Will the Minister for Water and Power be pleased to state:

(a) the number of electricity connections provided for tube wells in district Haripur so far;

(b) the procedure laid down for provision of the said connections; and

(c) the number of applications lying pending at present for new electricity connections for tube wells in that district and the time by which the same will be disposed off?

Raja Pervaiz Ashraf: (a) The number of electricity connections provided for tube wells in district Haripur so far are as under:—

1. Irrigation tube wells 444 Nos. 2. Drinking Water tube wells. 191 Nos. Total 635 Nos.

(b) The tube wells connections are given according to commercial procedure. When a prospective consumer applies for tube wells connections, estimate is prepared and demand notice is issued and after receipt of payment of demand notice, connection is given on first come first basis.

(c) i. The number of applications lying pending as present for new electricity connections for tube wells in district Haripur are as under:—

1. Irrigation tube wells. 05 Nos.

2. i. Drinking Water tube wells pending with operation 27 Nos. divisions tube wells. . ii. Drinking Water tube wells pending with PD (C&O), 10 Nos. PEPCO, .

Total: 42 Nos.

ii. The pending tube wells connections will be installed after due process and receipt of deposits.

49. *Prof. Muhammad Ibrahim Khan: (Notice received on 09-08-2010 at 16:00 p.m.)

Will the Minister for Water and Power be pleased to state:

(a) the estimated cost for construction of Mirani Dam; and

(b) the amount allocated by the Government for the said scheme in PSDP 2009-10 and the amount released and spent so far?

Raja Pervaiz Ashraf: (a) The cost for construction of Mirani Dam is Rs. 5811.00 million.

(b) The amount allocated for the said scheme in PSDP 2009-2010 was Rs. 180 million which was rationalized to Rs. 150 million and the amount released and spent so far is 45.00 million.

50. *Prof. Muhammad Ibrahim Khan: (Notice received on 09-08-2010 at 16:00 p.m.)

Will the Minister for Water and Power be pleased to state:

(a) the estimated cost for construction of Sabakzai Dam; and

(b) the amount allocated by the Government for the said scheme in PSDP 2009-10 and the amount released and spent so far?

Raja Pervaiz Ashraf: (a) The cost for construction of Sabakzai Dam is Rs. 1960.823 million.

(b) The amount allocated for the said scheme in PSDP 2009-2010 was Rs. 280 million which was rationalized to Rs. 100 million and the amount released and spent so far is 38.00 million.

Will the Minister for Water and Power be pleased to state:

(a) the number of Terbala Dam affectees who have not been compensated so far indicating also the reasons for not compensating them; and

(b) the time by which they will be compensated?

Raja Pervaiz Ashraf: (a) 113 number affectees of Tarbela Dam have not been compensated so far.

The reasons for not compensating the land owners are as under:

• Addresses of some of the affectees/recipients are not traceable.

• Some disputed cases of payment are pending adjudication before the Board of Revenue Khyber-Pakhtoonkhwa, Peshawar.

• Some affectees/recipients have not so far been determined.

(b) As and when the remaining affectees/recipient will approach for compensation, disbursement will be made accordingly.

52. *Prof. Muhammad Ibrahim Khan: (Notice received on 11-08-2010 at 11:30 a.m.)

Will the Minister for Water and Power be pleased to state:

(a) the estimated cost for Flood Management of Takhta Baig Khawar District Peshawar; and

(b) the amount allocated by the Government for the said scheme in PSDP 2009-10 and the amount released and spent so far?

Raja Pervaiz Ashraf: (a) The estimated/approved cost for Flood Management of Takhta Baig Khawar District Peshawar is Rs. 552.147 million.

(b) An amount of Rs. 100 million was allocated in PSDP 2009-10. Out of this Rs. 50 million were released and were fully utilized by the Govt of KP.

Will the Minister Incharge of the Prime Minister’s Secretariat be pleased to state:

(a) district-wise details of death and injuries of the people during prevailing spell of rains and floods in all provinces, FATA and AJK;

(b) details of destruction of houses, land, roads, buildings, crops, animals and other infrastructure during the present rains and floods;

(c) details of steps / measures taken by the government for the rescue, relief and rehabilitation and reconstruction of the affectees and areas;

(d) details of foreign assistance, aid and goods received for the said affectees and areas; and

(e) the details of master plan of the Government, if any, and its contents for the said national tragedy?

