RE: LB Sutton Local Plan Review – Call for Sites

The London Borough of Sutton is now reviewing its adopted Local Development Framework (LDF) and moving towards preparation of a new Local Plan. The Local Plan, when adopted sets out the spatial vision for the development of borough for the next 15 years. It provides detailed policies against which the council will determine planning applications and allocates sites for new developments that are needed to ensure the Plan can be delivered.

In the period since the adoption of Sutton’s Core Strategy (2009) the council has significantly developed its ambition to bring beneficial growth to the Borough whilst protecting the special character of Sutton.

The council recognises the opportunities of a vision and strategy that embraces the challenges of London’s predicted increase in population and encourages high quality job growth whilst actively seeking to ensure the appropriate infrastructure is delivered to support that growth. The new Local Plan will set out this vision.

To assist the development of this new Local Plan the council is carrying out a ‘Call for Sites’ exercise to identify sites within the borough that may have potential for development over the Plan period.

We would therefore like to invite landowners, agents or potential developers, to put forward sites for consideration, which might have potential for contributing towards Sutton’s future needs for housing, employment, retail, education, health, and other uses between 2016-17 and 2031-32.

Should you wish for us to consider a site within Sutton, please complete and submit the form (available online at the below link), along with a map clearly identifying the boundary by 11 March 2014. At this stage the council is interested in sites 0.2 hectares or more, or sites capable of achieving 10 or more residential units Submitted sites and the accompanying information will be reviewed and assessed objectively by the council. Please note that the submission of a site provides no guarantee that it will be allocated in the new Local Pan, or allocated for the suggested use. Only appropriate and deliverable sites will be taken forward. Further guidance is also available at the below link.

Whilst there will also be opportunities to submit sites and make comments during the formal public consultation stages of our new Local Plan, the sooner that potential sites are submitted and made known to us the better in enabling their proper consideration in the strategic planning process.

The council believes that it has a proactive role to play in achieving beneficial growth. A more detailed strategy for Sutton town centre and some of the district centres will be developed as part of the evidence base for the Local Plan. The council, in principle and subject to procurement regulations, would be willing to consider working in partnership with suitable organisations to assemble land. If your organisation wishes to be involved in any future discussions about this option, please provide a short statement expressing your interest as part of the form.
