3 Local Elections 2015

1. Summary

Elections were held to 9,335 seats on 279 local councils in on 7 May 2015, coinciding with the 2015 General Election as well as elections for six directly elected mayors. The Local Elections were comprised of: • 6,563 seats on 194 shire district councils, 131 of which had all seats up for election and 63 with a third of seats up • 860 seats on 36 metropolitan borough councils that elect by thirds • 1,912 seats on 49 unitary authorities, 18 of which had a third of seats up and 31 with all seats up. Six mayors were also elected in Bedford, Copeland, , Mansfield, Middlesbrough and . No local elections were scheduled in Wales, Scotland or Northern Ireland. The Conservatives won or retained control of 163 councils, a net gain of 25, comprising 28 gains and three losses. The party gained control of 25 councils (22 shire districts and 3 unitaries) from No Overall Control (NOC), while two councils were also won from Labour (Amber Valley and Gravesham) and one from the Liberal Democrats (Hinckley and Bosworth). The Conservative Party lost two councils, one to Labour and one to NOC. This represented a net gain for the Conservatives of approximately 348 seats. Labour won or retained control of 74 councils, a net loss of 5. They won control of a single council from the Conservatives and two from NOC, yet these gains were more than offset by two losses to the Conservatives and a further six councils lost to NOC. Overall this reflected a net loss of 238 seats. The Liberal Democrats failed to win any councils and retained control of four, losing Hinckley and Bosworth to the Conservatives and three others to NOC. This leaves the party with 6 councils under its control across Great Britain, down from 34 in 2006. On election day they lost 454 seats in net terms. The United Kingdom Independence Party (UKIP) won or retained 334 seats and gained control of their first council in Thanet. In 2011, when most of the seats contested in 2015 were previously fought, UKIP won 7 seats. The Green Party won or retained 135 seats, an increase relative to the 79 won in 2011. However, the seats lost in cost them their minority leadership of the council. While it is difficult to accurately estimate turnout for the local elections at this stage, they were held alongside the 2015 General Election for which turnout in England stood at 66%. Local election turnout may have differed from this figure given that electorates differ slightly (EU nationals and Members of the House of Lords are eligible to vote in local elections but not parliamentary elections). 2. Introduction

Elections were held to 9,335 seats in 279 local authorities in England on 2015 was the first 7 May 2015, comprising: time nearly every voter in England • 860 seats on 36 metropolitan borough councils that elect by thirds received local and general election • 335 seats on 18 unitary authorities that elect by thirds and 1,577 on ballot papers since 31 unitary authorities with all seats up for election 1987. • 986 seats on 65 shire district councils that elect by thirds and 5,577 seats on 129 district councils with all seats up for election.

Local Elections in England Members of councils - councillors - are elected for 4 year terms using the first past the post system. There are a variety of electoral cycles (times when elections are held) so not all councillors are elected at the same time. In some authorities (including London boroughs and all county councils) elections are held every four years. Others elect a proportion of members in each year.

There are three methods of holding elections to local councils: by whole council; by thirds; and by halves. • By whole: All councillors are elected once every four years, in whole council elections • By thirds: Councillors are elected for four-year terms by thirds; that is, at each election, a third of the councillors are elected. Elections are held every year except in years when there are county council elections in the rest of England. • By halves: Councillors are elected for four-year terms by halves; that is, at each election, half of the councillors are elected. Elections are held every two years.

By-elections may also take place in a local authority should a council seat become vacant during a councillor’s term.

There were no elections scheduled in Scotland, Wales, Northern Ireland or the remaining unitary authorities, shire districts or London boroughs in England.

This paper provides a summary of results, and is based on data supplied by the BBC’s Political Research unit, the Press Association, media reports and local authority results declarations.