Minister Incharge of the Prime Minister’s Secretariat: (a) Presently district-wise details of death and injuries of people are not received. However, Province-wise details of death and injuries as per September 15, 2010 are as under:—

(b) Province-wise details of destruction of houses, land, buildings, crops, animals etc. are at Annex-I, II, III, IV, V, and VI.

(c) The unprecedented floods affected the entire length of . No country, including its armed forces, has the capability and the resources required to effectively manage this kind of disaster. NDMA efforts to mitigate the effects of the current disaster include pre-emptive and post disaster action. The NDMA conducted a pre-monsoon conference to involve all stakeholders on 28 June 2010. The meeting was convened at the Prime Minister’s Secretariat. The purpose of this gathering was to review preparatory measures taken by provinces and other relevant stakeholders and to urge everyone concerned to take all necessary safeguards in this regard. The first flood advisory was issued by the NDMA on 20 July 2010 to PDMA, Khyber Pakhtunkhwa, Punjab and AJK and this was followed by two other advisories on 26 and 29 July 2010.

In order to comprehensively and systematically cover the entire spectrum of the disaster, spanning from rescue and relief operations through early recovery up to reconstruction and rehabilitation, NDMA developed an initial response plan which is being followed religiously. During the first phase (rescue & relief) the Government (NDMA) in close coordination with Armed Forces, UN Agencies, Humanitarian Community, donors, NGOs/INGO is engaged in providing relief to all affected population. This phase is expected to continue till end Oct. Till 15 Sep 2010 1.4 M individuals have been rescued using helicopters and boats. Details of relief provided so far is at Annex –VII.

In order to move into the early recovery phase, NDMA is finalizing an early recovery plan with the help of UNDP in collaboration with the relevant clusters. The Early Recovery Programme, aimed at restoration of services with special focus on infrastructure and regeneration of farm based livelihood, will be run for one year. The Damage and Needs Assessment by the World Bank/ADB will be completed by September, upon the outcome of which sector wise reconstruction and rehabilitation planning would be finalized through an elaborate consultative process. This would be followed by holding donor conferences to raise funds for reconstruction and rehabilitation activities. It may be mentioned here that policy planning, resource mobilization, and monitoring and evaluation responsibility of the federal government, whereas implementation would fall in the domain of the provincial government. In this regard a comprehensive “Flood 2010 Management Strategy” has been been prepared by NDMA which gives details of Relief, Early Recovery as will as Reconstruction and Rehabilitation guide lines to all the implementing agencies and partners.

(e) As responded under item ‘c’. The detailed strategic document containing road map for early recovery, rehabilitation reconstruction phases and outlining roles and responsibilities has since been prepared by the NDMA and is under approval process.

Will the Minister for Religious Affairs be pleased to state:

(a) the name, educational qualification and place of domicile of the present D. G., Hajj Directorate , indicating also the salary, allowances and other fringe benefits admissible to him; and

(b) whether it is a fact that NAB investigated complaints of corruption and misappropriation against the said officer, if so, the present status of those cases?

(b) Investigation for misappropriation was initiated in June, 2001 while being Deputy Commissioner, Multan. No allegation has been proved as yet. The matter is Sub Judice before the court of Law.

Will the Minister Incharge of the Prime Minster’s Secretariat be pleased to state the details of ,financial assistance received from abroad and within the country in connection with earthquake of 2005 and the details of its utilization?

Minister Incharge of the Prime Minister’s Secretariat: It is submitted that foreign assistance for earthquake affected areas is managed by Economic Affairs Division and detailed information in this regard is available with EAD. As regards amounts donated by various segments of the society within the country, the information is available with the Cabinet Division. However, the detail of funds received by ERRA up to 30th June, 2010 in connection with earthquake is at Annex-A. The detail of utilization of funds is at Annex-B.

Will the Minister for Water and Power be pleased to state whether there is any proposal under consideration of the Government to install 10,000 tube wells in Balochistan, if so, its details?

Raja Pervaiz Ashraf: No such proposal is under consideration of PEPCO to install 10,000 tube wells in Balochistan.

Will the Minister for Water and Power be pleased to state whether it is a fact that a telemetry system is being installed on rivers to resolve water disputes between Pakistan and , if so, the details thereof?

