According to the Master Plan-2021 of Yamuna Expressway, the entire developing zone spread over 2,36,682 hectares would be home to nearly 20,96,860 people by 2021. The expressway zone will be nearly 10 times bigger than Noida, once all the planned world-class projects are complete. The projected population according to Master Plan-2021 is 20 lakh, and 35 lakh by 2031. According to Master Plan-2021, nearly 20% area has been earmarked for residential set-ups, 28% for industrial, 21% for green areas, 15% for transport hubs, 5% for commercial and 7% for institutional zones. The state government has notified a stretch of 10-15km to the left of Yamuna Expressway, up to the Yamuna on the right side, for organized and wellplanned development. Developing areas like Sectors 18, 20, 22A, 22D, 26, 17, and 15 are expected to prevent haphazard growth of urban sprawls on the flanks of new highways. According to the plan, development will cover approximately 2,36,682 hectares drawn from 1,187 villages (131 in Gautam Budh Nagar, 40 in , 105 in , 420 in Maha Maya Nagar, 431 in Mathura, and 60 in ). Of the 2,36,682 hectares, around 33,700 hectares have been notified. The YEA has already acquired 11,200 hectares of land up to Agra. PC Gupta, CEO of YEA, says: "We have plans to give higher rate of compensation to farmers for their land, as these will now be classified as urban areas. An integrated development plan will also offer industry the chance to make a long-term assessment of the potential of the entire stretch; the state government has assured all the stakeholders of rising revenues for a long time, as the area would turn into either a complex of small bustling industrial cities or one large metropolis." "We have allotted 5,100 hectare of land to JP Group. JP has already completed JP Sports Complex near village for Formula One race track and other sports like hockey and cricket. To develop integrated townships, YEA has allotted 580 hectares among 15 developers. Apart from residential zones, 280 hectares has been allotted for educational institutions. Out of the 15 forthcoming educational institutions, Noida International University and Galgotia University are already functional. The infrastructural development along the expressway may also trigger further private development and buttress the state government's plans to set up an international airport along the Yamuna Expressway's territory," P C Gupta said. The YEA recently launched a scheme for industrial plots for newly developing areas like Sectors 12A, 12B, 12C, and 12. The plot sizes for large-sized industrial set-ups are in the range of 4,000 sq metres to 25 acres, at the rate of Rs 5,500 per sq metres. "The purpose of the land acquisition is to have a planned development for industrial and infrastructure purposes and farmers need not be apprehensive about their land. On the contrary, such development will add value to their land," an official of the YEA said.

Infrastructural developmental plan

According to draft plan of the YEA, nearly 1,300 MLD of water will be required up to Jewar, which is being developed over 50,000 hectares. Out of this, 53 MLD will be required for Sector 18 and 34 MLD for Sector 20, which are located 17km from Pari Chowk in . To meet the demand, there will be four water treatment plants and six sewerage treatment plants in Sectors 18, 25/26, 24, 3/4, 5/6, and village Machhar near Jewar. To connect the forthcoming residential Sectors 18 and 20 from Pari Chowk, the internal road-up to 13kmis nearly complete. To meet the huge demand of power by 2026, a new authority has been set up-Yamuna Power Corporation Ltd. This authority will have its own power generation unit of 2,000 MW, which will be constructed by Power Corporation Ltd. While this project is expected to be complete in 2014, two sub-stations of 120 KV and 32 KV have been installed on a temporary basis. In addition a mega power unit of 765 KVA has been planned on 75 acres at village Jahangirpur.
