Lal Bahadur Shastri National Award for Excellence - 2019 Lal Bahadur Shastri National Award for Excellence - 2019 Lal Bahadur Shastri National Award for Excellence - 2019 The Lal Bahadur Shastri National Award for Excellence was instituted by Lal Bahadur Shastri Institute of Management (LBSIM), Delhi, promoted by Lal Bahadur Shastri Educational Society. The Award honours each year a distinguished Indian residing either in India or abroad for his/her sustained individual contributions and outstanding achievements of high professional order and excellence in the field of management, public administration, public affairs, education, Institution building, art & culture and sports. The honour carries a cash award of Rs. Five Lakh plus a Citation and a Plaque. The Awardee's name is inscribed on the Honours Roll of LBSIM and he/she is designated as Lal Bahadur Shastri Fellow. The Award process begins in January each year with the nomination of a twelve-member Jury by the Chairman of LBSIM, who is the ex-officio Convenor of the Jury. An announcement is made in the media each year in January for nominations for the Award. Those nominating have to provide details and copies of the work of nominees. One person can nominate only one name. The Convenor, with the approval of the Jury, writes to leading personalities and Institutions all over the world inviting nominations for the Award. The last date for receiving nominations is the last day of March. The Convenor of the Jury processes and organizes all the nominations and presents the same to the Jury in its first meeting. Thereafter, the Jury, if necessary, meets again to finalize the Award. The Jury selects the Awardee latest by the end of May and the Convenor of the Jury announces the Award soon thereafter. The Award is presented on October 1 each year which the eve of the birth anniversary of Shri Lal Bahadur Shastri is. Some of the recent recipients of the Award are Mr. Fali S.     TIFR mourns the passing of its second founder When Mambillikalathil Govind Kumar Menon breathed his last on November 22, 2016, at the age of 88, the Tata Institute of Fundamental Research, was bereaved for the second time after the untimely death of its iconic founder, Homi J. Bhabha, in 1966. For, if Bhabha had founded TIFR as a unique centre with the ambience to foster cutting-edge science of the highest quality, it was Menon who completed his unfinished work and created the TIFR which is now taken for granted as India’s premier research institute. Born at Mangalore, in 1928, to a district judge and his wife, Menon was one of eleven children. He was educated at Chennai, Jodhpur and the Royal Institute of Science, Mumbai, before going to the University of Bristol, where he got his Ph.D. in 1953 under the guidance of Nobel Laureate Cecil F. Powell. ‘Goku’ Menon, as he was widely known, made some fundamental observations on the decays of K-mesons, and had several job offers in Europe and America, but was persuaded by Bhabha to return to India and join TIFR in 1955. Once in India, Menon worked hard alongside other pioneers such as Bernard Peters, Devendra Lal, Yash Pal and B.V. Sreekantan to build a world-class cosmic ray research group at TIFR. Perhaps his best claim to scientific fame is the setting up of the Kolar gold field experiment, where atmospheric neutrinos were detected for the first time (1965). Gradually, Menon became Bhabha’s right hand man in the running of TIFR, at a time when the latter was busy setting up India’s atomic energy programme.

    Further information on UA: 248/17 Index: ASA 20/8191/2018 India Date: 10 April 2018 URGENT ACTION DALIT RIGHTS ACTIVIST STILL DETAINED WITHOUT CHARGE Chandrashekhar Azad ‘Ravan’, a prominent Dalit rights activist, has been held in administrative detention since 3 November 2017. His current term of detention expires in May 2018. However, under the National Security Act, he is at risk of being detained for up to 12 months without charge or trial. Chandrashekhar Azad has been held in administrative detention, without charge or trial, for the past six months. His current term of administrative detention was ordered by a non-judicial Advisory Board that submitted a report to the Uttar Pradesh authorities stating that Chandrashekhar Azad should be detained for six months, with effect from 2 November 2017. On 3 November 2017, Chandrashekhar Azad, the founder of the Dalit rights organisation “Bhim Army”, was arrested and placed under administrative detention under the National Security Act (NSA) on the order of the District Magistrate of Saharanpur. The National Security Act (NSA) permits administrative detention for up to 12 months on loosely defined grounds of national security and maintenance of public order. It is a repressive law that has been used to target human rights defenders in India. Hearings pertaining to Chandrashekhar Azad’s administrative detention are currently underway before the relevant non-judicial Advisory Board. According to his lawyer, the state government remains adamant that Chandrashekhar Azad must be detained for up to six more months after his current term expires in May 2018. The day before he was arrested under the NSA, Chandrashekhar Azad had been granted bail by the Allahabad High Court in relation to his arrest on 8 June 2017.