Raja Pervaiz Ashraf: The proposal of installation of telemetry system on the common rivers with India is under consideration in the meetings of Permanent Indus Commission. Indian Commissioner has taken up the matter with concerned authorities in India. The Indian side are reluctant to get installed the telemetry system. However, Indian Commissioners inclined to continue the discussion with Pakistan for the telemetry system.

Will the Minister for Housing and Works be pleased to state:

(a) the date on which the Prime Minister of Pakistan accorded approval for the housing scheme for Government employees in Sector F-12, ,.

(b) the acreage of land purchased/acquired by the Federal Government Employees Housing Foundation in that Sector for the said scheme,

(c) the time by which development work will start on that scheme, and

(d) the time by which allotments will be made to the employees registered with FGEHF for the said scheme?

Mr. Rehmatullah Kakar: (a) The Prime Minister of Pakistan has approved the Summary on 26-07-2005.

(b) The matter is being pursued with CDA for acquisition of land falling in Sector F-12, Islamabad. However, they have not been able to acquire the land and/ or work out modalities of the scheme. The developed land will be handed over to Housing Foundation for allotment of plot.

(c) The CDA is to develop the scheme.

(d) On finalization of modalities and time frame by CDA for Sector F-12, Housing Foundation will be in a position to launch the housing scheme for the registered employees.

61. *Mr. Abdul Ghaffar Ouresih: (Notice received on 20-08-2010 at 10:45 a.m.)

Will the Minister for Housing and Works be pleased to state:

(a) the details of Housing schemes launched/being launched by Federal Government Employees Housing Foundation for Government employees in Islamabad;

(b) the acreage of land acquired for the said schemes in Islamabad indicating also the per kanal rate at which the same has been purchased/acquired with location-wise break up;

(c) the names, designation, BPS and names of Departments of the employees registered with the FGEHF for allotment of lots/houses in the said schemes; and

(d) the time by which allotments will be made to the said employees in those schemes?

Mr. Rehmatullah Kakar: (a) The detail reply is at annex-A.

(b) Housing Foundation acquired land measuring 6330 kanals (791.25 Acres) for housing scheme @ 2.30,000 per kanals in Sector G-13 & G-14/4 Islamabad.

Housing Foundation acquired land measuring 4820 kanals 01 marla (602.20 acres) @ 5,90,000 per kanals at Sector G-15/3 for housing scheme in Islamabad. Housing Foundation has purchased 3000 kanals of land in Bharakahu @ 2,300,00 for developed 500 Sq yards plots.

(d) Allotment will be made in Phase-VI after issuance of NOC from CDA & allotment of flats in Phase-VII will be made after finalization of FAR.

62 . *Mr. Abdul Ghaffar Qureshi: (Notice received on 20-08-2010 at 10:45 a.m.)

Will the Minister for Housing and Works be pleased to state:

(a) the details of Housing schemes launched/being launched by PHA for Government employees in BPS-17 and above in Islamabad;

(b) the acreage of land acquired for the said schemes in Islamabad indicating also the per kanal rate at which the same has been purchased/acquired with location-wise break up;

(c) the names, designation, BPS and names of Departments of the officers who have applied for allotment of houses/flats in the said schemes; and

(d) the time by which allotments will be made to the said applicants in those schemes?

Mr. Rehmatullah Kakar: (a) No housing scheme has since been launched for government employees in BPS-17 and above. However, a housing scheme captioned “Kurri Road, Zone IV, Islamabad” is under implementation against which CDA has allocated 101 acres of land at Kurri Road, Islamabad. However, formal transfer of land, grant of NOC, handing over of land possession etc are awaited from CDA and matter is being vigorously pursued.

(b) CDA has since allocated 101 acres of land at Kurri Road, Zone IV, Islamabad. CDA has fixed the price of land at Rs. 125/- per sq.yard.

(c) PHA has invited option forms from all Federal Government officers working in PBS 17 & above and cut off date for submission of applications was 30th of April, 2008. Approximately 17,000/- applicants have been received so far with a view to ascertain the city- wise requirement. The scheme has been planned to be launched in following two phases:

Phase-I: Eligible officers of Federally Constituted Occupational Groups, ISI, IB, Supreme Court and Parliament Houses (National Assembly & Senate Secretariat) in PBA 17 & above.

