nuclear disaster severely damaged and destroyed human life, properties, natural resources and the environment. Mandatory evacuation was ordered after the accident, and loss of the cooling system for safety of the public from the nuclear reactor in the Fukushima Dai-ichi Nuclear Power Plant. This order disturbed the usual daily life of the Fukushima residents and caused an inconvenient situation for a long-time due to the lack of a link to their local community. We tried to discuss various issues regarding the public health activities in response to the Fukushima disaster in this special issue as follows. Countermeasures: 1) emergency response to the natural disaster, to mitigate the radiation exposure due to the nuclear accident, 2) medium- to long-term support for secondary health risks and 3) educational activities of radiation health risks on humans and care of mental health issues due to anxiety of radiation exposure. All were implemented by various efforts with the cooperation among national and local politicians, residents, suppliers, distributors and so on. The World Health Organization (WHO), the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), and the International Atomic Energy Agency (IAEA) consulted on the response to the Fukushima situations.