Comparisons of net gains and losses are based on council composition following the most recent elections in each local authority – 2011 for most of those electing all seats and 2014 for those electing by thirds. This approach does not account for any party defections or local by- elections and may differ from other sources that adopt a different baseline for comparison. Control is attributed on a simple numerical basis (50% + 1) – minority administrations and coalitions are not taken into account; they are regarded as the authority being under no overall (single party) control (NOC). 7 Local Elections 2015

3. Results 3.1 Council Control

The Conservatives won or retained control of 163 councils, a net gain of 25, comprising 28 gains and 3 losses. 25 of these gains came from NOC (see table for full list), two from Labour (Amber Valley and Gravesham) and one from the Liberal Democrats – the council of Hinckley and Bosworth, regained after eight years of Liberal Democrat control. The Conservatives lost the Cheshire West and Chester council, which it had held since 2009, to Labour. They also lost Tendring to NOC, the result of significant UKIP seat gains on the council (+22). Labour won or retained control of 74 councils, a net loss of five. They gained control of Cheshire West and Chester from the Conservatives and West Lancashire and Stockton-on-Tees from NOC, yet also lost two councils to the Conservatives and six to NOC. In particular, net seat losses in Stoke-on-Trent (-13) and (-11) cost Labour control of these councils. The Liberal Democrats retained control of four councils, a net loss of four. While they managed to retain control of Eastbourne, Eastleigh, Oadby and Wigston and South Lakeland, they lost Hinckley and Bosworth to the Conservatives and three others to NOC. South Somerset was one of those lost having been under Liberal Democrat control since 1987. The UK Independence Party (UKIP) took control of their first council in Thanet. They took 33 of the 56 seats up for election, inflicting net seat losses on the Conservatives (-9) and most notably Labour (-22). 3.2 Seats

The Conservatives won 5,528 seats, representing 59% of the total contested and a net gain of 348 seats. In total there were 11 local authorities in England where the Conservatives failed to win a seat. Labour won 2,278 seats, around 24% of the total contested and a net loss of 233 seats. There are now 61 shire districts with no Labour representation, up from 56 prior to the elections. The Liberal Democrats won 658 seats, around 7% of those contested and a net loss of 454 seats. The party won 7% of contested shire district seats, 7% in unitary authorities and 5% in metropolitan boroughs. Over three-quarters of Liberal Democrat losses came on shire district councils, with the party’s representation being wiped out on 20 different councils and the number with no representation increasing from 50 to 69. The UK Independence Party won 206 seats, around 2% of those contested. UKIP’s performance was strongest in shire districts, with particularly notable gains made in Thanet (+33), Tendring (+22) and Boston (+13). The Green Party won or retained 86 seats – a modest gain of 6. The Greens won most seats in Brighton and Hove (11), Lancaster (9) and (8).

How did the parties fare relative to the General Election? In the 2015 General Election, held concurrently with the local elections, the Conservatives won 331 seats across the UK to secure a majority of 11 seats in the House of Commons. How did the parties’ performances compare across the two sets of elections?

In England, the Conservatives secured almost exactly the same share of contested council seats as Parliamentary seats (59% and 60% respectively), yet the same was not true of the Labour Party. Their council seat share of 24% was around 14 percentage points lower than their Parliamentary seat share. While this is partially due to the areas that were holding elections – in 2014 one of Labour’s strongest areas was London which did not have local elections this time around – it does appear that support for Labour is lower at the local level in certain areas. Particular gaps emerge between share of seats in the North East (18 percentage points) and Yorkshire and the Humber (14 percentage points).

While the Liberal Democrats’ share of contested council seats did fall from 11.6% in 2011 (the last time most of the same seats were up for election) to 7.1% in 2015, this was not as bad as the loss of almost all their seats in the General Election. In the South West, where the Party lost all of its 15 Parliamentary seats, they now hold around two-thirds of the council seats they had prior to the elections.

3.3 National share of the vote

Due to the way local elections are structured, in the years between general elections it can be difficult to get an idea of the political landscape across Great Britain. Academics such as Colin Rawlings and Michael Thrasher of the University of Plymouth try to overcome this problem by using the results of local elections to estimate how the major parties would have fared had the local elections of that year taken place throughout Great Britain. Rallings and Thrasher’s National Equivalent share of the Vote (NEV) is thus a widely used estimate of where the parties stand in any given year. Since the local elections were held on the same day as the UK General Election in 2015, in line with previous practice the vote share for the three main parties in the General Election is presented with NEV estimates from local elections in previous years.