Phase-II: All other eligible Federal Government Officers (BPS 17 & above)

(d) PHA is in close co-ordination with CDA for obtaining formal transfer of land, grant of NOC, taking over possession, and provision of planning parameters. During the meeting held by MD PHA with Chairman CDA on 15/09/10 on the subject, CDA has committed to hand over possession of land and planning parameters within 2 weeks. The master planning/designing of the scheme is already in process by engineering wing of PHA in coordination with CDA.

The formal allotment to applicants will be made on age wise seniority and to those officers who were in service as on January 01, 2008 (PM Decision) after CDA has granted formal NOC, and handed over possession of land to PHA.

Will the Minister, for Sports be pleased to state:

(a) whether it is a fact that Pakistan Cricket Board had constituted an inquiry committee to probe into the poor performance of the players during their last tour of Australia, if so, the details thereof indicting also the names and designation of the members of that committee; and

(b) the details of the findings of the said committee and the penalties, if any, imposed upon players in the light of those findings?

Mir Aijaz Hussain Jakhrani: (a) Yes, the Chairman, PCB constituted an Inquiry Committee, headed by Mr. Wasim Bari, Chief Operating Officer, PCB on 1st February, 2010. The following were the members of the Committee.

Annexure

The details of the findings of the inquiry committee and the penalties imposed upon players in the light of those findings.

After careful and detailed analysis of the events, the personal accounts of the team management, players and examination of record, videos and statistics, the unanimous recommendations of the Committee were as follows:—

• Muhammad Yousaf and Younus Khan keeping in view their infighting which resulted in bringing down the whole team, their attitude has a trickledown effect which is a bad influence for the whole team should not be part of national team in any format.

• For the shameful act of Shahid Khan Afridi, which has brought the game and the country into disrepute, he be fined Rupees Three Million. A warning be issued to him by the Chairman PCB and he be put on probation for 06 months, during which his conduct be strictly monitored.

• Kamran Akmal be fined Rupees Three Million. A warning be issued to him by the Chairman PCB and he be put on probation for 06 months, during which his conduct be strictly monitored.

• Umar Akmal be fined Rupees Two Million. A warning be issued to him by the Chairman PCB and he be put on probation for 06 months, during which his conduct be strictly monitored.

• Rana Naveed-ul-Hasan and Shoaib Malik be fined Rupees Two Million. They should not be part of national team in any format for a period of one year.

Will the Minister for Sports be pleased to state whether there is any proposal under consideration of the Government to revise the constitution of Pakistan Cricket Board, if so, its details?

Mir Aijaz Hussain Jakhrani: Yes, a proposal to revise the constitution of Pakistan Cricket Board (PCB) is under process in the Ministry.

In this regard, a draft constitution was prepared / finalized in January, 2010 in which some modifications have been suggested by the Chairman, PCB. Further discussions on these points are underway between the Ministry and Pakistan Cricket Board.

For this purpose, next meeting, which could not be fixed due to recent floods in the country, will now be convened, shortly.

Will the Minister for Housing and Works be pleased to state whether it is a fact that the Federal Government Employees Housing Foundation has obtained NOC /permission from CDA for launching a housing scheme for the Government Employees in Bara Kahu, Islamabad, if so, its details?

Mr. Rehmatullah Kakar: No Objection Certificate/permission to launch is in process. The scheme will be launched shortly after issuance of NOC y CDA.

Minister Incharge of the Prime Minister’s Secretariat:

• Ministry of Investment abolished on 17-12-2009 vide Cabinet Division Notification No. 4.19/2009- Min-I dated 17th December, 2009 with residual work assigned to the Cabinet Division.

• The travel expenditure on visits abroad of Minister for Investment was borne by Ministry of Investment not by BOI while visits abroad of Chairman, BOI with status of Minister of State (MOS) were borne by the BOI.

• The list foreign visits for the said period of persons holding portfolios of the Minister of Investment/and Chairman, BOI with Status of MOS for Investment are at Annexure-I & II respectively.

• Investment Division was abolished vide Cabinet Division Notification No. 4- 19/2009-Min-I dated 17th December, 2009 and residual work assigned to Cabinet Division. Secretary, Investment Division during existing of Investment Division was concurrently posted as Secretary, Board of Investment.

• The visits abroad of Secretary. Investment Division / Secretary, 1301 out of BOI budget are included in the report of visits of BOI’s officers abroad attached below as Annex-I.
