Minutes of the National Nutrition Cluster Meeting Tuesday, 3rd December 2013, 10:00 am DoH Conference hall Afgooye Road, Wadajir Mogadishu,

1. Welcome and Introductions: Dr Abdirahman Hufane and Abdullahi chaired the meeting. The meeting was opened with Holly Quran prayer followed by welcoming and introductions. Abdullahi acknowledged the presence of FSNAU Mohamed Moalim and Abukar Yusuf who were introduced to the national cluster participants. Dr Hufane apologized for delay in convening the meeting due communication misconceptions with the security team at the entrance gate who kept participants outside the gate for a while. He promised everything to be in order in future including advanced security clearance of participants.

2. Review and endorsement of the last cluster meeting minutes and follow up on the action points: The review of last meeting minutes of 3rd of November 2013 started and approved as a correct record of discussed issues. Action points were also timely followed up accordingly; see the status updates on page 4 of the minutes.

3. Agency Profile presentation-SRDA: Background and Introduction: The Somali Relief and Development Action (SRDA) is one of the National Non-Governmental Organizations registered and working in Somalia. It is non-profit making and non- political organization focusing on participation and partnerships thus contributing to the relief of human suffering by offering appropriate solutions to the humanitarian catastrophe in Somalia.

SRDA was founded in 1998 in district region Somalia by a group of Somali intellectuals who placed their views, ideas, knowledge and strength jointly in order to serve the Somali vulnerable populations who live under abject poverty, insecurity and illiteracy. The headquarter of this organization is in Luuq district and has other branch offices in Doolow & Belet-Hawa districts of Gedo region, Galka’ayo of region and liaison offices in Mogadishu & Nairobi.

Mission: SRDA is an independent organization dedicated to improve the lives and welfare of the people, not exclusively living in Somalia, but the entire Horn of Africa irrespective of race, religion, political ideology and or age groups

TROCAIRE was not able to attend the December meeting hence requested to reschedule their profile presentation during the January 2014 meeting and World Vision requested to be the second Organization to present their profile in January 2014.

Action Point Abdullahi to share SRDA partner profile presentation with the national cluster members

4. Key Nutrition services and Situation highlights: SRDA reported that they started BSFP program supported by WFP in Luuq district targeting children 6 to 36 months of age. They so far reached 4,535 children since the program started. The program kick started in November 2013 and will end Dec 2013.

GEWDO requested to know why the EPHS program implementation removed from Gedo region. They are requesting from the DOH and UNICEF as to why the PCA is delayed if the EPHS program implementation is excluded from Gedo region.

World Vision reported to be among the agencies operating in Gedo, Puntland and Somaliland and promised to present their profile in the coming National Nutrition Cluster meeting.

CPD reported to have opened OTP site in Maslax on 1st Dec 2013. The Nutrition cluster focal point advised them to refer moderately malnourished individuals to SORRDO who are implementing TSFP program in the same area.

BRADO reported to have plans of implementing TSFP program in Awdegle with support from WFP but reported to have experienced in delay on proposal review/approval on WFP side.

HOPEL Reported to be implementing nutrition program in Balambal with signed PCA with UNICEF. They reported to have received nutrition supplies and serving the communities as agreed.

JCC reported to be implementing nutrition interventions in Buale district of region; however they experienced supply transportation problem since supply distribution point for six regions including middle Juba is stationed in Baidoa. They said it’s difficult to transport goods all the way from Baidoa which creates delay.

SCI reported to have experienced supply problem resulted from stationing the supply distribution point in Baidoa. They reported to have received supplies including OTP drugs on the 1st of December which is due to expire on 31st December 2013.

Somali Aid reported to have started integrated WASH and nutrition program in Kismayo in September 2013 supported by OXFAM. They complained to have lacking Stabilization Centre in some districts in Middle Jubba to refer severe complicated cases. However; they have been informed and at the same time advised to refer such cases to SC in Kismayo general hospital supported by ICRC.

AMPICAN reported to have started community –based IYCF and community nutrition promotion activities that targets pregnant and lactating women in 7 districts of Banadir region (namely Wadajir, Waberi, Hamar Jajab, Hamar Weyn, Shibis, Bondhere and Shangani) in November 2013 and are planning to conduct assessment on service mapping to identify agencies working in the area for coordination purposes.

ACF reported to have had a collaboration of referrals beneficiaries discharged cured from OTP centres to get complete nutrition serves from SAACID. These referral system were temporarily suspended a while due to SAACID’s suspension of nutrition programmes but on November 2013 when SAACID resumed the two agencies agreed to continue the referrals from ACF centres to SAAID. Action Points: o DoH/ Cluster focal point to meet with URDO and SDIO for solving the recurring implementation gaps reported followed by third part monitoring for verification. o UNICEF nutrition programme focal point/ cluster to update GEWDO on the PCA progress o Cluster/ DoH and partners to follow up with UNICEF/WFP on the supply delivery to the sites covered by Baidoa hub.