Comparing the 2015 General Election vote shares with NEV from recent years, the Conservatives have seen a substantial boost to their vote share. Relative to 2013 estimates, their vote share has increased by 11 percentage points. Following a large decline between 2012 and 2013, Labour have seen relative stability in their estimated vote share, falling by 1 percentage point this year relative to the 2014 estimate. The Liberal Democrats saw a period of continual decline over the course of the last Parliament, from 24% in the 2010 General Election to 8% in the 2015 General Election, the biggest single year of decline came in 2010 to 2011 with an estimated drop of 8 percentage points. Other parties took around 25% of votes in the 2010 General Election. Despite a 10 percentage point boost to UKIP’s general election vote share relative to 2010, this was down from the 2013 estimate of 22%. Number CBP7204, 18 June 2015 12

The Conservatives have 8,766 councillors, 43% of the Great Britain total. This is up by 2 percentage points from 2014, though still below their highest share of Great Britain councillors of 50% in 1978. While this year saw the end of a period of continued decline in Conservative councillors, the number having fallen for seven consecutive years, numbers are still 955 below their most recent peak in 2008. The Conservatives control 192 councils, representing around 55% of all councils in England, up from 47% in 2014. The highest proportion of councils controlled come in shire districts (73%) and the lowest in metropolitan boroughs (6%). The Conservatives control none of the 21 unitary authorities in Wales, nor any of the 32 in Scotland. In England, 48% of councillors are Conservatives compared to 8% in Wales and 10% in Scotland. Labour has 6,873 councillors, 34% of the Great Britain total. While this is the first decline in the number of council seats held in 6 years, it is still over 2,400 more than in 2009, the lowest number of councillors recorded since the reorganisation of local government in 1973. Labour controls 114 councils, 28% of the total number in Great Britain down from 30% a year ago. Their share of councils controlled is strongest in metropolitan boroughs with over 80% compared with only 15% in shire districts, down 1 percentage point from a year ago. In Wales, Labour has 45% or councillors and controls 45% of councils, whilst in Scotland their 32% of councillors yields control of only 13% of councils. Number CBP7204, 18 June 2015 14

The Liberal Democrats have 1,810 councillors, 9% of the Great Britain total down from 11% in 2014. The number of local council seats held by the party peaked in 1996 at 5,078 and has mostly fallen since. The most marked decline has occurred since 2010, with their share of Great Britain council seats falling from 19% in 2010 to 9% in 2015. The Liberal Democrats now control 6 councils, down from 25 in 2010 and they hold 6% of council seats in the unitary authorities in both Scotland and Wales with no councils controlled. The UK Independence Party took control of its first council in 2015, obtaining control of Thanet from NOC. The party holds just under 2% of seats across Great Britain, though 339 of 342 of these are held in England with three in Wales and none in Scotland.

3.5 Mayoral elections

Mayoral elections were held in Bedford, Copeland, Leicester, Mansfield, Middlesbrough and Torbay. This was the fourth time that routine mayoral elections had taken place in Bedford, Mansfield and Middlesbrough, the third time in Torbay, second time in Leicester and first time in Copeland. Incumbents were re-elected in Torbay, Bedford and Leicester.

• In Bedford, Dave Hodgson of the Liberal Democrats defeated Jas Parmar of the Conservative Party following the addition of second preference votes after no candidate received an absolute majority based on first preferences. It is the third time he has been elected to the post. • In Copeland’s first mayoral election, independent candidate Mike Starkie beat Steve Gibbons of the Labour Party after votes were combined, despite receiving fewer first preference votes. • In Leicester, Peter Soulsby of the Labour Party was re-elected as mayor with 54.6% of first preference votes. • Kate Allsop of Mansfield Independent Forum was elected , narrowly beating Martin Lee of Labour after second preferences votes were combined. • In Middlesbrough, the Labour candidate Christopher Budd beat independent Andrew Preston by a margin of just 256 votes after the second round. • Gordon Oliver of the Conservative party was re-elected to his second term as after second preference votes were assigned.
