Developer Robert Sproul, of Alliance, still needs approval from the Probate Court in Center Township, where the mall would be built, as well as a re-zoning to commercial property. The mall won't be built within city limits partly because of the fuss the Downtown Merchants Association (DMA) caused at Planning Commis- sion and City Council meetings last fall. So if the mall is built, the city won't profit from property taxes, unless the property is annexed.