5. Updates from DoH and partners on their Jawhar floods response Dr. Farah from DoH who was supposed to give the flood update was not present in the meeting. He went other government meeting. Hence, Abdullahi informed about an inter cluster/sector flood assessment was done specially the flood affected villages in Jowhar and the surrounding villages. 5th of November 2013, the Somali federal government called out an emergency meeting aimed to respond the floods in which caused evictions of almost 10 thousand families inside and outside the town. The meeting was chaired by the deputy of the ministry of the health Mr Mohamud who finally suggested the establishment of a committee composed of clusters, DoH, Middle regional administration and NGOs. The committee sat separately on the same day and agreed to do a rapid Inter cluster/sector assessment from 8 to 10 of November 2013. The following villages were assessed by the different teams; namely: - Bacaadley, Daanyerey, Congo, Piasa IDP, Hormud Wet feeding. Because of the challenging accessibility of the roads the assessment teams could not reach out all their target villages. Here are the findings of the assessment.

Objectives of the rapid assessment: The objective of the assessment was to figure out the magnitude of the humanitarian crises towards the communities affected by the floods, flash floods, and the conflicts. However, the needs identified around visited locations were immense with the least assistance so far reached the areas.

 11,000 households (66,000 individuals) were internally displaced by the floods  11 villages were affected by the conflict (displaced people are currently located between the airport and Buurane).  Above 3000 households were displaced by the civil war.  10 villages were burnt down during the clan clashes

Recommendations/conclusions:

The affected populations need emergency response starting with BSFP programmes followed by other Nutrition interventions e.g. mobile TSFPs/OTPs. In order to avoid the situation to get worsened we suggest the following points to in place.

 Blanket supplementary feeding programme (Urgent)  Mobile OTPs  And strengthening the existing TSFPs

WOCCA in partner with WFP and INTERSOS with UNICEF are currently providing response to the affected population in Jowhar and the surrounding villages, using TFSP and OTP mobile teams respectively. It was also reported that some observers have started emergency health and nutrition activities in Jowhar airport.

Other areas affected by the floods: SDIO reported floods in Sakow, Jilib and Salagle that damaged standing crops in the named areas.

Action Point: SDIO to share flood assessment conducted in Middle Juba with the cluster.

6. Updated from Nutrition Cluster Abdullahi updated the participants on Leo’s behalf, as the Nutrition Cluster Coordinator was not feeling well for last month; however he was working on very low scale manner. He will be on sick leave until January 2014.

 2014 CAP Projects: CRC team reviewed 67 CAP proposals approved in 2013; however 9 projects where withdrawn because they did not revise their projects in order to be considered for 2014 in accordance with the CAP guidance notes, 6 proposals were rejected because they were not in the rationalization plan. In total 52 proposals from 51 partners were recommended by the CRC members. Comments raised were sent to all relevant partners and were addressed and projects approved. The final list was shared with OCHA team and selected partners updated accordingly. The total budget for the CRC approved nutrition projects was USD 99,304,000 for CAP 2014. NB: This does not mean that the resources have been secured but it’s a tentative budget required for lobbying resources that’s will suffice the 2014 nutrition plan.  MSF Pull out Gap filling: MSF pull out gap filling matrix will be circulated to the cluster members.  IMO Replacement: The hiring process of Information Management Officer for the Nutrition Cluster is in progress, oral interviews will be done this week for the shortlisted candidates. The Rapid Response Team (RRT) Global Nutrition Cluster IMO (Anna ZIOLKOVSKA) who has been supporting the Somali Nutrition Cluster was transferred to Philippines where L3 emergency was declared. 7. AOB  Partners submission of monthly human interest stories, lessons learnt and best practices for October Cluster Bulletin. Because of the timing this point was considered to have less priority and postponed to the January 2014 meeting.  2014 National Cluster/Sub-national Clusters/Nutrition Working Groups Meeting Calendars: The calendars for the different sub-cluster nutrition working groups are under process and will be shared up on completion.  FSNAU Survey Update: FSNAU conduct the nutrition survey twice in a year to identify food security and nutrition situation in the country for possible services. They said that areas where accessibility becomes difficult they partner with the organisation working in the area e.g. KAFDARO in Doolow. Consequently maps are developed to identify accessible area. Currently survey for some areas is underway while staff is under training for others to conduct the survey and result will be out before 10th January 2014. Survey vetting will initially be held in Hargeisa and partners are encouraged to attend while the final vetting will be held in Mogadishu by the government to validate the result/outcome.
