Modernisation and expansion of the Tung Wah to support new services and meet public demand

Background

1. (TWH) is a community-based hospital, providing a wide range of services to inpatients, outpatients and rehabilitation day patients in Central and Western District. Besides day care, day surgery and day rehabilitation, TWH currently provides tertiary specialist services like ear, nose and throat, integrated breast and renal service (see Appendix I for details).

2. As at 31 March 2016, TWH had 532 beds (including 423 in-patient and 109 day-patient beds), 62 rehabilitation day and geriatric day places. In the past 3 years, TWH’s average inpatient bed occupancy rate exceeds 80%. Please refer to Appendix II for other statistics on inpatient and outpatient services.

Improvement and Rejuvenation of Facilities

3. A one-off grant of $13 billion is made to the Hospital Authority (HA) by the Government in 2013 to plan and implement minor work projects with greater flexibility for the next 10 years, including improvement works, regular maintenance, etc., with a view to enhancing the existing hospital and clinic facilities, including TWH, to meet the ever growing healthcare demands of the community and to improve service quality.

4. Although there is no major development plan for TWH, HA has carried out a number of minor works projects from 2013/14 to 2016/17 at the amount of around HKD$54 million to improve the existing facilities of TWH. The works cover improvement works to the Day Rehabilitation Centre, Dangerous Goods Store, Theatre Sterile Supply Unit, inpatient ward, and water-roof membrane of flat roof; replacement of elevator; slope maintenance; and enhancement in barrier free access measures and security systems, etc. to ensure the provision of a safer and comfortable environment and to provide quality healthcare service to patients. In the coming few years, apart from inpatient ward improvement, HA plans to enhance the endoscopy suite, operating theatres of TWH to improve the ambulatory care services; re-arrange medical inpatient beds to enhance the support to Queen Mary Hospital (QMH) in the continuous delivery of healthcare services; and renovate the general outpatient clinic to enhance primary care services.

Future Development

5. Through a highly interactive and broad engagement process with cluster staff, HA formulated a Clinical Services Plan (the Plan) for the West Cluster in 2013 to develop clinical services directions. Regarding the hospital role delineation, TWH would continue to provide services for residents of the Central and Western District, and be responsible for providing rehabilitation and ambulatory services. TWH and QMH will also support each other in providing surgical services. The future development of TWH will be formulated in accordance with the Plan. The Government has started the preparatory works for phase I redevelopment of QMH. During the process of redevelopment, cluster of HKWC, including TWH, will support QMH in the provision of day surgery, geriatric day hospital service, etc. to enable continuous delivery of healthcare services. Simultaneously, HA will continue to work closely with TWH and carry out a series of repair and maintenance works to ensure the hospital could provide safe and adequate healthcare services.
